2 To celebrate and champion the essential role agriculture plays in the everyday lives of Queenslanders Welcome from the President Since 1875, the RNA has been celebrating and championing agriculture and the critical role it plays in the everyday lives of Queenslanders. Through our iconic Royal Queensland Show (Ekka), first held 139 years ago, we have showcased the state s best of the best. From thoroughbred horses and champion bulls to blue ribbon worthy cakes, the Ekka reflects the state s diversity and provides reward and recognition for its dedicated exhibitors. In 2015 the Ekka attracted more than 21,000 entries across 13,000 classes in 48 competition sections the first exhibition received 1,700 competition entries in total. Last year more than 4,000 exhibitors travelled from across the country for their chance to win one of our coveted blue ribbons, including 1,400 new competitors. There were also a number of new competition classes in the Fine Arts, Beef Cattle and Woodchop & Sawing Competitions. This year will see the introduction of new competition classes including the return of the Egg Competition, a new Toy Dog Feature Show in the Canine Competition, a Projected Digital Image Class in the Fine Arts Photography Competition and an Angora and Mohair Fleece Production Class. From the very beginning, competitions have remained at the heart of the show. To ensure entering competitions is as easy as possible for our exhibitors, we continue to embrace new technologies. You can visit our website to enter via or speak with our competition coordinators. In 2016 the Ekka will continue to run over two full weekends, from the 5-14 August, giving visitors more opportunity to experience our much loved event. We remain committed to showcasing agriculture and supporting our hard working farming families in the bush as we continue in our efforts to preserve our state s cultural and social heritage for future generations to enjoy. 13 2016 ROYAL QUEENSLAND SHOW CHAMPIONSHIP CANINE COMPETITION JUDGE PROFILES Mrs Chie Ejima (Japan) Judging: Group 2, 3, 6, 7 Group Specials 6, 7 RNA Sweepstakes Mrs Chie Ejima has been involved in the Dog World since she was a child as her parents were both dog breeders. She has bred Akita, Japanese Spitz and she is a successful breeder of Papillons and Golden Retrievers, under the world-renowned prefix Queen Bless, recognized by the JKC and FCI. She has bred in excess of 700 over titles and exported dogs all over the world. Her Papillons are the most titled dog in this breed, all over the world including Group winner at Crufts, 3BOB winner at Westminster and World dog show and Euro-winner show, 4BISS at Papillon Nat l speciality of America. Mrs Ejima received her all-breeds judging licence in She has judged in Japan, Italy, Sweden, Finland, Australia, USA, Canada, Estonia, Latvia, Brazil, Romania, Spain, Portugal, the Netherlands, Denmark, Slovakia, New Zealand and Singapore. She also judged Winner of Show of those countries. From 1980 to 2005 she worked as a professional All Breed handler and has handled many different breeds all over the world including America, UK and many other European countries, receiving BIS on many occasions. Mr Weng Woh Chan (Malaysia) Judging: Beagle Groups 1, 5 Feature Toy Speciality Show & Group Specials General Specials Mr. Chan has been involved in the Malaysian Kennel Association serving as Secretary, Qualified Examnier for Judges, Director as well as President for two terms. He was also a delegate for the FCI and AKU conference and also serves in the Committee for AKU Judging Manual. In 2013, Mr. Chan was given the honour by FCI under the directive from President FCI Asian Section to inspect the new Iran Kennel Club. He has shown & bred Pekingese, Pomeranian, Miniature Pinscher, Pug, Miniature Poodle, Whippet, Toy Poodle, Lhasa Apso and Smooth Fox Terrier. He is a licensed All Breeds Judge of the MKA, AKU and FCI. He has judged in 55 countries around the world in the continents of Asia, Australia, Africa, Europe, North and South America. Mrs Clara Ines Pulido Reyes (Colombia) Judging: Groups 1, 2, 4 Group Specials 2, 4 RNA Sweepstakes Mrs Clara Ines Pulido Reyes has been breeding dogs since 1990 and includes Beagles, Australian Terriers, Yorkshire Terriers and West Highland White Terriers. She is a veterinary doctor and holds a Masters in Biotechnology of Reproduction. Through her work in reproduction in canines she has been a pioneer in the formation of sperm banking in Colombia. Under her kennel name, Tkenn Del Claines (El Clarín), she has bred the winning puppy and dog of the year in Colombia with the Beagle. She has also bred many other dogs under this name and they have also won best in show and reserve champion. Mrs Reyes first started judging Australian Terriers followed by Beagles in 2002 and is now an all-breed FCI Judge which has allowed her to judge in Colombia, Brazil, Venezuela, Canada, Argentina, Peru, Chile, Mexico and Japan. 13

