2 INTRODUCTION Welcome to the Graduate Certificate Program in Alcohol and Drug Counseling (ADC). The ADC program curriculum is designed to meet the needs of students who desire to become alcohol and drug abuse counselors. The program is tailored to meet the needs of students in Northern Indiana and Southwest Michigan. The program was created to assist these communities to address the alcohol and drug abuse problems of their citizens. Substance abuse is a significant problem in the United States. Data from the Substance Abuse and Mental Health Services Administration (SAMHSA) indicates that over 10 million Americans age reported using some illicit drug within the past year. The same data indicates that 19 million Americans age 26 and older reported illicit drug use in the same time period. For Indiana specifically, SAMHSA data indicates that approximately 130 thousand year olds and 190 thousand individuals 26 and older reported illicit drug use during the past year. Over 62 thousand of these Hoosiers were reported as needing but not receiving substance abuse treatment. Cleary, by these numbers, alcohol and drug abuse is an area that needs to be addressed in our state, county, and community. However, one major obstacle to the provision of alcohol and drug abuse counseling pertains to the training and qualifications of substance abuse counselors. Currently, there is a professionalization movement in the field of substance abuse counseling and all substance abuse counselors will soon be required to be licensed or certified to provide substance abuse services (similar to licensure for medical doctors). The State of Indiana has a professional certification for substance abuse counselors; the Certified Alcohol and Drug Abuse Counselor (CADAC) designation. This program was designed to fill the gap in quality training for substance abuse counselors in the States of Indiana and Michigan, provide potential students with relevant and up-to-date research based training, and ultimately improve substance abuse services in our community Please take a look through this handbook. 3 PROGRAM FACULTY Core Faculty Jeremy M. Linton, PhD, LMHC. Assistant Professor and Program Coordinator. Office: DW 2221 Phone: (574) Dr. Linton received his doctoral degree in Counselor Education and Supervision from Western Michigan University with specializations in substance abuse, and couples and family counseling. He holds a masters degree in psychology from Valparaiso University and a bachelor s degree in psychology from the University of Michigan. Dr. Linton has provided mental health and substance abuse counseling in prisons and jails, community agencies, and private practice settings. He publishes and consults frequently on substance abuse issues. Other Program Faculty Dr. Yvonne Larrier, Assistant Professor of Counseling and Human Services Dr. Joy Alexander, Associate Professor of Counseling and Human Services Dr. Richard Hubbard, Associate Professor of Psychology PROGRAM MISSION The Graduate Certificate Program in Alcohol and Drug Counseling is dedicated to training competent, ethical, and reflective professionals. Informed by the most recent professional research and literature in the alcohol and drug counseling field, the program faculty provides rigorous instruction, comprehensive clinical supervision, and a focus on multicultural values and perspectives. We strive to have a positive impact on the Northern Indiana community by providing our graduates with the skills to improve the lives of individuals, families, schools, and communities affected by alcohol and drug issues. PROGRAM EXPECTATIONS Students are expected to adhere to the ethical standards of NAADAC, the Association for Addiction Professionals, in all their professional activities (see Appendix A). Students are expected to study and read independently so that they continuously enlarge and expand their knowledge base of counseling, theory, research and practice. Furthermore, program students are expected to apply this knowledge to the development, implementation and evaluation of counseling interventions and programs. Students are similarly expected to respond effectively to the needs of an ethnically, culturally, and religiously diverse client population. Students will respect the dignity and value of clients whatever their age, race, gender, culture, or sexual orientation. Students will understand the common developmental themes occurring across the life span. They will utilize a variety of interventions to promote the personal, familial, and social growth of all clients. 3

4 Finally, students are expected to provide leadership in addressing issues of social justices, inclusion, and oppression. They will function as advocates for clients and as change agents for community institutions. Requirements: ADMISSION REQUIREMENTS 1. A 4 year Bachelor s degree from an accredited institution of higher education in any field of study. 2. Provide official transcripts from all graduate and undergraduate institutions attended (Transcripts from any Indiana University campus need not be sent.) Must have earned a minimum of a 2.5 cumulative GPA in a degree program. a. Preferred grade point average of 3.0 (cumulative GPA of an earned degree program) or a 3.25 GPA in the final 60 credits of that degree. b. Those who do not meet the preferred GPA requirement must complete the Graduate Record Exam (GRE) and score at least 450 on the Verbal Reasoning and at least a 3.5 on the Analytical Writing section. Application Procedures: Applications will be accepted on a continuous basis. Students will be admitted during the Fall, Spring, and Summer 1 terms. Applications will be reviewed by the School of Education Student Services Office and Counseling and Human Services (CHS) program faculty. Applicants will be notified of their status within 1 month of the completion of the application process. You can obtain application materials from the Education Student Services office ( 4

