3 1. A CITY WITHIN A CITY Only ten minutes walk from Oslo City Hall, a new city district is going to be built. 5,000 people will make their homes on the former container port in Filipstad. LARGE PLAZAS But this city will be situated in the centre of Oslo, with two large plazas that link it with Frogner and Skillebekk. From the waterfront promenade you will be able to walk to Tjuvholmen, Aker Brygge and the rest of Fjord City. A new tram line will unite the new and the old districts into one. LARGEST LANDOWNERS It is Oslo s City Council that will decide what the new district of Filipstad will look like. The City of Oslo s Agency for Planning and Building Services has prepared a proposal for an area zoning plan. As the largest landowners, the Port of Oslo and Rom Eiendom AS have prepared an alternative proposal. SUSTAINABLE DEVELOPMENT This brochure presents the landowners plans for how this area could be developed. Our vision for Filipstad is that it should become a city within a city, where people can live, work and spend their recreational time without having to rely on cars. Filipstad will contribute towards making Oslo a greener city and become a prime example of sustainable urban development. PARK AND POOL At the far end of Filipstad we envisage a large park and pool facilities. During the day it would also serve as an extension of the playground for the pupils at the new school in Filipstad. Along the waterfront promenade you could admire training ships and sailing ships or perhaps simply enjoy the sea air. With its rooftop terraces and a total of approximately 23 acres of open and green spaces, we believe that many will want to live in Filipstad. COMMERCE AND GROWTH All cities need commerce and development. That is why we want to extend the business district from Aker Brygge and Tjuvholmen to Hans Jægers kvartal, the section of Filipstad located closest to these areas. This would afford space for urban, monumental buildings and many workplaces. Beside the ferry terminal at Hjortnes the Port of Oslo wants to build a 33-storey slim hotel building: a new city landmark. A conference centre could also be situated here, giving Oslo the capacity to host large-scale international conferences. 4 OVERVIEW Filipstad stretches from the ferry terminal in Hjortnes in the west to Hans Jægers kvartal in the east. We would concentrate the commercial buildings around the ferry terminal, facing the E18 motorway, and in the business district near Tjuvholmen. Most of the housing would be located in the centre, with optimum shelter from noise and pollution. FACTS 42,000 m² park area Seawater pool supplied with water from the fjord Activities for all ages ART AND ACTIVITIES Situated on the furthest point of Filipstad will be Brannskjærparken, a park measuring almost 10 acres, which we hope will be bustling with people by day and by night, and from which you can jump into the seawater pool, filled with pure seawater from the Oslo Fjord. You can sit yourself down on the grass and feel how good life can be. Or maybe go for a walk and admire the art on display around the park. PLAYGROUND APPARATUS This area will also offer various activities for all ages, with a beach volleyball court, a boccia court, and playground apparatus for youngsters to climb on. THE BEST SCHOOL PLAYGROUND IN THE CITY Mixed-use and multi-use development are keywords in our plans for Filipstad. In Hjortnes, directly behind the park, we propose that a new school be built for up to 840 pupils. This would give them Brannskjærparken as an extended school playground, and make a refreshing dip more than just a dream. 10

7 WATERFRONT PROMENADE FACTS The waterfront promenade will run through the whole of Fjord City Will draw people down to the fjord Varied pedestrian area with art, experiences and activities The waterfront promenade will be the main artery running through Fjord City. In Filipstad you can experience sailing ships and training ships or take a boat ride out on the fjord for a picnic. PROUD HISTORY The waterfront promenade will run through the whole of Fjord City, from Frognerkilen in the west to Kongshavn in the east. We want a stroll along the waterfront promenade to offer a varied and interesting experience. BOATS ALONG THE QUAYSIDE It was thanks to the pleasant harbour deep inside the fjord that the city of Oslo gradually developed. At Filipstad Quay we will incorporate our maritime history into this new district; we will receive training ships, naval vessels and small charter boats. The waterfront promenade will be wide enough to accommodate the quay and many other activities. CAFÉS AND VIBRANT ATMOSPHERE Cafés, outdoor restaurants, seat benches, art, and of course somewhere to cast a fishing line will also be located along the waterfront promenade. Just wait and see

