1 869 MAIN FOREST REGULATION, ADMINISTRATION AND OPERATIONS TOP MANAGEMENT & GENERAL ADMINISTRATION To advise and assist the Minister in the development of relevant policies in accordance with legislative requirements and national objectives; to improve policy analysis and to assist the Board and Director General in the management of the authority in accordance with its established tasks and responsibilities; and to coordinate and monitor the implementation of policies and operations of the Authority s substantive programs. The provision of services in support of the Authority s substantive programs, including policy analysis and planning, programming, budgeting, personnel affairs and organisational procedures, finance and accounting, maintenence of buildings and institutional houses and other support services. 2 870 FOREST MANAGEMENT & DEVELOPMENT To protect and maximize the nation s collective benefits of forestry resources through implementation of necessary operations in the fields of management, utilization, reforestration and resource development. Conducting operations in the areas of resource inventory and assessment,forest mapping, forest management, examination of utilization proposals, allocation of forest concessions to operating companies, monitoring terms and conditions of the utilization agreements and marketing of forest products; setting technical and operational standards and provision of technical assistance and advisory services to the provincial authorities and resource owners as required. This program consists of two activities the expenditure and other data of which are as follows: RESOURCE MANAGEMENT DIVISION RESOURCE MANAGEMENT DIVISION TOTAL B. Other Data in
3 871 RESEARCH To improve and increase forestry productivity through employment of advanced and appropriate techniques on conservation, management and utilization; and to improve policy analysis and planning through provision of basic data. The execution of a coordinated research program in the field of revenue collection, forest management, conservation protection, production and botany; the provision of reasonable staff, space and material for the PNG at Lae and field research stations at Bulolo and Madang. This program consists of one activity with following financial and operational data: Reforestation and Extension-Highlands Reforestation and Extension-Highlands 2, TOTAL 3,697.1 B. Other Data in
4 872 PROVINCIAL FOREST ADMINISTRATION To improve and ensure that forest resources are managed efficiently for the collective benefit of the landowners and the peaple of Papua New Guinea, through sustained yield management. To maximise benefits to the state and the landowners in monetary terms and infrastructure development. To facilitate through the timber industry employment opportunities for nationals. To encourage and ensure maximum local participation by the resource owners in the development of the resources. Monitor respective timber industry operations through the requirement of their permits, forest working plans, logging and marketing agreements in terms of compliance. Monitor log export operations and collection of relevant levies. Also ensure local landowners companies to be the vehicle for development of their resources as well as encouraging sub-contracts. 5 873 FIELD SERVICES-REGIONS OF PNG To advise and assist the Managing Director and the Minister in the development of relevant policies regarding forestry development at the Regional sections of Papua New Guinea, in accordance to its established responsibilities. The provision of services in support of the Authority s substantive programs for the development of forest activities at the regions of PNG. The program consists of six activities, including the Area offices in Southern, Momase, NGI, Western and the Log Export Monitoring activities Field Services - Southern Region Field Services - Southern Region Field Services - Momase Region Field Services - Momase Region Field Services - NGI Region Field Services - NGI Region Field Services - Western Field Services - Western Headquarter Ops-Field Services Headquarter Ops-Field Services 1, , TOTAL 4,794.4 B. 6 874 FORESTRY PRACTICE-ORIENTED EDUCATION To develop skills, knowledge & technical understanding of the national officers engaged in the forest administration both at policy and operational levels; and to fulfill trained manpower requirements for utilization of forest resources. The provision of reasonably-staffed and equipped training centres (PNG Forestry College) in Bulolo and the (Timber Training College) in Lae and train full-time participants in the field of forest regulation, utilization and management techniques; and conducting in-service training programs for both public and private sector participants.
