1 REVISED CLOVEN- HOOFED ANIMAL AND THEIR DERIVED FRESH PRODUCTS MOVEMENT PROTOCOL Considering the current foot and mouth disease (FMD) situation in the FMD vaccination zones and the containment zone the national movement protocol has been revised as follows. 1.0 FMD Vaccination zones 1.1 Live animals Movement into FMD vaccination zones Cattle Movement of cattle into FMD vaccination zones is allowed into FMD vaccination zones from FMD free zones under veterinary movement permit after 30 days of quarantine in an official approved quarantine (Makalamabedi, Kuke, Mmatshumo, Dukwi, Sese, Sefhophe). All quarantined cattle shall be vaccinated twice against FMD, 28 days apart using an approved trivalent SAT FMD vaccine for the respective zone i.e. cattle moving into zone 7 are to be vaccinated using a purified vaccine, while those going to other vaccination zones are to be vaccinated using the conventional vaccine. All cattle shall be vaccinated on entry and day 28 of quarantine Other cloven hoofed animals Direct movement of other cloven-hoofed animals from FMD free zones into FMD vaccination zones is allowed under veterinary movement permit and in sealed transport, after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD. This movement is exempted from the 30 day quarantine Non cloven hoofed animals Page 1 of 11

2 Direct movement of non cloven-hoofed animals from all disease control zones (i.e. FMD free zones, other FMD vaccination zones and wildlife management areas including buffalo areas) into FMD vaccination zones is allowed under veterinary movement permit, after a clinical inspection showing that the animals are clinically free from any communicable diseases. This movement is exempted from the 30 day quarantine. 1.2 Movement out of FMD vaccination zones Cattle Movement of cattle is not allowed out of the FMD vaccination zones except from zone 3b to zones 2 and 1. Only cattle bearing the latest two FMD vaccination brands, zonal brand and owners` brand are eligible for movement from zone 3b to zones 2 and 1. The cattle should be inspected and clinically free from any communicable disease including FMD on the intended date of movement and be issued with a veterinary movement permit. However, movement is not allowed from extension areas that had clinical cases of FMD in the last six (6) months Other cloven-hoofed animals Movement of other cloven-hoofed animals is not allowed out of the FMD vaccination zones except from zone 3b to other FMD vaccination zones under veterinary movement permit, after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD. This movement is exempted from the 30 day quarantine Non cloven hoofed animals Movement of non cloven-hoofed animals is allowed under veterinary movement permit to all disease control zones (i.e. FMD free zones, other FMD vaccination zones, FMD containment zone and wildlife management areas including buffalo areas), after a clinical inspection Page 2 of 11

3 showing that the animals are clinically free from any communicable diseases. This movement is exempted from the 30 day quarantine. 1.3 Movement within an FMD vaccination zone Zones 1, 3c and Cattle Movement of cattle within an FMD vaccination zone is allowed under veterinary movement permit, except from areas that had clinical cases of FMD in the last six (6) months, after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD. Only cattle bearing the latest two FMD vaccination brands, zonal brand and owners` brand are eligible for movement within the FMD vaccination zones Other cloven hoofed animals Movement of other cloven-hoofed animals is allowed without a veterinary movement permit, except from areas that had clinical cases of FMD in the last six (6) months, after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD Non cloven hoofed animals Movement of non cloven-hoofed animals is allowed without within a FMD vaccination zone, after a clinical inspection showing that the animals are clinically free from any communicable diseases is allowed under a veterinary movement permit Zone Cattle Page 3 of 11

4 Movement of cattle within the subzones is allowed under veterinary movement permit except from extension areas that had FMD in the last six (6) months and their immediate surroundings extension areas (i.e. all crushes within the southern confines of the Setata fence from the Namibian border to Setata gate, along the Setata gate to Toteng-Kuke gravel road junction and along the Toteng-Kuke gravel road to Kuke veterinary disease control gate), after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD. Only cattle bearing the latest two FMD vaccination brands, zonal brand at the appropriate position and owners` brand are eligible for movement within the FMD vaccination zones. However movement for direct slaughter within the vaccination zone is allowed under veterinary movement permit after a favorable inspection to officially approved slaughter facilities including Maun BMC abattoir and export to Zimbabwe or for own consumption within the zone except from extension areas that had FMD in the last six (6) months and their immediate surrounding districts (i.e. all crushes within the boundaries of the Kuke-Mokaukau disease control fence, Kuke-Toteng gravel road, Kunyere river to Sandawana veterinary gate (along the southern buffalo fence) to Habu veterinary camp and then along the Setata disease control cordon fence to the Namibian fence) But movement for direct slaughter to slaughter facilities located with within the above defined boundaries is allowed under veterinary movement permit and to Maun BMC Abattoir from extension areas that have not recorded clinical cases of FMD in the last three months. Please note that rounding of cattle is allowed without a movement permit within the grazing area Other cloven hoofed animals Movement of other cloven hoofed animals is allowed within and out of the subzones under veterinary movement permit and in sealed transport, after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD except from extension Page 4 of 11

5 areas that had clinical cases of FMD in the last six (6) months and their immediate surrounding extension areas i.e. all crushes within the boundaries of the Kuke-Mokaukau disease control fence, Kuke-Toteng gravel road, Kunyere river to Sandawana veterinary gate (along the southern buffalo fence) to Habu veterinary camp and then along the Setata disease control cordon fence to the Namibian fence Non cloven hoofed animals Movement of non cloven-hoofed animals is allowed within zone 2 under permit, after a clinical inspection showing that the animals are clinically free from any communicable diseases. 1.4 Movement of cloven hoofed derived products Movement into the FMD vaccination zones Movement of cloven-hoofed animal derived products (fresh and processed) and other non cloven-hoofed derived products are allowed into the FMD vaccination zones without a veterinary movement permit Movement out of the FMD vaccination zones Fresh products Movement of cloven-hoofed derived animal fresh products including raw sausage, minced meat, saw dust (bone and muscle tissue), are not allowed out of the FMD vaccination zones except from zone 3b to zones 2 and 1. However, movement of deboned matured beef slaughtered at BMC Maun abattoir from zone 2 is allowed to all disease control zones, under veterinary movement permit issued by Maun BMC abattoir only for commercial purposes. Please note that packaging does not change the status of the fresh meat. Page 5 of 11