14 Mr Gerard Jipping (Netherlands) Judging: Groups 5, 6, 7 Group Specials 5 Dogs have always been a part of Mr Gerard Jipping s life and Afghan Hounds took centre stage from Around 1985 he started to show dogs and had many international championships in the Netherlands, Belgium and Germany. Becoming more and more interested in dogs, Gerard started studying the breed and in 1995 he completed his first exam for the Afghan Hound. Ten years later he became a judge for all FCI group 10 breeds (the Sight Hounds), group 5 (all breeds of the Spitz and primitive types), FCI group 1 (all breeds of the Sheepdogs and Cattle Dogs) and some breeds of group 9. Mr Jipping has judged in many European countries, America, Australia and Asia at national and international Dog shows (including FCI European and FCI World Dog Show s) Champion of Champion shows as well as many breed specialties and title shows. Since 1994 he has showed successfully his Afghans Hounds under the kennel name El Harakat. Afghan Hounds from El Harakat are all over the world, mainly France, USA, Germany, Switzerland, Israel and Denmark. Ms Tatjana Urek (Slovenia) Judging: Groups 1, 3, 4, 7 Group Specials 1, 3 Feature Toy Speciality Show Ms Tatjana Urek received her first dog, an English Cocker Spaniel, at 14 years of age. During her law studies, she was active in the local kennel club in Trbovlje. The regional Club in Trbovlje organised the first national CAC show in 1993 and since then she has carried out the role of show manager. For the last six years she has been Show Manager of the National Group 9 Specialties. Ms Urek purchased her first Shih Tzu in This bitch was the foundation of her kennel Potala Dalaj Lama. She is a successful breeder of Shih Tzus and produced several champions. After Shih Tzus, she started working with Little Lion Dogs and since 2001 is a breeder of French Bulldogs. In 2000 she became an international judge and is now a Junior Handler Judge. Her judging assignments have allowed her to judge in many European countries at International and National shows (including FCI-World Dog shows and FCI European Dog Shows), as well at Champion of Champion shows and many breed specialties and title shows. Ms Urek is also a member of the FCI Show, FCI Judges Committee and a board member of the Slovenian Kennel Club. She is also the President of the Breeding Committee for Toy Breeds. Ms Colleen Kirgan Khoury (New South Wales) Judging: Greyhound Sweepstakes After attaining her Afghan and Saluki Judging Licence, Ms Colleen Kirgan Khoury has been judging dogs since the late 1980 s in Australia. Her first major international appointment was in 1994 at the Sighhound Club of Helsinki. From there, her national and international judging career has seen her travel to USA, France, Norway and most recently Italy and Sweden. Ms Kirgan Khoury is a well-known breeder of Afghans, Pugs and Greyhounds under the prefix Quom. She looks forward to judging the Greyhound Sweepstakes at the 2016 Royal Queensland Show and wishes all exhibitors the best of luck. 14

15 Mrs Dorothy Stutz (Queensland) Judging: Obedience Utility Dog (UD) Obedience Utility Dog Excellent (UDX) Mrs Dorothy Stutz is an Australian Kelpie breeder under the prefix of Kellor. She enjoys her role of Senior Judge with Dogs Queensland and is also involved in the Judge s Training Program. She feels it is important to give back after so many people supported her during her training. To help and encourage new judges coming through the program is very rewarding for her. She is a life member of Pine Rivers Dog Obedience Club, a member and trainer at Redcliffe Dog Obedience Club and a member of the Caboolture Sports Dog Obedience Club Aside from her heavy involvement in the dog world, Mrs Stutz is a small business owner in Brendale which has its own challenges. She is currently living on the north side of Brisbane and has two children. She loves to travel and is planning a few trips in the near future. Mr Robert Mills (Queensland) Judging: Agility Competition Mr Robert Mills has been involved with pedigree dogs for 36 years. Initially, he started with showing Bull Terriers and was lucky enough to get both of them through to their Australian Championship. He found a keen interest in agility whilst doing obedience with the Bull Terriers and purchased his first Australian Kelpie. Mr Mills gained his agility and jumping judging lenience in Since then, he has been fortunate to have judged at New South Wales and Queensland National Agility Trials with the 2016 Royal Queensland Show being his third opportunity to judge at this event. He is looking forward to judging