Purpose: The purpose of this SOP is to establish the procedures for awarding Soldier and Family Ministry related SIs (7K, 7L, 7R and 7S) to chaplains in the AR and the 1M Additional Skill Identifier (ASI) to chaplain assistants. 3. Applicability: The provisions of this SOP apply to Army Reserve chaplains and chaplain assistants. This SOP will be updated, as needed. 4. General: a. SIs play an important role in the personnel management of AR chaplains. In addition to ensuring that chaplains have the required skill set to serve in certain units, SIs enable the AR to quickly identify chaplains with specific skill sets to fill critical shortages when needed. b. The Chief of Chaplains has delegated authority to the Department of the Army Chaplain Reserve Component Integration (DACH-RCI) Personnel Manager for the management/awarding of SIs to AR chaplains. The use of this SOP will cease if this authority is rescinded.

As the subject matter expert on the requirements for Soldier and Family Ministry related SIs, the US Army Reserve Command, Director of Soldier and Family Ministry (USARC-SFM) will be responsible for vetting all requests and establishing the procedures for awarding these SIs. 5. Awarding the 7K SI: a. DA Pam , Table 4-3 entry as of Jan 2014 Code: 7K, Title: Marriage and Family Ministries, Proponent: CCH (1) Description of positions. Identifies positions which require pastoral skill in the field of marriage and family ministries, including related management skills. (2) Qualifications. Requires completion of 1 year of post-graduate level clinical training focusing on the use of pastoral counseling to facilitate the improvement of marriage and family relationships and documented satisfactory service during the utilization assignment. (3) Restrictions. For use with Chaplain Branch AOC only. Application must be made through the supervisory chaplain by the end of the second year of the utilization or upon reassignment if less than 2 years. b. Educational Requirements: (1) Civilian Education: Completion of graduate level education from a regionally accredited program, resident or non-resident, with a minimum of 48 semester hours (or 72 quarter hours) in Marriage and Family Therapy or a related counseling field, and a minimum of 300 supervised hours with individuals, couples and families. As a minimum, curriculum should include coursework in the following categories: Marriage and Family Therapy; Theories of Counseling; Human Growth and Development; Professional and Ethical Issues in Counseling and/or Therapy; Research; Group Work; Assessment and Evaluation; Psychopathology Clinical Diagnosis and Treatment Planning; and a Counseling Practicum or Internship. (2) Military Education: Completion of the Family Life Chaplain Integration Course (ATTRS course FLCIC) or the Family Life Chaplain Qualification Course (ATTRS course FLCQC). c. Minimum MOS/Grade Requirements: A chaplain in the grade of captain (O-3) with three years TIG. 2

Application Procedures: (1) Chaplains who meet the requirements in paragraphs 5b and 5c will submit documentation, through their technical chain of command to US Army Reserve Command (USARC) Director of Soldier of Family Ministry for review. The documentation will include: (a) A complete Family Life Chaplain / Family Ministries Pastoral Skill Specialist education worksheet (enclosure 1). Note: Chaplains who complete the Family Life Chaplain Qualification Course do not have to submit this worksheet. (b) Official graduate transcripts (copies will not be accepted). (c) DA Form 1059 or Certificate of Completion for the Family Life Chaplain Integration Course OR the Family Life Chaplain Qualification Course. (d) DA Form 4187 (enclosure 2). Applicants in the grade of captain will annotate their Date of Rank in the remarks section. (e) A Letter of Recommendation from a senior chaplain, in the applicant s technical chain of command, who can attest to the chaplain s ability to provide pastoral counsel in a military setting. (2) Chaplains currently holding state licensure as a Marriage and Family Therapist, Licensed Professional Counselor, or equivalent may submit a copy of their state license in lieu of the documents listed in paragraphs 4d(1)(a) and (b). (3) The USARC Director of Soldier and Family Ministry will review each application. Once an application is approved, the USARC-SFM will forward an approval memorandum and the DA Form 4187, to the DACH-RCI Personnel Manager who will award the SI and update the chaplain s official records. 6. Awarding the 7L SI: a. DA Pam , Table 4-3 entry: Code: 7L, Title: Family Ministry Pastoral Skills Specialist, Proponent: CCH (1) Description of positions. There are no positions identified for 7L. (2) Qualifications. Chaplains must complete a minimum of 24 semester hours of graduate level education from a regionally accredited program in marriage and family therapy, counseling or pastoral counseling and the two-week Family Life Chaplain Integration Course. Eight classes (24 semester hours) including a minimum of four required classes, and four elective classes. 3

