3 Viale Tiziano, Rome ITALY Phone Fax info@rollersports.org Dear friend, I am happy to present the bidding application of the FIRS Roller Artistic Skating World Championships, the most important international event for this discipline, that combines the athletic movement with elegance and harmony, and that excites so much men and women, boys and girls in many countries of the world. Every year these Championships get a resounding success: anywhere in the world this event takes place, it is always expected and followed by thousands of people, not only in terms of audience present on the stands but also as audience connected to the FIRS Web TV which broadcasts exclusive all the competitions of the Championships. The streaming broadcasting of the World Championships of all our disciplines, integrated and supported by the most popular social networks has been follwed by millions of people all over the world. Hosting a World Championship is also an opportunity for the Organizer country to promote its image, its own culture and its own tourism: along with the national team and the people directly involved from over 25 countries, a great audience of aficionados go to the Organizer city to follow his heroes so that about 4,000 people are alternated in the local hotels and restaurants in the two competition weeks. Recent statistical studies show that 30% of the participating athletes return with their family and / or with their friends in the city where they stayed as athletes to share with others their positive experiences. Everything is therefore an important economic activity both during and after the development of the Championship. Precisely for these reasons, FIRS wants that the Roller Artistic World Championships reach levels of organizational excellence and offers its full support to ensure that the Federations, that will decide to organize it, can realize a spectacular edition; only in this way they and the Host cities will be able to draw benefits from the event and will be able to repeat in the future a similar or even a greater experience. Great visibility, opportunity to increase tourism, considerable revenues are just some of the reasons for deciding to participate in this application process. FIRS aims high for the organization of its World Championships, which are the highlight of every discipline and which therefore need to be an unforgettable experience for all the participants! 5 I. Introduction FIRS (Fédération Internationale de Roller Sports) is the only governing body recognized by the IOC of all the disciplines of Roller Sports. Its mission consists in assisting and representing the Member Federations of the five Continents in the development and promotion of Roller Sports in the not yet affiliated countries. FIRS aims to promote the visibility of all its roller disciplines through international events, among which the World Championships are the most important ones. Roller Artistic Skating World Championships The Roller Artistic Skating World Championships (henceforth Championships ) are the most important international event for this discipline and are held annually, except in the year of the organization of the FIRS Roller Games that include them. These Championships will have a ceremonial, protocol but also a spectacular character and will be promoted through national and international broadcasting, the streaming TV exclusive on the official website of FIRS and new media. Though maintaining a markedly sporting character based on FIRS regulations, the Championships wish to combine the pure sports competition with a festive atmosphere of unity among athletes of all nationalities. During the Championships any activities, such as seminars for coaches and / or judges will be agreed with the Local Organizing Committee (henceforth LOC). II. Host City Benefits The Championships will be a sport festival at the highest level that can count on an impressive number of visitors: over athletes, coaches and judges will gather in one city for about 14 days. The Championships see every year the attendance of over 25 nations and are an extraordinary event and an unprecedented opportunity for the city that will host them not only from the sports perspective, but also for the image and the financial return. The event will see not only the massive presence of insiders of the Roller Sports world, but also of a crowd of supporters and aficionados who will experience, for about 14 days, the exciting atmosphere of a great celebration of sports and entertainment. A real investment for the Host City: around daily visitors, estimated revenues of about USD plus all the capital gains coming from ancillary revenues such as sponsors and, in the subsequent years, from the ensuing growth of tourism, the attraction and the socio-cultural interests of the entire area. pag.5

6 Why organize the Roller Artistic Skating World Championships? The advantages for the Host City: Social Breathe new life into your city thanks to a young and cool movement. The Championships count on a percentage of athletes and aficionados between 15 and 30 years. Encourage citizens to embrace a sporting lifestyle, with consequent health benefits. Levelling of the social bar thanks to the high attendance of women and youth. Improvement of disadvantaged areas. Economic Revenues coming from tourism in subsequent years not only for the Host City, but also at national level. Approximately 60% of the audience is not resident in the Host City. Statistical studies report that the percentage of those who return to the Host City in the three years following the event with friends and / or family members varies between 20% and 30%. Opportunity of new jobs related to tourism. Opportunity to advertise and launch new products of young companies, not necessarily sports related. Chance to create new partnerships and / or to strengthen the existing ones. Structural Renovation of existing multi-sports facilities and / or creation of new sports facilities. Infrastructures enhancement. More opportunities in continuing to organize great sporting events in the future. III. Schedule and Program The Championships are an international event, staged every year that celebrate the excellence of the different specialties of the above mentioned discipline. a) Free b) Figure c) Dance pag.6

