2 EXECUTIVE SUMMARY Internationalized Domain Name (IDN), also called a multilingual domain name, is a domain name that contains Unicode 1 characters which are no longer restricted to the English alphabets A-Z. In other words, IDN can be in letters with diacritics ex: (façade) as required by many European languages or characters drawn from non-latin scripts such as Jawi, Chinese and Tamil. The objectives of introducing IDNs in Malaysia are five-fold. Firstly, to represent the Jawi, Chinese and Tamil characters in the Domain Name System (DNS). Secondly, to gain knowledge and experience of using multi-language domain names and sharing it with the local internet community. Thirdly, to expand the unique identity of the Malaysian country code top level domain (cctld). Fourthly, to enhance DNS technology for the.my cctld. Fifthly, to preserve the cultural heritages of the multiracial communities in Malaysia..my DOMAIN REGISTRY (MYNIC Berhad) initiated IDN Testbed from 15 th July 2009 to 15 th November 2010, for Jawi, Chinese and Tamil scripts ( myidn testbed ). A total of 337 participants registered for myidn testbed. Participants were allowed to register Jawi, Chinese and Tamil scripts at the third level e.g.,< idn.my.چوب ا> < 测 试.idn.my>, <.my. The total number of domain names registered in Jawi was 45, 70 in Chinese and 3 in Tamil, as at 15 th November IDN market survey was conducted by.my DOMAIN REGISTRY from 15 th June 2010 to 31 st July 2010 with the objective to study the readiness of the Malaysian local internet community in accepting IDN in general with Jawi, Chinese and Tamil domain names in particular. 677 participants comprising of existing.my domain name customers, schools, government agencies,.my DOMAIN REGISTRY Resellers and the IDN Policy, Technical and Language committee members responded to the survey. 74% of the participants thought that it was the right time now to introduce IDN in Malaysia. 55% thought that IDN in Malaysia should be introduced at the top level. 70% thought that IDN in Malaysia should be introduced at the second level. 83% thought that IDN in Malaysia should support all three scripts which are Jawi, Chinese and Tamil. 1 Unicode means a computer standard for encoding characters. Each character is represented by sixteen bits. Whereas ASCII, being an 8-bit encoding scheme, can only represent 256 characters, Unicode has 65,536 combinations, enabling it to encode the letters of all written languages as well as thousands of characters in languages such as Japanese and Chinese. 2

3 CHARACTER TABLE 1.1 IDN support is provided in accordance with Internet Corporation for Assigned Names and Numbers (ICANN) IDN Guidelines..my DOMAIN REGISTRY will associate each registered IDN with Jawi, Chinese and Tamil characters herein after referred to as ( native languages ) as Second Level Domain Name and Top Level Domain Name. Refer to Appendix 1 for the example. To be a valid IDN under this policy the Domain Name in its Unicode representation must contain all native languages and Latin numbers (0-9). For character table refer to Appendix The table lists in Appendix 2 are the characters allowed in the Unicode representation of IDN associated with the native languages. The # symbol denotes start of a comment that continues to the end of line. There exists no equivalence rule that can be applied universally as any such mappings are generally dependent on the language, culture and context in which an IDN is used. The table lists in Appendix 2 are those that are published in the Internet Assigned Numbers Authority (IANA) IDN Character Table Registry. The Jawi Table that was submitted by.my DOMAIN REGISTRY to IANA was included in the Repository of IDN Practices on 20 August VARIANTS CHARACTER TABLE 1.3 The table lists in the Appendix 3 are the variant character for IDN Registration. 1.4 The terms of use for the registration of domain names will be as follow: The ASCII character length of the IDN Registration after conversion into the Punycode 2 format shall not exceed 63 characters. As an indication, this usually limits the maximum number of native languages between characters; 2 Punycode means a simple and efficient ASCII-Compatible Encoding (ACE) designed for use with Internationalized Domain Names. It transforms a Unicode string into a string of characters allowed in hostname labels (ASCII letters, digits, and hyphens). 3

4 Terms and Use for IDN Registration in Jawi, Chinese and Tamil characters are as stipulated in Appendix 4. Script mixing ie mixing of ASCII and non-ascii characters is not allowed. Example : abc 计 算 机 协 会 my DOMAIN REGISTRY s prevailing Agreement for Registration of Domain Names 3, the Sensitive Names Dispute Resolution Policy (SNDRP) and the Prohibited List shall apply mutatis mutandis to all proposed IDN registrations and the prohibitions therein shall also extend to words or phrases in native languages (as the case may be) with equivalent or similar meanings, as determined by.my DOMAIN REGISTRY and the Malaysian Communications and Multimedia Commission (MCMC); and The Malaysian Network Information Centre s Domain Name Dispute Resolution Policy (MYDRP) shall apply in relation to any trademark or service mark-related Complaints that may arise over all proposed IDN registrations Such other requirements as.my DOMAIN REGISTRY and MCMC may prescribe from time to time. REQUESTS FOR ADDITION OF CHARACTERS IN NATIVE LANGUAGES 1.5 Support for the IDN representation of a character may be introduced at the request of an entity within the Malaysian community eligible to hold domain names in.my, or at.my DOMAIN REGISTRY's initiative in anticipation of such need. 1.6 The holder of a domain name containing IDN characters permitted on the basis of introductory policies must agree to change or relinquishing the name if it is unable to render technically until the characters can be fully supported by policies that are to be established. 3 available at.my DOMAIN REGISTRY s website, 4