8 MEETING PLACES Seven squares and plazas will acquire their own identities with the help of art, vegetation and activities. During the winter we will turn the pond in Hans Jægers kvartal into an ice rink. The square and the activities there will thus change in harmony with the seasons. SUMMER AND WINTER In the future, if you take a walk up to the director s residence in Skillebekk, now a protected building, you will be able to see all the way down to the small arm of the fjord separating Filipstad and Tjuvholmen. CHILD-FRIENDLY At the lower end of the plaza leading down from the director s residence we will build a pond. Glassy, cool and child-friendly during the summer. A paradise for eager skaters during the winter. This will give life to the square all year round. HERITAGE AND HISTORY We will build a completely new city district in Filipstad. But we want to preserve memories of times past. If you look at a map from the 1800s, you will see that the site on which Filipstad now stands was once almost entirely covered by water. HARBOUR LIFE Following a competition in 1898 plans were drawn up to develop the harbour area. During the course of the next 100 years Filipstad was gradually developed to accommodate harbour activities. It was here that bananas were unloaded in massive crates. We want to preserve part of our heritage and erect one of the old harbour cranes on Filipstad Quay. 14

9 3. SCHOOL AND RECREATION A YOUNG DISTRICT

10 A SCHOOL WITH SEA AIR It is no exaggeration to say that the pupils at the new school in Filipstad will have the best playground in the city. SCHOOL PLAYGROUND IN THE PARK For a long time we were unsure about the best solution for the area around the ferry terminal. Then we found the answer: we will build commercial buildings in the shape of an arch around the ferry terminal, so that they act like a barrier between the terminal and the surrounding urban area. Inside this arch we will build a school with three parallel classes and with a capacity of up to 840 pupils. MIXED-USE DEVELOPMENT A school houses many rooms that can face inwards towards the ferry terminal, such as a gymnasium. The classrooms and playground face outward towards the sea, the seawater pool and the large park. In this way the school playground will serve as part of the park at night, and the park as part of the school playground during the day. This has to be the city s best school playground?! DAY CARE CENTRES There will also be enough space for a day care centre in the Hjortnes arch, only a short distance from the public transport hub and the largest residential areas. We also propose two day care centres in the so-called Middle Section, where most of Filipstad s inhabitants will live. 18

11 4. URBAN LIFE CAFÉS, SHOPS AND LIFE ON THE QUAY

12 MARKET SQUARE AND ART The squares will serve as the local meeting places, with shops, cafés and seating. Art will contribute to increasing use of these spaces and give them character. CULTURAL CENTRE Today the coffee roasting factory in the Ali building is a landmark in Filipstad. When the new district has been built, perhaps a cultural centre will stand here. The Ali building is situated in a protected, central location at the heart of what will become the large residential area in Filipstad. IMPORTANT URBAN SPACES The plans for Filipstad ensure that there will be good urban spaces between buildings. For every 4 m² allocated to housing there must be 1 m² allocated to common areas. A combination of small green spaces, pool facilities, squares and open spaces will create experiences and a varied urban life. ART Art will contribute to giving the open spaces their individual character and identity. In Filipstad we want to see innovative, high-quality art and to accommodate cultural activities all year round

13 5. HOUSING IN THE CENTRE OF TOWN

14 DREAM HOMES Close to all amenities is a cliché you will often come across in homes for sale advertisements. But in Filipstad this will actually be the case. 40% HOMES IN FILIPSTAD 2,250 NEW APARTMENTS We will build approximately 2,250 new apartments in Filipstad, consisting of a good mix of small and large units, so whether homebuyers are single, couples, or families with young children, they will all find something to suit their needs. PUBLIC TRANSPORT Those who choose to live here will manage fine without a car. The shops, parks and public transport will be within walking distance. Filipstad will make living an environmentally friendly lifestyle possible NUMBER OF HOMES IN THE DIFFERENT AREAS IN FILIPSTAD ROOF GARDEN In 2030 Oslo will probably have 200,000 more inhabitants than today. This means that we need to build urban communities and to build them close to the city centre. The development must be sustainable and hold a high quality. Many of Filipstad s inhabitants may find their garden is on the roof; this will provide more people with a view of the fjord from their own back yard

