2 1. Introduction At Weston Turville CE School we seek to ensure that everything we do enables each child to fill his or her academic and social potential. To ensure that this happens, it is vital that the head teacher, the Governing Body, the leadership team and subject leaders are all part of monitoring and evaluating the practice, strategies and initiatives that are part of high quality teaching and learning and social and emotional development. This monitoring and evaluation informs us about how effective our actions are, and gives us a base from which we can identify and plan future developments. Monitoring is the means by which we gather information. We do this systematically across a range of activities within our school. We believe that effective monitoring: promotes excellent learning and teaching throughout the school; ensures excellent planning and delivery of the curriculum; identifies the strengths and needs for professional development; offers an opportunity to celebrate progress and success; provides information to support self-evaluation; ensures consistency throughout the school; ensures that every child is making good progress and is appropriately challenged. Evaluation is the judgement on the effectiveness of actions taken, based on their impact on the quality of the children s learning. As well as our own, internal evaluation tools, there are some external sources of evaluation which are regularly used by the school and also inform school development: RAISE online LA reports Bucks data analysis (EYFS, Phonics, KS1 and KS2) Ofsted reports 2. Monitoring and Evaluation framework 2.1 Monitoring and Evaluation in our school are part of a planned process and involve a range of different people over the course of the school year. (see appendix 1) 2.2 Our primary tool for school self evaluation follows the structure of the Ofsted Handbook and ensures that all aspects of the school s performance are systematically and regularly reviewed as part of an annual cycle. 3. Roles and Responsibilities 3.1 Monitoring and Evaluation by the Head teacher The head teacher supports the monitoring of lesson planning across the curriculum The head teacher will normally carry out general summative lesson observations to inform performance management targets and judgements and to support school improvement. The purpose of these is to ascertain the overall quality of teaching in the school and to identify particular strengths in teaching as a whole and areas that require attention The head teacher will undertake work scrutiny in order to assess standards and the progress children are making. Sometimes this is done with our LA advisor and/or with Subject Leaders, or with all teaching staff.
3 3.1.4 The head teacher s role in monitoring is to:- arrange the overall programme and timetable for monitoring each term provide resources to enable monitoring to take place ensure planning is effectively monitored undertake general observations of teaching participate in work scrutiny undertake appropriate focused observations of teaching, as a Performance Management team leader discuss successes and areas for improvement with the Leadership Team evaluate the implementation of the monitoring programme There are occasions and circumstances where additional lesson observations are undertaken. These are outlined below: the lesson is inadequate the teacher is facing capability procedures the teacher is employed as a newly qualified teacher the school is in a category following Ofsted inspection In any of the situations outlined above, the Local Authority Adviser may become involved with lesson observations and other necessary arrangements The head teacher reports to Governors each term, giving evaluations that reflect the standards found in the school and explaining where improvements are required. 3.2 Monitoring and Evaluation by the Leadership Team The Leadership team play a central role in monitoring and evaluating in order that Weston Turville CE School can continue to improve and develop. As part of this role they ensure that: areas to be monitored are identified monitoring and evaluation activities are delegated to the appropriate level with clarity of expectations and outcomes to be achieved; they undertake monitoring and evaluation activities which cannot be delegated and are the responsibility of the Leadership Team (eg performance management, budget monitoring); the data generated from monitoring and evaluation is collated, analysed and is used to review progress, recognise achievement and inform future planning; key information and data (and analyses of what such data and information indicate) is reported to the appropriate audience, including the Governing Body and are able to lead discussion on how such data can be used to best advantage and improve the school pupil performance data is collected, analysed and used to inform target setting. 3.3 Monitoring and Evaluation by Subject Leaders/Team Leaders Ensure that colleagues and team members understand that the purpose of monitoring and evaluating is about development and recognising achievement; Carry out those monitoring and evaluation activities which are delegated to them as part of their roles and responsibilities. 3.4 The Governing Body (Pupil Development Committee) The Governing Body has a central role in monitoring and evaluating policies, practice and procedure within the school. The overarching aspects of this monitoring and evaluation role are to:
