P6 基 層 健 康 通 訊 讀 者 問 卷 調 查...P7-8 ISSUE 36 December 2007 Climate change and Health - Part 1 Climate and health Public health depends on sufficient food, safe drinking water, secure community settlement and family shelter, and the environmental and social control of various infectious diseases. All these can be affected by climate. Intergovernmental Panel on Climate Change, 1999 There is growing evidence that global climate is changing and will have profound effects on the health and well-being of citizens in countries throughout the world. -- World Health Organization, 2003 More experts are now agreeing that climate change will have far more effects on human health. Health and climate is closely related. Global warming and greenhouse effect Most people in Hong Kong would agree that Hong Kong is getting hotter and hotter. Sometimes it is difficult to survive the hot summer days without air-conditioning. According to Hong Kong Observatory (HKO), local temperature is rising at twice the average in the rest of the world. Global temperature rose by 0.6ºC in the past century, but HKO recorded a rise of 1.2ºC locally [1]. In the middle of the century, we could expect no more winter days* in our locality. It is not a local warming only, but a global warming. Scientists concluded that the 20th century was very likely the warmest in the past 1000 years, and 1980s and 1990s were likely the warmest decades since mid-1800s. The Earth s average surface temperature was raised in the past century. Estimated from evidence embedded in polar ice, tree rings and deep-sea sediments, the Earth s surface temperature had increased 0.6 ± 0.2ºC since the 1860s. Ten of the warmest years since 1860 were all occurred in the past 15 years [2]. Greenhouse effect is responsible for global warming and the climate change. Our earth absorbs energy from the sun and warms the land and sea. After being heated up, the earth emits infrared radiation. Some of the infrared radiation passes through the atmosphere into the space. However, some gas molecules in the atmosphere are able to reabsorb the escaping infrared radiation and release them back to the earth. This process can further warm up the earth. The process of the atmosphere which captures and holds the escaping heat is called greenhouse effect. In fact, greenhouse effect is a natural process that keeps the earth warm enough to support life. However, since the start of industrial revolution in about 250 years ago, *Winter day is a day with temperature below 12ºC P.1

2 human activities had produced large quantity of greenhouse gases, further enhancing the natural greenhouse effect and made the earth abnormally hot. What is greenhouse gas? Greenhouse gas is a gas molecule in the atmosphere, which is able to capture and reflect heat (infrared radiation) back to the earth. These include: Carbon dioxide (CO 2 ), methane (CH 4 ) and nitrous oxide (N 2 O). Methane is 21 times more effective than CO 2 in trapping heat, and nitrous oxide is 300 times more effective than CO 2 to produce greenhouse effect. Greenhouse gas exists in an equilibrium state in the natural environment and the concentration is kept constant in the nature. However, due to civilisation, human activities produce enormous greenhouse gas into the atmosphere and disturb the natural equilibrium of greenhouse gases. Such human activities include energy generation, the production and use of fossil fuels, agricultural practices, waste disposal and largescale deforestation. These activities release large quantities of greenhouse gases into the atmosphere, and are largely responsible for the changing climate. Burning fossil fuels produces about 22 billion tones of CO 2 into atmosphere yearly. It is estimated that the concentration of CO 2 in the atmosphere has increased by 31% since Nitrous oxide occurs naturally in the environment but is also generated by burning fossil fuels and using chemical fertilizers. Its concentration has increased by 16%. Methane is released to the environment through vegetation decays, burns or digests in the absence of oxygen. Large amounts of methane are released from landfill sites, rice paddies and grazing cattle. Atmospheric concentration of methane has increased by 150% since Environment change and global warming There are some signs of global warming in our environment. The global sea levels have risen cm in the past 100 years. Snow cover extent in the Arctic has declined about 10% over the past 30 years. Moreover, the average extent of sea-ice cover in Arctic during summer has declined by 15-20% over the last 30 years. Many mountain glaciers are melting, and the key stages in plant development, such as budding, leafing, and flowering are occurring earlier. As global temperature rises, it would supply additional moisture and energy to storm systems. We might experience more frequent and more violent storms, hurricanes and tornadoes as a result of climate change. Global warming and impact on health There is a wide range of health impact caused by global warming, which include the followings: heat wave, vector-borne disease and biotoxin/food poisoning, allergen and air pollution, health impact by extreme weather. The health impact will be discussed in detail in the next issue. References : 1. 4 樹 立 了 一 個 好 榜 樣, 實 在 值 得 大 家 互 相 學 效 及 參 考 獎 勵, 鼓 勵 他 們 合 作 接 受 牙 齒 治 療 等 正 因 為 講 解 牙 齒 治 療 的 程 序 是 需 要 豐 富 及 專 業 的 工 作 經 驗, 而 且 更 要 有 愛 心 及 耐 性 地 去 安 撫 孩 子 的 懼 怕 情 緒 具 備 此 等 素 質 的 牙 科 治 療 師, 不 但 能 應 付 日 常 工 作 上 的 困 難 及 挑 戰, 還 會 像 麥 姑 娘 所 說 的 可 以 在 職 場 上 找 到 工 作 的 滿 足 感 呢! 以 她 認 真 及 專 業 的 態 度 已 現 時 政 府 每 年 都 為 在 職 的 牙 科 治 療 師 提 供 為 期 一 整 天 與 工 作 有 關 的 培 訓 課 程 而 在 不 同 的 工 作 崗 位 上, 他 / 她 們 每 個 月 亦 可 以 參 與 定 期 舉 行 的 牙 科 會 議, 來 向 上 層 反 映 工 作 所 遇 到 的 問 題, 以 加 強 彼 此 溝 通 麥 姑 娘 對 這 些 培 訓 和 溝 通 機 會 感 到 很 滿 意 最 後 還 有 一 點 最 難 得 的 是 麥 姑 娘 和 她 的 一 群 同 事 有 著 非 常 要 好 的 關 係, 同 事 之 間 合 作 愉 快, 充 分 發 揮 著 非 常 重 要 的 團 體 精 神 盼 望 麥 姑 娘 及 其 他 牙 科 治 療 師 都 能 敬 業 樂 業 地 繼 續 為 有 需 要 的 牙 科 求 診 者 服 務 馬 巧 吟 梁 志 毅 基 層 健 康 通 訊 編 輯 委 員 會 P.4