15 A GREEN FUTURE In Filipstad it will be pedestrians and cyclists who will have priority. The new district must contribute to making Oslo a greener city. In Filipstad you will have a short way to work, the shops and recreational activities. HIGH ENVIRONMENTAL AMBITIONS The City of Oslo s urban environment programme has a vision of making Oslo a sustainable urban community in which everyone can enjoy clean air, clean water and access to good recreational areas. At the same time, the national targets are to reduce carbon emissions by 50 per cent by 2030 and to be carbon-neutral by That is why we have set high environmental ambitions for Filipstad. CENTRALLY LOCATED CAR PARKING We are planning centrally located parking facilities in Filipstad, but walking, cycling and the Fjord City tram be the most practical means of transport. A network of pedestrian and cycle paths will make it easy to get around. CLEAN ENERGY Color Line s ships are the first large ships in Norway to be powered by shore-based clean energy when berthed at Hjortnes Quay. This already saves carbon emissions equivalent to those produced by 1,700 new cars for a whole year. PASSIVE HOUSES We want this new district to have passive houses. These are buildings that require 75 per cent less energy than conventional buildings. We will build in such a way that Filipstad will be as energy self-sufficient as possible by, for example, installing heat pumps for heating and cooling needs. COMMERCIAL BUILDINGS AS BARRIERS Building a residential area so close to a ferry terminal and main road can pose challenges. That is why we have designed commercial buildings around the ferry terminal in Hjortnes to act like a barrier. And we propose that commercial buildings be built facing the E18 motorway so that they can shield the residential areas in the north and south from noise and pollution. In this way the inhabitants of Filipstad will be better protected until the E18 is diverted into a tunnel. 28

16 6. TOURISM CRUISE, HOTEL AND CONFERENCE

17 GATEWAY TO EUROPe Last year 1.2 million passengers travelled by sea between Oslo and Kiel. We will accommodate for more tourists to arrive by boat. An elegant 33-storey hotel could become Oslo s new landmark. Together with a new conference centre, it could host large-scale international conferences. MORE CRUISE SHIPS Hjortnes Quay is where Color Line s ferry terminal is located today. We want to build a pier to the west of this, big enough to accommodate a cruise ship and a large yacht. Today Oslo has more cruise ship calls than ever before. These represent significant revenues for the city, and we want to make it possible for this source of revenue to grow. NEW LANDMARK When we build a completely new district in the centre of Oslo, we must ensure that it has a landmark building. We hope that the best Norwegian and international architects will want to be the one who designs the slim, 33-storey hotel we propose on the tip of Filipstad. It would make a spectacular landmark. Together with the conference centre, the hotel would represent a valuable contribution to Oslo s tourist industry. INCREASED REVENUES In order to shield the surrounding area, we will build commercial buildings in the shape of an arch around the ferry terminal. Here the Port of Oslo will have a conference centre with the capacity to host large-scale international conferences. A venue like this could contribute towards putting Oslo on the map and increasing the city s revenues. FACTS Accommodate an additional cruise ship Ensure continued operation of the ferry terminal throughout the entire construction period The hotel and conference centre could generate increased revenues to the city 33

18 7. BUSINESS AND COMMERCE DEVELOPMENT AND GROWTH

19 hans jægers kvartal A city also needs workplaces, development and growth. Hans Jægers kvartal will be a natural extension of the business areas in Tjuvholmen and Aker Brygge. Shops and restaurants at street level make this a dynamic district in the evenings too. CENTRAL AND URBAN Building workplaces close to public transport hubs is an environmentally friendly choice. Hans Jægers kvartal is only a 10-minute walk to the Nationaltheatret subway station. The buildings in this district will be between six and twelve storeys high. The tallest buildings will be located closest to the E18 motorway so that they act as a barrier against noise and pollution. MAGNIFICENT ARCHITECTURE The outermost plot in Hans Jægers kvartal will be allocated to a head office or an institution. This is where we want to have the building that everyone talks about, the jewel in Hans Jægers kvartal. It will also help make Odas plass, located in front of this building, an interesting public open space. NEW LANDMARK BUILDING FACTS Buildings between 6 and 12 storeys high 80 per cent commercial and 20 per cent residential 13,000 m² businesses and shops 36

