1 JOB DESCRIPTION 1. JOB DETAILS Job Title Immediate Senior Officer Directorate Location Assistant Director of Governance and Performance Director of Finance and Performance Finance and Performance Directorate Cardonald 2. JOB PURPOSE To ensure establishment of strategic direction for NHS 24; to own the strategic development process and to own the business performance management process. To provide leadership and management to the Corporate Governance, Information Governance, Risk Management and Resilience, Planning, Performance and Management Information teams. To lead the development, implementation and ongoing management and improvement of these areas across NHS 24. To provide a comprehensive range of services and ensure delivery of effective internal control and corporate governance. 3. DIMENSIONS NHS 24 is a Special Health Board, serving the whole of Scotland. It is Scotland's national telehealth and telecare organisation, with responsibility for providing services, for facilitating service developments in NHS Scotland, and for working in partnership to support digital health service developments across Scotland. NHS 24 provides services to the whole of the population of Scotland (approximately 5.2m). The Revenue Resource Limit and the Capital Resource Limit for 2012/13 are 74.2m and 0.3m respectively. The Board employs approximately 1,500 staff (heads) across its 3 regional contact centres, 10 local contact centres, and headquarters services. NHS 24 provides a 24 hour telephone unscheduled care clinical assessment and triage service, which handles approximately 1.5m patient contacts per annum. The range of clinical health and care services provided by NHS 24 is expanding, and includes services using telephony (for example the Scottish Emergency Dental Service, Breathing Space), web (for example NHS inform, nhs24.com), video conferencing, Digital TV, and services using media such as web cam and social networking. It has responsibility for the Scottish Centre for Telehealth and Telecare which will continue to develop the range of services offered to support patients, service users and territorial Health Boards across Scotland. NHS 24 is actively involved, with the support of Scottish Government, in working closely with the European Commission, partners in Europe, and public and private sector partners, in a range of initiatives to support the development of telehealth and telecare. The postholder is responsible for the provision of the following services, covering approximately 30 staff (comprising: technical, management and administration staff, located in 3 sites across Scotland): 1

2 - Strategic Planning and Performance Management - Management Information - Service Delivery Analysts - Risk Management & Resilience - Regulatory Compliance - Board Secretariat - Public Records, FOI and Data Protection and Security This post and its responsibilities requires an operating level at a senior level of the organisation. The postholder manages a total revenue budget for Governance and Performance of 1.2 million. The postholder is responsible for providing leadership and direction to approximately 30 staff in the Governance and Performance Directorate. 4. POST The post holder is accountable and has corporate wide responsibility for the NHS 24 Strategic and Operational Planning (Core) Process which integrates Service, Financial and Workforce Planning; Local Delivery Plan; the Annual Resource Allocation Process and the ongoing Engagement and Liaison and Annual Review with Government Sponsors. The post holder will be responsible for the leadership required to initiate, implement, establish, continuously improve and develop Corporate Performance Management and Planning processes, ensuring effective delivery of NHS 24 strategy. The post holder will therefore be required to work at a significantly high operating level, across multiple activities in conjunction with Executive Directors. The post holder has corporate-wide responsibility for the provision of assurance to the NHS 24 Board and Governance Committees that NHS 24 meets its corporate governance requirements in relation to planning, performance, integrated risk management and resilience, information governance and security. 3 5. ROLE OF THE DEPARTMENT Role of Department The Directorate provides strategic direction, leadership, management and development across a portfolio of corporate functions. Ensuring that NHS 24 has effective corporate governance arrangements in place and that the Executive Team and the NHS 24 Board are fully supported; this includes enabling the smooth operation of NHS 24 s formal decision making and reporting machinery, including overseeing the organisation and administration of all Board and Board sub-committee meetings, and establishing procedures to ensure that NHS 24 complies with all its constitutional and regulatory requirements. Develop and maintain strategic planning, management information and performance management processes that ensure NHS 24 is able to continue deliver effective national and specialist services which enable and support the improvements in the health of the people of Scotland. Leading Risk Management and Resilience - having an informed understanding of relevant risks, an assessment of their relative priority and the opportunities presented, and a rigorous approach to monitoring and controlling; robust business continuity, resilience and recovery plans in place. Regulatory Compliance - Ensure delivery of effective internal control and corporate governance ensuring operations across NSHS 24 are carried out in accordance with Standing Financial Instructions and other best practice. Public Records, FOI and Data Protection. Corporate Governance and Responsibility. Regulatory Compliance. 6. KEY RESULT AREAS 1. Initiate and lead the development, agreement and implementation of the NHS 24 long term strategic plan (typically 5 years) and key priorities. Ensure robust stakeholder engagement in the development of the strategy so that NHS 24 continues to be aligned with, and relevant to, stakeholder needs. 2. Responsible for the coordination and development of robust integrated corporate business plans ensuring financial, workforce and operational business plans are fully integrated, make most effective use of resources and is sustainable and affordable in meeting agreed service and performance levels. Utilise best practice in corporate and operational planning, governance and risk management, and business performance management reporting. 3. Implement and lead change and continuous service improvement against a background where expert / stakeholder opinion may differ. Identify and drive forward initiatives for modernisation, quality and productivity improvement. Champion efficiency, service improvement and value for money improvements across NHS Accountable for the budgetary control within own business functions. 5. Deliver the information governance and security function. 6. Set policies for and direct the creation of business plans and cases ensuring that service developments are consistent with the strategic direction and have a realistic assessment of risks and costs. 7. Lead the provision of specialist advice and services on Planning, Performance and Service Delivery across NHS 24 to achieve operational effectiveness and strategic ambitions. 8. Lead the integrated risk management approach with supporting policies, procedures and associated training to ensure NHS 24 identifies and manages risk effectively. 9. Lead, develop, maintain and exercise appropriate Emergency and Business Continuity / Resilience Plans for all NHS 24 services and functions. 10. Identify, initiate and promote new business development initiatives, including the securing of 3

