1 ARRANGEMENT BETWEEN GEOLOGICAL AGENCY MINISTRY OF ENERGY AND MINERAL RESOURCES OF THE REPUBLIC OF INDONESIA AND ISTITUTO NAZIONALE OJ GEOFISICA E VULCANOLOGIA THE REPUBLIC OF ITALY CONCERNING VOLCANOLOGICAL RESEARCH The Geological Agency, Ministry of Energy and Mineral Resources of the Republic of Indonesia. hereinafter referred to as "GA", and the lsituto Nazionale di Geofisica e Vulcanologia of the Republic of Italy, hereinafter referred to as "INGV", and both hereinafter referred to as "the Parties"; CONSIDERING the Parties' common share in their territory, the presence of volcanoes with historical catastrophe (and highest volca nic risk), as testified by two famous past eruptions. Pompeii (79 AD) and Krakatau (1 883). REFERRING to the Agreement between the Government of the Republic of Indonesia and the government of the Republic of Italy on Scientific and Technology Cooperation of November , PURSUANT to th e prevailing la Ns and regulations in their respective countries as well as the procedures and policies on the technical cooperation, HAVE REACHED the following Arrangements:
2 ARTICLE I OBJECTIVES The objectives of the Arrangement are as follows: 1. To enhance the knowledge of the pre-eruptive processes that would allow a correct interpretation of precursory signals, forecasting volcanic scenarios, and improving the capability to manage volcanic crisis. 2. To create international collaborations among countries hosting similar volcanic systems, aiming to exchange data and scientific skills; 3. To ameliorate the scientific knowledge of the volcanic system and the capability to manage volcanic crisis; 4. To create a Consortium for Volcanological Research (COVIN) with the purpose of working together, sharing scientific and technical expertise, and co-operating towards the development of common volcanological database. ARTICLE II SCOPE OF COOPERATION THE Parties shall cooperate in the following field. 1. Development of a common IAVCEI's (International Association of Volcanology and Chemistry of the Earth's Interior) WOVOdat (World Organization of Volcano Observatories) database of volcanic unrest ( 2. Exchange of scientific and technical expertise; 3. Collaborations on various fields of volcnological researchers, 4. Facilitation of a scientific and technical collabora:ion during volcanic crisis in Italy and Indonesia; 5 Promotion of joint monitoring of one or more volcanoes in the Indonesia territory by Italian partner, and by GA; 6. Coordination of the actions in order to homogenize the data compilation in the "WOVOdat" format. 2
3 .. ARTICLE Ill EXECUTING AGENCY 1. In order to facilitate the implementation of this Arrangement. the GA shall appoint the Center for Volcanology and Geological Hazard Mitigation, hereinafter referred to as "CVGHM" to act as the Executing Agency; 2. INGV acts as Executing Agency. ARTICLE IV JOINT SCIENTIFIC AND STRATEGIC PANEL 1. The Parties agree to establish a Joint Scientific and Strategic Panel hereinafter referred to as "JSSP" which function shall include but not limited to: a. Drafting a scientific planning document on data assimilation development and data products and dissemination; b. Choosing volcanoes to be observed and activities for implementation; c. Coordinating the actions in order to homogenize the data compilation in the "WOVO.dat" format; d. Monitoring. reviewing, and reporting on progress in activities; e. Recommending any appropriate changes to the activities including future development. 2. The Chairperson of JSSP shall be appointed by the GA and shall include members appointed by GA and INGV. 3
4 .. '.. ARTICLE V PLAN OF OPERATION 1. Detailed description of the scope activities will be defined in a Plan of Operation which constitute an integral part of this Arrangement; 2. The Plan of Operation shall be agreed by both parties. ARTICLE VI CONTRIBUTION BY GA In accordance with the prevailing laws and regulations, and subject to available personnel and budget, the GA shall: 1. Provide necessary funding for the execution of the obligation of GA as specified in the plan of operation; 2. Assist in arranging for necessary permits for approval expatriate researchers and experts which are needed to enter and leave the country whenever necessary, including their work and stay permits; 3. Arrange the exemption of taxes for such researchers and experts on their income under this Arrangement, and the exemption of import duties on personal and household effec t, and exemption from taxation whenever they leave the country; 4. Assist the members of INGV suney team for exemption on taxes. duties and other charges on equipment and other materials brought into Indonesia for the conduct of the activities as specified in the plan of operation: 5. Cover the expenses of Indonesian researchers for carrying out field \NOrks and data analysis in Indonesia. 4
