2 REQUEST FOR PROPOSALS Executive Recruitment Services Issued by: OPSEU Pension Trust (OPTrust) Date of issue: Thursday April 8, 2010 Services to be Provided: Recruitment of four senior management positions Proposal deadline: Proposals must be received no later than the close of business, 4:00 p.m. on Monday April 19, 2010 The recruitment firms chosen as finalists will be asked to present their proposals at OPTrust during the week of April 26, 2010 (times to be determined). GENERAL INFORMATION: Description of Organization: The OPSEU Pension Trust (OPTrust) administers the OPSEU Pension Plan, a defined benefit plan with more than $12 billion in assets and 82,000 members and retirees. OPTrust is governed by a 10-member Board of Trustees, five of whom are appointed by OPSEU (Ontario Public Services Employees Union) and five by the Government of Ontario. OPTrust currently has 182 employees working at two locations in Toronto and one location in London, U.K. OPTrust is subject to federal and Ontario laws and regulations governing registered pension plans. As the plan administrator, our role is to prudently invest and manage the Plan s assets, ensure that members and retirees receive the pension benefits to which they are entitled and provide them with the finest service and communications. Project Goal The recruitment of experienced, highly professional and qualified candidates for four key management positions as follows: (Job summaries are attached) 1

3 Recruiting Time Frame: May - July, 2010 Senior Vice President, Shared Services Senior Vice President, Finance Vice President, Human Resources Director, Communications No Guarantee: OPTrust makes no guarantee of the value or volume of work to be assigned to any service provider. An agreement executed with a service provider may not encompass the recruitment of all four positions. Proposal Requirements: 1. Experience: Describe the specific experience your firm has had in recruiting similar positions in the Pension, Insurance and/or Financial Services industries. 2. Project Management: Describe how your firm would conduct the recruitment of the four positions, in particular: Determine key competencies / skills Source candidates Name organizations that are off-limits for your firm Screening of candidates Determine short list of candidates Present candidates to OPTrust representatives Advice on Interviewing candidates Conduct background checks and references Negotiate offers Time frame from contract signing to candidate s start date 3. Fees and costs: Describe the structure, amount and timing for all fee arrangements and cost reimbursements, including disbursements for travel, printing and long distance calls. 4. Guarantee: Describe the terms of replacement recruitment in the event candidates choose to leave OPTrust or are terminated with or without cause. 2

5 Job Summaries Senior Vice President, Shared Services The Senior Vice President of Shared Services is responsible for establishing and leading a Shared Services Group, comprised of the following five departments: Legal Services, Communications, Project Management Office, Human Resources & Administrative Services and Information Technology. This group of departments must deliver a high level of service to the organization. The incumbent will oversee the operations and service provisions of the five departments, and ensure continuous improvement. The SVP Shared Services will interact with all areas of the organization to ensure that the Shared Services Group gains traction and serves the evolving needs of OPTrust. The individual in this role will also ensure that the Shared Services departments develop reputations for high quality and cost effective service delivery. Senior Vice President, Finance As senior financial officer, this position is responsible for leading all Investment and Corporate Finance activities of OPSEU Pension Trust. This individual will interact closely with the Trust s investment professionals and act as a strategic partner to all OPTrust Divisions, including the development of protocols and procedures to guide inter-departmental interactions on finance matters. The individual will have direct responsibility for shaping and managing the Finance Department mandate and will ultimately be accountable for investment performance calculations, financial reporting, internal financial controls, and treasury functions, which includes the safeguarding of assets in excess of approximately $12 billion. Vice President, Human Resources Reporting to the Senior Vice President Shared Services, the primary purpose of this position is to provide leadership and direction for OPTrust in the area of Human Resources strategic and organizational planning. The incumbent is responsible for providing strategic direction and oversight of the Human Resources & Administrative Services Department, including compensation, payroll, recruitment, training, employee and labour relations, facility planning and other services provided by the department. The individual is responsible for providing the necessary leadership to centralize Human Resources activities and to deliver high-quality services to all Divisions at the level required for a high-performing organization. 4

6 Director, Communications The Director, Communications is responsible for developing effective communication plans for all Divisions at OPTrust and for executing strategies. This includes responsibility for the production of pension publications, booklets, and manuals that meet the needs of pension plan members, retirees and employers. In addition the development of plans for other external communications, including the annual report, and public website are key functions of the role. The incumbent will develop media strategies and effective communication programs for the Board of Trustees and for internal staff. This position leads a team of four communication professionals and reports to the Senior Vice president, Shared Services. 5