(b) Complete a minimum of four elective classes: Career and Lifestyle Development; Crisis Counseling and Brief Therapy; Family Theory; Helping Relationships; Human Sexuality & Sexual Dysfunction; Integration of Psychology and Theology; Personality Theories; Pre-Marital Counseling; Professional Orientation to Counseling; Social and Cultural Foundations; Solution Focused Therapy; Systems Theory in Family Contexts; Treatment of Addictions. (3) Restrictions. For personnel only. For use with AOC 56A (Command and Unit Chaplain) and AOC 56D (Clinical Pastoral Educator) only. b. Educational Requirements: (1) Civilian Education: Completion of graduate level education from a regionally accredited program, resident or non-resident, with a minimum of 24 semester hours (or 36 quarter hours) in Marriage and Family Therapy or a related counseling field. As a minimum, curriculum should include coursework four hours of coursework required for the degree being pursued and four additional hours of coursework for a minimum of eight hours from the following categories: Marriage and Family Therapy; Theories of Counseling; Human Growth and Development; Professional and Ethical Issues in Counseling and/or Therapy; Research; Group Work; Assessment and Evaluation; Psychopathology Clinical Diagnosis and Treatment Planning; and a Counseling Practicum or Internship. (2) Military Education. Completion of the Family Life Chaplain Integration Course. c. Minimum MOS/Grade Requirements. A chaplain in the grade of captain (O-3). d. Application Procedures: (1) Chaplains who meet the requirements in paragraphs 6b and 6c will submit documentation, through their technical chain of command, to USARC-SFM for review. (d) DA Form 4187 (enclosure 3). (2) The USARC-SFM will review each application. Once an application is approved, the USARC-SFM will forward an approval memorandum and the DA Form 4187, to the DACH-RCI Personnel Manager who will award the SI and update the chaplain s official records. 7. Awarding the 7R SI: a. DA Pam , Table 4-3 entry: Code: 7R, Title: Hospital Ministries, Proponent: CCH (1) Description of positions. Identifies positions which require advanced pastoral skills in ministry in a hospital setting (except in Combat Support Hospital and Combat Stress Control Medical Company must use SI 7S) and in Military Police Internment/Resettlement Battalions. (2) Qualifications. Requires completion of at least one advanced unit or postgraduate level clinical pastoral training equivalent in a hospital setting and completion of 1 year satisfactory service in an identified position. (3) Restrictions. For use with AOC 56A only. Application must be made through the supervisory chaplain by the end of the second year of the utilization or upon reassignment if less than 2 years. b. Education Requirements. A minimum of four units of Clinical Pastoral Education (CPE). (1) At least three units must be accredited by the Association of Clinical Pastoral Education (ACPE) and obtained in an institutional (hospital or prison) setting. (2) At least one unit must be ACPE accredited Level II CPE. It is preferred that all chaplains seeking the 7R have at least two units of ACPE accredited Level II CPE. Applicants meeting the minimum standard must have a strong statement of support in the Senior Chaplain s Recommendation (see paragraph 7d). (3) One unit may be from a community based ACPE accredited CPE program OR from any center accredited by the College of Pastoral Supervision and Psychotherapy (CPSP). 5

Minimum MOS/Grade Requirements: (1) Chaplains in the grade of First Lieutenant (O-2) must serve in a Unit Manning Roster (UMR) position with a 7S or 7R designation for at least one year in TPU status or six months in a mobilized status. Completion of a four unit residency at an Army CPE meets this requirement. (2) Chaplains in the grade of Captain (O-3) with less than four years time in grade (TIG) must meet the requirements in 6c(1) or have Board Certification and be in good standing with one of the following pastoral care cognate groups recognized by the Commission on Ministries in Specialized Settings (COMISS), Commission for the Accreditation of Pastoral Services (CCAPS): American Association of Pastoral Counselors (AAPC) American Correctional Chaplains Association (ACCA) Association of Professional Chaplains (APC) Canadian Association for Spiritual Care (CASC) College of Pastoral Supervision and Psychotherapy (CPSP) Healthcare Chaplains Ministry Association (HCMA) International Association of Christian Chaplains (IACC) National Association of Catholic Chaplains (NACC) National Association of Jewish Chaplains (NAJC) National Association of Veterans Affairs Chaplains (NAVAC) National Association of Veterans Affairs Catholic Chaplains (NAVACC) (3) Chaplains in the grade of Captain (O-3) with over four years TIG and those in the grade of Major or higher must meet the requirements in 6c(1), 6c(2) or have a minimum of four years of military pastoral experience and have satisfactorily completed the Combat Medical Ministry Course. d. Recommendation Requirements: (1) Applicants must have a letter of recommendation from a senior chaplain, in the applicant s technical chain of command, who can attest to the applicant s ability to provide pastoral counseling in a military setting. (2) Applicants who only have one unit of ACPE accredited Level II CPE must have a statement from the senior chaplain stating that the applicant is fully capable of operating effectively in a high-tempo, combat medical or military internment facility with minimal supervision. (3) Request for award of the 7R SI must be approved by the applicant s technical chain of command. 6