5 ARTICLE VII CONTRIBUTION BY INGV In accordance with the prevailing laws and regulations, and subject to available personnel and budget, the INGV shall: 1. Assign qualified researchers and experts to assist in implementation of activities under this arrangement; 2. Apply any scientific fund to cover the expenses of some invited researchers from Indonesia and Italy; 3. Cover the expenses necessary for Italian researchers to visit Indonesia for carrying out the field survey and data analysis: 4. Provide necessary funding for the execution of the obligation of the INGV as specified in the plan of operation that will be prepared by JSSP: 5. Arrange training of Indonesian experts for the study of volcanic crisis in Italy and Indonesia. ARTICLE VIII STATUS OF EQU IPMENT AND MATERIALS The equipment and materials provided by INGV as specified in the Plan of Operation of the individual program may be utilized for other programs within the framework of this cooperation. Such utilization should be decided by mutual consent of GA and INGV after the completion of the individual program. 5
6 ARTICLE IX INTELECTUAL PROPERTY RIGHTS 1. Any Intellectual Property.,Rights brought by one of the Parties for the implementation of the activities under this Arrangement shall remain as the property rights of the Party. However, the Party shall indemnify that the Intellectual Property Rights is not resulted from the infringement of any third party's legitimate rights. Further, the concerned Party shall be liable for any claim made by any th ird party on the ownership and legality of the use of the intellectual property rights which is brought in by the aforementioned party for the implementation of the activities under this Arrangement. 2. Any outcome, data and information resulting from research activities conducted under this Arrangement shall be jointly owned by the Parties, and both Parties shall be allowed to use such property only for non-commercial purposes, free of royalty. 3. In the event that one of the Parties wishes to disclose confidential data and/or information resulted from activities under this Arrangement to any'third party, the Party concerned must obtain prior consent from the other Party before any disclosure can be made. 4. Termination of this Arrangement shall not affect the rights and/or obligation under this Article. 5. Publication, report and other information of the project/activities to be done will _be jointly published by the Parties or separately, under the condition of informing the other party beforehand by mentioning its participation in the works jointly conducted. ARTICLE X LIMITATION OF THE PERSONNEL 1. The GA and INGV ensure that their personnel engaged in the activities under this Arrangement, shall not be engaged in the political affairs and any ventures or activities outside the program of cooperation under this Arrangement. 6
7 ..., 2. The guest personnel assigned by the Parties shall not establish direct links with local media unless explicitly requested by head of local scientists. ARTICLE XI AMENDMENT Any amendment to this Arrangement can be made only after consultation and be written with mutual concern of the two parties; ARTICLE XII SETTLEMENT OF DISPUTES 1. Any disputes between the Parties arising out of the interpretation or implementation of this Arrangement shall be settled amicably by negotiations or consultations. 2. Any differing viewpoints and interpretation on how to put the arrangement into effect, which influences the program implementation, will be settled amicably by consultation between two parties. ARTICLE XIII ENTRY INTO FORCE, DURATION AND TERMINATION 1. This arrangement shall be effective from the date written both parties have signed it and be valid for the duration of 3 (three) years: 2 This arrangement may be terminated by either party subject to written notice at least 90 (ninety) days in advance. In case the arrangement ceases to have effect on account of termination thereof. the provision of the plan of operation shall be contrnued for a period necessary to ensure the implementation of the existing joint project or activities as agreed upon in the plan of operation. 7