and meeting all the competitors at the Ekka! Mrs Barbara Murfet (Queensland) Judging: Jumping Competition Mrs Murfet is a respected Obedience, Rally Obedience, Agility and DWD Judge with international experience and was appointed Councillor in 2007 of Dogs Queensland of which, she has been a member since She was elected Director in 2013 and again in 2015 and is committed to continuing to represent and serve the members. The RNA presented her with a Long Service Badge in recognition of more than 23 years of stewarding. Her stewarding role includes being the coordinator for dog sports activities at the RNA and recently earned the title of Chief Steward. She has also judged many times at the Ekka over the years. Her other roles include Chairperson of the Dogs Queensland Dog Sports Committee, covering the disciplines of Agility, Obedience, Rally Obedience, Endurance, Tracking, Track & Search, Herding, Lure Coursing and DWD. She has also been the Chairperson of the ANKC National Dances With Dogs (DWD) Committee since 2009 and is the Dogs Queensland Representative on the ANKC Obedience, Rally Obedience, Endurance, Tracking and Track & Search National. Given her experience in Judge Training over the many years, along with her fellow judges, she has developed Competency Based Judges Training and Distance Education for judges in North and Central Queensland. She has also assisted the Herding Subcommittee and Lure Coursing members to develop their respective Judge s Training Programs. Mrs Murfet has shown and trialled Irish, English and Gordon Setters and Cavalier King Charles Spaniels over many years. This year, she is looking forward to judging at the Ekka in the fabulous undercover pavilion and wishes the competitors the very best of luck. 15

16 Mrs Valerie Bonney (Queensland) Judging: Dances With Dogs Competition Mrs Bonney has been an integral part of the Obedience section of the dog world for about 40 years and a judge for 35 years. This is a commitment and a passion for her which has seen her compete in all divisions with many dogs. Mrs Bonney is the owner and Head Trainer for Bonnies Dog Obedience and Care Centre and is proud to have ten excellent trainers who work with her, some of them for nearly 30 years. She has travelled extensively giving seminars in Malaysia, China, Japan, West Virginia and throughout Australia. She is the author of three books and two DVDs which have been considered the best educational package the average owner can have when it comes to understanding and living with their family companion. The division of Dances with Dogs is still relatively new in Australia, but it is a great discipline, and she recommends it to anyone who likes to have fun with their dog and challenge their own initiative. She wishes all competitors the best of luck. Mrs Wendy Russell (Queensland) Judging: Dances With Dogs Competition Mrs Wendy Russell cannot remember a time in her life that was without dogs. She was captivated with the Canine Obedience Competition after attending the Royal Queensland Show as a spectator in the late 1980 s. This led her to join the Obedience Dog Club of Brisbane (ODCB) with her Pomeranian and, in time, was well and truly hooked on the sport of Obedience. Mrs Russell has spent many years with ODCB involving weekends of demonstrations at schools in and around Brisbane. She believes the 15 combined Obedience Clubs in the centre ring at the Royal Queensland Show has been a wonderful experience with the exhibitors and their dogs of all breeds. She held the position of Secretary at Obedience Dog Club of Brisbane from In 2008 she joined Dances with Dogs Queensland and became a judge of the sport of Dances with Dogs in At present, she is dancing with a fun loving Golden Retriever. Ms Ann Shannon (Queensland) Judging: Dances With Dogs Competition Ms Ann Shannon has been involved with dogs all her life, starting with showing and obedience in Belfast with a West Highland White Terrier, in the mid 1960 s. Her love for Dances with Dogs began in 1997 when she attended Crufts and watched Mary Ray and Kizzy perform their Riverdance routine. Ms Shannon has been back 12 times since to watch the fabulous Freestyle and HTM Competitions and the exciting International Freestyle Competition. In 2008 when Australia first thought of bringing the sport into the country, she was involved in the original committee setting up the rules and guidelines; and was one of the first DWD Judges in Queensland in Since then the sport has gone from strength to strength and the Dances With Dogs Club Qld Inc now hosts six competitions a year with some 60 club members. Ms Shannon is the club s Competition Manager/Secretary and organises all events throughout the year. She did start a promising career with her Border Collie Switch in a dazzling Michael Jackson routine but sadly Switch developed a heart murmur and they had to give up training and competing. Ann wishes all the DWD Competitors a happy and successful day. 16

