1 TRENTON BOARD OF EDUCATION JOB DESCRIPTION PRINCIPAL Focus and Priority Schools QUALIFICATIONS: CERTIFICATION: REPORTS TO: 1. Master s Degree from an accredited four-year college or university required 2. At least five (5) years of successful teaching experience 3. At least five (5) years of successful experience as an administrator or supervisor 4. Demonstrated success in improving student progress 5. Knowledge of district programs 6. Knowledge of the Trenton and Mercer County communities 7. Demonstrated evidence of community involvement and community engagement 8. Demonstrated evidence of increasing parental involvement and engagement 9. Knowledge of New Jersey Core Curriculum Content Standards 10. Knowledge of budgeting and budget implementation 11. Ability to analyze data and to make evidence-based decisions. Valid New Jersey Principal Certificate or Certificate of Eligibility Superintendent of Schools or Designee JOB GOAL The principal of a focus and/or priority school must plan, organize, control and assume leadership of the programs and services of the school. The principal is responsible for improving student achievement through effective learning and teaching pedagogy, as well as increased community and parent involvement. This principal must maximize results with decreasing budgetary resources. SUPERVISES: All staff assigned to the school 1

2 Leadership Requirements under the ISSLC Standards: The Principal must demonstrate evidence as the instructional leader who embodies the ISSLC Standards as delineated below: o Standard 1: A school administrator is an educational leader who promotes the success of all students by facilitating the development, articulation, implementation, and stewardship of a vision of learning that is shared and supported by the school community. o Standard 2: A school administrator is an educational leader who promotes the success of all students by advocating, nurturing, and sustaining a school culture and instructional program conducive to student learning and staff professional growth. o Standard 3: A school administrator is an educational leader who promotes the success of all students by ensuring management of the organization, operations, and resources for a safe, efficient, and effective learning environment. o Standard 4: A school administrator is an educational leader who promotes the success of all students by collaborating with families and community members, responding to diverse community interest and needs, and mobilizing community resources. o Standard 5: a school administrator is an educational leader who promotes the success of all students by acting with integrity, fairness, and in an ethical manner. Performance Responsibilities: 1. High Quality Instruction Learning Climate and Pedagogy 1.1 Displays a Professional Code of Ethics and Values 1.2 Ensures that the students receive High Quality Instruction and Instructors as defined by No Child Left Behind legislation 1.3 Serves as the instructional leader of the school with the ability to model lessons for the teaching staff members 1.4 Establishes and maintains an effective learning climate in the school 1.5 Ensures that student learning is the fundamental purpose of school and demonstrates the proposition that all students can learn 1.6 Ensures that multiple opportunities to learn are available to all students 1.7 Ensures that the school is organized and aligned for success 1.8 Demonstrates a culture of high expectations for self, student, and staff performance 1.9 Ensures that student learning is assessed using a variety of techniques 1.10 Maintains high standards for students conduct and enforces discipline as necessary and in accordance with Board policy and the students rights to due process 1.11 Ensures that student and staff accomplishments are recognized and celebrated 1.12 Demonstrates keen understanding of multicultural and diverse educational needs of the student population 1.13 Exercises leadership in school-level planning for improvement of instruction 2

