2 1. POSITION OBJECTIVES To assist the Coordinator Organisational Development and the Organisational Development Officer (General) in all aspects of Human Resources, Organisational Development, Positive Performance Development, Professional Development and Training Industrial and Employee Relations, Occupational Safety & Health and Workcover. To assist in the provision of organisational development programs that ensures the development of our people and the organisation. To complete the payroll process under the supervision of the Coordinator Organisational Development Officer to ensure a timely and accurate payroll function for the organisation. To assist with the administration of the Occupational Safety and Health, Workers Compensation and Injury Management processes. 2. KEY RESPONSIBILITIES The Organisational Development Officer (Payroll) is primarily responsible for working efficiently and effectively within the Governance Directorate/ Organisational Development department, undertaking duties accurately to contribute to good human resource management. The Organisational Development Officer will: Prepare and accurately process fortnightly payroll within a specified time and in accordance with statutory requirements; Prepare and accurately process termination payments; Ensure that payroll data/information is maintained in an accurate manner and prepare reports as required; Maintain Human Resource files and records to ensure a high level of confidentiality relating to personal staff information; Respond to customer enquiries about HR and payroll issues; Assist with the coordination and implementation of recruitment, training, Occupational, Safety & Health processes and practices; Maintain and update HR/OD policies, procedures, instructions and forms as directed by the Coordinator Organisational Development; Contribute to the development of HR/OD documents such as the Induction Manual and Code of Conduct ; Assist with the collation, analysis and reporting of statistical and HR Data; Provide support and assistance to the Coordinator Organisational Development as required; Maintain networks of communication at all levels across the organisation; Ensure all tasks are performed with accuracy, discretion, judgement and confidentiality as circumstances dictate; Ensure business and legislative requirements are adhered to at all times; Take part in the Performance Review process Responsible for the processing of workers compensation and injury management in accordance with statutory processes Organisational Development Officer PD v0.1 Page 2

ORGANISATIONAL CONTEXT To undertake tasks and provide support for staff to achieve accurate and efficient human resource management that meets the organisations, legislative and the internal and external customer requirements. 1. To understand and work towards achieving the Shire s Vision, Mission and Commitment statements. 2. To behave in a professional, supportive manner and cooperate with fellow Officers. 3. Support behaviours which comply with the Shire s values and strive towards a high standard of service delivery to the organisation and the community. KNOWLEDGE AND SKILLS Organisational: General understanding of general administrative processes and procedures including usage of office equipment; Developed written and verbal communication skills; Demonstrated knowledge of Microsoft based applications; Developed numeracy and spreadsheet skills; Ability to employ time management. Planning and organisational skills in order to meet specific timeframes and allocated tasks; Demonstrated ability to work within a team environment, participate in activities and support all team members; and Ability to manage multiple tasks effectively with a high degree of flexibility within a changing workplace environment. Interpersonal: Ability to source cooperation and assistance from other Officers, Managers and Directors to achieve defined objective of the role; Ability to work closely with other staff to achieve joint objectives; Ability to identify, discuss and resolve issues with al levels of staff; and Demonstrated ability work within tight timeframes and regularly monitor deliverables. Change Management: Ability to recognise issues and use initiative to identify and discuss proposed solutions; Ability to promptly respond to changed situations and make sound decisions to ensure the ongoing efficient and effective carriage of key deliverables within the role; and Ensure compliance with and adherence to all legislative requirements and business practices at all times. Commitment, Attitude and Application to Duties: Provide courteous and prompt attention to requests for information; Demonstration of a positive and proactive attitude; Promote the Shire in a positive manner at all times when dealing with external contacts; Promote and encourage continuous improvement strategies for the delivery of accurate and timely documentation from the Organisational Development Department; Demonstrated commitment to accuracy; Demonstrated commitment to work outside of normal business hours on those occasions required by the Chief Executive Officer; Proven ability to work under pressure and deliver accurate results within agreed timeframes; Take care to ensure one s own safety at work and that of others in the workplace; Observe all safe working practices; and Report all accidents, incidents and any hazardous situation within your work environment to your Manager. ESSENTIAL SELECTION CRITERIA QUALIFICATIONS, SKILLS AND EXPERIENCE Experience with the preparation of a payroll of up to 150 people; Demonstrated ability to interpret Awards, Workplace Agreements, Contracts and Legislation; Demonstrated comprehensive knowledge of Synergy and Microsoft applications including Work, Excel and Outlook or the ability to obtain; Demonstrated knowledge of human resource operations and processes; Experience in dealing with confidential issues; Developed office skills including proficiency with equipment and customer service; High level written and verbal communication skills; Developed time management skills and an ability to manage multiple tasks; Demonstrated ability to work within a team environment; Demonstrated experience in an administration position in Local Government or other similar organisation. 7. OTHER REQUIREMENTS The successful applicant will be required to submit the following documentation. The Shire of Wyndham East Kimberley will reimburse costs. National Police Clearance; Copies of Certified Qualifications; Driver s License; and Medical Certificate. The successful applicant will be required to sign the staff code of conduct.