17 Dr Cynthia Fisher (Queensland) Judging: Rally Obedience Competition Dr Fisher has been involved in obedience training and competition since Her four dogs, mostly Border Collies, have obtained obedience titles including four CDXs and a UD as well as two RAE2s. For 19 years, she has served as Chief Instructor Obedience at the Gold Coast Dog Obedience Training Club Inc, where she is a Life Member. Dr Fisher has long been involved in Pets for Therapy and in training service dogs for the disabled with Canine Helpers. She was in the first cohort of Rally Obedience judges trained in Queensland and has been judging Rally since early She is also an Obedience judge licensed through Open and currently in training for Utility. By day, Dr Fisher is the Professor of Management, Head of Department, and Associate Dean Faculty at Bond Business School, Bond University. 18 GENERAL REGULATIONS AND ACCEPTANCE OF ENTRIES Judging will be performed by a panel of Judges appointed by the Royal National Agricultural and Industrial Association of Queensland conducted under the rules of Canine Control Council (Queensland) Ltd. The attention of Exhibitors is drawn to the fact that entries are accepted subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971, and to the Rules, By-Laws and Regulations of the Association, and also conducted under the Rules of the Canine Control Council (Queensland) Ltd. This also is in addition to the Special Regulations which appear in this schedule applicable to the Canine Section. Copies of the Rules and By-Laws may be obtained upon application to the Competitions Department. No refunds will be made after close of entry. NOTICE TO INTENDING EXHIBITORS The 2016 Royal Queensland Show Championship Canine Competition is conducted under the rules of Canine Control Council (Queensland) Ltd. (RNA by-laws) WORKPLACE HEALTH AND SAFETY 1. The Brisbane Showgrounds are a designated Workplace within the meaning of the Workplace Health and Safety Act 2011 and exhibitors/competitors are required to ensure that they and all persons under their direction or control, including their contractors or sub-contractors, comply with all requirements of the Act and the RNA holds each exhibitor responsible to discharge its obligations to provide and maintain a safe place and system of work during occupation by the exhibitor/competitor of any area of the Showgrounds. 2. Each exhibitor/competitor will assess the risk to themselves, staff, volunteers, family, other exhibitors, RNA staff, show visitors, children and any person foreseeably affected by the presentation of their exhibit. 3. Risks identified by exhibitors/competitors will be eliminated or controlled by the exhibitor/competitor and particular attention will be paid to ensuring public safety and safety of other exhibitors/competitors. 4. Exhibits will only be held and handled by competent persons whose experience is known to the exhibitor/competitor. 5. A No Smoking Policy will be strictly adhered to and policed by exhibitors/competitors and exhibitors and/or competitors are advised that the use of Primus stoves, any heating or lighting appliances of a like character, or any naked light, is strictly prohibited in the pavilions. 6. Any exhibitors/competitors intending to bring electrical equipment to the Showgrounds will be required to ensure 18

19 that such equipment is fitted with residual current protection and that all electrical leads, tools and appliances have been inspected by a licensed electrical contractor and currently tagged. The use of double adaptors is prohibited and all power boards must also be tested and tagged. 7. All exhibitors/competitors will comply with the requirements of the Act and its Regulations and Standards in every other respect. This is essential for the safety of all exhibitors/competitors and the general public. The Act imposes very severe penalties in the event of noncompliance with its provisions. Any exhibitors/competitors who do not comply will not be allowed to exhibit at the Brisbane Exhibition. The attention of Exhibitors is drawn to the following extracts from the RNA By-Laws. EXCLUSION OF ANIMALS 11. Any animal which in the opinion of the Council Stewards is not in a fit state to be exhibited may be rejected by them and debarred from competing in the class or classes for which it is entered. Any animal rejected must be removed from the Showgrounds as soon as the exhibitor is notified. No animal showing signs of any disease or illness particularly warts, ringworm and pinkeye will be allowed onto the grounds. VETERINARY TREATMENT & INSPECTION 12. If, in the opinion of a Council Steward of a Section, an exhibit in such section requires veterinary treatment, then if the exhibitor cannot be contacted immediately, the Council Steward may instruct a Veterinary Surgeon to treat such exhibit and the costs of such Veterinary Surgeon shall be paid by the exhibitor to the Association. The Association shall not be in any way liable to an exhibitor for any damage to or injury to such exhibit. 