7 d) Solo Dance e) Pairs f) Inline g) Show Groups h) Precision Groups This event does not exclude the possibility to organize together with the sport competitions meetings and refresher courses for coaches, delegates and judges, official events, press conferences, gala etc. All the competitions shall be promoted through national and international broadcasting, social networks and new media. A doping free sport program shall be an integral part of the Championships. FIRS, in connection with the Organizer and the LOC, shall be responsible for all the information concerning the controls before, during and after the competitions, ensuring that these controls shall be conducted in accordance with the WADA rules and its international standards. FIRS shall support and cooperate with the Host City, the government authorities and the LOC with all its expertise and its know-how in advising and assisting the entire organization staff. The Championships will be scheduled over 14 days (including arrival and departure days) sometime between September and December of the calendar year. FIRS is responsible for establishing the official sports program of the Championships. All participating athletes shall belong to the FIRS Member Federations, shall be FIRS Regulations and World Anti-Doping Code compliant and shall agree to doping controls as deemed necessary. Once FIRS has decided the most appropriate site to host communicated to all the affiliated National Federations. the Championships, it will be officially The FIRS President might request to organize press conferences with the Organizer and political authorities for him to attend. All these organizing, travelling, board and lodging expenses will be in charge to the Organizer. For all technical issues please refer to FIRS Technical Rules of Artistic Skating. IV. Structure and Organisation The concept as well as the way the event will be prepared and operated should be taken into consideration by the potential Organizer through the following elements: Promotion of the Host City and its Tourism Industry. 8 Sustainability and other environmental aspects. Daily communication with the FIRS liaison officer and strict consideration for the outlined reporting parameters. Event Rights FIRS owns and controls the right to organize the Championships as well as all commercial, media and intellectual property rights. FIRS will award the right to stage, to promote and to organize the event in accordance with specific terms and conditions that will be written in the Contract. Upon being attributed the right to host the event, the Organizer will be entrusted with all commercial rights (including marketing, sponsor partnerships, ticketing and licensing/merchandising), except where stipulated in the Contract and with the exception of a possible FIRS main sponsor connected to the name and the logo of the Championships. Organization fee The Organizer will pay to FIRS for the organization of the Championships a fee of at least USD The proposal of the payment of an higher organization fee will be an added value to obtain the assignment of the Championships. At the time of application the Organizer will pay the 20% of the fee by bank transfer, whose invoice will be sent to FIRS with the requested documents. FIRS will evaluate the applications deemed the best and shall choose the appropriate National Federation and City to host the Championships. FIRS shall pay back the amount paid at the time of application to all the excluded cities. The chosen city will pay, always with bank transfers, the remaining amount as following:» 40% 8 months prior to the beginning of the Championships.» The further 40% 60 days prior to the beginning of the Championships. Bank details will be communicated to the Organizer at the receipt of the bidding application signed as acknowledgment of receipt. V. Roles and Responsibilities The FIRS President is the only legal representative of FIRS and has the right to sign the contract with the Organizer. The FIRS Continental Vice-Presidents shall have the duty to promote and develop the Championships in their Continents through all communication media, advertising etc. The CIPA Chairman shall be responsible for the technical program. pag.8

