3 EXECUTIVE SUMMARY Background and Introduction The United Nations Country Team (UNCT) and the Government of Zimbabwe signed the Zimbabwe United Nations Development Assistance Framework (ZUNDAF) in April 2011 as the United Nations in Zimbabwe s strategic programme framework to support national development priorities and the Millennium Development Goals (MDGs). In line with this, the United Nations Country Team (UNCT) has developed a communication strategy to provide a framework for mainstreaming communication within the UN and strategically communicating with its development partners to ensure the successful implementation of the ZUNDAF. Objectives of the Communication Strategy The overall objective of the UNCT Communication Strategy is to advocate, harmonise and share information both internally and externally on all aspects of the UN in Zimbabwe through One Voice in UNison with a focus on the ZUNDAF priority areas and towards the recognition and positioning of the UN in Zimbabwe as an effective and strategic development partner by Specifically, the UNCT communication strategy aims at: enhancing UN inter-agency communication in Zimbabwe and other UN offices around the world; increasing the public s understanding of the work of the UN in Zimbabwe; improving the visibility of the UN in Zimbabwe; mobilising resources for the implementation of ZUNDAF; generating confidence in the UN; strengthening the technical capacities of UN agencies and Government in communications; strengthening the capacity of the media to enhance objective reporting; and promoting networking, information sharing and technical communication support among UN agencies, Government and development partners. Expected Key Results The expected key results of the UNCT Communication Strategy is a more collaborative and unified UNCT working towards common goals; increased knowledge of the general public on the work of the UN in Zimbabwe; an increase in accurate and objective media reporting on the UN in Zimbabwe; and strengthened partnerships between the UN in Zimbabwe, the Government of Zimbabwe, development partners, and civil society. Priority Audiences The primary audiences of the UNCT Communication Strategy include the UNCT, the Government of Zimbabwe, donors, civil society and non-governmental organisations, the media, and the general public. Secondary audiences include the private sector and regional bodies. Messages The UNCT Communication Strategy s internal message is that inter-agency cooperation and building on individual agencies areas of specialisation is the key to achieving the goals of the ZUNDAF in support of Zimbabwe s development priorities in line with the MTP and the MDGs. The UNCT Communication Strategy s external message is that the strength of collaboration between 23 UN agencies and organisations working together in a cohesive manner with Government, civil society, donors, the media and other stakeholders, and building on best practices in development assistance can result in a more effective, stronger and efficient UN contribution to the achievement of the nation s development priorities, as well as to increased Page 3 of 16

4 accountability and transparency. Budget The resource requirements to carry out the UNCT Communication Strategy is estimated at USD 850,000 (representing 0.1 per cent of the total ZUNDAF budget). These estimates are based on the volume of the activities and tools required to carry out the messages in the strategy and based on extrapolation of previous annual work plan budgets. Monitoring and Evaluation Monitoring and evaluation for the UNCT Communication Strategy will be conducted on an ongoing basis, based on the targets, timelines and outputs defined in the annual UNCG work plans, which will be produced annually by February. In addition, mid-year and annual reviews will be conducted. Coordination and Management The United Nations Communication Group (UNCG) is the structure mandated to manage and coordinate implementation of the UNCT Communication Strategy. The UNCG meets once a month and is responsible for the planning, implementation and reporting on communication-related joint activities of the UN in Zimbabwe. Their work involves both internal and external communications. The structure of the UNCG is such that a Chair is appointed on an annual rotational basis by the UNCT at its annual retreat in February, and the United Nations Information Centre (UNIC) is the secretariat of the UNCG. BACKGROUND AND INTRODUCTION Zimbabwe has embarked on its transition from social, economic and political challenges that spanned the period of a decade, triggering massive macroeconomic and political instability including hyperinflation, high unemployment, poverty, inequality, low energy supply and under production, among various concerns. While progress has been made, the road to full recovery and transition towards ensuring significant economic development remains a challenge. Over the last three years, the country s outlook has been increasingly positive. With the formation of the Government of National Unity (GNU) in February 2009 and the launch of the Short-Term Emergency Recovery Programme (STERP), the political and economic situation started to show some degree of stabilisation. Positive trends started to emerge in the first quarter of 2009 following the adoption of the multicurrency system, which eliminated hyperinflation. Capacity utilisation figures in both manufacturing and services have also shown encouraging improvements. However, these positive economic developments are yet to translate into significantly improved levels of employment and livelihood. Further, infrastructural deficits, particularly in terms of power generation and distribution, still constitute constraints to this nascent economic turnaround. Encouraged by the positive trends and recognising the need to get the economy on a path of full recovery and growth, the Government formulated the Medium-Term Plan (MTP) The MTP strives, among other things, to achieve inclusive pro-poor economic growth in order to address the country s high poverty