20 COMMERCE AND SHOPPING A city is not a city without shopping opportunities. We want most of the shops to be as close to the centre as possible, in Hans Jægers kvartal. But when people have to manage without a car, they need to have shops in their neighbourhood m² fakta 3000 m² 6000 m² m² SQUARES AND MARKET SQUARES We therefore propose that plans should accommodate shops in all sections of Filipstad. In the residential areas most of the shops and restaurants will be located on street level around plazas and squares. People must be able to find their everyday needs here. 21 8. FACTS & DIFFERENCES The Port of Oslo and Rom Eiendom AS are the largest landowners in Filipstad. Here are some key facts and figures from our proposal for how this area could be developed. An area totalling 470,000 m² will be developed in Filipstad. 40 per cent of the development will be for residential purposes. 2,250 apartments. Approximately 50 per cent will comprise large apartments measuring more than 80 m², approximately 20 per cent will measure between 50 and 80 m² and approximately 30 per cent will measure less than 50 m². The percentage of residential units will be highest in the North Section (60 per cent) and in the Middle Section (55 per cent). In Hans Jægers kvartal we propose that the percentage of residential units should be 20 per cent and in Hjortnes 10 per cent. The buildings in Filipstad will be between 6 and 12 storeys high, with the exception of the hotel in Hjortnes, which we propose should be 33 storeys high. In general, the tallest buildings will be positioned along the E18 motorway. A large school with three parallel classes and a capacity of up to 840 pupils in the Hjortnes arch. 5 day care centres: one in the Hjortnes arch, two in the Middle Section and two in the North Section. 25,000 m² allocated to business and restaurants, predominantly on street level. We propose that about half of these should be located in Hans Jægers kvartal. 23 acres of parks, squares and open spaces. PORT OF OSLO AND ROM EIENDOM The brochure you are now reading is a summary of our proposal, and describes how Rom Eiendom and the Port of Oslo envisage the development of Filipstad. The City of Oslo s Agency for Planning and Building Services has prepared a proposal for an area zoning plan for Filipstad. The Port of Oslo and Rom Eiendom have prepared an alternative proposal containing the Port of Oslo s proposal for detailed zoning of Hans Jægers kvartal and Hjortnes and our joint proposal for the North and Middle Sections. FINAL DECISION IN 2013 It is Oslo s City Council that will decide what the new district of Filipstad will look like. According to the current plan, the matter will be discussed in the course of It will take many years perhaps as many as twenty before the entire area is developed. Some parts of the area may take even longer. The development work will take place in phases

22 THE BIG DIFFERENCE Several plans exist for the development of Filipstad. One vital reason for choosing the proposal put forward by the Port of Oslo and Rom Eiendom is that it can be realised now. INDEPENDENT OF THE TUNNEL There is uncertainty surrounding when the E18 will be diverted into a tunnel that will run through Filipstad, and how long this tunnel will be. Our plans for Filipstad can be realised independent of when the tunnel is built. That means that development work can begin now, so that the inhabitants of Oslo get the Fjord City they want. MORE HOUSING More and more people want to live in Oslo, and the challenge is building enough homes for everyone. Our plan for Filipstad will provide 350 more homes than comparable proposals. BIGGER SCHOOL We have located the school in Hjortnes, where there is space for a large school with capacity for three parallel classes and up to 840 pupils. We propose that the best plot with a park and seawater pool should serve as an extension of the school playground. Mixed-use and multi-use development are keywords in our plans. VITAL INDUSTRY Last year 1.2 million passengers sailed with Color Line between Oslo and Kiel. Our proposal for a ferry terminal is economically sustainable and costs around half of what plans in alternative proposals will cost. Moreover, our proposal ensures that the ferries can berth at Hjortnes Quay while development work is going on. This assures vital revenues for our city s tourist business. VIBRANT WATERFRONT PROMENADE When you walk along the waterfront promenade, we want you to be reminded of the fact that you find yourself in a harbour environment. That is why we will permit sailing ships and tour boats to berth along the waterfront promenade. We believe this will make walking along the fjord an even more enjoyable experience