9 pag.9 FIRS Responsibilities Identify potential organizers, coordinate and follow up candidatures, manage documentation and information, lead inspection, organizational/coordination and technical visits of the candidate cities. Outline the general event and sport/competition program. Communicate technical details regarding competitions, sport equipment and regulations. Supervise for approval every step of the LOC. Track and help to resolve any issue or obstacles that may come up during the event preparations. Approve the general event concepts, themes and publications. Coordinate, where requested by the Organizer, marketing, sponsor partnerships and other commercial or promotional activities. Establish accreditation guidelines. Ensure that the Timeline present in this bidding application and ratified in the future contract is respected and approve the related updates by the Organizer. Coordinate smooth overall event operations; doping- controls, marketing, media & communication. Promote the event and the discipline through FIRS communication and promotional media. Organizer s Responsibilities Creation of a Local Organizing Committee (LOC) within three months from the signature of the contract as following:» President of the LOC.» CEO of the LOC.» Media Manager.» Office Manager.» Transportation Manager.» Accommodation Manager.» Person/s responsible for Staff, Guides and Volunteers.» Person/s responsible for medical care and emergencies.» Person/s responsible for Anti-Doping Control.» Person Responsible for Protocol.» Person Responsible for Accreditation» Others. Facilities and rinks certified by FIRS that meet all FIRS technical requirements in relation to surface, dimension, adherence etc and all safety and health requirements for all participants.

10 » The venue shall have min seats for the spectators; reserved and diversified seats on the stands for the authorities, VIP guests, FIRS members, judges, press officers, photographs, athletes and delegates.» The rink for the Championships shall be light colored (white, grey or light blue) free from any other mark with the exception of those in accordance with FIRS/CIPA rules.» Only FIRS Logo (compulsory) in the middle and advertisements, previously approved by FIRS shall be permitted.» Inside the competition venue/s institutional logos must be agreed with FIRS.» The Organizer will provide a rink for the warm up of the athletes. To provide the equipment, the technology and the facilities for the success of the sport competitions. To ensure that the Championships are of a world class standard. Not to use the Championships for any purpose other than the best interests of FIRS. To administer on-site technical, coordination and inspection visits when required. To prepare a financial planning, by establishing an event budget. To work in close co-operation with FIRS, exchanging any relevant information and documentation relating to all organizational and technical aspects of the Championships. To communicate and to report every three months on the progress of event planning and preparations to FIRS notifying also problems or obstacles. To collaborate with FIRS establishing the general event program, competition schedule and FIRS Programs (Gala, Doping-Free Sport, institutional meetings, press conferences etc..). To communicate to FIRS all event updates and important event information so that the Marketing and Communication Department may help in the delivery of the International Promotions and Communications Plan. To promote the event, the competitions and the FIRS Program both domestically and internationally. To realize an official website of the Championships whose domain shall be: The web page shall contain all necessary information for the Championships, city, region, country, hotel, program, etc., which should be made available at least one year prior to the event. The Organizer shall be given the credentials for the management of the free space on the server rollersports.org and shall have the freedom in the choice of the design and the layout, previously approved by FIRS, and shall have control on the accesses. To be responsible for all necessary press releases dealing with matters including but not being limited to dates, deadlines, announcements and marketing issues that shall always be subject to the prior approval of FIRS; the Organizer shall use its best endeavours to ensure that the Championships is widely publicized, ensuring that the dedicated Web Site contains daily updates on both competitions and results. To provide all participating athletes and FIRS, well in advance, with the name and address of an pag.10

11 efficient travel agent for the appointed city and to ensure that an adequate hotel accommodation is made available to cater to the economic needs of all participants to enable the maximum number of athletes from invited countries to take part in the event. No national team may be forced to use a specific hotel or food program as a condition of that participant s acceptance in the Championships. To ensure that the venue shall include, without limitation, the following: sufficient space for all those involved in preparing, organizing and staging the event; dressing rooms, facilities that shall be suitable for athletes training, practicing and competing during the Championships, for spectators, the media and FIRS administrators, (such facilities to be made available for the full period which FIRS shall reasonably request) and the provision of all necessary equipment meeting FIRS specifications which the Organizer shall keep in operational order throughout the whole duration of Championships. To ensure that each athlete participating in the Championships is given the opportunity to have a practice period within the Championships venue prior to the beginning of the competitions. To grant free of charge access to the venue to authorities, VIP guests, FIRS members, CIPA members, the Presidents of the National Member Federations, judges, press officers, photographers and delegates. To organize according to the best international standards the look of the entire event, awards ceremonies and the opening and closing ceremonies: these shall include parade of teams/ athletes, country flags & team signs, national anthems, with optional music/entertainment performances from local talents. At the opening and closing ceremonies no kind of political, religious or racial propaganda or demonstration are allowed at the venues of the Championships or at other sites considered part of the World Championships. Only official uniforms of thenational Federations or their competition costumes can be worn during the opening and closing ceremonies, as well as the award ceremonies. No Club uniforms will be allowed, only official uniforms of National Federations or competition leotards shall be permitted. Reserved area inside the venue for:» Anti-doping control separated by gender.» Medical services, first aid, ambulances.» Secretary of the LOC.» FIRS Technical Committee (CIPA)» Judges.» FIRS Management.» Press and Communication. All these areas/rooms shall have wifi connection. The area/room reserved to the Secretariat of the Championships the CIPA and the FIRS management Office shall be equipped with at least 2 printers, 2 photocopiers, telephone, and fax and shall be close to the rink. These rooms shall be available two days prior to the beginning of the Championships until the evening of the last day. All the above mentioned reserved areas shall be equipped with tables, chairs and according equipment with a corner for coffee, pag.11