9 '... PLAN OF OPERATION The Plan of Operation defines the activities to be accomplished in the framework of the collaboration Indonesia-Italy (COVIN). These activities can be grouped in four tasks: Task 1. Set up of a seismic monitoring system INGV Responsible: Marcello Martini CVGHM Responsible: Agus Budianto The aim of the COVIN seismic monitoring system should be focused on the detailed imaging of physical processes occurring inside the volcano Marapi located in West Sumatera. Recently advances in volcano seismology have shown how broadband observations of Long-Period (LP) and Very Long-Period (VLP) seismic signals may give a clear insight into the physical properties of fluid in volcanic and geothermal system, and on their movements inside the conduit. This goal may be reached by deploying a dense local broadband seismic netv1ork around Marapi volcano. Such a network will be composed by: / up to ten digital broadband seismic stations, / signal repeaters (the number depends on local topography and whole network geometry), / local acquisition center (in Bukit Tinggi city). Each seismic station will be equipped with a broadband sensor (for instance, GURALP CMG-40T). a digital data logger complemented with GPS based timing system, a transmission interface and an antenna. If no power supply is available, solar panels with batteries and charge regulators will be needed. The choice of the digital data transmission system depends on local conditions. Available choices are: UHF radio modems. and a wireless protocol based system The local acquisition system should be deployed at a distance from the volcano th at should satisfied two opposite requirement: far enough not to be affected by erupt1ve phenomena. but not as far to make data collection from remote stations and repeaters difficult. This system will be composed by / receiving antennas, / one or more acquisition PC../ some monitors to show seismic signals in real time. Concerning the transmission of data to remote sites (in Indonesia and Italy) the best choice is a satellite broadcasting based on TCPIIP protocol. The deployment of a single seismic station or of a repeater needs at least a team of 5 people. In the first stage of installation we recommend that 2-3 people of the
10 ... ' team are from CVGHM. This suggestion aims to favor the expertise transfer, and for training a CVGHM team for long-term maintenance of the network. The hardware of the analyses system will consist of two or more Linux based seners. The software will consist of three components:./ real time analysis routines,./ relational databases../ dynamic web interface The first component wi ll perform real time analysis using EARTHWORM based procedures. Routines will consist of./ detection and location of transient signals (volcano tectonic and LP),./ amplitude of volcanic tremor,./ polarization analysis of coherent wave field,./ spectral analysis of continuous waveforms and transient events,./ source mechanism determination,./ neural network based classification and discrimination. The results of the processing and the raw data will be stored in a relational database, providing a handy interface for data interpretation. The final component of the system is a friendly graphical interface. realized through dynamic web pages. The web site will allow for rapid sharing of obsenations between CVGHM and INGV teams. Furthermore, the web interface will allow for rapid (real time) and efficient interpretation of the seismic parameters as event rates. variation of the frequency contents. source mechanisms, hypocentral migration. and so on. This latter feature may significantly improve the emergency management. INGV will provide all of the instrumentation, it will support all the expanses of travels Italy-Indonesia for CVGHM and INGV partners. CVG will provide local logistic support, in terms of transportation, settlement during field work, and technical support. Task 2. Set up of a common database (COVINdat) INGV Responsible: Jacopo Selva CVGHM Responsible: Mardian Hardipto, The project also aims to set up a preliminary common database containing all the a Jailable information about volcanic episodes of unrest in Indonesia and Italy. Such a database will be designed in the "WOVOdat" format. The main purpose of WOVOdat project (sponsored by Chris Nevthall and the World Organization of Volcano ObseNatories - WOVO) is to build a modern database of worldwide volcanic unrest. Potentially, this database could be used in the same v1ay that epidemiologists study the occurrence, symptoms. and origins of diseases. A whole new field of "volcano epidemiology" awaits; through the comparisons between volcanoes and episodes of unrest. we will significantly improve eruption forecasts. searching for subtle but important patterns of unrest and reducing fa lse alarms. Moreover, WOVOdat will address a variety of research questions. 2