13. No pharmaceutical shall be administered to any animal exhibit except under the direction of the Association's Veterinary Surgeon who shall advise the Council Stewards if in his opinion such pharmaceutical is likely to have any effect upon the animal which would be material to its chances of being awarded a prize and in such case the Council Stewards may debar the animal from competing. A Council Steward may at any time direct the Association's Veterinary Surgeons to take a sample of blood, saliva or urine from an exhibit for testing. DISEASE OR DANGER 58. Should there be any reason to suspect that any Exhibit is either diseased or dangerous, or objectionable, the Council through its Officials, reserves the rights of removing the same from or refusing its admittance to the Royal Queensland Show. 59. An Exhibitor who detects or suspects any illness amongst any of his entries whilst the animals are at the Showgrounds must: (a) Report this fact immediately to the Superintendent responsible for that particular section; (b) Ensure that the animal/s is/are contained within its/their accommodation area/s unless advised otherwise by the Superintendent or the Association s Veterinary Surgeon; and (c) Where feasible to do so, contain soiled bedding from the animal/s within its/their accommodation area Council may at its discretion require to have any biological tests carried out on any animal exhibited at the Royal Queensland Show or to have materials collected from such animals in order to have tests carried out, after such animals arrive at the Showgrounds. 61. If in the opinion of a Council Steward of a Section, an Exhibit in such Section requires Veterinary treatment then if the Exhibitor cannot be contacted immediately, the Council Stewards may instruct a Veterinary Surgeon to treat such Exhibit and the costs of such Veterinary Surgeon shall be paid by the Exhibitor to the Association. The Association shall not be in any way liable to an Exhibitor for any damage to or injury to such Exhibit. 62. Where, in the opinion of the Association, an Exhibit, being an animal, should be destroyed or removed from the Showgrounds, the Association s Veterinary Surgeon or the Association may destroy or remove the Exhibit from the Showgrounds, or both. Alternatively, the Association may require the Exhibitor to destroy or remove the Exhibit from the Showgrounds, or both. Any costs incurred by the Association pursuant to this By-Law must be reimbursed by the Exhibitor. 63. The Association shall not be responsible for any loss or damage caused (inter alia) through disease or infection howsoever arising. UNETHICAL CONDUCT 105. The Exhibitor, the Owner or any person in charge of an animate Exhibit shall not engage in unethical conduct. The Exhibitor, the Owner or any person in charge of an animal to which unethical conduct relates are deemed to have acted in breach of this By-Law, whether or not having been knowingly concerned in the unethical conduct. The Council or relevant Sectional Committee shall decide whether or not any conduct constitutes unethical conduct but without in any way restricting the meaning of that expression, unethical conduct may include the presentation as an exhibit for judging: (a) of an animal other than in its natural conformation after normal feeding and grooming, except as otherwise provided either expressly or by necessary implication in the regulation or in the definition of a class in which the animal is entered; (b) of any animal having undergone any operation or procedure materially altering the structure or natural conformation of any part of its body, whether by the introduction of any substance or thing subcutaneously, or by any surgery, or by the administration of any substance or chemical (c) or by the attachment of any object or thing; of any animal having undergone any operation or procedure that changes by exaggeration, minimisation or otherwise in natural conformation or physical constitution or appearance; (d) of an inanimate object, that is created, constituted, formed or includes goods, substances or things not normally found in objects of like nature; (e) (f) that is not the animal or the object or thing entered for the Class to be judged; in breach of the Regulation An exhibitor, or person in charge of an animate exhibit must: (a) use all reasonable steps to ensure that the exhibit