Application Procedures: (1) Chaplains who meet the requirements in paragraphs 7b and 7c will submit documentation, through their technical chain of command, to USARC-SFM for review. The documentation will include: (a) An official transcript from ACPE. (b) The required letter of recommendation. (c) Orders demonstrating the required service time as described in paragraph 6c(1), proof of Board certificate as described in paragraph 7c(2), OR certificate of completion from the CMM course with a listing of chaplain assignments as described in paragraph 7c(3). (d) DA Form 4187 (enclosure 4) with endorsements from the applicant s technical chain of command. (2) The USARC-SFM will review each application. Once an application is approved, the USARC-SFM will forward an approval memorandum and the DA Form 4187, to the DACH-RCI Personnel Manager who will update the chaplain s official records. 8. Awarding the 7S SI: a. DA Pam , Table 4-3 entry: Code: 7S, Title: Combat Medical Pastoral Care Specialist, Proponent: CCH (1) Description of positions. Identifies positions requiring specialized ministry in a battle field healthcare environment as part of a healthcare team. (2) Qualifications. Requires completion of one unit of Clinical Pastoral Education (CPE) from any Army CPE Center or a civilian setting accredited by the Association of Clinical Pastoral Education, and completion of the Combat Medical Ministry Course, Brooke Army Medical Center (BAMC). (3) Restrictions. For use with Chaplain Branch 56A AOC only. b. Civilian Education Requirements: A minimum of one unit of CPE, preferably from an institutionally based ACPE accredited center. At the recommendation of the applicant s supervisory chaplain, the applicant may substitute one of the following: (1) One unit from a community based ACPE accredited CPE center. 7

Military Education: Completion of the Combat Medical Ministry (CMM), course 5G- CMM-7S. Chaplains who provide the Army Medical Department Center and School (AMEDDC&S) with proof of CPE prior to the start of the CMM course will receive a Fifth Army order awarding the 7S SI. d. Minimum MOS/Grade Requirements: All chaplains are eligible for the 7S. Chaplain candidates are not authorized the 7S. Chaplain candidates who have one unit of CPE and have completed the CMM course may be awarded the 7S once they accession as a chaplain without undergoing further training. e. Application Procedures: (1) Chaplains who meet the requirements in paragraphs 8b and 8c will submit documentation, through their technical chain of command, to USARC-SFM for review. The documentation will include: (a) Either the Fifth Army order awarding the 7S OR an official transcript from ACPE and documentation showing successful completion of the CMM course (DA 1059 or certificate of completion, AMEDDC&S Form 205). (b) DA Form 4187 (enclosure 5) with endorsements from the applicant s technical chain of command. (2) The USARC-SFM will review each application. Once an application is approved, the USARC-SFM will forward an approval memorandum and the DA Form 4187, to the DACH-RCI Personnel Manager who will award the 7S SI (if not previously awarded by Fifth Army) and update the chaplain s official records. 8. Awarding the 1M Additional Skill Identifier (ASI) to Chaplain Assistants a. DA Pam , Table 12-2 entry: Code: 1M, Title: Emergency Medical Ministry (EMM), Proponent: U.S. Army Chaplain Center and School & Ft Jackson (1) Description of positions. Identifies positions requiring skills in trauma ministry, demobilization, debriefing and mass casualty, medical ethics for medical emergency events, grief and loss ministry. (2) Qualifications. Must have successfully completed the Emergency Medical Ministry Course at Ft Sam Houston, TX. Priority of training is Soldier in medical units. (3) Restriction. For use with MOS 56M only. 8