and inequality levels. In addition, the MTP establishes a platform for consolidating macroeconomic stability to ensure sustainable growth through fostering multi-sectoral growth, rebuilding the country s human capital base, reviving employment, and reversing the decline in its social indicators. Zimbabwe is a country that has succeeded in reducing its HIV prevalence rate, and the United Nations Country Team in Zimbabwe, through all its agencies, supports the Inclusive Government in leading a strong drive towards ensuring that Zimbabwe reaches the goal of Zero HIV infections, Zero Discrimination and Zero AIDS Related Deaths. The United Nations System in Zimbabwe, in close consultation with the Government and other partners, formulated the Zimbabwe United Nations Development Assistance Framework (ZUNDAF) to complement the MTP and support the achievement of the MDGs by The ZUNDAF integrates key interrelated programming principles of human rights, gender equality, environmental sustainability, capacity development, and results based management into each outcome to enhance UN contributions to the national development priorities. To this effect, the ZUNDAF with an indicative resource requirement worth circa USD 797 million will support the MTP in seven priority areas articulated in 18 outcomes and will strive to the achievement of the MDGs by ensuring sufficient technical and financial resources are available. A communication strategy will be central to the successful implementation of the ZUNDAF. The communication strategy will ensure buy-in by the broad range of stakeholders key to its successful delivery, including Government, the UN, donors, civil society, the media, private sector, regional bodies and the general public. Through awareness-raising of ZUNDAF objectives Page 5 of 16

6 and results reporting, the communication strategy will contribute to fostering collective engagement towards the country s recovery and growth. Towards this goal, the UNCG will take into account the following strengths, weaknesses, opportunities, and threats (SWOT) in relation to the operating environment for the UNCG in Zimbabwe as identified in the Communication Strategy Development Workshop. Strengths Endorsed and signed ZUNDAF document An active UNCG Opening up of the media Positive UN image Opportunities Highly educated and literate population Diverse media channels available for dissemination Increasing demand for UN services Media interest in the UN Weaknesses Lack of experienced communications capacity Media shy UN Limited financial and human resources Threats Uncertain policy environment Media polarisation and sensationalisation of issues Challenges in upholding ethical issues around communicating Lack of infrastructure, especially in rural areas Integral to the UNCT Communication Strategy is a set of recommendations vital to its successful operationalisation: Individual agency communications strategies should align with the UNCT Communication Strategy, taking into account that the ZUNDAF is at the core of the UNCT s obligations in terms of engagement. The UNCT Communication Strategy should provide the framework, process and plan for communications work the UNCG undertakes to support the ZUNDAF and other activities. The UNCT Communication Strategy should enhance inter-agency understanding and knowledge, increase the ability to work together effectively, harmonise messages, and produce lasting meaningful results. The UNCT Communication Strategy should create and foster team spirit under a common purpose with clear objectives, outputs, outcomes and shared responsibilities and accountability. Support mechanisms for sister agencies with less communications capacity must be factored in at the planning stage of a collective communication strategy so that support can be provided strategically and consistently. 7 With the changing social, political and economic environment and with it a transformation of the media sector, the UNCG should consider jointly developing a media strategy with media stakeholders on how to work together. As part of the process of implementing the UNCT Communication Strategy, the UNCG should actively work to encourage regular interaction between the UNCT and the media. The UNCG should refer to the UN social media policy document in its efforts to make greater and more effective use of social and digital media. The UNCG should commit to enhancing the awareness, knowledge and interest of UN staff in digital media. The UNCG should facilitate synergies on areas of work that allow the sharing of ideas in an ongoing manner, at the same time ensuring the necessary human resource capacity development critical to carry out its mandate. The UNCG should establish a clear information-sharing framework within, between and amongst agencies and external stakeholders to address some of the existing obstacles to sharing information. A formula should be developed for increasing the UNCG s budget for the implementation of the UNCT Communication Strategy accompanied by awareness-raising to more effectively integrate communications into all programmes and projects. 2. OBJECTIVES OF THE COMMUNICATION STRATEGY Overall Objective Through One Voice in UNison, to advocate, harmonise and share information both internally and externally on all aspects of the UN in Zimbabwe with a focus on the ZUNDAF priority areas and towards the recognition and positioning of the UN in Zimbabwe as an effective and strategic development partner by Specific Objectives i. Enhance UN inter-agency communication, partnership and collaboration in Zimbabwe as well as with other UN offices around the world. ii. Increase public understanding of the work of the UN in Zimbabwe focusing on the ZUNDAF s seven priority areas and other areas where the UN has a comparative advantage. iii. Improve the UN s visibility in Zimbabwe through the creation of a clear, consistent and positive image. iv. Mobilise resources for the implementation of ZUNDAF and generate confidence in the UN using targeted, timely and relevant communications. v. Strengthen the technical capacities and capabilities in programme communications of UNCG members, ZUNDAF related programme staff, and Government public relations. vi. Strengthen the capacity of the media to enhance objective reporting on development Page 7 of 16