5 WHOIS POLICY 1.7 MYNIC Berhad will be making available to the public information relating to the IDN Registration, including but not limited to:- a. The IDN; b. Creation Date and the Expiry Date of the IDN; c. Reseller Contact details Appointed reseller and its address. d. Technical Contact details the technical contact organization name, technical contact person name, organization address, telephone number, fax number and address. e. Administrative Contact details the administrative contact organization name, administrative contact person name, organization address, telephone number, fax number and address. f. Billing Contact details. g. Name servers details Appointed reseller s server details 1.8.my DOMAIN REGISTRY s IDN system will not be able to support native characters in the Contact details and the DNS server name. 1.9 All the information displayed in the WHOIS Searches will be in ASCII except the domain name that been requested by the registrant. The domain name will be displayed in native languages and punycode. 5

6 IMPLEMENTATION OF IDN IN MALAYSIA IDN in Malaysia will be launched at the 2 nd level (2LD) by.my DOMAIN REGISTRY in the three scripts of Jawi, Tamil and Chinese beginning with Jawi (also known as Old Malay script) by December 2010 ( myidn ). This is in line with the results of the IDN market survey conducted by.my DOMAIN REGISTRY and also the 1 Malaysia policy. The summary of the IDN market survey results are enclosed as Appendix 5. The myidn launch will be in three phases as follows:- 1)First Phase of three (3) months priority registration period for:- a)government agencies b)schools c)others related to government 2)Second Phase of three (3) months priority registration period for existing customers of.my DOMAIN REGISTRY. 3)Third Phase where IDN will be open for registration to the Malaysian public on a first-come-first-serve basis. 4)All single characters in Jawi, Chinese and Tamil scripts will be reserved and not allowed for registration as.my domain names. 5)There will be no fee charged for the 1st year of registration for those who register the IDN domain names during First and Second Phase. The normal registration fee for 2LD.my domain name of RM120 per year will be charged for the subsequent second year of registration and during the Third Phase. 6

18 Appendix 3c: Variant Chinese characters. There are seven types of Variant Chinese characters: 1) Variants between traditional and simplified font Issues on selecting the characters between traditional form ( 繁 体 字 )and simplified form( 简 体 字 ). To avoid confusion, committee members agreed to choose the characters with identical radicals form only. eg 1: 厂 5382, 厰 53B0,not 廠 eg 2: 厕 5395, 厠 53A0,not 廁 2) Variants drawn from the various dialects There is quite some number of various dialects used in Chinese character. Language committee had agreed to adopt the characters based on the characters commonly used. eg 1: Cantonese dialect: 嗰 55F0, 啲 5572, 嘢 5622, 嘜 561C, 攞 651e, 搣 6423 eg 2: Fujianese dialect: 墘 5898, 囡 3) Variants from the loan-words Chinese language also borrowed quite amount of words from other languages. The loan-words were assimilated with Chinese language system phonetically. eg 1: 吔 5414 drawn from the word 啰 吔 which refer to the dishes which is made up of the mixture of various vegetables, beans and spicy ingredients. The character 吔 was invented according to the phonetic transliteration from the Malay word rojak. eg.2: 哆 drawn from the word 摩 哆 which is borrowed from the English word motor. 4) Characters from the classical language system Classical words which are highly associated with the daily lives of local community. eg: 囫 56EB, 囵 5707from the word 囫 囵 吞 枣 18

19 5) Variants relating to local-invented characters Characters which is local-invented, especially associated with local Chinese dishes like lut-lut. For instance: 淥 (draw from the words 淥 淥,usually refer to a kind of steam-boat sold by hawker in the street) 6) Characters mainly for naming Characters used for name which people believe it brings good luck or connotes good meaning. 27 Summary of the IDN market survey: Upon completion of survey entitled IDN Market Survey, we have a total of 677 participants consists of Users, Reseller and the community, and the answers were quite positive. The launch of multi-language would definitely bring business opportunity, as users would use IDN as a tool to expand their market to non-english users via internet, and IDN would help in promotion of local content development, which is useful especially at country like Malaysia that consists of multi-race community. The survey spotted that majority of Malaysian demands IDN to be introduced to 3 rd level, 2 nd level and 1 st level of a domain, and has the capability to supports all 3 major languages. Users also agrees that the top 1 st level domain my to be labeled as Jawi : ماي. Chinese: 大 马 Tamil :.. [1] For the 1 st level Chinese.my domain, users prefer to reserve the traditional Chinese from being used, and deploy simplified Chinese as our main 1 st level domain. Overall survey participants also suggest.my Domain Registry to have a pre-registration period of 2 month and open.my IDN for global registration. [2] However, there s also opinion stated that we should limit Malaysian registration so Malaysian should get priority, and helps promote local content development. We could see variant opinion from the IDN registration fee user suggests free for pre-registration period, and MYR80 to be charged for 3 rd level domain after pre-registration, while reseller voiced that MYR120 at 2 nd level domain name registration and MYR80 for 3 rd level domain name is a reasonable price to pay. [3] Users believe that IDN would enhance the understanding of different race culture in Malaysia, and provide an information channel to non-english users, and furthermore, users were willing to use IDN as their primary domain. For the extra question made for reseller and community: They suggest.my to reserved words such as Bank Negara, government agencies, 13 states name, and names of Malaysia s famous places. [4] Reseller also concerns if IDN were opens to third party, it might caused phishing purposes, and that their registrant detail will not be displayed in website if they used the 3 rd level domain name. 27

28 Reseller participants were also expecting us to have extra facilities like the puny code string converter. [5] Survey results also shows us that 2/3 of the users were unaware of MYDRP. In conclusion, Malaysian were ready to adapt IDN into their business and content culture, as it benefits non-english channel users as an information channel and reseller should be educated/ further of MYDRP s existence, it s function, and features.
