Pasi ZIMRA Board Members, My colleagues in business; ZIMRA Management and Staff; Distinguished Guests; Members of the Media Fraternity; Ladies and Gentlemen; Good Morning to you all! 2
3 INTRODUCTION: I feel greatly honoured to be invited as the Guest of Honour at this high profile function which seeks to cement relations between ZIMRA and its stakeholders. It is very rare to get an opportunity where tax collectors and taxpayers come together to discuss issues of economic importance as we join hands to develop Zimbabwe. As your clients, Commissioner General, we are usually obsessed with submitting returns and making our remittances on time, without even expecting to get free breakfast and an opportunity to be heard, such as this one. I salute you for valuing feedback and interactions as launch-pads for organisational success. As Dr John C. Maxwell, the renowned leadership guru, would say, everyone communicates, few connect. I am sure you will agree with me, Ladies and Gentlemen, that ZIMRA has managed to connect with us in an enviable way. In one of our local languages, there is an adage which says ukama igasva hunozadziswa nekudya meaning that relationships are cemented by sharing food. I am also reliably informed that the World Customs Organisation, which is an umbrella body for Customs administrations, adopted the following theme this year: Borders divide, Customs connects. The theme acknowledges the quintessential role which revenue administrations like ZIMRA play in facilitating trade and travel as well as revenue collection. As you may appreciate, Ladies and Gentlemen, my background as a banker has groomed me to value symbiotic partnerships, interactions and connecting with one s stakeholders as the epoxy that glues any organisation to the wheel of success. My organisation is a partnership-oriented bank whose credo is, Always there for you. Our partnership with MasterCard Worldwide, for instance, has seen us launching the MasterCard suite of products under which clients will be issued 3
4 with debit and prepaid MasterCards, which they can use locally and internationally for payments. Of course I am not here to market my organisation s products and services but those are some of the privileges of being the Guest of Honour. Our partnership with the Zimbabwe Revenue Authority to collect duties and taxes is also a good example of vibrant synergies that can be created - even with tax collectors! ZIMRA s direct banking initiative are a welcome move to some of us in the banking sector as it gives us business while at the same time delivering convenience to the taxpayer. This taps into milestones already made by the banking sector to ensure that people can bank anywhere, anytime as long as there is a mobile network, Internet connection or the respective bank s service points. I was reading in the papers about ZIMRA s latest Customs management system which enables traders to submit Customs documents via the Internet. It is breath-taking to note that technology and modernisation are top priorities for the Revenue Authority with the end result of efficient services to its clients. That is why as a country we can safely talk about e-customs and e-taxation. I am made to believe that the e-customs system which ZIMRA introduced enables importers to clear their goods and make Customs Duty payments through the banking system. That is commendable indeed! Partnership with ZIMRA, Ladies and Gentlemen, also extends to corporate social responsibility initiatives which ZIMRA carries out religiously and which my organisation, and many other organisations represented here this morning, take part in through the annual ZIMRA Charity Ball. Ladies and Gentlemen, I find it unbelievable at times that tax collectors can also care and share 4
5 ZIMRA, together with other organisations, has supported fundraising activities of the Women's University in Africa, where I am the Chairperson of Council. The University is mobilising resources for the construction of its main campus in Marondera. Let me take this opportunity to thank ZIMRA and other selfless organisations for being always there for us The Commissioner General of ZIMRA is also on record for labelling what they do at ZIMRA as a calling not a job. Coincidentally, Ladies and Gentlemen, your Guest of Honour shares the same belief since I am with Kingdom by virtue of having answered to my calling. ZIMRA: SERVING LOCALLY AND LEADING GLOBALLY Ladies and Gentlemen, my experience within the banking sector has taught me that every cent counts. I have always wondered how ZIMRA manages to surpass targets even when the economy is not operating at an optimum level. I was reading the ZIMRA Board Chairman s revenue performance statement recently wherein he mentioned that the Authority exceeded its first quarter target by 1.2% after collecting US$723.9 million. In fact, it has almost become a ritual for ZIMRA to perform beyond expectations and I am sure that this is one of the reasons why Mr Pasi emerged the Director of the Year last year. It is indeed an insurmountable feat for the head of a parastatal, let alone of a taxcollecting body, to clinch such a prestigious award ahead of some of us in the private sector. Ladies and Gentlemen, if you look at the state of some of our parastatals in this country, you will agree with me that ZIMRA is indeed a beacon of excellence. It is one of the Government institutions which believe in a service-driven culture. You will agree with me, that the contribution which ZIMRA is making to sustain the economy of this country should receive the due recognition that it deserves. 5
6 Keep on playing your part in preserving the dignity of Zimbabwe, ZIMRA. Indeed, you are sustaining hospitals, the education sector, the civil service, our infrastructure and several social amenities which the Government provides to its people. As the private sector, we benefit directly or otherwise from the stability of economic fundamentals when Government s budget deficit is reduced or even wiped. ZIMRA s role in facilitating trade through the country s ports of entry and exit should also be applauded, especially during what I can term the desert period when the country had to rely mainly on imports. With the gradual improvement in capacity utilisation, the country is witnessing a steady decline in imports. We, therefore, do not take for granted the important role that ZIMRA plays in the development of our country s economy. We will be supportive of your initiatives to sustain Zimbabwe. I would also like to appeal to my colleagues in business to pay taxes on time! As one Franklin Roosevelt put it across, Taxes, after all, are the dues that we pay for the privilege of membership in an organised society. ZIMRA should also continuously improve on service delivery so that it is not burdensome to pay duties and taxes. Improved convenience to taxpayers is indisputably one of the factors to improve tax compliance. I appreciate that ZIMRA has been taking several steps in this regard by not only disseminating information so that clients know their rights and obligations, but also by implementing strategies which result in reduced compliance costs. The area that now needs urgent attention is on pulling down corruption as rightly alluded to by the Commissioner General. I have noticed, through my interaction with ZIMRA, that most of the Authority s members of staff uphold the Authority s Core Values of Integrity, Transparency and Fairness. 6
7 However, there are still some who tarnish the image of the organisation by soliciting for and accepting bribes and in the process create artificial delays. This goes against the theme of this breakfast meeting ZIMRA serving locally and leading globally. You should, therefore, continue working on such issues in order to stamp out corruption and all its associated evils. It is pleasing to note that ZIMRA has embraced the technological tide and introduced some systems for the convenience of the transacting public. What is needed now is to consolidate the gains from automation by taking advantage of any latest developments like optical fibre, and any other forms of technological advancement which can enhance connectivity. With the power challenges which this country is facing, connectivity is usually a challenge as power outages greatly affect wide area network connections. Our feverish hope as the private sector is that a permanent solution will be found to assuage the power crisis this country is facing. CONCLUSION Experience has shown that vibrant tax systems are now the main pillars of African economies. But burdensome tax procedures can also negatively affect any country s investment climate. Taking into consideration part of the ZITF theme about leading globally, our country needs to continuously support the Zimbabwe Revenue Authority for it to carry out its mandate professionally, always. That having been said, I am left with thanking you all for attending this breakfast meeting and ZIMRA for organising this event. Please invite us again next year Allow me, Ladies and Gentlemen, to end by encouraging you to comply with fiscal laws of the country to make ZIMRA s goal to sustain and dignify the country a reality. 7