12 tea, food, soft drinks, fruit, snacks etc. In such areas some reserved bathrooms shall be available. Area with booths for the sale of local products, as well as sponsors of the Championships or producers of skates and sports equipment, for the FIRS Official Photographer, for FIRS broadcasting troupe requiring such area. Security service in uniform during the event. Permanent cleaning service. Podium for medal awarding, with the FIRS logo. The medals shall be supplied by FIRS, paid by the Organization and/or supplied by the LOC after FIRS has approved the design. The Organizer is responsible of the budget for the organization of the Championships as well as for finding and contracting local, regional, and national public authorities and private partners in the relevant marketing/sponsorship categories. Organizer s Rights The Organizer shall retain full rights for income derived from: All box office gate receipts from ticket sales. Local and/or national administrative funding. Sponsors (advertising spaces on event s program and on billboards within the venues). Commissions, if any, from Arena food service, restaurants and hotels concessions. Stand rental. Sale of all Championships clothing,, including merchandising, photograph concessions and other Championships souvenirs. TV Rights, subject to written agreement with FIRS. Facilities rental. (if considered). Events. Organizational Costs to be included in the budget Look of the event: Championships presentation and publications. FIRS Programs and Ceremonies. Promotion, marketing, communication and media. Medical service and anti-doping controls and services. Catering and hospitality program for staff and volunteers, who shall wear all the same uniform. pag.12

13 VIP Lounge. Round-trip transportation to the airport designated as the Championships international port of entry and between official hotels and competition venues for all the participants included not local work force and volunteers throughout all Championships competitions and practices. The size and the number of the buses must be adequate for regular round-trip transportation of all athletes/ teams and their trainers in time for their practices and competitions. This shall also include the transportation of their equipment throughout the Championships. Transportation for FIRS members, members of the Technical Committee and judges during their stay.» Two six passengers vans or cars for transportation of the FIRS members and the members of the Technical Committee and a third van for the judges shall be provided. Unless waived in writing by the Technical Committee, the hotel should be in close proximity to the venue. If the FIRS President attends the event, a car with driver shall be made available for him. All these transportations shall be available two days prior to the begin of the World Championships until the morning after its conclusion. Travel, board and lodging for:» Two persons appointed by FIRS, who shall inspect the venue and verify promotional technical logistic and communication aspects during the bidding period.» Judges up to a maximum of 14 in Class A/B twin rooms with shower/wc divided by gender.» FIRS members, members of the Technical Committee and FIRS staff (Responsible for Protocol, Communication Manager, Delegate for General Affairs) up to a maximum of 12 in Class A single rooms with shower/wc.» FIRS troupe streaming (in case of absence of local crew) consisting in 4 people in Class A/B twin rooms with shower/wc.» FIRS anti-doping manager. Hotels shall be close to the venue, walking distance is preferred especially for the judges. Availability is required two days prior to the beginning of the Championships until the morning after its conclusion. VIP lounge during the evening events (coffee, drinks, snacks). Medical First Aid for all official practices and competitions (qualified personnel on duty in a first aid room throughout, with ambulance on standby). Technology: information systems, telecommunications and other technologies, wifi and cable internet connections. TV Broadcast, Satellite Broadcast and streaming. pag.13