20 (b) (c) is housed and cared for in accordance with the Association s current animal welfare policy; obey any direction from a member of the Association s Council, or from any other official of the Association, relating to the care and welfare of that or any other exhibit; if called upon to do so, surrender the exhibit to the Association, in circumstances where in the reasonable opinion of the Association s Veterinarian, the exhibit is in need of urgent veterinary attention An exhibitor must not use, or have in his possession, any electric or electronic apparatus or any improper contrivance capable of affecting the performance of an exhibit. EXHIBIT UNWORTHY OF AWARD 108. An exhibit shall not receive an award if in the opinion of the Judge it is unworthy of such award. PROHIBITED SUBSTANCES 122. A person must not administer a Prohibited Substance or cause one to be administered to an Exhibit, except as permitted by the By-Laws or the Regulations The Exhibitor, the Owner and Attendant of any Exhibit to which a Prohibited Substance has been administered is in breach of the By-Laws unless the Prohibited Substance is permitted by the By-Laws or Regulations to be administered An Exhibit to which a Prohibited Substance has been administered in breach of the By-Laws must be removed from the Showground upon demand by the Association The Association may in its discretion and at any time, cause an examination to be made of an Exhibit by a Veterinary Surgeon who, in the course of such examination, may: (a) (b) (c) take such samples (including, without limitation, urine, blood, saliva and faeces) from such Exhibit as he considers necessary or advisable; have such samples tested by such methods and procedures as he considers appropriate; and examine the Exhibit for desensitised limbs Any Exhibit found by a Veterinary Surgeon to have a limb (or part thereof) desensitised is deemed to have had administered to it a Prohibited Substance in breach of the By-Laws Where, prior to an event, a Veterinary Surgeon is of the opinion that a Prohibited Substance may have been administered to an Exhibit, the Veterinary Surgeon may require that the Exhibit be examined prior to competing in that event The Association may publish procedures relating to the examination of Exhibits. Such procedures are binding on Exhibitors, Owners and Attendants Any exhibit which has been brought to the Showgrounds and is found to have had administered to it any prohibited substance as defined above may, without prejudice to any other action which may be taken in respect of the matter, be debarred by the 20 Council Stewards from competing in any event for which it may have been entered The exhibitor, the owner and any person in charge of an animal to which a prohibited substance has been administered, by any person, and whether or not with the knowledge of the exhibitor, owner or person in charge, is deemed to have acted in breach of this By- Law. 130a. No person shall have in his possession on the Showgrounds any prohibited substance, syringe, needle or other instrument which could be used to administer a prohibited substance to an animate Exhibit, unless that person shall have obtained the permission of the Association to be in such possession, or satisfies the Association that such possession is lawful and proper use The Association and any Council Steward servant or agent of the Association shall not be liable to an exhibitor for the death of or for injury damage or infection which may be sustained by his exhibit occasioned by or arising out of any act or omission of any Council Steward, servant or agent of the Association during the course of the testing of the exhibit whether due to the negligence of any such Council Steward, servant or agent or otherwise. PROHIBITED SUBSTANCES - DEFINITION 'Prohibited Substance' means any substance originating externally to an animal (and whether or not endogenous to the animal) capable of affecting the performance or behaviour of the animal by it s action upon: (a) (b) (c) (d) (e) (f) (g) the central or peripheral nervous system; the cardiovascular system; the respiratory system; the alimentary digestive system; the musculo-skeletal system; the urogenital system; or the endocrine system. and includes without limitation: (i) (ii) (iii) (iv) (v) (vi) (vii) (viii) (ix) (x) (xi) (xii) (xiii) (xiv) (xv) (xvi) (xvii) analgesics; anti-histamines; anti-inflammatory agents; blood anti-coagulants; diuretics; hormones and their synthetic counterparts; cortico-steroids; anabolic steroids; local anaesthetics; muscle relaxants; tranquillisers; vitamins; antibiotics; stimulants; glues and bleaches; silver compounds; schedule drugs. DISCIPLINARY COMMITTEE 132. It there is any inconsistency between By-laws and any other By-laws of the Association, Bylaws will prevail.