4 funding, which protect, develop and exploit NHS 24 expertise. 11. Recruit, lead, manage, motivate and develop high quality staff to ensure they are able to meet new challenges and are adaptable to the significant continuing technological and cultural changes taking place within NHS Scotland and its partners, and have the required skills, knowledge and behaviours to respond to this. 12. Represent NHS 24 at the National Directors of Planning Group and Forum and Chair the NHS 24 Governance and Performance Group. 13. Deliver a Decision Support Tool from a Project to a Core activity, expanding and continuously improving the new systems and associated software, capability and capacity across NHS ASSIGNMENT AND REVIEW OF WORK The post holder will be required to interpret health policy and strategy from the Scottish Government, wider health boards and non-governmental public bodies in order to shape, develop and deliver NHS 24 goals, objectives and standards for EMT and Board approval. Specific requirements will also be generated through the planning and performance processes as directed by the NHS 24 Board and committees, the Chief Executive, relevant SGHSC Directorates HEAT targets and Horizon Scanning. The post holder will be accountable for managing progress within the identified areas of responsibility and within the parameters of established local priorities, policies and procedures. The post holder operates autonomously within this framework and will make decisions and exercise judgement that can have a significant organisational impact. The post holder is expected to function as a source of expertise and advice across NHS 24. The post holder participates in the formal function performance appraisal scheme with annual objective setting and takes a proactive approach to the formulation of a personal development plan which supports the maintenance of the deep multidisciplinary knowledge required. The Director of Finance and Performance will undertake evaluation of results and objectives. 8. COMMUNICATIONS AND WORKING RELATIONSHIPS The post holder will be required to provide and receive complex and often sensitive data and information to and from a wide range of internal staff and external agencies, ensuring highly effective communication both verbally and in writing, to support the consultation, design and monitoring of strategic plans and the production of publications and reports. The post holder must initiate, lead and deliver high quality written and verbal briefings and presentations to the NHS 24 Board, its associated Committees, Partnership Forum, Planning and Performance Forums. These briefings and presentations must deliver complex and often sensitive information relating to performance, compliance and strategic objectives in an appropriate and understandable manner for the particular audience group. The post holder will require highly developed influencing and negotiating skills in order to drive forward strategy and planning processes across NHS 24 as well as shaping and influencing decision makers within SGHSC and wider health boards. These approaches may be strongly challenged and or opposed by senior staff and/or clinicians within the NHS 24 and where there may be significant barriers to be overcome, e.g. highly emotional resistance to proposed courses of action; disagreement over problem diagnosis/resolution; lack of consensus over strategic/business priorities etc. The main contacts of the post are: Internal 4

