1 Job Description Safety Director/Risk Manager POSITION DESCRIPTION: The Safety Director/Risk Manager will be a self-motivated individual with general knowledge of bridge construction, marine construction, excavation/grading, and snow removal. This position will work among all phases of our company including the shop, yard, office, and all construction divisions. In addition, the Safety Director/Risk Manager will work with vendors, subcontractors, engineering firms, insurance companies, and government regulated agencies. Previous experience with the DOT and DMV is mandatory. Willingness to consistently travel throughout the state of Wisconsin for job site inspections is mandatory. ESSENTIAL FUNCTIONS Oversee a comprehensive safety program to maintain the safe and healthy work environment for our employees in multi-site operations. Proven ability in the development, training, implementation and monitoring of programs that assure safe facilities and work environment in compliance with all federal, state and local safety regulations Ergonomics, Emergency Response, Injury and Illness Prevention and Hazard Communications Programs. Experience in systematically evaluating employees exposures to hazardous agents in the workplace. Experienced in managing injury cases. Skilled at training workforce on construction related issues. Skilled at enforcing policy decisions on a consistent basis. Strong presentation skills and experience in instructional design, classroom delivery and developing training materials. Minimizes our exposure and risk on projects.

2 Highly skilled in the ability to identify and correct safety hazards on construction sites. Designated Tasks Completes and documents site inspections of ALL Radtke job sites. The quantity of inspections per job will depend on the exposure of risk. Manage EEO Policies and Procedures. Maintains 100% compliance with all training and certification requirements. Develop an attendance and scheduling procedure for training and certification. Establish and perform hiring procedures for EEO, safety, and anti-discrimination. Completes and documents equipment inspections on job sites, in the shop, and in the yard. Maintain annual crane inspection sheets. Maintains 100% compliance with DOT Driver s Inspection Checklists. Maintains 100% compliance with all railroad related laws. Reviews and maintains all DOT inspections, logs, and driver files. Monitors and ensures compliance with all State and Federal safety laws. Leads weekly tool box talks. Establish a safety committee and maintain meeting minutes. Attends all applicable/necessary seminars and conferences. Reviews accidents and injuries for patterns. Maintains a driver s policy and practice manual. Provides necessary training to all employees. Maintains accident reporting and documentation. Develop and maintain a vehicle maintenance policy. Handles all equipment and workers compensation claims. Manages employee accountability for policies and procedures. Maintain all workers comp information. Investigate and find patterns in lost time accidents. File/organize required OSHA and other organization s reports. Maintain SPCC Plan.

3 Conduct safety reviews of all accidents and develop a computer database to track accidents by employee, type of accident, Radtke Division, and type of employee (foreman, laborer, office, etc.) Develop policies and safety requirements for the shop, yard, and divisions (job site specific) for employees, subcontractors, and visitors. Researches all new projects and presents safety related talking points in Kick-Off Meetings. Handle hazardous waste reporting. Presents a yearly safety budget to management. Develop disciplinary procedures for safety related violations. Maintain First Aid company-wide inventory. Maintain the company safety manual. Maintain Fed Med cards Maintain E-Rail Safe and all railroad safety programs Technical Understanding Possesses general understanding in the areas of shop operations, DOT vehicle requirements and construction fundamentals. Experience in bridge construction, marine construction, grading, and snow removal is recommended. Identifies opportunities for improvement and makes constructive suggestions for change. Manages the process of innovative change effectively. Teamwork Consistently acknowledges and appreciates each team member's contributions. Effectively utilizes each team member to his/her fullest potential. Motivates team to work together in the most efficient manner. Keeps track of lessons learned and shares those lessons with team members. Mitigates team conflict and communication problems.

4 PROFESSIONAL QUALITIES Leadership Helps team execute career development plans. Seeks and participates in development opportunities above and beyond training required by Radtke Contractors Inc. Internal Operations Suggests areas for improvement in internal processes along with possible solutions. Leads internal teams/task forces Complies with and helps to enforce standard policies and procedures. REQUIRED KNOWLEDGE, SKILLS AND ABILITIES: Experience in developing and maintaining a construction safety management and prevention program. Self starter who can work without daily direction. Ability to enforce company policies consistently and effectively. Versed in Federal, State and OSHA regulations. Versed in Worker s Compensation Laws and Loss Control Programs. Experience in DOT, DMV safety programs and driving class requirements. Valid driver s license and a clean MVR. Willingness to travel 50% of time to local construction sites. (No overnight travel required) Positive can do attitude. Willingness to handle a broad range of duties to support the expanding growth of the office. Demonstrated ability to communicate (verbal and written) with all levels of internal and external customers. Proven ability to work independently and as a team member. The ability to create databases and graphs in Microsoft Excel for the purpose of reporting to management is mandatory. Proficiency in Microsoft Word, PowerPoint, and Outlook is mandatory. EDUCATION/EXPERIENCE

5 Minimum bachelor s degree and 7+ years of experience, or 15+ years in the safety industry related to heavy construction.
