1 STRATEGIC PLANS AND GOALS I. Tell the World Reach Up, Reach Across, Reach Out Inspiring every church member to: 1. REACH UP REACH UP to God through corporate worship, personal devotion of Bible study and prayer, the study of the Sabbath School Bible Study Guides and the Spirit of Prophecy writings, resulting in revival and faithfulness. Areas of Concern: i. CORPORATE WORSHIP Goal To increase the number of Divine Worship Service attendance by 5% each year. Projection will be based on census taken on May 7, To print attendance cards and device to attract more children to the church worship service. To provide worship note book to children to encourage them to take notes of the preaching every Sabbath. To have a worship theme, and ensure that members are aware of it. To help the churches to design more meaningful worship services. (Refer to NCD materials.) To encourage more participation from the members in the worship services. Family Ministries: To encourage family worship. To encourage parents to sit with their children during Divine Service. To reserve church pews for families with children. ii. DAILY PERSONAL DEVOTION OF BIBLE STUDY AND PRAYER Goal To increase the number of members having daily personal devotion of Bible study and prayer by 5% each year. Projection will be based on census taken on May 7, Revival, Reformation, Discipleship & Evangelism 16
2 To aggressively promote and to make available less costly devotional books (i.e. yearly morning watch) for the church members. To encourage the systematic study of the Bible study through the reading of one chapter a day. This practice will culminate in the reading of the entire Bible by the time of the 2015 General Conference. To encourage the implementation of the FAST program (a discipleship program). To ensure the continuance of the 777 prayer initiative at the local church. To encourage each member to have the habit of keeping a personal spiritual growth journal. To design children s Bible reading plan, baptism guide & work books To circulate widely the Bible Friends series. iii. STUDY OF SABBATH SCHOOL BIBE STUDY GUIDES Goal To increase the number of Sabbath School members studying Sabbath School Bible Study Guides by 5% each year. Projection will be based on census taken on May 7, Sabbath School & Personal Ministries Department: To have all church officers set a good example by attending the Sabbath School on time. To ensure all baptism candidates attend Sabbath School class faithfully. Youth Ministries: To supply enough interesting young adult lesson study materials for all the churches. To encourage parents to order children Sabbath School lessons for their children. To prepare visual aids for telling stories and songs. To present special programs in every 13th Sabbath. To provide church with memory verses and stickers To emphasize the importance of studying the Sabbath School lessons during pastoral visitation. 17 Peninsular Malaysia Mission s 25th Session
3 iv. Study of SPIRIT OF PROPHECY Writings 1. To increase the number of members studying Spirit of Prophecy writings by 5% each year. Projection will be based on census taken on May 7, Spirit of Prophecy Department: To make available SOP books in both hard and soft copies. To make audio version of the SOP writing available to the members. To encourage churches to observe the Spirit Of Prophecy Day as scheduled by the General Conference. To make the recommended sermon for SOP Day available to all the churches. 2. To recommend the study of one Spirit of Prophecy book with study guide per year. The recommended book for 2011 is The Great Controversy. The union and each mission will subsidize the printing of the book for its members. To promote the book Steps by Steps and God s Ten Commandments Spirit of Prophecy Department: To ensure SOP book of the year is available for members in all 4 major languages English, Chinese, BM and Tamil. To make the study guides of the recommended SOP books available to all pastors and Bible workers in PEM and through them to the members. To encourage the pastors/bible workers to translate those recommended SOP books for their members. To make available the English language version of the SOP Book of the Year in MP3 format for those who prefer to listen. To make known any SOP resources available to PEM membership. To present a certificate of completion for those who have completed the reading of the SOP Book of the Year in PEM during the SOP Day/Heritage Sabbath in October. To promote the reading of the book Ellen G. White, Prophet of Destiny by Rene Noorbergen To encourage a SOP book club where members gather to share their thoughts and insights with regards to the study of a particular SOP book. 4 To encourage pastors to be the one to lead out in the promotion of SOP books. To have a SOP champion in every church. To promote occasionally the reading of a SOP book during Sabbath School. Youth Ministries: To promote the reading of Ellen G. White s book, Message to Young People, in the Youth meetings. 2. REACH ACROSS REACH ACROSS the barriers that threaten to divide us as a church family, endeavouring to disciple, nurture, and involve every individual in the life and the mission of the church. Areas of Concern: i. MEMBERSHIP RETENTION 1. To implement the Under-Shepherd Program in every church (starting 2012) in order to facilitate membership retention. Through this program, church elders together with deacons and deaconesses will assist the church pastors in the visitation and shepherding of the church members. To train the local church elders, deacons and deaconesses in the implementation of the Undershepherd Program. 2. To encourage the church to become a church of small groups in which every member joins a small care group. Sabbath School/Personal Ministries: To encourage members to join a bible study and care groups. To promote the book Search for Certainty by Mark Finley as a suggested resource material for the use in such small groups. 3. To reclaim 5% of inactive members in the membership roll each year. Projection will be based on census taken on May 7, Sabbath School/Personal Ministries: To conduct a survey to determine why people leave the church so as to formulate plans to reverse this trend. To send out a team to reclaim lost members. 19 Peninsular Malaysia Mission s 25th Session