11 The "COVINdat" database We propose to design and build COVINdat to capture collective experience about unrest at volcanoes of Indonesia and Italy. The format will be the same of WOVOdat. For this reason, the development of this database will have strong connections with the WOVOdat project (coordinated by Chris Newhall from USGS). COVINdat will bring data of unrest into standard formats and centralized or linked storage such that it can be accessed through the Web and searched and studied for both research and crisis purposes. The database will have different levels of accessibi li ty: the data will be fully available fo r the CVGHM and INGV researchers involved in the COVIN collaboration. Any use of the data collected during the COVI N project must be authorized by the Joint Scientific and Strategic Panel (Dr. Purbawinata, Dr. Martini, and Dr. Marzocchi). After tvvo years of grace period, the data will be available for research purposes to a wider scientific community. The work will be divided into three phases: I. Database design and development of preliminary data entry tools II. Pilot testing and revisions to design as needed. Ill. Populating the database Phase 1: Database design will be made in strict collaboration with WOVOdat project (Chris Newhall from USGS) and it includes these steps: - Ask "How do we want to be able to use the database?" and then to design accordingly. We anticipate demand for on-line access and for annual updates on CO's for use w here Internet access is slow. We anticipate need for quantitative Boolean searches (e.g., searches for rates of change faster th an specified levels); time-series curve matching; spatial pattern matching; and more sophisticated pattern recognition. The data themselves are uneven in space, time, and quality. COVINdat will be designed to serve data of varying uniformity and precision. from rather low standards that will capture experience from many volcanoes and crises, up to the best modern standards that might be available for only a few episodes of unrest. For crisis purposes all pertinent data might be considered, even if some data are of questionable quality. For research purposes, narrower tolerances can be set to obtain more uniform data sets. Examine current data availability, formats, etc, and to explore the most eff1cient ways to use current data yet not compromise the goals of the project. Design and propose to WOVO the general structure of the database, and details of individual fields. This step will include recommendations for standardized formats and conventions. Pre-pare preliminary templates for data entry, and tools for reformatting existing data into the standard formats. 3
12 Phase II : Test with a few pilot cases. We suggest Stromboli for Italian volcanoes and Mara pi for Indonesia. Revise general database structure and details of specific parameters and conventions as needed, after field-testing. Phase Ill : Populating the database will be a large and lengthy task of data recovery, compilation, reformatting, etc. We anticipate that this may take a longer time compared the duration of COVIN. In case of success in populating the database we can establish a protocol for maintenance and enhancement for CVGHM and INGV. Task 3. Training of CVGHM and INGV staff INGV Responsible: Flora Giudicepietro CVG Responsible: Mohamad Hendrasto The training of CVGHM and INGV staff may be offered in these venues:./ INGV can provide funding for travel and expenses for a limited number of CVGHM staff to obtain training at INGV facilities in Italy. Potential subjects include: Training in implementation and use of soft\vare for seismic data acquisition and data processing. and in the interpretation of the seismic data from volcanoes and its application to forecasting eruptive. behavior. Training in implementation, installation, use, and maintenance of instrumentation. Courses on volcanic hazard estimations. Thematic workshop on some specific issue of interest../ INGV can provide funding for travel and expenses for a limited number of CVGHM staff to collaborate during a volcanic crisis in Italy; the kind of collaboration is established in the Agreement between CVG and INGV../ INGV can provide funding for travel and expenses for a limited number of INGV staff to collaborate during a volcanic crisis in Indonesia; the kind of collaboration is established in the Agreement between CVG and INGV../ INGV can organize some technical courses in Indonesia devoted to the techniques for real-time acquisition and analysis of seismic data../ INGV can facilitate the formation in Italy of Indonesian PhD students in geophysics. Task 4. Scientific projects I NGV Responsible: Luca D'Auria, Warner Marzocchi CVG Responsible: Mas Atje Purbawinata The collaboration aims to encourage bilateral researches on issues related to volcanic hazard estimation. Possible arguments are./ Volcanic hazard estimation at some specific vo!canic areas in Indonesia../ Study and identification of precursory activity, and definition of the levels of alert../ Relationship between large earthquakes and volcanic activity. 4
13 ../ Definition of eruptive dynamics of volcanoes by numerical modelling and seismic data analysis. Miscellaneous As part of the ongoing program during all three years of the project: INGV will assist CVGHM whenever possible to facilitate communication with other groups involved in related work (e.g., University researchers, Industry contacts, International Airline Industry and Volcanic Ash Advisory Centers for Aircraft/Ash hazard issues, etc.).
