As part of the programme, Govt. of India wishes to develop a mechanism through which the pious refuse (flowers, leaves, coconut, hair and associated plastic bags and plastic bottles,) generated from various religious cities along Ganga are adequately collected, treated and disposed in a sustainable manner that such refuse are restricted from their entry into Ganga and thereby minimizing associated pollution. The prominent religious places considered for the management of pious refuse are namely Gangotri, Kedarnath, Badrinath, Yamunotri, Rishikesh, Haridwar, Mathura, Vrindavan, Garmukteswar, Allahabad, Varanasi, Vaidyanathdham, Gangasagar. Mission Director, National Mission for Clean Ganga (NMCG) invites Expression of Interest (EoI) from reputed organization/ngos that have relevant experience of implementing management of pious refuse in Indian Cities during the festive or non-festive seasons. The reputed organization/ngos need to submit Expression of Interest in prescribed format. 4 EXPRESSION OF INTEREST FROM ORGANISATION/NGOsFOR MANAGEMENT OF PIOUS REFUSE GENERATED IN IMPORTANT RELIGIOUS PLACES ALONG GANGA. 1.0 NOTICE INVITING APPLICATION FOR EOI NATIONAL MISSION FOR CLEAN GANGA 3 rd Floor, Rear Wing, Mahanagar Doorsanchar Sadan, 9, CGO complex, Lodhi Road, New Delhi NOTICE INVITING APPLICATION FOR EOI National Mission for Clean Ganga (NMCG), is an autonomous body under Ministry of Water Resources, River Development and Ganga rejuvenation, situated at Mahanagar Doorsanchar Sadan, New Delhi Mission Director, National Mission for Clean Ganga (NMCG), invites EoI from reputed organization/ngos who has relevant experience of implementing management of pious refuse in Indian Cities in a sustainable manner on a pilot basis at few locations. Currently the places are under consideration: Gangotri, Kedarnath, Badrinath, Yamunotri, Rishikesh, Haridwar, Mathura, Vrindavan, Garmukteswar, Allahabad, Varanasi, Vaidyanathdham and Gangasagar. NMCG will take up pilot at few of these locations at its discretion. 1.1 OBJECTIVE OF THE ASSIGNMENT: The EoI is invited from reputed organization/ngos for the management of pious refuse along various religious cities along Ganga to achieve the following objectives: Pious refuse as generated from temples and other such sources during the festive and non-festive season from the religious cities are adequately collected and are restricted from entering into the main stream of Ganga; 4

5 The collected waste are treated in a sustainable and innovative manner so as to produce useful products that may include, but not restricted to Composts, Holi Colours, Agarbatti etc. Involvement of local communities, for the proposed management of pious refuse 1.2 ELIGIBILITY CRITERIA: The prospective agencies will be selected based upon the following eligibility criteria: India based organizations/ngos who has registered office in India; At least 3 years of specific experience for management of pious refuse in Indian cities; Relevant Experience in implementing pious refuse management in a sustainable and innovative manner so as to produce useful products that may include, but not restricted to Composts, Holi Colours, Agarbatti etc. through involvement of local communities/ NGOs/Disabled peoples etc. will be preferred.; The net-worth of the organization (Corpus fund in case of NGOs) need to be at least Rs 1.5 Cr. and annual turnover/project handling capacity need to be at least Rs 1 Cr.; 1.3SELECTION CRITERIA: The pilots will be evaluated by a nominated committee which will give due weight to innovativeness of the management process, prior experience of handling such works, financial sustainability etc. 1.4FUNDING PATTERN: a) The project shall be implemented through 100% funding from centre; b) Financing of pilots will be on claim basis in arears generally quarterly 1.5MONITORING MECHANIMS: The projects will be monitored as per the monitoring mechanism of NGRBA by NMCG/SPMG/ULB. 1.6SUBMISSION OF APPLICATION: The completed document for the EoI, 1 original and 2 copies, shall be submitted to Director (Technical), National Mission for Clean India (NMCG), 3 rd Floor, Rear Wing, Mahanagar Doorsanchar Sadan, 9, CGO complex, Lodhi Road, New Delhi , on or before 1600 hrs on Mission Director, NMCG reserves the right to accept the EoI in full or in parts or reject summarily or partly without assigning any reason(s) thereof. 7 2.0 TERMS AND CONDITIONS 2.1 Application form for EoI shall be submitted in a sealed envelope super scribing thereon Application for Expression of Interest from organization/ngos for Management of Pious Refuse in Important religious cities along Ganga. 2.2 The application shall be submitted strictly in the prescribed format along with supporting documents. 2.3 The application shall be signed by the authorized person/s on behalf of the applicant Organization by enclosing an Authority Letter / Power of Attorney. 2.4 If the space in the application is insufficient for furnishing full details, the applicant may give the details on a separate sheet. 2.5 Application containing false and / or incomplete information is liable for rejection. 2.6 If any information or details furnished by applicants are found to be false at any time in Future, the empanelment of such applicant will be cancelled immediately. 2.7 The applicant should sign each page of the application. 2.8 Overwriting should be avoided. Correction, if any, should be made by neatly crossing out, initialing, dating and rewriting. 2.9 NMCG may approach / visit the organization s clients to verify organizations s general reputation / competence Documentary proof with respect to the details furnished in the application form regarding relevant experience shall be furnished along with the application form. With regard to the completed works, copies of the work order and completion certificate shall be submitted Decision of the Mission Director, NMCG in shortlisting of Organization/NGOs will be final and binding and no further correspondence will be entertained. Organization/NGOs shortlisted will be informed by post Request for Proposal (RFP) will be issued to shortlisted Organization/NGOs only 2.13 The applicant should ensure that the application is delivered at the given address within prescribed date and time as mentioned in the advertisement The Mission Director, NMCG reserves the right to accept or reject, any or all the EoIs submitted in response to this advertisement without assigning any reasons thereof. 7