21 Functions of the Disciplinary Committee 133. The functions of the Disciplinary Committee shall be to hear and determine all complaints, allegations and other matters relating to: Conduct of Proceedings 139. The Disciplinary Committee may conduct proceedings at any time between 6.00am and 11.00pm on any day. (a) (b) prohibited substances, as defined in these Bylaws or Sectional Regulations. any alleged breach of the Rules, By-Laws and Regulations of the Association by an exhibitor and relating to an exhibit or to a competition, except if the alleged breach is of a kind that the Chairman of a Sectional Committee considers is of a less serious nature and should properly be dealt with by the Sectional Committee, and 140. All persons who constitute the Disciplinary Committee for the purposes of any proceedings must be present at any hearing conducted by the Disciplinary Committee A person whose conduct is called into question in any proceedings before the Disciplinary Committee must be given notice of a hearing. It shall be sufficient for such notice to be given orally and by any such person acting with the apparent authority of the Association. (c) any other alleged breach of the Rules, By-Laws and Regulations of the Association that may be referred to Disciplinary Committee pursuant to By-Law 137 (a). Constitution of the Disciplinary Committee 134. The Disciplinary Committee shall comprise of such members of Council as are appointed by the Council from time to time The Council shall appoint a member of the Disciplinary Committee as Chairman of the Disciplinary Committee For the purposes of any proceedings of the Disciplinary Committee, the Disciplinary Committee shall comprise, subject to By-law 137, no less than three of its members and those persons shall constitute the Disciplinary Committee for the purpose of those proceedings If a member of the Disciplinary Committee dies or becomes otherwise unable or unwilling to participate in proceedings, then: (a) (b) if this occurs prior to the commencement of any hearing in relation to the matter, the Chairman of the Disciplinary Committee shall appoint a replacement; and if this occurs after the commencement of any hearing in relation to the matter, the remaining members of the Disciplinary Committee shall constitute the Committee for the purposes of concluding the proceedings. Initiation of Proceedings before the Disciplinary Proceedings 138. Proceedings before the Disciplinary Committee may be initiated: 142. The Disciplinary Committee may conduct proceedings notwithstanding that any person who has been given notice fails to attend the proceedings The Disciplinary Committee shall not be bound by any rules of evidence and shall conduct the proceedings with the minimum of formality and in such a manner as it sees fit The Disciplinary Committee may require any member or exhibitor to attend at any proceedings of the Disciplinary Committee and to furnish such information and evidence and to produce such documents relevant to the proceedings as to the Disciplinary Committee deems fit The Disciplinary Committee may, at its discretion, call for and hear expert evidence No person will be legally represented without the leave of the Disciplinary Committee. Decisions of the Disciplinary Committee 147. The Disciplinary Committee may announce its decision orally or in writing. A decision that is announced orally shall have effect in accordance with its terms If the opinion of the Disciplinary Committee is not unanimous, the decision of the majority shall prevail. If the Disciplinary Committee are equally divided on any question concerning the guilt or innocence of a person, the question shall be resolved in that person s favour. PENALTIES 149. If the Disciplinary Committee considers that there has been a breach of the rules, By-laws or regulations of the Association, it may impose such a penalty as it considers to be appropriate, including without limitation: (a) (b) upon the request, orally or in writing, of the President, any Chairman of a Sectional Committee or Chief Executive. upon receipt by the Chairman of the Disciplinary Committee of a written complaint relating to a matter referred to in paragraphs (a) or (b) of Bylaw 133. (a) (b) (c) (d) a reprimand; a monetary fine (payable at such time/s as the Disciplinary Committee may determine); withdrawal or withholding of any award or ribbon; disqualification in respect of any class; (c) by the Chairman of the Disciplinary Committee on his or her own motion. (e) (f) expulsion from the Showground; where the person concerned is a member, a suspension or termination of that membership; 21