Training Requirement: To receive the 1M ASI chaplain assistants must successfully complete the Emergency Medical Ministry, course 5G-F9/561-F9. Chaplain assistants who meet the course requirements will receive a Fifth Army order awarding the 1M ASI. c. There are no grade requirements. d. Application Procedures: (1) The CA will complete a DA 4187 (enclosure 6) and obtains the unit commander s signature. (2) The CA will send the completed DA 4187 and the Fifth Army order through their higher headquarters to the Master Chaplain Assistant to the at the appropriate Regional Support Command (RSC). (3) The Master Chaplain Assistant will review the packet and then take the packet to the G-1, Enlisted Personnel Management Section who will produce an order in RLAS awarding the 7S and update TAPDB-R. 10 Encl 1: Family Life Chaplain / Family Ministry Pastoral Skills Specialist Educational Worksheet Family Life Chaplains (FLCs) complete a minimum of 48 semester hours (72 quarter hours) in Marriage and Family therapy or a related counseling field, and a minimum of 300 supervised hours in counseling with individuals, couples and families. To be considered for the FLC Additional Skill Identifier (ASI), chaplains complete at least one course in each area of the Required Coursework as well as provide evidence of additional coursework in electives. Family Ministry Pastoral Skills Specialists complete a minimum of 24 semester hours in Marriage and Family Therapy or a related counseling field. Four (4) courses of Required Coursework must be completed from the list below, and another four (4) from the list of Required or Electives. REQUIRED COURSEWORK (Minimum of one course in each area) Assessment and Evaluation Studies in this area provide an understanding of individual, couple and/or group approaches to assessment and evaluation, which may include use of assessment instruments. Group Work Studies in this area provide an understanding of group development, dynamics, and counseling theories; group counseling methods and skills and other group work approaches and process. Human Growth and Development Studies in this area provide an understanding of the nature and needs of individuals, lifespan and their developmental factors. Marriage & Family Therapy Studies in this area focus on family systems, family development, blended families as well as systemic interventions. These may include: strategic, object relations, behavioral, intergenerational, etc. Practicum or Internship (Counseling) Participation in a supervised counseling practicum or internship in an appropriate counseling setting as a therapist or cotherapist. Minimum of 300 hours of supervised counseling. May be taken as part of course curriculum or separate. YOUR COURSEWORK TITLE CREDIT HOURS Encl 1
11 Professional and Ethical Issues in Counseling and/or Therapy Studies in this area are intended to contribute to the professional development of the therapist. Areas of study include legal responsibilities and liabilities, professional ethics of the counselor/therapist, licensure and certification, etc. Psychopathology -Clinical Diagnosis and Treatment Planning Studies in this area focus on the principles of clinical diagnosis and the development of treatment plans and use of the Diagnostic and Statistical Manual. Research Studies in this area provide an overview of research, basic statistics, ethical and legal consideration in research as it relates to the practice of marriage and family, counseling and/or psychology. Theories of Counseling Studies in this area provide a basic overview of the prevailing theories of counseling and psychology. SUBTOTAL In addition to the required curriculum (above), identify elective Marriage and Family, or counseling courses, which demonstrate completion or partial completion of the requirements for the FLC ASI. Include the title and description of your coursework. If you do not find an elective title/description which describes your additional counseling hours, please complete the section at the end of this document. ELECTIVES Career and Lifestyle Development Studies in this area provide an understanding of career development, career development theories, and decision-making models. Crisis Counseling and Brief Therapy An examination of the theory and practice of crisis intervention and approaches to brief therapy. YOUR COURSEWORK AND COURSE DESCRIPTION CREDIT HOURS
12 Family Theory Critical review and assessment of theories in family research, along with construction and application of family theory. May include a review of family therapy models, with special emphasis placed upon family change issues over the life span. Helping Relationships Studies in this area provide an understanding of counseling and consultation processes, including but not limited to basic interviewing and counseling theories. Human Sexuality & Sexual Dysfunction This foundational study of both healthy and maladaptive human sexuality includes biological, psychological, sociological and familial perspectives. This course may include issues of socio-cultural values and norms, sexual identity, sexual behavior, sexual disorders, sexual addictions, and resources for treatment. Integration of Psychology and Theology Studies in this area help to prepare individuals to counsel with a variety of religious clients and to integrate one s theology with psychology. Personality Theories Overview of the personality development and theories. Pre-Marital Counseling Studies in this area focus on a variety of approaches that have been developed for use with premarital counseling. Professional Orientation to Counseling Studies in this area provide an understanding of professional functioning and the role of therapist. Social and Cultural Foundations Studies in this area provide an understanding of issues and trends in a multicultural and diverse society. Solution Focused Therapy Solution focused therapy focuses on futurefocused, goal-directed, and focuses on solutions, rather than on the problems.
13 Systems Theory in Family Contexts Studies in this area focus on the understanding and treatment of marriages and families. It focuses on systems theory as it applies to traditional and alternative family structures and various presenting problems. Treatment of Addictions The psychological and psychosocial effects of various drugs are discussed, along with current information on addictive patterns and behaviors of individuals. Emphasis is placed on counseling skills and techniques in working with various types of addictive individuals. SUBTOTAL Additional electives not identified above.