4 Agree, in consultation with the Head Teacher, the areas which need to be monitored and evaluated; Be involved in direct monitoring and evaluation where appropriate and under the guidance and supervision of the head teacher. Although the Governing Body does not formally monitor teaching, some Governors see at first hand the teaching and learning of the school. Governors do not write lesson observation reports. Their role in monitoring teaching is to ensure that the school s policies for monitoring teaching are carried out effectively; Support and reinforce the view that the purpose of monitoring and evaluation is to enable the school to develop, recognise achievement and sustain continuous progress; Receive monitoring and evaluation data at the agreed times and in the agreed format in order to review the information and consider its implications; Use a summary of some of the monitoring and evaluation data to inform parents about the school s progress and performance; Ensure that monitoring and evaluation are used to establish realistic targets for continuous improvement and school development. Support the progress of the school by championing various priorities and giving written feedback to the head teacher Monitoring and Evaluation by the Full Governing Body The head teacher presents a summary progress evaluation each term to the full Governing Body The full Governing Body sets performance targets for Key Stage 2 SATs The full Governing Body sets performance objectives for the head teacher The full Governing Body receives a report on the RAISE on-line and the Local Authority s Data Dashboard. The head teacher maintains regular contact with the Chair of Governors and gives information and discusses any relevant issues. Sometimes emergency decisions have to be made with a request that the Governing Body ratifies the decision at a later date. Where it is thought necessary, an extraordinary meeting of the Governing Body will be called to discuss any major issue - for example, an impending Ofsted Inspection Monitoring and Evaluation of the Staff Development Committee and the Pupil Development Committee Some governors support curriculum areas and meet with a Learning Team to discuss progress and possibly see some lessons and talk to children. Minutes of these meetings are produced and discussed by the Pupil Development Committee. The Head teacher regularly reports to the committees on the progress of the School Improvement Plan. The Chair has responsibility for drawing up the agendas of the meetings with the support of the headteacher, and also for preparing the minutes Monitoring and Evaluation of the Resources Committee Governors monitor and support the progress of the Budget each month with the Head teacher. Governors have responsibility for securing accreditation for SFVS (Schools Financial Value Standard). The Chair has responsibility for drawing up the agendas of the meetings with the support of the headteacher, and also for preparing the minutes. Governors have responsibility for ensuring good health and safety standards. Governors monitor and support the progress of building and safety work.
5 Governor carry out a safety inspection each term and reports back in writing to the Resources Committee. 4.1 Monitoring and Evaluation through Pupil Voice Pupils also make a significant contribution to the school s monitoring and evaluation procedures. They comment on their experiences of school and teaching and learning in the following ways: School and class councils are involved in discussion about a range of issues related to their experiences of school. This information is collated and feedback is given to subject leaders, the leadership team, Governors and the head teacher. The school administers an annual pupil questionnaire to survey the views, perceptions and opinions of all children at Weston Turville CE School. Pupils are involved in interviews with Governors, the head teacher and subject leaders related to their experiences of school and the teaching and learning of specific subjects. 7 Classroom Observation Protocol For appraisal purposes The Governing Body is committed to ensuring that classroom and task observation is developmental and supportive and that those involved in the process will: Carry out the role with professionalism, integrity and courtesy; Evaluate objectively; Report accurately and fairly; and Respect the confidentiality of the information gained. The arrangements for classroom and/or task observation will be included in the appraisal planning statement and will take place three times per year, focusing on areas of the employee s performance which need development, or on aspects of the School Development Plan. Staff will be informed in advance when an observation is likely to take place. Where evidence emerges about the appraisee s performance which gives rise to concern during the cycle, additional observations may be arranged on top of the three already planned. Classroom observations of teachers will only be undertaken by persons with QTS, who have had adequate preparation and the appropriate professional skills to undertake observation and to provide constructive oral and written feedback and support. Oral feedback will be given as soon as possible after any observation and no later the end of the following working day. It will be given in a suitable, private environment. Written feedback will normally be provided within five working days of the observation taking place. If issues emerged from an observation that were not part of the focus of the observation these should also be covered in the written feedback and the appropriate action taken. The written record of feedback also includes the date on which the observation took place, the lesson/task observed and the length of the observation. The appraisee has the right to append written comments on the feedback document. For ongoing monitoring purposes A headteacher has a duty to evaluate the standards of teaching and learning and to ensure proper standards of professional performance are established and maintained throughout the school. While information gathered during the appraisal process may be used, as appropriate, the headteacher may determine that it is necessary to collect such evidence as their professional judgment dictates and this may include additional lesson observations. Monitoring may take a form that is not accurately described as a lesson observation, and which is usually of teaching and learning. Instead for example it may have a focus on the standards attained by the children, the impact of programmes of study on learning or on pupil behaviour, and may involve for example work scrutiny, analysis of assessment results or examination of planning records. Such monitoring may be carried out by the headteacher or the Senior Leadership Team. Other forms of additional monitoring may include learning walks or drop in visits to classes. Wherever possible notice will be given of additional observations but this may not always be practical. Sometimes governors will drop into lessons. They will not be carrying out lesson observations but will be gathering information in order to report to governors about a particular whole school aspect.