14 ID photos and accreditation equipment. Banners with FIRS Logo. Security for all participants including insurance for athletes, delegates, spectators, guests. Infrastructure and workforce for the LOC. VI. Format of the Championships The general competition format is established by FIRS; therefore athlete criteria, and qualification systems will be proposed by FIRS. FIRS shall design and put forth a competition schedule that fulfils its particular organizational needs and goals for development and promotion of all the specialties of Artistic Skating. Presentation of the competitions of the Artistic Skating s specialties An integral part of the competitions is the presence of announcers / speakers expert of the discipline of Artistic skating, able to provide with extreme accuracy and protocol professionalism what required by the different specialties during the competitions and award ceremonies. All announcements and the reading of scores will be made in English and in the language of the Organizer. For all the specialties of Artistic Skating an adequate audio system as well as a responsible of the management ot the audio tracks are required. Sports Equipments The sport equipment as well as all the technical material (skates, shoes, plates and trucks, wheels) shall be homologated, i.e. officially confirmed by FIRS. The list of the approved material will be available yearly on FIRS website. Event Guide and Technical Publications The Organizer is responsible for producing and distributing publications with relevant information on competition format, technical rules, as well as other general event information. VII. Visas The Organizer is expected to outline applicable Host Country immigration (entry visas) and customs regulations and laws during the candidature presentation phase. Further to that, the Organizer will provide assistance to the Championships participants and VIP guests in obtaining appropriate visas (i.e. invitation letter issuance). All participants are responsible for paying for the costs related to the obtainment of a visa as well as applications for transit visas, where required. The Organizer is responsible for informing FIRS and subsequently the Event Participants on matters including required vaccinations and customs regulations on publications and media and sport equipment. pag.14

15 VIII. Operation and Services Accreditation The Organizer shall manage and facilitate the operations of accreditations of the participants, shall establish the look and content of the card, the accreditation zones and the access controls. Pass will be provided to athletes, coaches, delegates, Media, LOC, volunteers, FIRS CIPA, FIRS members and staff. A Free Card will be provided to all guests of FIRS including all the Presidents of the National Federations, National and International Sport authorities, business partners, sponsors, political and administrative authorities, who will be invited to participate as VIP guests to all events in program, ceremonies and gala. Opening and Closing Ceremonies The Organizer is entrusted with the organization development of the ceremonies procedures that shall be submitted to the final approval of FIRS. It is expected that all athletes and a minimum of officials take part in the Opening Ceremony and/or Closing Ceremony. Protocol, and speeches should all be considered in planning and respected. Medals for the Awarding Ceremonies are provided by the Organizer, with the final design approved by FIRS. Protocol The Local Responsible of the Protocol shall work in connection with the FIRS Responsible of the Protocol, who shall oversee any decision. The Organizer is responsible for providing flags and anthems of the represented countries during the Opening and Closing Ceremonies as well as all Medal Awarding Ceremonies. Additionally, speeches, oaths and relevant FIRS Protocol guidelines shall be respected. Uniforms The Organizer shall provide all the volunteer uniforms under the final design approved by FIRS. The athletes will be required to wear their own official uniform during the competitions and the official events. Side Activities FIRS may be interested in hosting other promotional events as meetings, seminars etc. The Organizer, in partnership with FIRS, shall be responsible for helping to facilitate communication and organization of such events. Media Under the responsibilities of the Organizer, the LOC is responsible for facilitating registration, accreditation for national and international media representatives. The Organizer shall verify all international media pag.15

