2 PRIMARY PURPOSE OF POSITION: Reporting to the Supervisor Security Services, the primary function of the Maritime Security Guard is to provide access control services to wharves and wharf-related areas within the Port of Townsville and to carry out protective security (including patrol/response duties) in accordance with instructions and as directed. This includes fulfilling the role of an Authorised Officer in educating port users, administering and enforcing the requirements of the Port Rules. The position also fulfils a coordinating and security role in emergencies. POSITION RESPONSIBILITIES: The Maritime Security Guard is responsible for the following:- Key Responsibilities Monitor Maritime Security Zones (LRZ/WRZ), wharves and wharf-related areas in the Port of Townsville including perimeters, POTL and customer assets, equipment and cargo. Perform access control duties to assigned Maritime Security Zones, wharves or wharf related areas Performance Standards/Results Monitor and control access of all persons, to take preventative action against theft and maintain security of cargo terminals Patrol cargo terminals on foot to prevent and detect signs of intrusion and ensure security of gates and fences. Patrols will be both targeted (in response to any call for assistance) and random (to maintain a visible security presence). Respond to all queries in a professional and helpful manner; demonstrate a preparedness to advise and share basic information about POTL security service matters and the cargo terminal generally. Maintain diligent awareness of all onsite activity. Inspect and adjust security systems, equipment and machinery to ensure correct operational use and to detect evidence of tampering. Operate communication systems, i.e.: two-way radios, to ensure the Duty Officer is aware of your current location, and remain alert to all current activities in the cargo terminal. Operate electronic tablets for recording required details of all persons seeking access to the cargo terminal Identify and raise with Management, any opportunities to improve systems, processes and provide a higher quality security service. To perform access control to the allocated wharf or wharf related area as rostered and directed by the Supervisor Security Services. Demonstrate an understanding of the responsibilities of a Maritime Security Guard under the Maritime Transport and Offshore Facilities Security Act 2003 (Cth) Demonstrate an understanding of the Port of Townsville obligations under the provisions of the Customs Act 1901 (Cth) when controlling access to a wharf or wharf related area. 3 Inspection of documentation (including identity documents) of all persons seeking entry to Maritime Security Zones, wharves or wharf related areas. Perform 100% (MSIC or photo identification) inspection and recording of all persons entering/exiting Maritime Security Zones and Cargo Terminals. Recording of identification details electronically Provision of security services including patrol of assigned security zone, wharf or wharf related area. Contribute to the safety, security and fire prevention of POTL and customer assets, equipment and cargo. Competent use of tablet based reporting systems. Recording activities on electronic log Provide first response, evacuation and emergency services notification and Monitor cargo and ship stores activities Recording activities on electronic log of all cargo activities within the cargo terminal Screening passengers, baggage and cargo Perform passenger screening as required during visits by cruise vessels Controlling embarkation of people, baggage and cargo Monitor passenger embarkation as required during visits by cruise vessels Respond to security incidents as they arise by directing the patrolling Port Services Officer or Police. Respond to security breaches and emergency situations as the Maritime Security Guard for a wharf or wharf related area, to assess the nature of the incident and respond as appropriate by contacting the relevant emergency services and POTL Duty Officer. Monitor safety and environment procedures within the Port area, including procedures related to the handling and storage of dangerous goods. Monitor the activities of small craft, vessels, vehicles and personnel movement and cargo handling within the Port area to contribute to security, safety and environment protection. Security responses are timely Breaches and emergency situations are attended to and assessed immediately Relevant responses are initiated in a timely manner and documented. Any matters relating to dangerous goods, environmental and or safety issues are acted on immediately Monitor stevedoring activities and report spillage Any safety, security or environmental incidents relating to small craft or vehicles are to be reported to the Duty Officer Marine Services immediately and any actions recorded. Perform other duties as allocated by the Manager Security Services and/or the Supervisor Security Services. Duties are performed effectively, and in a timely manner. Type Page 3 of 6
4 KEY SELECTION CRITERIA: 1. Current Security license Holds a valid Queensland Security license Has undertaken Maritime Security Guard training Technical 2. Current Maritime Security Identification Card (MSIC) 3. Current Driver s license Holds a current C class driver s license 4. Basic computer literacy Can navigate, read and create documents in Microsoft Outlook, Word and Excel 5. Good literacy and numeracy skills Managerial / Administrative Can communicate information and ideas in writing for others to understand Is able to produce a simple file note, memo or other report as appropriate for the needs of the audience Can calculate simple mathematical equations 6. Good problem solving skills Possesses a problem solving capability, i.e.: an ability to understand when something is wrong or is likely to go wrong and recognises the need to report to the appropriate person Uses logic and reasoning to identify the strengths and weaknesses of alternative solutions, or approaches to problems, and chooses the most appropriate method to reach a suitable conclusion Uses life experience to develop solutions, and takes action to solve the problem 6. The position will be appointed to undertake certain functions as an Authorised Officer under the Transport Infrastructure Act 1994 and the Transport Infrastructure (Public Marine Facilities) Regulation POSITION REQUIREMENTS: Mandatory Security Officer/Crowd Controller's Licence or the ability to obtain a Security Officer/Crowd Controller's Licence. Experience or the ability to gain experience in operation of computer based recording and storage systems. Sound knowledge of security monitoring and patrol procedures. Sound knowledge of shipping procedures, workplace health and safety, hazardous cargo rules and guidelines as well as the ability to respond appropriately to emergency situations. Demonstrated knowledge of the Maritime Transport and Offshore Facilities Security Act 2003 (Cth) and Regulations as they relate to the control of access to Maritime Security Zones. Demonstrated knowledge of the Customs Act 1901 (Cth) as it relates to cargo terminals. Demonstrated knowledge of the Work Health and Safety Act 2011 and Sound communication, decision making, problem solving, planning and organising skills, as well as a familiarity with computer-based information, recording and storage systems. Possession of First Aid Certificate. Possession of a current open Queensland Open Driver s Licence. General computer skills in Microsoft Office applications (e.g. Word, Excel, PowerPoint) All employees have an obligation to comply with the Work Health and Safety Act 2011, the Corporation s Work Health and Safety policies, procedures and instructions to ensure a safe workplace.
