7 Requirements Attendance at Mandatory Bidders Conference Response to RFP Submitted by Deadline Technical Review Correct Proposal Format in the following areas: Include a Table of Contents Program requirements i.e. Scope of Work; Program Design, and all other required components total cannot exceed 15 pages. (proposals exceeding the 15 page limit will be excluded) 12 Point, Font Times New Roman Margins: One-inch minimum (this applies to all margins) Spacing : Double Pages: Single Sided Footer: The name of the organization submitting the proposal and the page number. Label each section and applicable subsection Budget Detail & Narrative 1 Original Bound Copy, 3 Unbound Copies, 1 Electronic Copy in a sealed envelope Appendix with the inclusion of: Resumes of key personnel Letters of Collaboration of partners, & potential subcontractors Reference Letters (two funder references)
8 PROPOSAL CONTENT Funding Availability Up to $650,000 to serve Eligible Veterans Required Elements Partnerships Applicant must include established partnerships with other veteran serving organizations One-Stop Career Center Successful applicant(s) will be required to have one or more co-located staff at wc s One-Stop Career Center Services Proposal must address the services to be delivered under the program. Services to be provided must include: Outreach Eligibility ibili Determination i Assessment Referrals Case Management Job Search and Placement Assistance Counseling (Mental Health & Substance Abuse)
9 PROPOSAL CONTENT, cont. Required Elements, cont. Outreach & Recruitment The selected provider will enroll a minimum of participants, ii with ih not less than 50% of those bi being services bi being Gulf War-era II (Post 9/11) veterans Timely Data Entry Refer to wc Policy 5.8 regarding g requirements for data entry Individual Employment Plan (IEP) The selected provider will be required to develop an IEP with each program participant after determination of eligibility and WIA enrollment.
10 Statement of Need Focus of this solicitation will be Recently Separated Veterans (Gulf War era II or Post 9/11, and other veterans (e.g. WWII, Korea, Vietnam, etc.), Veteran Definition, i i (United States Code, Title 38, Part I, Chapter 1, Section 101) Service-Connected Disabled Veterans Recently Separated Veterans Campaign Veterans Veterans with Significant Barriers Eligible Spouses/Widows/Widowers Occupational Skills Training & On-the-Job Training Activities Support Services Mental, Behavioral and Other Similar Career Deterrent Activities Follow-up Activities
11 REVISIONS Page 13/14, Pt. # 7 STRIKE: Any grant application that does not focus on certified professional training which leads to industry-recognized certifications will be considered non-responsive and will not be reviewed or considered for funding. Page 16, Pt. #4a STRIKE: Applicants must identify if the fiscal agent for the project, if other than themselves.

13 Scoring Elements Program Components 20 Points Possible Recruitment strategy and assessment Training participants across the industry sectors identified by the Governor s Economic Development Plan Demonstrate employer partnerships and STEM focus Clear and effective schedule for a typical week in the program Partnerships 5 Points Possible Present a list of partners or potential partners Describe the roles and responsibilities of each partner Include MOU s (Memorandum of Understanding)
14 WIA Adult & Dislocated Workers Common Measures Adult Entered Employment Rate 71.5% Retention after 6 Months 81.5% Average Earnings (after 6 months) $13,600 Dislocated Worker Entered Employment Rate 75% Retention after 6 Months 84.5% Average Earnings (after 6 months) $16,200 Common Measures are subject to change
15 Budget Information Budget & Budget Narrative Excel budget template that is located at: Summary Page 11 Budget Detail Pages Training costs (budget tab A.) must equal at least 30% of the total request.
