2 INTRODUCTION Annual survey on consumption of energy forms in industry, public, and private sector in 2014 has been conducted in accordance with the Statement No of 1 December 2014 and the Commitment towards the Energy Community Secretariat signed by the Statistical Office of Montenegro. An implementation agency for conducting the survey is the Energy Institute Hrvoje Pozar (EIHP) from Croatia, on the basis of Contract No UG

3 INTRODUCTION The survey is prepared, organized and conducted by Statistical Office of Montenegro (MONSTAT), and directly conducted by interviewer and controller. The survey conducted in Montenegro for the first time. The obtained results are important for further development of official statistical system and it will be very useful for further harmonization in the area of energy efficiency. Regulation (EC) No 1099/2008 and Regulation (EU) No 147/2013.

4 PURPOSE The purpose of survey is to collect the data on: type of business facilities; building material; type of heating; type of cooling; type of lighting; type of hot water preparation; type of food preparation; total consumption of energy and energy generated products used for performing the activity. Within the industry sector, the survey collects the data on supply, production, sale and stocks of energy generated products.

5 OBSERVATION UNITS Observation units are local units of enterprise, public and state administration and entrepreneurs. The framework for the selection of reporting units is the Statistical Business Register.

8 SAMPLE The method for sample selection is a stratified random sample. Groups of local units (reporting units) in accordance with the activity classification NACE Rev.2 as well as the size of enterprise according to the number of employees are used as variables for forming the stratum. Optimal allocation was used for the distribution of the sample within the strata. Inside every stratum, the simple random sample without replacement was selected. All enterprises with 50 and more employees are covered by the sample.