5 THE CURRICULUM The purpose of this program is to prepare students to be alcohol and drug abuse counselors. As mentioned above, the State of Indiana offers a professional certification in alcohol and drug abuse counseling (CADAC; This graduate certificate will fulfill some of the requirements for the CADAC certification. The program curriculum listed below. The content of theses courses was designed to meet CADAC training standards. The courses are: COURSE G510: Introduction to Alcohol and Drug Counseling (3 credits) G511: Screening and Assessment of Alcohol and Drug Abuse Problems (3 credits) G512: Counseling Approaches with Addictions (3 credits) G513: Legal and Illegal Drugs of Abuse (3 credits) G514: Practicum in Alcohol and Drug Counseling (3 credits) BULLETIN DESCRIPTION An introduction to social and behavioral theories concerning the causation and maintenance of alcohol and drug addiction. The study and application of research-based theories of counseling will be emphasized. The history of alcohol and drug counseling and recent developments and issues in the field will also be discussed. This course deals with the physical, social, psychological, vocational, economic, and legal symptoms of alcohol and drug abuse. Instrumentation for screening and assessment in clinical practice is presented as well as medical and nonmedical diagnostic criteria. This course includes both instructional and experiential learning opportunities. This course is an introduction to the major theories of alcohol and drug treatment. Special attention will be given to recent developments in the field as well as research-based theories of treatment. Students will be expected to engage in active learning projects both within and outside of the classroom. This course deals with the physiological, behavioral, and pharmacological aspects of legal and illegal psychoactive substances use. Special emphasis is placed on observable signs and symptoms resulting from use of psychoactive substances. Attention will also be given to recent trends in psychoactive substance use. This course is a field experience in an alcohol or drug counseling agency. The field experience involves direct supervision 5

