5 Why are we doing this study? 1. Council Direction On November 3 rd &4 th 2015 City Council adopted the following motion: 1. To conduct a review of development of Roncesvalles Avenue, between Queen Street West and Boustead Avenue and on Dundas Street West between Boustead Avenue and Sorauren Avenue, including an inventory of current applications and current development pressure in the area, and to work with the Director, Transportation Services, Toronto and East York District to review potential streetscape improvements on Dundas Street West in the context of current and future development proposals. 2. City Council request the Director, Community Planning, Toronto and East York District and the Director, Urban Design, City Planning to assess the applicable policy framework in the area and consider developing additional urban design and built form guidelines, including an assessment of heritage resources, to be used to inform the review of current and future development proposals, and to develop an understanding of what defines the character of the street. 3. Report to Toronto and East York Community Council in the second quarter of 2016 on the status of this work.

11 The Planning Act Governs Planning in Ontario. Requires Municipalities to develop an Official Plan. Provides for planning tools, such as Zoning By-laws. Establishes approval processes for land development and requirements for public consultation. Requires that planning decisions be consistent with Provincial Policy Details appeal rights to the Ontario Municipal Board
12 The Provincial Policy Statement (2014) Planning decisions must be consistent with the PPS. Aims to optimize the use of land, resources and public investment in infrastructure and public service facilities. Encourages healthy, liveable and safe communities, a range and mix of housing types and densities, a mix of long term employment areas, efficient use of infrastructure, compact development form.
13 Places to Grow Act (2006) Anticipates compact, vibrant and complete communities. A strong and competitive economy. Conservation of valuable natural resources of land, air and water for current and future generations. Use of existing and new infrastructure to support efficient growth. Promote collaboration among all sectors government, private and non-profit and residents.
14 What is an Official Plan? The Planning Act Requires all municipalities to adopt an Official Plan, which establishes the land use policy directions for long-term growth and development. Contains policies regarding, Land Use, Built Form, Transportation, Heritage Preservation, Housing, Employment, and many more. Can be Amended by application to Council

16 Avenues (2.2.3) In conjunction with the Centres, Employment Districts and the Downtown and Central Waterfront, the Avenues form part of the City s growth management strategy in the Official Plan. Segments of main commercial streets that can accommodate new housing and jobs while improving the public realm. Growth on Avenues is established through Avenue Studies, done for each avenue over time, which result in amendments to Zoning and often the creation of urban design guidelines for these Avenues.

18 Mixed Use Areas (4.5) Will absorb a portion of Toronto s growth over time. Create a balance of uses that reduce automobile dependence, meet the needs of the community and provide new jobs and homes. Variable scale and density subject to area context. New buildings will frame streets, minimize shadow impacts, transition toward lower scale areas and provide an attractive, safe and comfortable pedestrian environment.
19 Built Form (3.1.2) New development should fit harmoniously within the existing and planned context. New Buildings should frame and define streets, parks and open spaces at good proportion and limit visual impacts of servicing and vehicular access. New buildings will create appropriate transitions in scale to neighbouring existing and/or planned buildings, and limit shadow and wind impacts on streets, open spaces and parks.
20 What is a Zoning By-law Implements the Official Plan Regulate use of land and construction of buildings Define permitted uses, the density of development, maximum building heights, set-backs, parking requirements, open space requirements, etc. Can be Amended by application to Council Minor variances can be allowed by Committee of Adjustment
21 Zoning Map Zoning By-law Former City of Toronto City-wide Zoning Bylaw (Currently Under appeal at OMB) Commercial-Residential uses 13m Height on Dundas Street And Roncesvalles Boustead to Marmaduke 14m Height on Roncesvalles south of Marmaduke to Queen Street West CR Total density of 3 times the lot area Commercial only 1 times the lot area Residential only 2.5 times the lot area
22 Avenues & Mid-Rise Building Guidelines The Guidelines identify a list of best practices, establish a set of performance standards for new mid-rise buildings, and identify areas where the performance standards should be applied. Apply to lands fronting onto an Avenue that are designated Mixed Use Areas and are adjacent to Neighbourhoods. May provide useful criteria even in cases where proposed mid-rise developments are located on streets that are not a designated Avenue.
23 Mid-Rise Buildings Some of the ways that mid-rise building heights are determined: Maximum Building height equal to adjacent Right of Way width. Dundas and Roncesvalles have a planned 20 metre Right of Way width Character Areas (to be discussed shortly) Examples showing the varying heights of mid-rise buildings

76 Bloor Dundas Avenue Study City Initiated Avenue Study of Bloor Street West between Keele Street and the rail corridor, and Dundas Street West between Glenlake Avenue and Boustead Avenue Outcome of Study: Nov.30/Dec1,2,4,& , Council adopted Planning Staff s Final Report recommending: Official Plan and Zoning by-law Amendments Urban Design Guidelines Requests for various City Divisions to undertake additional reviews related to the following issues: Heritage Assessment Public Realm initiatives Community Services and Facilities Assessment Improved pedestrian crossings Parks and Rec opportunities
77 Roncesvalles (West Side) Zoning By-law Study Study to determine the suitability of permitting certain non-residential uses and establishing development criteria for such uses in the study area. Outcome of Study: July 16-19, 2013 Council adopted Planning Staff s Final Report recommending: no site specific Zoning By-law amendment be introduced for the study area. The need to keep the existing character and built form of the study area was better served by maintaining the existing provisions of the Zoning Bylaw A set of performance standards, referenced was approved by Council for the review of future non-residential proposals.
78 Queen Street Restaurant Study (between Roncesvalles Avenue and Dufferin Street) Study to determine potential conflicts with restaurants/bars and the adjacent residential neighbourhood Outcome of Study: Determined land use conflicts exist Zoning By-law amendments with performance standards for restaurants and bars Continue investigating options to restrict the concentration of licensed restaurants and bars
79 West Queen West Study (Bathurst St. to Roncesvalles Ave.) Planning Study currently under review: Nov.2013 City Council directed staff to look at: - heritage character - built-form and height of new developments - existing policy context, - transit capacity and parking in the area - public space improvements - understanding and defining the character of the street and - developing a vision for future development along the street