8 vii. issues including the role and contributions of the UN. Promote networking, information sharing and technical communication support among UN agencies and with Government and development partners. 3. PRIORITY AUDIENCES Primary A more collaborative and unified United Nations Country Team that is working towards common goals through a more cohesive internal communications structure and delivering a common message. Increased knowledge of the general public on the work of the United Nations in Zimbabwe, including on the relevance of the ZUNDAF to Zimbabwe s sustainable development goals. A marked increase in accurate and objective media reporting on the United Nations through increased engagement, and enhanced media capacity development on the various instruments and organs that inform the ZUNDAF. Strengthened partnership between the United Nations, the Government of Zimbabwe, development partners and civil society towards achieving Zimbabwe s sustainable development programmes and goals. UNCT is a priority audience for the strategy towards enhancing cohesion that will allow the UNCT to speak clearly, with consistent common messages and in UNison. The UN in Zimbabwe will seek to have common messages on issues to be delivered by members of the UNCT. Government - As the primary UN partner, host and stakeholder ultimately responsible for delivering on overall national development priorities, Government is a key audience for communications and advocacy. Donors are key for resource mobilisation and technical assistance for the implementation of the ZUNDAF. It is therefore necessary to enhance their support through on-going consistent positive image building. Civil Society / NGOs as implementing partners working on the ground provide access to affected communities whose stories need to be told as part of advocacy efforts towards influencing policy around the seven ZUNDAF priority areas. Media - There is a need to establish a mutually beneficial media relationship with the media to disseminate information to advance UN development agenda and enhance the media potential as a strong advocacy tool and its ability to play an active role in the development agenda. 9 General Public - Consistent and repeated messaging of the ZUNDAF priority areas will draw the general public s attention to development priorities and invigorate the need for the public to participate in development-related decisions that affect their lives. Secondary Private Sector needs to be tapped as a partner for the mobilisation of resources and technical and other support in the implementation and communication of the ZUNDAF as part of their contribution to sustainable development (through inclusive business models). Regional Bodies are the source of many of the instruments and policies that Zimbabwe has committed to in offering a source for policy formulation and review, and a basis for comparison in terms of progress in the implementation of the ZUNDAF. 5. MESSAGES Zimbabwe Development Trends and Indicators Poor urban households increased from 45% in 1995 to about 61% in 2003, with the number of poor rural households increasing from 57% to 71% in the same period. There is a higher prevalence rate of poverty among femaleheaded households. The high level of malnutrition attributed to food insecurity is largely responsible for mortality and ill health among children under five years of age. The percentage of underweight under-fives rose from 13%in 1999 to 18% in 2003 but dropped to 15% in The proportion of births attended by skilled health personnel has fallen over the past 20 years. In 2009, the proportion stood at only 69% according to the 2009 Multiple Indicator Monitoring Survey (MIMS). Overall UNCT Message The ZUNDAF is the cornerstone of the UN s strategic programme framework to support Zimbabwe s development priorities in line with MTP and national efforts towards the achievement of the MDGs. Internal Message Inter-agency cooperation and building on individual agencies areas of specialisation is the key to achieving the goals of the ZUNDAF in support of Zimbabwe s development priorities in line with the MTP and national efforts towards the achievement of the MDGs. External Message The strength of collaboration between 23 UN agencies and organisations working together in a cohesive manner with Government, civil society, donors, the media and other stakeholders, and building on best practices in development assistance can result in a more effective, stronger and efficient UN contribution to the achievement of the nation s development priorities, as well as to increased accountability and transparency. Zimbabwe has witnessed a gradual decline in HIV prevalence over the last decade from an estimated HIV prevalence of 23.7% in 2001 in adults aged years to 14.3% in The decline is attributed to behaviour change and achievements of the prevention of mother to child transmission (PMTCT) programme. However, Zimbabwe remains among the countries with high HIV infection rates, carrying the third largest HIV burden in Southern Africa. Prior to the economic crisis, Zimbabwe had sound systems in place for the environmental management of protected areas. However, the capacity of state institutions to enforce environmental laws was severely weakened, resulting in negative environmental practices, which destroyed both plant and animal biodiversity. Zimbabwe has a good track record in enacting gender sensitive laws and policies, including the 2004 National Gender Policy, as well as ratifying key regional and international instruments such as CEDAW and the SADC Protocol on gender and Development. 