6 by faculty and approved clinical supervisors in the field. Graded on a pass/fail basis. G514: Practicum in Alcohol and Drug Counseling The G514: Practicum in Alcohol and Drug Counseling course specifically fills CADAC standards for field training. G514 students are required to complete one 220 hour field experience (3 credit hours) where the applicant demonstrates each of the 12 core functions of an alcohol and drug counselor. These functions are (a) screening, (b) intake, (c) orientation, (d) assessment, (e) treatment planning, (f) counseling, (g) case management, (h) crisis intervention, (i) client education, (j) referral, (k) reports and record keeping, and (l) consultation. The G514 course will ensure that students meet these standards. Students in the program will be required to complete their G514 field experience at an agency approved by the program faculty. Relevant forms for the G514 practicum experience are included in Appendix B. Course Offerings Courses are offered on an annual basis and are scheduled at times convenient for working adults at either the South Bend of Elkhart campuses. Courses will be offered in evening and weekend formats. In addition, some courses will be offered partially or completely online. 8 PROGRAM OUTCOMES Performance outcomes for this program are center on the 12 core functions of alcohol and drug counselors specified above. These functions are: 1. screening, 2. intake, 3. orientation, 4. assessment, 5. treatment planning, 6. counseling, 7. case management, 8. crisis intervention, 9. client education, 10. referral, 11. reports and record keeping, and 12. consultation. By the end of the program students will have received instruction and demonstrated the ability to perform in each of these 12 core areas. Instruction of these core functions will take place across the program curriculum. The primary courses for providing instruction on each of the 12 core functions are detailed in the chart below. 9 Assessment, Client Education, Referral, Consultation G514: Practicum in Alcohol and Drug Counseling (3 credits) All 12 Core Functions STUDENT AND PROGRAM ASSESSMENT Outcome assessments for the ADC program are as follows. 1. Annual student evaluations Students will be rated annually by program faculty on their progress in the program. These ratings will not only be used to determine student progress in the program but also quality of instruction. If a majority of students demonstrate poor progress in the program, faculty will re-evaluate their instructional methods and make appropriate changes to foster student success. 2. Course assignments Each course will require multiple course assignments which will be evaluated by the instructor. These assignments will allow program faculty to track student progress and performance in the area of each of the 12 core functions of alcohol and drug counselors. 3. Field experience evaluations Students completing their field experience will be evaluated by the on-site supervisor on their performance of numerous professional tasks. This rating will be used to determine the students grade for G514 and will influence the decision on student graduation status. The rating form, which is based on the 12 core functions of an alcohol and drug counselor, is attached in Appendix B. Dispositional Assessment and Letter of Concern Dispositional assessment is a faculty member s responsibility and is part of the Unit Assessment System. These policies and forms are more extensively elucidated in the Bulletin and School of Education documents. One method of documenting dispositional concerns is the Letter of Concern. The Letter of Concern is written after the professor or instructor discusses dispositional concerns with students. 12 NAADAC CODE OF ETHICS Principle 1: Non-Discrimination I shall affirm diversity among colleagues or clients regardless of age gender, sexual orientation, ethnic/racial background, religious/spiritual beliefs, marital status, political beliefs, or mental/physical disability. I shall strive to treat all individuals with impartiality and objectivity relating to all based solely on their personal merits and mindful of the dignity of all human persons. As such, I shall not impose my personal values on my clients. I shall avoid bringing personal or professional issues into the counseling relationship. Through an awareness of the impact of stereotyping and discrimination, I shall guard the individual rights and personal dignity of my clients. I shall relate to all clients with empathy and understanding no matter what their diagnosis or personal history. Principle 2: Client Welfare I understand that the ability to do good is based on an underlying concern for the well being of others. I shall act for the good of others and exercise respect, sensitivity, and insight. I understand that my primary professional responsibility and loyalty is to the welfare of my clients, and I shall work for the client irrespective of who actually pays his/her fees. I shall do everything possible to safeguard the privacy and confidentiality of client information except where the client has given specific, written, informed, and limited consent or when the client poses a risk to himself or others. I shall provide the client his/her rights regarding confidentiality, in writing, as part of informing the client of any areas likely to affect the client s confidentiality. I understand and support all that will assist clients to a better quality of life, greater freedom, and true independence. I shall not do for others what they can readily do for themselves but rather, facilitate and support the doing. Likewise, I shall not insist on doing what I perceive as good without reference to what the client perceives as good and necessary. I understand that suffering is unique to a specific individual and not of some generalized or abstract suffering, such as might be found in the understanding of the disorder. I also understand that the action taken to relieve suffering must be uniquely suited to the suffering individual and not simply some universal prescription. I shall provide services without regard to the compensation provided by the client or by a third party and shall render equally appropriate services to individuals whether they are paying a reduced fee or a full fee. Principle 3: Client Relationship I understand and respect the fundamental human right of all individuals to self-determination and to make decisions that they consider in their own best interest. I shall be open and clear about the nature, extent, probable effectiveness, and cost of those services to allow each individual to make an informed decision of their care. I shall provide the client and/or guardian with accurate and complete information regarding the extent of the potential professional relationship, such as the Code of Ethics and professional loyalties and responsibilities. I shall inform the client and obtain the client s participation including the recording of the interview, the use of interview material for training purposes, and/or observation of an interview by another person. Principle 4: Trustworthiness I understand that effectiveness in my profession is largely based on the ability to be worthy of trust, and I shall work to the best of my ability to act consistently within the bounds of a known moral universe, to faithfully fulfill the terms of both personal and professional commitments, to safeguard fiduciary relationships consistently, and to speak the truth as it is known to me. I shall never misrepresent my credentials or experience. 12