3 1.14 Directs the instructional program of the school to ensure increased student achievement and ensures the appropriate uses of all instructional technologies as well as resources 1.15 Ensures the appropriate use of data for the adjustment of instruction and all decisions are based upon data to ensure impact on student achievement 1.16 Directs the recruitment, supervision, and evaluation of all staff of the school in accordance with the personnel procedures as established by the Trenton Board of Education and in compliance of all collective bargaining agreements 1.17 Ensures the development of a Master Schedule to meet the divergent needs of the student population based upon the student achievement data 1.18 Creates a Professional Learning Community Provides for her/his own professional growth through an ongoing program of reading, workshops, seminars, conferences, and for advanced coursework at institutions of higher learning. 2. Policy, Planning, and Operations 2.1 Serves as the visionary for the school, ensuring the development of school level policies and school level strategic planning that has immediate impact on school climate, student learning, parent and teacher engagement 2.2 Assumes responsibility for the effective management of the school in accordance with law, administrative code, and Board policies and regulations. Makes recommendations regarding safety/security/and facility needs 2.3 Ensures that all school and community stakeholders are familiar with the Board policies and regulations, pertinent school laws, state and federal requirements 2.4 Prepares and submits the school s budget requests and monitors the expenditure of funds 2.5 Prepares or supervises the preparation of all reports, records, and other required documentation 2.6 Keeps the Superintendent informed of school activities and needs and works cooperatively with central administration staff on matters relating to the school and the district 2.7 Ensures the proper collection, safekeeping, and accounting of school activity funds 2.8 Ensures that the school building is a safe environment for students and staff 2.9 Ensures full compliance and consistent implementation with the Student Code of Conduct 2.10 Monitors operation and maintenance of the school building and grounds and such related services as custodial, food services and transportation 2.11 Monitors the planning for health and safety of the staff and students. Provides training for students and staff in emergency procedures for fires, storms, hostage taking, weapon in building, etc Reviews and updates receipt of purchased materials, supervises distribution of all supplies, library books, textbooks and equipment and maintain inventories for the school 2.13 Reports any serious incident and/or injury to students, staff member or anyone that occurs within school jurisdiction and on school property. 3. Curriculum 3.1 Ensures the implementation of the Board approved curriculum 3

4 3.2 Collaborates in the planning and development of a system for monitoring the progress of all students with the Department of Curriculum, Instruction and Assessment and the Curriculum Supervisors 3.3 Supervises the implementation of the curriculum in collaboration with CIA 3.4 Collaborates in the development, evaluation, and revision of curriculum and assumes responsibility for the implementation of approved programs 3.5 Plans, organizes and supervises all curricular and extracurricular activities 3.6 Ensures the curriculum is reflective of the diverse student population 3.7 Collaborates with the Department of Special Education to ensure the curriculum has the appropriate modifications to address the needs of the Students with Disabilities within this building. 4. Student Services 4.1 Collaborates in the planning and operation of a system for monitoring the progress of all students. 4.2 Ensures the effective implementation of the Intervention and Referral Services committee 4.3 Participates in the coordination of school services with community services 4.4 Works closely with the Central Administration to provide requisite supports to students 4.5 Works closely with the Central Administration to ensure federal compliance for all students with disabilities, as well as students who are have 504 plans 4.6 Monitors the culture and climate for student emotions and mental well-being 4.7 Monitors the implementation of IEPs with the Department of Special Education 4.8 Monitors and works closely with nurses and all specialists assigned to the school 4.9 Plans and supervises regularly scheduled parent/teacher conferences and arranges for special conferences as necessary, as per the district calendar. 5. Staff 5.1 Develops leadership in the school 5.2 Observes and evaluates staff in accordance with the approved procedure of the Trenton Board of Education 5.3 Conducts regularly scheduled staff meetings across grade levels, content areas and building-wide 5.4 Reports and reviews educational assessment reports to staff for the purpose of improvement of curriculum and instruction 5.5 Implements a standard schedule for teaching assignments and duties in accordance with the contractual agreement, policies of the Board of Education and State Code. 5.6 Provides orientation and mentoring for new staff members 5.7 Publishes a staff handbook and reviews handbook with staff 5.8 Maintains and submits records to Superintendent (or designee) on staff attendance, staff accidents, end of year requirements 5.9 Supervises the student teacher program in the school 5.10 Conducts substitute staff evaluations, monitors lesson plans, conducts instructional walkthroughs. 6. Community 6.1 Establishes and maintains an active School Leadership Council 6.2 Serves as the advocate between the school, the home and the community; implements policies, programs and activities 4

5 6.3 Develops and maintains a master schedule for the academic, extracurricular programs and works cooperatively with the business administrator to schedule community use of the school building and grounds 6.4 Develops partnerships with key stakeholders and agencies in the community to provide services to students, their families, and teaching staff members 6.5 Creates a safe haven within the building and outside the school grounds where parents, guardians, and community members feel welcomed into the environment. 6.6 Uses talent from the community to further the educational goals of the school system. 6.7 Cooperates in the development of plans to promote positive relations between school and community.
