5 INTERNATIONAL ORGANIZATIONS INVOLVED IN FOOD SAFETY FAO/WHO Food standards (Codex Alimentarius) The Codex Alimentarius Commission was created in 1963 by FAO and WHO to develop food standards,, guidelines and related texts such as codes of practice under the t Joint FAO/WHO Food Standards Programme World Organization for Animal Health (OIE) All EU Member States are members of the OIE which disseminates information on animal diseases worldwide. 11 The Creation of the OIE The World Organisation for Animal Health was formed in 1924 under the name Office International des Epizooties (OIE). The OIE was established to ensure better cooperation between nations to counter the spread of animal disease. Today, the OIE facilitates intergovernmental cooperation to improve animal health throughout the world. Dr.Maken FAO Consultant 11

12 OIE Funding The OIE is not a United Nations funded organisation. The OIE is dependent on voluntary financial contributions by Member Countries. Iran s s contribution is taken from the IVO s budget for the Office of Chief Veterinary Officer. Currently Iran contributes approximately $15,000 annually. Dr.Maken FAO Consultant 12

13 What are the Objectives of the OIE? To ensure transparency in the global animal disease situation To collect, analyse and disseminate veterinary scientific information To provide expertise and encourage international solidarity in the control of animal diseases Within its mandate under the WTO SPS Agreement, to safeguard world trade by publishing health standards for international trade in animals and animal products To improve the legal framework and resources of national Veterinary Services Dr.Maken FAO Consultant 13

20 COUNTRY APPROVAL PROCEDURE 1. The national authority submits a formal request for approval to the Commission services. include the following information: Type of animal/product for which approval is sought. animal-origin products should be given, Anticipated volume of trade and main importing EU countries, Class of animals (eg( eg.. breeding, fattening, slaughter) involved, Description of minimum treatment (heat, maturation, acidification etc) applied to the products, Number and type of establishments considered to meet EU requirements, Dr.Maken FAO Consultant 20

21 COUNTRY APPROVAL PROCEDURE (2) 2. Commission acknowledges request and sends the relevant pre-mission questionnaire. 3. National authority submits completed questionnaire, with the proposed posed residues monitoring programme for approval, and with copies of the t national legislation 4. Bilateral contacts between the national authorities and the Commission mission to resolve outstanding issues. 5. If the Commission is satisfied with the information provided, an on-the the-spot inspection is (in most cases) organised by the FVO. 6. Following completion of the FVO inspection, a copy of its report is sent to the national authorities, the relevant Commission services, the European Parliament and the Member States. 7. If the outcome of the mission is satisfactory, and any other outstanding issues have been resolved, the Commission prepares draft legislation: (a) to add the third country to the list of third countries from which imports of the animal/product are approved; (b) to draw up if necessary animal health certification based on the country or part of the country s s health situation to accompany imports, (a number of model health certificates are already laid down in Community legislation); (c) to approve the residues monitoring programme; (d) to set up an initial list of approved establishments Dr.Maken FAO Consultant 21