6 Processed products Movement of all processed ready to eat products i.e. sour milk (madila), dry salted biltong (brittle dry), cheese, ongondivi, osopa, omaere, butter, polony, yoghurt, and other ready to eat animal products is allowed to move without a veterinary movement permit but should be declared at point of exit. Movement of wet salted animal trophies and hides & skins is allowed out of FMD vaccination zones under veterinary movement permit after soaking with 4% percent sodium carbonate (soda) solution for 30 days in sealed containers under official supervision of the Department of Veterinary Services. However, movement of dry salted trophies and hides and skins is allowed out of FMD vaccination zones under veterinary movement permit after sprinkling or soaking with 4% soda solution Movement within the FMD vaccination zones Movement of cloven-hoofed animal derived fresh products is allowed without a permit except from extension areas that had clinical cases of FMD in the last six (6) months. 1.5 Non cloven hoofed products Movement of all non cloven hoofed animal products (fresh or processed) are allowed to move into, out or within the FMD vaccination zones without a veterinary movement permit. 1.6 Other FMD risk material Page 6 of 11

7 Movement of sun dried thatching grass, fire wood, crop products or veld products intended for human consumption, crops seeds or seedlings or plant seedlings are allowed to move into, out or within the FMD vaccination zones without a veterinary permit but must be cleared at exit or entrance points. 2.0 Containment zone 2.1 Live animals Cloven hoofed animals Movement of cloven-hoofed animals is not allowed into, out of or within the containment zone except within the containment zone for direct slaughter at an officially approved licensed slaughter facility within the containment zone under a veterinary movement permit, after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD. Transient of cloven-hoofed animals along the A1 between Dumela and Vakaranga, is allowed through the containment after declaration and under veterinary transient permit issued at the point of entry into the containment zone. Livestock or their products in transient shall be declared and the transient permit surrendered at the exit points out of the containment zone Non cloven hoofed animals Movement of non-cloven animals is allowed into, out of or within the containment zone under permit under veterinary movement permit except for movement within the containment zone, which does not require a movement permit. 2.2 Products Cloven hoofed derived products Page 7 of 11

8 Movement of cloven-hoofed animal derived products (fresh or processed) is allowed into or within the containment zone without a veterinary movement permit. However, movement of fresh clovenhoofed derived products is not allowed out of the containment zone. However movement of processed ready to eat products i.e. sour milk (madila), dry salted biltong (brittle dry), cheese, polony, butter, yoghurt, and other ready to eat animal products is allowed out of the containment zone without a veterinary movement permit but should be declared at point of exit. Movement of wet salted animal trophies and hides & skins is allowed out of the containment zone under veterinary movement permit after soaking with 4% percent sodium carbonate (soda) solution for 30 days in sealed containers under official supervision of the Department of Veterinary Services. However, movement of dry salted trophies and hides and skins is allowed out of containment zone under veterinary movement permit after sprinkling or soaking with 4% soda solution. Transient of fresh cloven-hoofed animal derived products is allowed through the containment after declaration and under veterinary transient permit at the point of entry into the containment zone. 2.3 Non cloven derived products Movement of non-cloven hoofed-animal derived products is allowed into, out of or within the containment zone without a veterinary movement permit. But for red meat moved portions has to be attached to the feet as evidence that the meat is derived from a non cloven hoofed animal. 2.4 Other FMD risk material Movement of sun dried thatching grass, fire wood, crop products or veld products intended for human consumption or ornamental, crops seeds or seedlings or plant seedlings are allowed to move into, out or within Page 8 of 11

9 the containment zone without a veterinary permit but must be cleared at exit or entrance points. 3.0 FMD free zones 3.1 Movement within an FMD free zone Live animals Movement of live animals is allowed within an FMD free zone without a veterinary movement permit after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD in cloven-hoofed animals Animal Products Movement of animal derived products (fresh and processed) is allowed without a veterinary movement permit. 3.2 Movement between FMD free zones Live animals Movement of live animals is allowed between FMD free zones under a veterinary movement permit after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD in cloven-hoofed animals Animal Products Movement of animal derived products (fresh and processed) is allowed without a veterinary movement permit. 10 3.2.3 Movement into FMD free zones Live animals Cloven hoofed animals Movement only allowed from other FMD free zones under permit after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD. Movement from FMD free zones is not allowed refer to and Non cloven hoofed Movement of non cloven-hoofed animals is allowed into FMD free zones from other disease control zones under a veterinary movement permit after a clinical inspection showing that the animals are clinically free from any communicable diseases including FMD in cloven-hoofed animals Animal products Movement of cloven-hoofed derived animal products is allowed without a veterinary movement permit except from FMD vaccination or containment zone, refer to , and 2.2. Movement of non cloven-hoofed derived animal products is allowed without a permit from all other disease control zones. 4.0 Biosecurity Measures All biosecurity measures (which include disinfection of shoes, vehicle tyres using 4% soda solution and searching for any items that are prohibited by the movement protocol) at all points of entry/exit of the vaccination zones 1, 2 and 7 and containment zone are to be maintained. However only searching at entry/exit points of zone 3b shall be maintained. Page 10 of 11