16 registrations with FIRS prior to the final validations. The Organizer is also responsible for providing relevant information to the media. Adequate interview room and press room inside the venue shall be provided by the Organizer. The press room shall be supplied with electric power, adequate wireless connection and hub for at least 10 cable internet connections. The Organizer should ensure staffing to carry out general event communications, daily bulletins, press releases, press conferences and interviews, reports and information on the athletes as well as contents for internet and websites. Official Event Photographer The Organizer is responsible for providing travel, board and lodging and local transportation for FIRS appointed official event photographer. The photographer will be responsible for taking photos of the Opening and Closing Ceremonies, of the Award Ceremonies, of all the competitions, training sessions, official banquets, gala meetings and side activities. Language The official languages of the Championships are English and the official language of the Host Country. In case that the Host Country is English speaking the other official language will be Spanish. Therefore, all onsite signage, event communication and publications, sport commentary and any other information means shall be made available in the above mentioned languages. The Organizer is also responsible for providing sufficient translation and translator (via volunteers) services to FIRS and to the international community. Technology The Organizer shall take measures to ensure ease of communication by engaging relevant technology measures before, during and after the Championships. This includes test events, information systems, telecommunications and internet. Inside the venue a timing, scoring & results system and scoreboard shall be present, as well as an adequate audio system. Additional elements of technology include administrative systems (finance, HR, project management, procurement and logistics), printing, publishing, hardware and software scoring systems, telecommunications infrastructure, landline and wireless, radio frequencies, PA systems, cabling and CCTV, TVs, recorders, imaging and video boards. This functional area is often seen as an opportunity to solicit VIK (Value in kind) sponsorship/partnerships. Medical Services & Health and Safety The Organizer shall ensure medical services to athletes, spectators, workforce, media and VIP guests according to the establish FIRS standards. The Organizer shall coordinate, if necessary, hospital services with Public Health Authorities. The Organizer will also arrange First Aid and Medical Care at the training, competition venues and any other official event venue, where vehicles and ambulances will be present. The defibrillator inside the competition venue is mandatory. Antidoping-controls The Organizer shall cooperate with the FIRS Doping-Free Sport Unit (DFSU) staff in delivering services education and information regarding program content. The FIRS anti-doping manager will select athletes pag.16

17 for testing in accordance with FIRS anti-doping rules. In consultation with the FIRS antidoping manager the Organizer shall plan, establish and manage the infrastructure and the services to enable the doping control sample collection processes and laboratory analysis to be conducted in accordance with the WADA International Standards and with the FIRS Anti-Doping Rules. The Organizer, together with FIRS antidoping manager and sampling agency shall indicate the most suitable laboratory for doping test analysis. Security All matters related to security are the Organizer s responsibility and should be coordinated with the competent public security authorities of the Organizer. However, in some cases coordination with FIRS regulations must take place. Promotion and communication of the event IX. Promotion e Communication The Organizer has the responsibility to promote and communicate about the event, using TV promotion, new media networks, public and private partners and national campaigns including a detailed description of the event, an official event and spectator guide, as well as city and on-site billboards. FIRS will both indirectly and directly support the Organizer and its international communication and promotional activities for the event. The Organizer has the right to keep the revenues from partnership agreements and marketing activities in all released categories. Nevertheless, the Organizer agrees to have all partnership agreements approved by FIRS and to support and to supply all marketing activities relating the FIRS world and its main corporate partners before, during and after the event. pag.17

18 Streaming All the competitions of the Championships will be broadcasted exclusively on Rollersports TV. FIRS will send its own troupe whose travel, board and lodging costs will be borne by the Organizer. The FIRS crew must be ensured with adequate and free space in optimal position for the management and sale of the DVD of the event. The crew could also be local, provided it meets all FIRS requirements specified in the contract. The Organizer must ensure adequate Internet cable dedicated to streaming. The characteristics of the connection must be agreed with the FIRS Department of Marketing and Communication. A full set of all DVDs prepared must be given to FIRS at no cost. Broadcasting and signal FIRS is the owner and rights holder of all Television, Web and Digital Media Rights of the international events. The Organizer is responsible for ensuring international standard quality TV production and signal. The international signal will be provided in an objective and impartial quality. It shall include slow-motion replays, basic TV graphics and timing and be delivered with all appropriate editorial supports. In order to ensure international broadcasting and thus global promotion of the event, FIRS is responsible for the negotiation of the international television rights. FIRS may, however, assign, upon agreement, in whole or in part, the television rights to the Organizer or to any third party. Designs The Organizer shall design a Corporate Image and some graphic works for promoting the event. The list of designs shall include logo, emblems, medals, mascots, information icons, visuals, slogans, publications, websites and audio-visual productions. All this material shall be approved by FIRS and the FIRS Logo shall always be predominant. Marketing Partners, Officials Suppliers, Ticketing, Licensing and Merchandising The Organizer will be responsible for the negotiation and improvement of marketing, sponsoring, merchandising and any remaining commercial rights upon FIRS approval. All revenues accruing from the exploitation of the rights negotiated by the Organizer shall be fully ensured to the Organizer. The FIRS Logo shall be predominant according to guidelines specified in the contract. Contract with the Organizer X. Legal The Contract shall outline all legal, commercial, organizational, financial and reporting obligations as well as all relationships, roles and responsibilities involved in planning, staging and the debriefing of the Championships. It shall also include a consensus from the Organizer to follow a FIRS event, accreditation, protocol, doping control, sustainability, volunteer, marketing and communication, etc The bidding application, signed for acceptance, shall form essential part of the contract. pag.18