13 I shall make no unsubstantiated claims for the efficacy of the services I provide and make no statements about the nature and course of addictive disorders that have not been verified by scientific inquiry. I shall constantly strive for a better understanding of addictive disorders and refuse to accept supposition and prejudice as if it were the truth. I understand that ignorance in those matters that should be known does not excuse me from the ethical fault of misinforming others. I understand the effect of impairment on professional performance and shall be willing to seek appropriate treatment for myself or for a colleague. I shall support peer assistance programs in this respect. I understand that most property in the healing professions is intellectual property and shall not present the ideas or formulations of others as if they were my own. Rather, I shall give appropriate credit to their originators both in written and spoken communication. I regard the use of any copyrighted material without permission or the payment of royalty to be theft. Principle 5: Compliance with Law I understand that laws and regulations exist for the good ordering of society and for the restraint of harm and evil, and I am aware of those laws and regulations that are relevant both personally and professionally and follow them, while reserving the right to commit civil disobedience. I understand that the determination that a law or regulation is unjust is not a matter of preference or opinion but a matter of rational investigation, deliberation, and dispute. I willingly accept that there may be a penalty for justified civil disobedience, and I must weigh the personal harm of that penalty against the good done by civil protest. Principle 6: Rights and Duties I understand that personal and professional commitments and relationships create a network of rights and corresponding duties. I shall work to the best of my ability to safeguard the natural and consensual rights of each individual and fulfill those duties required of me. I understand that justice extends beyond individual relationships to the community and society; therefore, I shall participate in activities that promote the health of my community and profession. I shall, to the best of my ability, actively engage in the legislative processes, educational institutions, and the general public to change public policy and legislation to make possible opportunities and choice of service for all human beings of any ethnic or social background whose lives are impaired by alcoholism and drug abuse. I understand that the right of confidentiality cannot always be maintained if it serves to protect abuse, neglect, or exploitation of any person or leaves another at risk of bodily harm. Principle 7: Dual Relationships I understand that I must seek to nurture and support the development of a relationship of equals rather than to take unfair advantage of individuals who are vulnerable and exploitable. I shall not engage in professional relationships or commitments that conflict with family members, friends, close associates, or others whose welfare might be jeopardized by such a dual relationship. Because a relationship begins with a power differential, I shall not exploit relationships with current or former clients for personal gain, including social or business relationships. I shall not under any circumstances engage in sexual behavior with current or former clients. I shall not accept substantial gifts from clients, other treatment organizations, or the providers of materials or services used in my practice. Principle 8: Preventing Harm I understand that every decision and action has ethical implication leading either to benefit or harm, and I shall carefully consider whether any of my decisions or actions has the potential to produce harm of a physical, psychological, financial, legal, or spiritual nature before implementing them. I shall refrain from using any methods that could be considered coercive such as threats, negative labeling, and attempts to provoke shame or humiliation. I shall make no requests of clients that are not necessary as part of the agreed treatment plan. I shall terminate a counseling or consulting relationship when it is reasonably clear that the client is not benefiting from the relationship. 13

14 I understand an obligation to protect individuals, institutions, and the profession from harm that might be done by others. Consequently, I am aware that the conduct of another individual is an actual or likely source of harm to clients, colleagues, institutions, or the profession, and that I have an ethical obligation to report such conduct to competent authorities. Principle 9: Duty of Care I shall operate under the principle of Duty of Care and shall maintain a working/therapeutic environment in which clients, colleagues, and employees can be safe from the threat of physical, emotional or intellectual harm. I respect the right of others to hold opinions, beliefs, and values different from my own. I shall strive for understanding and the establishment of common ground rather than for the ascendancy of one opinion over another. I shall maintain competence in the area of my practice through continuing education, constantly improving my knowledge and skills in those approaches most effective with my specific clients. I shall scrupulously avoid practicing in any area outside of my competence. 14

16 AGREEMENT BETWEEN INDIANA UNIVERSITY SOUTH BEND S GRADUATE CERTIFICATE IN ALCOHOL AND DRUG COUNSELING PROGRAM AND (Name of Agency/School) The school/agency named above and the Counseling & Human Services Program of Indiana University South Bend enter into the following agreement: Scope of the Agreement. This agreement shall set out the responsibilities and rights of the School/Agency, of the University, and of a Counseling & Human Services student enrolled at the University, such student to be assigned as a Practicum Student in the School/Agency. For ease of reference the following words shall have the following meanings: Practicum Student shall mean a University student enrolled at the University and assigned by it for a practicum assignment in the School/Agency as part of the requirements for a degree in Counseling and Human Services. On-site Supervisor shall mean a counselor or equivalent in the School/Agency to whom the Practicum Student is assigned and who directs the work or the activity of the student while he/she is in the School/Agency. University Supervisor shall mean the University person who is in charge of the course of study or specific experience for which the University Student is assigned to the School/Agency. The University Agrees: 1. To be responsible for the educational program of students assigned to the School/Agency and for the selection of students in accord with agreed to schedules and work assignments. 2. To be responsible for the proper conduct of students and instructors during the period of their clinical experience at the School/Agency as governed by the rules and regulations of the School/Agency. 3. To make a University Supervisor available for contact, agency visits and consultation with the School/Agency and/or student, as described in the Counseling and Human Services Manual. The School/Agency Agrees: 1. To provide, in so far as possible, clinical instruction and facilities in the area of counseling & human services practice during the clinical experience. 2. To provide the students with direct supervision of a full-time professional on-site supervisor. The supervisor should have an M.S., have three (3) years work experience and have appropriate licenses. 3. To provide supervision and direction following the criteria and standards as set forth in the Practicum/Internship Manual, including written evaluation as required by IUSB. 16

17 4. To provide field placement for at least the minimum required hours per week and per semester as described in the Practicum/Internship Manual. TERMS: This Agreement may be modified by mutual agreement of both parties. Either party may terminate this Agreement at any time upon mutual consent of both parties, as long as the termination does not interrupt a given semester or quarter.