5 To teach church members to be more moderate in their critical spirit towards one other and instead demonstrate a more loving and caring spirit in the church. To conduct love seminars in the church where members are taught how to love one another. To focus on spiritual revival. To reproduce 28 Fundamental Believes for children in PowerPoint format. To use Facebook, YouTube and other media to reach out to other children. Administrative Responsibility: To meet the needs of our church members through conducting focused felt-need seminars. To provide assistance to church members in areas of employment and career especially in seeking careers compatible with the Seventh-day Adventist faith. ii. GENERATION GAP BETWEEN THE OLD AND THE YOUNG MEMBERS Goal To increase the number of young people (ages 16-35) involved in local church leadership (church officer, department leader, small group leader, worship team leader, SS teacher, VBS leader, church board member, etc.) by 6% each year. Projection will be based on census taken on May 7, Youth Ministries: To reemphasize the Youth First concept into the local church leadership. To implement the existing Youth Alive concepts and ideas to involve more adults in the youth orientated programs to avoid cultural gap. To train more youth leaders to take up church leadership responsibilities in the church through leadership trainings and workshops. To provide opportunities for youths to serve as assistants to the present church leadership To introduce mentorship programs between adults and young people. Furthermore, to have adult advisors into youth discipleship program in the local church. Revival, Reformation, Discipleship & Evangelism 20
6 To organize more combined camps and pathfinder camporees as a platform for both young and adult generation to mingle. To increase and plan more combined programs between adults and youths in the local churches. To train the local church leaders to be active in caring and bringing young people to church and to make them disciples for Jesus as they are the next generation church members. iii. CHRISTIAN EDUCATION 1. To set up a semi-home study centres as church school for primary and secondary students in the northern, central and southern regions respectively before December 31, Item was not voted as inadequate information was provided. iv. FOSTERING UNITY IN DIVERSITY 1. To affirm the biblical values (respect, acceptance, equality, etc) of each church member and denounce any expression to the contrary. 2. To foster closer relationship between members in the church and among churches. To conduct Health for Smart Kids seminar in the churches To produce DVD for Loves the Little Children and All the Children of the World albums. To foster unity between members from different language groups through joint activities such as Mission-wide church camps, combined churches meetings or worships (esp. for churches with multiple congregations). The provision of good translation is imperative in such meetings. To educate members regarding this matter, starting with the leadership at the Mission and at the church level. To eliminate those causes of unhappiness between different language groups such as those caused by the late ending of the church service of one language group which in turn contributes to the delay for the starting of the next service by another language group. 21 Peninsular Malaysia Mission s 25th Session
7 v. DISCIPLESHIP 1. To enrol every newly baptised member (known as the Disciple-In-Training or DIT) into a structured discipleship program for the period of at least and to assign each of these newly baptized members a spiritual guardian (known as the Disciple Maker or DM) for mentoring. To appoint a Disciple Ministry Coordinator or DMC in each church who will oversee the setting up of the structured discipleship program in the churches. To provide training and resource materials to both pastors and Disciple Ministry Coordinators (DMC) for the implementation of this programs. To encourage church pastors to make discipleship as the number one priority of the church. 2. To enrol every child of church members (ages 6-15) into a structured discipleship program (KID in Discipleship) through supporting parents who are their primary mentors. To conduct Kids Discipleship training for the churches 3. To encourage every newly baptized member to join a small group in the church. Sabbath School/Personal Ministries: To involve every newly baptized member in a small group for nurturing and discipleship program. 3. REACH OUT REACH OUT to others as a friendly church that puts Christ s mission first, invite all peoples to fellowship and make a difference daily in the community. Areas of Concern: i. UN-ENTERED TERRITORIES 1. To identify 4 geographical areas without an Adventist presence for the planting of 4 new congregations in these areas by December 31, To have a new congregation in the Northern Kuala Lumpur region by December 31, To encourage and assist churches which have more than 100 regular Sabbath attendances to start a branch before December Revival, Reformation, Discipleship & Evangelism 22
8 4. To consider inviting Adventist Frontier Mission (AFM) to help in entering such places without an Adventist presence. Health Ministries: To continue the Medical Missionary Volunteer (MMV) program. To work with NGOs or local associations of those un-entered towns/areas. ii. EVANGELISM 1. Each church to conduct at least one well-planned and purpose-driven evangelistic event per year. 2. Every church to appoint an interest coordinator to ensure every prospect is systematically followed-up. 3. Every member to involve in leading at least one person to Christ during the Quinquennium. 4. Each Mission to set up a task force to plant new congregations in the cities and towns. To produce children nature story booklets. To conduct children camps Sabbath School/Personal Ministries: To conduct training in personal evangelism regionally together with the help of local church pastors. To identify and seek for potential Bible students. To use small groups to evangelize. Youth Ministries: To organize citywide Voice of Youth evangelistic meetings. VOP Department: To once more promote aggressively the use of the Voice of Prophecy ministry in all the churches. To explore other mediums by which the Voice of Prophecy lessons may be distributed to potential seekers beside the conventional postal system such as ing. General Recommendations: To create a music department. To evangelise through music by having musical presentations, such as Christmas Cantatas. To write songs that proclaim our theology/messages for our church. 23 Peninsular Malaysia Mission s 25th Session