22 (g) (h) (i) (j) (k) a ban; exclusion; prohibiting a Person from exhibiting or competing at the current Show or at any future Show; a direction that an Exhibit be removed from the Showground; any other mandatory requirement; and taken against any person submitting an Application for Entry in breach of By-Laws 30 and The Licensee shall not conduct or operate any gambling game (s) or games of chance or dispose of any article by lot or chance, or sell any raffle tickets of any nature whatsoever unless these activities have been approved by RNA Management. Exhibitors and competitors wishing to conduct a competition, including a give-away promotion or guessing competition must ensure they comply with the relevant legislation. (l) any other penalty provided for in other regulations of the Association There shall be no appeal from any decision of the Disciplinary Committee. Publication of Results of Disciplinary Procedures 151. The Association may publish to: (a) (b) (c) all Royal Show Societies in Australia; the relevant Breed Societies; the body with which the exhibit is registered, or is eligible for registration; the result of any proceedings before the Disciplinary Committee in which a person has been found guilty of a breach of any Rule, By-Law or Regulation The Association shall have no liability to any person in respect of any publication referred to in paragraph (a). No person shall have any claim against the Association or against any Councillor, member, employee or agent of the Association in respect of any act, matter or thing done in good faith during or in connection with the proceedings before the Disciplinary Committee. GENERAL CANINE REGULATIONS Please read the following General Regulations carefully. Subject to the Royal National Agricultural and Industrial Association of Queensland Act 1971 and to the Rules and By- Laws of the Association the following Regulations shall apply. 1. NOTICE TO INTENDING EXHIBITORS 1.0 Entries will only be received on the Association s Application to Enter Form. All applications on the Application to Enter Form must be completed in its entirety; signed and dated; and accompanied by such additional material as required by the form, the By-Laws, or the Regulations of the Canine Section. Entries not submitted, either online or on the correct form, will be returned to the exhibitor and, unless all requirements are complied with and the forms returned to the office by 5.00pm on the closing date for entries, they will not be considered. By-Law 30 requires that the Applicant represents and warrants to the Association that the information set out on the Entry Form is complete, accurate and not misleading in any way. By-Law 31 requires that the Applicant must not make any Misstatement or Misdescription in an Application for Entry or accompanying documentation lodged by or on behalf of an Applicant. Action will be 1.2 No person under disqualification recognised by this Association may exhibit or handle an exhibit. 1.3 Should any question arise for which no specific guidance is provided, the matter shall be referred to the Councillor or Honorary Council Steward whose decision on the matter shall be final. 1.4 Should any exhibitors have any queries please contact the Competition and Events Coordinator for clarification. 1.5 Titles gained after the catalogue has been prepared will not be altered and will remain as per the original entry once judging takes place. 1.6 Exhibitors will ensure that a standby handler is available should any Exhibitor be required in two rings or any one ring at the same time. Judging will NOT be held up in either ring. This is applicable to all breed judging and handlers classes. 1.7 All handlers must be registered with the Canine Control Council (Queensland) Ltd or another state controlling body. 1.8 No puppies under the age of 3 months are allowed on the Showgrounds unless prior approval is obtained through the RNA. Any Exhibitor acting in contravention of this regulation will have all exhibits withdrawn from the Show. 1.9 Due to health and safety of exhibits, exhibitors, public and staff; there will be no hot water available to exhibitors within the pavilion. Exhibitors will be able to purchase hot beverages from nearby leasing exhibitors. 2 JUDGING 2.0 Conformation Breed Judging will commence not before 9.00am. The surface of the judging rings is artificial grass and is the same as what was used in 2014 and Obedience judging will commence at the conclusion of the group judging on Friday 5 August and Wednesday 10 August Agility, Dances with Dogs, Jumping and Rally Obedience will be held on Sunday 14 August. Please refer to judging timetable for more information. 2.3 With the new concept of judging a Group per day the Canine Section is also introducing class judging as well. It is primarily the same that is conducted at any All Breeds Championship Show.
