2 Establishment of the proposed Sign SUD would allow Metro to settle the lawsuit entitled Clear Channel Outdoor, Inc. v. Los Angeles Metropolitan Transportation Authority (Los Angeles County Superior Court Case No. BC286040). This lawsuit arises from Metro s termination of leases and the removal of 14 Clear Channel Outdoor advertising displays of various sizes and configurations at designated locations along the median strip between Big Santa Monica Boulevard and Little Santa Monica Boulevard between Bentley Avenue and Moreno Drive in Los Angeles in conjunction with the Santa Monica Boulevard Transit Parkway Project. The signs removed included two single-face displays (600 square feet each) located near Malcolm Avenue; two back-to-back sign displays (four faces each 300 square feet) located west of Beverly Glenn; and four back-to-back sign displays (eight faces each 672 square feet) between Glendon and Camden Avenues. Following are photos of many of the Clear Channel Outdoor displays removed:

5 APPENDIX B SIGN SUD SITE VIEW SIMULATIONS The proposed South Los Angeles Wetlands Park Project includes a proposed Wetlands Park and Sign Supplemental Use District (Sign SUD) within Council District 9 of the City of Los Angeles. The proposed Wetlands Park site is owned by Metro. Metro has agreed to sell the property to the City in conjunction with the creation of a Sign SUD for the erection of two billboards (two faces each) on another Metro property, an existing bus yard, located at 720 East 15 th Street. Establishment of this Sign SUD would allow Metro to settle the lawsuit entitled Clear Channel Outdoor, Inc. v. Los Angeles Metropolitan Transportation Authority (Los Angeles County Superior Court Case No. BC286040). This lawsuit arises from Metro s termination of leases and the removal of fourteen Clear Channel advertising displays of various sizes and configurations at designated locations along the median strip between Big Santa Monica Boulevard and Little Santa Monica Boulevard between Bentley Avenue and Moreno Drive in Los Angeles in conjunction with the Santa Monica Boulevard Transit Parkway Project. Under the proposed settlement agreement, the establishment of a Sign SUD and the placement of two billboards on Metro property, consisting of a total of four display faces, would constitute settlement of the lawsuit between Clear Channel and Metro over the displacement of the fourteen advertising displays. If the settlement cannot be achieved, Clear Channel seeks approximately $14 million in damages in its lawsuit, which Metro disputes. The proposed billboards would be along the southern boundary of the Metro site, adjacent to 16 th Street. One of the billboards (designated Structure A) would be approximately 340 feet east of San Pedro Street and the second billboard (designated Structure B) would be approximately 466 feet west of Griffith Street. The establishment of the Sign SUD would be limited to these two billboards. The sign structures would consist of two illuminated advertising sign structures. The displays would be illuminated 24 hours a day, seven days a week. Both structures would consist of a five-foot diameter pole approximately 76 feet high with two sign faces each. The bottom of each sign would be approximately 43 feet above the grade of the adjacent Interstate 10 freeway. All four display faces would be the standard 14-foot by 48-foot dimension (672 square feet). Both billboards would be V Shaped with two display faces each, such that the east face on both structures would be visible to westbound traffic flow and the west face on both structures would be visible to eastbound traffic flow. The advertising associated with the two faces of Structure A would consist of digital sign technology and the advertisements would be changed remotely by electronic communications such that only one advertisement per face is displayed at a time, up to once every four seconds (in compliance with State law). The two faces on Structure B would be the more traditional vinyl display signs. Vinyl advertising could be changed at least every 30 days or after longer display periods ranging six weeks to several months. City of Los Angeles, Bureau of Engineering EIR No. EW40006B Page B-1

6 B.1 FIELD SIMULATION On May 21, 2007, from approximately 8:00 AM to 11:00AM, an actual simulation of the proposed billboards was conducted by Clear Channel in the field at the proposed Sign SUD site (Metro bus yard located at th Street). City of Los Angeles Bureau of Engineering (Maria Martin and William Jones) and Camp Dresser & McKee (CDM) staff (Dorothy Meyer) were on hand to document the field simulation. The field simulation consisted of a pole and crossbar with ropes and flagging to indicate the precise size of the proposed billboards. The flagging consisted of red flags hung to denote each of the four corners of the proposed billboards. A crane, similar to the type that would be used to construct and maintain the billboards, was used to lift the pole to 76 feet high at each of the two locations for the proposed billboards (Structure A and Structure B). Figures B.1-1 to B.1-4 are representative of the field simulation. A series of photographs were taken of each billboard simulation from various locations surrounding the site, with an emphasis on views from the Interstate 10 (Santa Monica) Freeway. 8 B.2 GRAPHIC VISUAL SIMULATION As part of the analysis for the South Los Angeles Wetlands Park Project Draft EIR, CDM selected photographs from the field simulation and then enhanced those images with computer graphics to provide a more representative view of the proposed billboards. Once constructed, the angle of each billboard face could vary from that shown in the graphic simulation. However, the graphic simulations provide a general illustration of how the billboards would appear from various locations and how the surrounding views would be affected. Computer enhancements were used to overlay a plane representative of a billboard face. The corner flagging shown in the photographs were used as a guide in the placement of the graphic representing a billboard face. In the photographic simulations provided in Section 3.2 of this EIR, a second plane was added to represent the second face of the "V" billboard. The placement of the second plane was based on photographs of actual V-shaped billboards (owned by Clear Channel) taken at similar angles. The pole and crossbar used in the field simulation have been digitally deleted from the photograph and replaced with a graphic representing the width and location of the actual proposed five foot diameter billboard pole. Figure of this EIR, which depicts the two billboards simultaneously, is a graphic modification of a photograph of the Structure B field simulation. Therefore, in the graphic visual simulation, the depiction of Structure B depicts the precise location and size of Structure B based on the field simulation, while the location and size depiction of Structure A is estimated based on the physical features shown in the photograph and other photographs of the Structure A field simulation. Provided on the following pages are additional graphic visual simulations that were used in the analysis presented in Section 3.2 of this EIR. The only graphic enhancements to these photographs were an overlay of a plane representative of one billboard face. A second billboard face and billboard support pole are not depicted. Additionally, the pole and crossbar used in the field simulation are visible in these simulations. Unless otherwise noted, all simulations are from Interstate 10, which is elevated at the proposed Sign SUD site. Page B-4