10 Priority ZUNDAF Areas In order to respond to Zimbabwe s development priorities articulated in the MTP, the United Nations System in Zimbabwe, in close consultation with Government and with participation from donors and civil society organizations, formulated the ZUNDAF with seven key national priorities. The seven priority areas with their 18 outcomes and indicators will be strengthened as agencies think, plan, implement and review their commitment through their combined technical expertise and experience. 1. Good Governance for Sustainable Development Good governance and respect for human rights are prerequisites for sustainable human development and attainment of the MDGs. 2. Pro-Poor Sustainable Growth and Economic Development Pro-poor interventions form the basis of the UN s support to Government in tackling economic challenges and ensuring economic growth and development. 3. Food Security at Household and National Levels The UN supports Government s efforts to ensure food security at household and national levels through interventions aimed at enhancing the availability and access to food through the implementation of policy frameworks that promote an enabling environment for food production and productivity. 4. Sound Management and Use of the Environment, Natural Resources and Land The UN s focus on national and transboundary natural resource governance, covering policies, laws and institutions at local, national and regional levels, will contribute to the sound management of the environment and natural resources and land use. 5. Access to and Utilization of Quality Basic Social Services for All The UN in Zimbabwe is a critical convener in social sector development ensuring greater equitable access to quality formal and non-formal education, health, nutrition and social protection services towards the achievement of the Millennium Development Goals. 6. Universal Access to HIV Prevention, Treatment, Care and Support The UN supports all Government activities in the development and implementation of a multisectoral response to HIV through technical support, resource mobilisation and promotion of universal access to HIV prevention, treatment, care and support services. 7. Women s Empowerment, Gender Equality and Equity The UN supports the ratification, domestication and implementation of all international and regional instruments as well as the implementation, monitoring and evaluation of existing national laws and policies as a key step towards gender equality and women s rights and empowerment. 11 6. UNCT COMMUNICATION STRATEGY LOGFRAME The UNCT Communication Strategy, in line with the ZUNDAF document, is at the strategic (outcome) level. As with the Joint Implementation Plan for the ZUNDAF, which is developed at the output level, this will be done through the UNCG annual workplan in February annually. BUDGET The indicative resources requirement to carry out the UNCT Communication Strategy is estimated at USD 850,000 (representing 0.1 per cent of the total ZUNDAF budget). These estimates are based on the volume of the activities and tools required to carry out the messages in the strategy and based on extrapolation of previous annual work plan budgets. The estimates could change with the detailed activities planning that will be conducted through subsequent annual work plans and as the development context evolves in the country. Year Amount (in USD) MONITORING AND EVALUATION Monitoring and Evaluation (M&E) refers only to those activities carried out jointly under the auspices of this strategy document. M&E will be conducted on an ongoing basis, based on the targets, timelines and outputs defined in the annual UNCG work plans, which will be produced annually by February. In addition, midyear and annual reviews will be conducted. Ongoing reporting will comprise a part of the process of the monthly UNCG meetings and regular reporting to the UNCT as well as input into the Thematic Group meetings. In line with the ZUNDAF review timeframe, a mid-term review of UNCT Communication Strategy will be held in A final evaluation will be conducted in the first quarter of Page 14 of 16

15 9. COORDINATION AND MANAGEMENT The UNCG is the structure mandated to manage and coordinate implementation of the UNCT Communication Strategy. The United Nations Communications Group (UNCG) Terms of Reference was endorsed by the UN Country Team in April 2011, with the mandate to forge a common identity for the UN system and help the system to speak with a common on important issues. It is also to ensure that the work of the UN, including the evolving UN Reform agenda, is fully understood by staff and partners. The UNCG meets once a month and is responsible for the planning, implementation and reporting on communication-related joint activities of the UN in Zimbabwe. The work involves both internal and external communications: o Internal communications (within and amongst different UN entities working in Zimbabwe, including regional and headquarter entities); o External communications (with government, development partners, media and wider public). The structure of the UNCG is such that a Chair is appointed on an annual rotational basis by the UNCT at its annual retreat in February. The Chairperson is responsible for: o Reporting to the UNCT; o Strategic oversight of UNCG; o Monitoring implementation of the UNCT Communication Strategy; o Ensuring the development and implementation of the UNCG Workplan; o Managing meetings; o Monitoring and evaluating agency participation in UNCG; o If designated by the UNCT, the Chair can serve as a spokesperson for the UN, usually in the absence of the UN Resident Coordinator, inter alia, or any UN Head of Agency. The United Nations Information Centre (UNIC) is the secretariat of the UNCG and is responsible for: o Maintaining communication channels between members; o Preparing UNCG meetings, including collating agenda items, taking minutes and preparing minutes; o Disseminating minutes of meetings with decisions and recommendations; o Monitoring implementation of UNCG decisions; o Working closely to support the Chairperson of the UNCG. Activities of the UNCG members should be included in their job descriptions and performance appraisals or key result areas, since a considerable amount of time is required to participate in UNCG activities.
