1 International Council on Clean Transportation Global Passenger Vehicles Program April 2011 Update Global Light-duty Vehicles: Fuel Economy and Greenhouse Gas Emissions Standards The ICCT developed a methodology in its 2007 report to normalize the different driving test cycles adopted worldwide to allow apples-to-apples comparison of the global standards. Figure and data table on page 3 compares the global standards normalized to NEDC cycle in gco 2/km metric. The following is an update of the current status of these standards in various countries. Australia Although without a mandatory standard, the Federal Chamber for Automotive Industries established a voluntary target in 2005 to reduce National Average Carbon Emissions (NACE) for all new light-duty vehicles to 222 grams of CO 2/km under the NEDC driving test cycle by Canada In October 2010, Canada finalized the regulation to limit GHG emissions from passenger cars and light trucks from model year 2011 to 2016 The standards will adopt the footprintbased structure proposed in the US latest rule making. The Canadian government anticipates that the average GHG emission performance of the 2016 Canadian fleet of new cars and light trucks would match the average level of 153 g CO 2/km (169 gco 2/km under NEDC cycle). This would represent an approximate 20% reduction compared to the new vehicle fleet that was sold in Canada in However, with a much smaller average fleet size than that in the U.S., by adopting the same footprint based standard structure, Canada should be able to achieve a lower average emissions level than what the government has anticipated. If it is assumed that Canada will achieve a similar annual fuel economy improvement rate 1, a more realistic target for Canada would be a fleet-average of 141 gco 2/km (154 gco 2/km under NEDC cycle) by The official estimate of 153 gco 2/km therefore could be considered as a low-end target. China In December 2009 the China Ministry of Industry and Information Technology (MIIT) issued its proposed Phase III fuel consumption regulation for passenger cars, aimed at reducing the fuel consumption of new passenger vehicles to 7l/100km (167 gco 2/km) by The China Automotive Technology and Research Center (CATARC) is now developing a detailed 1 This is very likely because the technology improvements between the two markets are very close given the high harmonization of the North American auto market.

2 implementation and enforcement plan because of shift from a per-vehicle standard to a corporate average standard. Japan Introduced in 2007, the current fuel efficiency regulation set weight-based binned corporate average standards for model year When the 2015 targets are met, the fleet average fuel economy is expected to be 16.8 km/l under the new Japanese JC08 driving test cycle (equivalent to 125 gco 2/km under NEDC cycle), a 23.5% increase over 2004 performance of 13.6 km/l. Japan is now in the process of determining a standard for passenger car fuel economy for 2020, and a formal proposal is expected by the third quarter of South Korea In September 2010, South Korea formally proposed a combined fuel economy and GHG emissions target of 17 km/l or 140 gco 2e/km (equivalent to 150 gco 2/km under NEDC cycle) respectively for MY The new standards will be weight-based, and will use US CAFE combined cycle for testing purposes. The proposal includes credits of up to 10 gco2km for implementing tire pressure monitoring systems (TPMS), low rolling resistance tires, and gear shift indicators. An additional 4gCO2/km credit will be available for eco-innovations similar to those in Europe. The European Union In 2009, the European Parliament and the Council adopted a Regulation (EC) No 443/2009 setting CO 2 emission performance standards for new passenger cars. The fleet average to be achieved by all new passenger cars registered in the EU is 130 grams CO 2 per kilometre (gco 2/km) by This target will be phased in from 2012, when 65% of each manufacturer's lowest emitting cars newly registered in that year must comply. This will rise to 75% in 2013, 80% in 2014, and 100% from 2015 onwards. A so-called limit value curve implies that heavier cars are allowed higher emissions than lighter cars while preserving the overall fleet average. The target of 95 gco 2/km is specified for the year Details of how this target will be reached will have to be defined in a review to be completed early Further legislative measures to reduce CO 2 emissions include mandatory fitting of tyre pressure monitoring system (by 2015), low rolling resistance tyres (by 2018) and gear shift indicators (by 2015) on all new passenger cars. In early 2011, the European Parliament and the Council approved the first CO 2 emission standard of 175 g/km in 2017 for light-commercial vehicles. A long-term target for CO 2 emissions of light commercial vehicles in 2020 (147g CO2/km) has been included as well. Similar to the passenger vehicles, the details of the long-term target will be defined by early United States In April 2010, the U.S. Environmental Protection Agency (EPA) and U.S. Department of Transportation (DOT) finalized a joint regulation for greenhouse gas (GHG) emissions and fuel economy for light duty vehicles for model years The proposed fleet-average targets are 250 gco2e/mile or 34.1 miles per gallon under US CAFE combined driving test cycle (equivalent to 172 gco 2/km under NEDC cycle) with allowance for the improvement of International Council on Clean Transportation 2

3 vehicle A/C system, and use of flexible-fuel vehicles. The standards are based on vehicle footprint and separate car and light-truck standards have been formulated. The US released a Notice of Intent on September 30th, which lays out initial scenarios of potential stringency of fleet-wide GHG/fuel economy targets for cars and light trucks during the timeframe. The scenarios represent 3 to 6 percent annual decrease in GHG levels from the MY2016 fleet-average of 250 gco2e/mile under CAFE test cycle (equivalent to172 NEDC gco2e/km) and translate into a range of fleet-wide targets from 190 to 143 CAFE gco2e/mile ( NEDC gco2e/km). 4 The State of California In 2002, California enacted the first state law (AB 1493) requiring GHG emission limits from motor vehicles. As directed by the statute, the California Air Resources Board (CARB) issued a regulation in 2004 to establish year-by-year GHG emissions targets for two vehicle class categories separately from MY 2009 to 2016, giving automakers a 5-year lead time. In late 2009, EPA granted a waiver to California to implement its GHG standard for model year vehicles. California subsequently revised its program to allow manufacturers to show compliance with California s standards by complying with the federal standards. In January 2011, California announced that it will propose standards for light-duty vehicles for model years by September 1, 2011 in collaboration with the US EPA and DOT. A comparison of the historical fleet performance and the stringency of forthcoming regulations is shown in Figure 1. All country data are converted to gco 2/km, and normalized to the NEDC test cycle, for the easiness and fairness of comparison. Table 1 shows the underlying data for Figure 1. We also compared the total and annual average CO 2 or fuel consumption reduction rate between baseline years and the forthcoming target years (Figure 2). Baselines years are defined as the latest years that fleet-average performance data are publicly available. We used country data in their original format and test cycle to calculate the total and annual reduction rate, in order to reveal the true government ambition in their targets. The actual year spans, metric and test cycle of each country are also shown in the figure. Most countries set their future targets requiring an average annual reduction rate of 3-4 percent. The most ambitious target in terms of annual reduction is the US high scenario in its 2010 Notice of Intent.
