There is widespread damage along the coastal area. 6 persons are reported dead, many more (fisherman, travellers) are missing. More casualties are expected. 2. In several points of Suva there is no electrical power and the telephone system has been affected. There are water problems, including water contamination due to heavy flooding. 3. Flooding also caused the collapse of two bridges on the road from the city to the International Airport, which is non closed. 4. A government disaster management team meeting will take place on and it is expected to have then an assessment of damage and of emergency relief needs. 5. Another cyclone is on its way to the Northern Part of the Fiji Islands, expected to hit in the next hours. 2 DHA-UNDRO 93/0002 DHA-UNDRO Situation Report No. 2 4 January 1993 Situation 1. Cyclone Kina severely affected Fiji Islands on Saturday night, 2 Jan 93. Cyclone crossed the Yasawas and passed Northeast of Viti Levu and through Southern Lau group. Main affected areas are Yasawa, Northern and Eastern Viti Levu, Southern Vanua Levu and the Western and Southern Lau Group. Maximum windspeeds and devastating gusts of 120 knots spanning an area 180 miles from its centre were reported. Urban centres and suburbs of Suva, Lautoka, Nadi and Sigatoka very badly affected people reported dead and 3 seriously injured. Up to 9 persons in Northern Viti Levu reported missing. 10,000 people estimated to have moved to evacuation centres, mainly in Central and Western Divisions. Extensive damage, reported to roads, bridges and power supply lines, is hampering water supply and sewage disposal. Damage to roads/ bridges estimated at USD 16 million. Most pumping water stations in the country are not operating because of power cuts. Damage to crops, livestock, commercial goods, buildings and personal property needs to be assessed but expected to be considerable. National Response 3. Govt has declared a disaster in most parts of Fiji. In a meeting with donors, govt appealed for International Assistance. Already on 29 Dec 92, national and district disaster management centres were activated. Evacuation centres were opened on 2 and 3 Jan 93. Fiji red cross society is making available emergency family packs, blankets and clothing. Requirements for International Assistance 4. An estimated 150,000 people will have to be provided with relief items. A top priority is to provide approx. 10,000 homeless in evacuation centres with food and other essentials. 3 International Response 5. French, Australian and New Zealand Govts have offered to provide tents (1,500), tarpaulins (1,500), water purification tablets and a french medical team. New Zealand will fly an Orion Plane for reconnaissance flights today and make available a Hercules aircraft and helicopter upon request. Australia has also offered a helicopter and expressed interest in assisting with reconstruction damaged bridges. USAID has offered emergency funds to purchase relief items. When more information available on relief/rehabilitation, UK Govt and EEC will consider assistance, incl. Some help for long-term reconstruction. 6. DHA-UNDRO has made available emergency relief grant of USD 15,000, whereas its South Pacific Programme office is actively involved in disaster and relief management, in consultation with UN resident Coordinator and Govt. 7. 4 DHA-GENEVA 93/0006 DHA-Geneva Situation Report No. 3 6 January 1993 Situation 1. Death toll reported at 18. Main problems now relate to floods. The 4 major rivers (Ba, Rewa, Sigatoka and Navua) on main island of Viti Levu have caused widespread flooding. 2 urban centers, Navua and Nausori, badly affected. Villages totally submerged and numerous houses washed away. In agricultural sector, most adversely affected will be food production for local consumption and export crops. Main crop- and livestock-producing zones on Viti Levu, which support over 60 percent of entire population, are most affected. It will take up to a year for crops, and more for livestock, to recover fully. To date, evacuation centers on Viti Levu still occupied, with some evacuees returning to their dwellings and/or villages. 2. Teams to assess and survey damage have begun moving out to areas accessible by vehicle and boat. NZ and Australian helicopters will ferry survey teams to badly affected inaccessible area. The NZ Orion aircraft has begun aerial reconnaissance. National Response 3. Through its Disaster Management Committee, govt has been providing food rations to evacuation centers and will extend this assistance to badly affected villages/settlements. Requirements for International Assistance 4. Cyclone affected virtually all areas of Fiji, and govt experts claim flood as worst in 100 years. Death toll now reported at Agricultural sector is devastated. A survey by USAID agricultural advisors showed main staples seriously affected. With widespread destruction to main staples, export crops and livestock, adverse economic impact will be felt for some years. Lost income, decreased food production, and 3-4 month food shortage is expected for kina victims. National Response/Relief Requirements 3. Representatives of donor countries/agencies held second meeting with govt of Fiji, which appealed particularly to donors present for medical supplies in expectation of outbreaks of diarrhoea, dysentery, typhoid and dengue fever. Fiji does not have cholera or malaria. Medical requirements are valued over USD 600,000. Govt is appealing also for food relief for about 119,000 people. WFP has been alerted. Yesterday govt of Fiji briefed all heads foreign missions and presented official preliminary report on devastation caused by Cyclone Kina. Damaged estimated in million US dlrs: Agriculture 41.7 Infrastructure 32.0 Social Services 26.3 Total Food rations being distributed by Australian/NZ helicopters and by govt-hired trucks/boats. Estimated total cost food relief 8.7 million USD to feed about 115,000 victims for 3 months. Govt estimates relief/rehabilitation as at least 35.5 million USD and requests assistance in following critical areas: health, school building repairs, food relief/agriculture and temporary bridges.
