1 Connecting Rural Europe Learning form the past preparing for the future 2 June 2014 Home My name is Judit Rácz, and I would like to say thank you for the invitation, it is nice to be here, great to see all of you again, I like the community of Rural Developers. I would like to remind you, we are the members of the same community. - without the common experiences and similar background we wouldn t be here - without the common interest and approach we wouldn t be able to understand the LEADER method - in 2007 I started to work with a LEADER program in Hungary. But before I will start my presentation, I would like to stop for a minute and ask you to think of your first moment in the field of rural development. Do you remember when you started to work for your community? How many years you spent to develop your community and your area? Raise your hand please, if you have been working with the rural developing program for more than 5 years? - for more than 10 years
2 - more than 15 years? (They are the heroes of the LEADER, please give an applause them) 1. So, I am the LAG manager of Felső-Homokhátság Local Action Group since 2007, I'm communication and media expert, community developer, and Vice-President of the Federation of Hungarian Leader Associations, since October of In Hungary we have 95 LAGs in 7 Regions. I work as a LAG manager in my region, in the centre of Hungary, on a 700 km 2 area, with citizens, 13 municipality, We have 47 member organizations in my own LAG We have 181 EU supported project between and we spent more than 4 million 500 thousand euro for different projects. And I have almost red in may mailbox. Small company ,00 NGOs ,00 Public sector , ,00
3 2. I'm strongly engaged with the LEADER method, and I prefer to work for the local community, like most of you. I have voice, I always express my opinion, I prefer to understand and explain the difficulties I always try to get the right information, from the right and responsible person. And I always put this question: Why? What? and How? I prefer to share the knowledge between the members of a professional community and I strongly believe, if the people have chance to talk to each other, they will be able to dream together, and with a small support they can reach their dreams. Between 2009 and 2011 I was delegated as a member of the LEADER subcommittee a few times, to represent the Hungarian LEADER community. From the beginning the active communication helped me to keep on going ahead. It wasn't so easy...
4 3 The 6th LEADER Sub-Committee in 2011 lead to establish the Focus Group 4 and agreed on the following objectives: - to advise the Member States with regards to the current and the next programming period; and - to improve the efficiency and effectiveness of the LEADER approach. The two main operational objectives of the Focus Group are: - to identify the critical requirements in the design of Local Development Strategies; and - to collect tools and good practices used at Local Action Group level which ensure the efficient implementation of Local Development Strategies. My role was in the Focus Group 4: - to inform the LEADER groups on national level about the activity of FG4 - to share the tools of efficient implementation - to help the understanding level of the documents - to spread the focus group 4 recommendations in national level - to contribute with my own experiences the Workshop success
5 4 The findings of the Focus Group 4 have been synthesised in a final report which includes a number of positive practices put in place across the European Union and conclusions which identify possible areas for improvements in the design and implementation of Local Development Strategies. If I see back, I think the weaknesses and strengths of Focus Group 4 was the following: a - At first about the weaknesses: - the linguistic diversity I thought I'm able to speak and understand in English, but for me, it was a nightmare when I realized, in the first meeting in Helsinki, I understand most of the people around me, but I do not understand one word from a discussion between an Irish and an English gentleman. - the different experience diversity - when I realized that in the middle of Europe, Hungary is so far behind the countries who have almost 20 years experience with the LEADER method - the knowledge diversity - when I discovered the preparedness and motivation differences between the members
6 6+6.a - and about the strengths of Focus Group 4: - the well organized and perfectly moderated successful workshops - thanks for the Finnish host members and the colleagues of ENRD - the helpful, motivated and mutually supporting human community - and showing good and bad examples of practices through the tasks of strategy design 7. Contribution I think the most valuable contribution of the Focus Group 4, from my perspective, as rural development actor was: - the useful preparation of the next period activities - it helped us to think and imagine our future - with this experience I was able to alarm the Hungarian LEADER Farther community to see and begin to design the next Local Strategy - and the incredible usefulness of the expanded network of professional relationship

The recommendations and key findings: - Keep the lines of communication open - Pay attention the capacity building of actors - Handle the balance of the money matters - Select projects in line with the LDS objectives: - Keep watching the economical environment - The Self-evaluation is important - Always be in interact with the community: - Focus on the bigger picture: - and enjoy the learning process

Inspirations of the Focus Group 4 - when we have got Survey 1, for Local Action Groups on the design of the LDS and Survey 2, for Local Action Groups on the implementation of the LDS, With my co-workers, we organized an informal workshop for LAG managers, and we started to translate and understand together the questions of the survey. It helped a lot, and we, as a LAG manager community helped for the rest of the stakeholders, to fill the form - with Julia Szendrői, who is one of my colleague, - she is LAG manager at Völgyvidék LAG-, we started to create a template, that could help to analyze and monitor the Local Action Group self-esteem process - With my team - and now I would like to introduce my colleagues, because they also worked hard between in the background: Emese Kása, Anikó Kocsír, Mátyás Pacsirta - we started to organize an opened seminar for the stakeholders of the rural communities, and LAG managers, about how we need to thinking about the strategic design, social capital, and social responsibility
9 10. Finally I would like to remind all of you for the most important key elements of the connected LEADER Network. It is you. It is you and your co-workers, stakeholders, the folks and people in the local areas.