19 Insurance The Organizer and the LOC are responsible for engaging the necessary insurances for the organization and the procedure of the Event including transportation, liability and cancellation insurance. Logo of the Championships XI. Logos Once received by FIRS the written acceptance of the nomination, the candidate Federation must send to FIRS 1 or 2 CD-ROM with the logo in the following formats: Logo in vector format (graphic element + Candidate City logo FIRS) Types of logo: vector format, EPS format. A colour version. A one-color version A version JPG 1024 x 768 min A version BMP 1024 x 768 min A version TGA 1024 x 768 min Such logo may only be published after FIRS approval. FIRS will be free to decide to juxtapose the name of a sponsor and the name and the logo of the Championships. pag.19

20 FIRS Logo FIRS Logo in vector format shall be sent by the Marketing and Communication Dpt. to the Organizer immediately after the signing of the Contract and shall be predominant inside the venue and on all the publications and merchandising. Institutional Logos and Logo of the Organizer The positioning and use of all institutional logos on publications, merchandising and inside the venues should be subject to the written approval of FIRS. XI. Candidature Presentation National Federations and / or cities wishing to submit their candidacy to host the Championships must follow the following steps: Official Letter of submission of the application (written in English and/or Spanish) addressed to FIRS with the invoice of the payment of the required fee. Letter of local and/or national Government Authority supporting the organization of the Championships. Exhaustive description of what is required in the attached document. Detailed A3 map of the venue selected to host the Championships. Commitment to protect and to promote the FIRS brand. Commitment not to host other sporting events during the implementation of the Championships. Name and role of the legal representative authorized to sign the contract. Once these materials will be received by FIRS, the evaluation process will begin and inspection visits will be scheduled as below indicated. After careful consideration FIRS will choose the appropriate National Federation and the city for hosting the Championships and will send the final contract. Organizing Planning Documents for application must be delivered to FIRS HQ, that will issue a receipt or sent by registered mail by November 30, 2014 in duplicate and shall be written in English and / or Spanish. A copy of these documents must be sent by to FIRS Department of General Affairs: this file may not be distributed or made public until obtaining authorization by FIRS. FIRS will appoint the National Federation and the Host City by February 28, FIRS will send a Commission for control and evaluation consisting of maximum 3 persons between these two dates. The costs of travel, board and lodging of the members of this Commission shall be borne by the Federation Candidate. pag.20

21 During the months of preparation for sending the application, however, the Federations / cities interested in hosting the Championships could invite the above mentioned FIRS Commission to assess their candidacy. Sporting Venues, Facilities and Location Describe the different competition, training and official program venues (including distance among the venues and from airport/hotels, surface, available facilities, technology, nr. of seats, specificities supplying, if possible, this description with photos and/or video. 4. Accomodation List the possible hotels, category (*), capacity (hotel and conference rooms ), distance from the airport and other official event venues and their average price. 5. Transportation And Accessibility Including Visa Application, Immigration And Customs List the nearest international airports and distance to proposed hotels and visa procedures (if required). 6. Medical Services (Anti- Doping Control) List the nearest hospitals, clinics and other emergency facilities. List the name of the National Anti-Doping Organization (NADO) and contact information. 7. Technology Describe how state-of-the-art technology will play a role in ensuring the successful delivery of the Championships. 8. Media (Press, Radio And Television) Describe the role of the national and international media in promoting successfully the Championships. Promotional and communication program. 9.