9 iii. LITERATURE DISTRIBUTION 1. To select, translate and print or author and publish one missionary book per year. 2. Each member to purchase and distribute 10 copies of the missionary book. 3. To make available an array of missionary literature for distribution by church members. 4. To distribute 110,000 copies of the Great Hope by December 31, Sabbath School/Personal Ministries: To identify suitable book for printing and distribution. To organize groups to distribute mission books during school holidays in the unreached towns and districts. Publishing Ministry: To recruit at least one part-time LE for each congregation. All LE to sell the mission books with a small profit. iv. COMMUNITY SERVICES Goal Each church to conduct at least one identified felt-need-based community project per year. Youth Ministries: Organize community projects by young people. Community Services: To conduct first aid classes, sewing classes for the public. To conduct blood donation drive in the churches. Medical & dental care to Orang Asli and Myanmar refugees. Each church to conduct at least 1 identified felt-need-based community project per year. Philanthropic Services: To work with Community Services to achieve their goals. To conduct classes (bible study classes, learning skills, etc) to the poor and needy. To provide training for the fundraisers of the various churches. Health Ministries: To encourage all churches to adopt the goal of the world church to make every church a community health centre and every member a medical missionary. Revival, Reformation, Discipleship & Evangelism 24
10 To establish strong local church health leaders whose goal is to do a minimum of at least 4 purposeful outreach per year. To provide practical training for them (health leaders) on how to achieve the above. Continuous monitoring by the local mission health leader. General Recommendations: To hold events on a regular basis, not on a one-off basis. To organize at least two events per year. To have a permanent mother organization to financially support smaller churches with community projects. To recommend a list of less costly community services and projects on the PEM webpage. To have the Mission help create grant proposals. To work with local public projects. v. CHURCH GROWTH Goal Every church to adopt a program/model for healthy church growth. (e.g. Natural Church Development) Issues: Implementation/structure Pastors need to be educated first regarding this model. Database Licensing General Recommendations: To sustain follow-ups. To have a systematic application after diagnosis. To assign resources and a person to monitor the progress of the churches. To learn and gain inspiration from the book of Acts. To practice persistence to see results. To first practice fellowship (friendliness), which will subsequently enable evangelism, to facilitate church growth (fellowship, discipleship, and ministry). 25 Peninsular Malaysia Mission s 25th Session
11 II. Administrative Initiatives i. LEADERSHIP DEVELOPMENT 1. To develop an intentional structured leadership development program for the mission leadership by sending the potential candidates to attend LEAD seminar host by SAUM. 2. To recruit more young people/professionals into the pastoral ministry. General Recommendations: To state the number of potential candidates. To alleviate costs by having the trainers to come instead of candidates to go. To subsidize costs. To include leaders (ex. Pastors) at the church level. To identify potential leaders. To consider strategies and models, exposure, and leadership mentoring at every level. To invite lay people to participate in the LEAD seminar. To train more young people in leadership. To recruit more young people into the chaplaincy ministry to support, in the future, the proposed home study centres (proposed under Christian Education, 1(2) (iii)). To have a leadership development program not only for the mission leadership but at every level. To train pastors in more areas (ex. Counselling). To set up a committee to determine ways of reaching out that are exclusive to certain areas. To have Human Resources to plan recruitment into the pastoral ministry. To encourage team-building. To advocate a mid-term review. ii. FINANCIAL STABILITY 1. Every local church to preach at least four stewardship-based sermons a year. Stewardship Department To provide 4 stewardship sermon materials quarterly for pastors/ stewardship leaders at local church level to preach. Revival, Reformation, Discipleship & Evangelism 26
12 To conduct 2 regional stewardship seminar on Biblical stewardship & Lordship of Christ To conduct 2 stewardship leadership seminars at regional level to train local church pastors/stewardship leaders for follow-up process 2. Every local church to have its book audited by the mission auditor annually. 3. Every local church treasurer to present a financial report at the church board and church business meetings. 4. To conduct at least one district-wide local church treasurers workshops per year. 5. To conduct seminars for all board members to understand and interpret financial statements. 6. Each church to increase the tithe-giving units by 5% per year. Projection is based on 2010 annual report. Stewardship Department: To encourage local churches to set up a special stewardship/finance committee to make visitations to members who are not returning tithe to be faithful in tithe returns To make/keep a list of all working church members and their tithe returns To dedicate one Sabbath as stewardship Celebration Sabbath in which the local church organizes a prayer & praise session sharing testimonies of God s blessing. 7. Each church to increase the giving of one-offering amount by 5% per year. Projection is based on 2010 annual report. 8. Every church to obtain unqualified (Clean or Standard) audit opinion each year. 9.