MOST CHALLENGING PART OF THE JOB To initiate and lead the development, establishment and maintenance of comprehensive strategic plans and performance management systems for NHS 24 within a constantly changing political environment and continually evolving health and care policies that continue to meet the needs of our customers. To ensure the effective operation of mechanisms for ensuring horizon scanning intelligence is gathered across NHS 24 and is considered as a means of better understanding customer needs and informs planning and service delivery and securing agreement of colleagues on the reallocation and reprioritisation of resources, both human and financial, to secure highest quality of service in light of changes posed by the economic climate. Maintain the mental flexibility and concentration to deliver timely and accurate judgement and solutions whilst working concurrently on multiple issues and plans despite constant interruption and conflicting prioritisations. Delivery of a Decision Support Tool from Project to Core activity, expanding this new service s capability and capacity across NHS 24 whilst concurrently encouraging cultural change to maximise its utility and potential benefits. 10. SYSTEMS In order to design and present business plans and performance reports and undertake administrative responsibilities the post holder requires advanced knowledge of use and practical application of MS office software, and other bespoke software tools used for capturing a wide range of corporate data and information which inform the production of and enable balanced scorecard management. Accountable for the delivery of NHS 24 wide performance management and planning processes, delegating authority to direct reports as required. Lead on the design and development of new systems, championing the use of technology to improve performance management and planning processes. Use of NHS 24 financial reporting systems to monitor budgets. Use of electronic risk register. Ensure staff work, store and transmit data in accordance with data protection, freedom of information and confidentiality principles. 11. WORKING ENVIRONMENT AND EFFORT 5

6 Physical Effort The post holder will be expected to work at a desk on a frequent basis with a computer (2-3 hours at a time) and regularly move to different locations to meet with stakeholders. This may require the carriage of documents and lap top computers. The post holder will also need to travel regularly to SGHSC and NHS Boards and other agency locations to attend meetings. Mental Effort The post holder must be capable of: An ability to concentrate intensely for protracted periods, on multiple subject areas, whilst being frequently interrupted in order to keep abreast of planning developments across NHS 24, health boards and other partner organisations. This will ensure value can be added in a timely, efficient and effective manner. Delivering sound, high level analysis and judgement through a strong understanding of the complex methodologies utilised for strategic and planning both internal to NHS 24 and across external partner bodies which will require considerable, consistent and continuous mental effort. Ability to sustain mental effort and attention required to chair strategic working groups, ensuring discussions remain focused and a balance of views extracted. Emotional Effort The post holder will be required to: Support reports in preparation for and when presenting performance reports to SG and Board level as well as to NHS 24 colleagues. These organisational performance reports will be subject to intense scrutiny and robust challenge and the post holder must be articulate and diplomatic to defend both the organisational and individual positions whilst maintaining and building interpersonal relationships; gaining and maintaining trust, transparency and mutual respect. Support the preparation and presentation of direct reports on individual performance where team members will be subject to robust challenge by people who have a more favourable perception of their performance and will be required to deal with these with skill and diplomacy to build rapport and gain co-operation and compliance. Deal firmly but compassionately with exposure to distressing or emotional circumstances in relation to staff discipline and grievance matters. 12. ENVIRONMENTAL / WORKING CONDITIONS & MACHINERY AND EQUIPMENT The post holder will be provided with a modern office space which is heated and ventilated in accordance with extant NHSS guidance. There is no requirement to operate equipment or machinery beyond that found within a well equipped office e.g. telephone, computer, photocopier, printer and projector Standard keyboard skills 13. QUALIFICATIONS AND/OR EXPERIENCE SPECIFIED FOR THE POST Essential Criteria Educated to Masters degree level or equivalent in a business or similar discipline Demonstrate extensive senior strategic management experience in a leadership role, covering all aspects of financial, performance, planning and risk management within a large complex organisation preferably within the NHS or public sector having operated previously at Associate Director Level within the Health Service or equivalent in another Public Sector organisation. Excellent communications skills, including the ability to simplify and communicate complexity and the maturity to operate at all levels within NHS 6

7 Highly developed influencing, negotiating and facilitation skills Ability to operate effectively under pressure with a high level of personal integrity Project management and/or consultancy experience in a change environment Demonstrable experience and skills in data analysis and reporting Demonstrate a high level of interpersonal, planning and technical skills Formulation and delivery of training programmes Network and relationship building The post holder is expected to lead by example at all times, demonstrate the highest standards of personal and professional conduct that support the NHS 24 Values and Behaviours and respect the diversity that makes up a complex multi-disciplinary workforce.
