2 Our Health and Safety Beliefs We believe: All incidents are preventable. HSE is integral to our work and the way we conduct business. HSE is serious and a shared responsibility by individuals, teams and management. Working safely and in an environmentally responsible manner are conditions of employment. All employees and contractors have an obligation to intervene in unsafe or non-compliant situations - if you can t do the work safely and in an environmentally responsible manner, don t do it. 2

3 Activating Our Values and Beliefs Our Safety values and beliefs are reflected in our behaviors and how we conduct ourselves in the workplace. We are in the process of implementing 10 Life Saving Rules. These rules will be put in place to ensure consistent behaviors are followed to prevent the kind of incidents that could result in a serious injury or a fatality on our site. The 10 EPCOR Life Saving Rules are not new but we are going to put more focus on them due to their importance in our workplace. At EPCOR, we care about our employees and contractors and will intervene when a life saving rule is violated. 3

4 Complete safe work planning/field level hazard assessment process and comply with the permit system where required. 10 Life Saving Rules Follow all procedures when entering Confined and Restricted Spaces. Verify or provide isolation of hazardous energy before any work begins. Obtain proper authorization for ground disturbance activities and maintain safe shoring. Follow all procedures when working on or near high voltage equipment. Follow the Alcohol & Drug Standard arrive and remain Fit for Duty. Use proper PPE in accordance with the safe work plan, permit or site requirements. Protect yourself against falls when working at heights. Ensure cones and barricades are used to protect the worksite as per applicable standards. Follow all the applicable safe driving rules. 4

6 Complete safe work planning/field level hazard assessment process and comply with the permit system where required Identify the hazards, control the hazards and review if the hazards change Participate in the Safe Work plan your safety is at stake! When you work without a permit when one is required, people coordinating work or working around you are unaware of your activities Working without a permit when one is required, may put you at risk since the work that you are doing is not formally authorized and required controls may not be in place Confined space entry permits is an integral part of worker protection 6

7 Follow all procedures when entering Confined and Restricted Spaces Simply put, a confined space is an enclosed or partially enclosed space not intended or designed for continuous human occupancy with a restricted means of entry or exit. You cannot enter a confined space without a confined space entry plan that details the way you have mitigated hazards, what your escape plan is and permission from the area authority to enter the space (typically done via the permit system) If you don t have the items mentioned above in place - then DO NOT enter the confined space Use the EPCOR flow chart to determine if a space is confined or restricted 7

8 Verify or provide isolation of hazardous energy before any work begins Hazardous energy = forms of stored energy that could disable or kill a person if they are not appropriately controlled. For example energy in the form of electricity, heat, chemicals and stored energy in equipment. You must verify that hazardous energy is isolated or contained before you begin work. This means verifying that appropriate lock-out systems are in place and used, equipment wheels are chocked, park brakes are on, etc. Do what it takes to prevent contact with hazardous energy. Remember: if it isn t safe, don t do it. 8

9 Obtain proper authorization for ground disturbance activities and maintain safe shoring What you can t see can hurt you Locate underground services prior to disturbing the ground Use the right equipment for the job and always daylight utilities through hydro-vac or hand excavation as identified in the work plan Adequately mitigate the risk of excavation collapse through shoring or sloping When in doubt, ask your supervisor 9

10 Follow all procedures when working on or near high voltage equipment A large portion of our business is about working on live or deenergized high voltage lines This is an area where we can not afford to make a mistake and the consequences are often fatal Ensure that all procedures and work practices are always complied with Only competent employees work on high voltage equipment 10

11 Follow the Alcohol & Drug Standard arrive and remain Fit for Duty Most of the work done at EPCOR is in public areas or on systems that are highly hazardous if not properly controlled. Because of this, we cannot tolerate the use of alcohol and drugs in our workplaces. Always ensure that you are fit for duty as defined in the EPCOR Drug and Alcohol standard with the identified substance levels below the defined levels. If you are using prescription drugs, ensure you advise your supervisor before work commences. If you suspect that a co-worker may be under the influence of alcohol or drugs, have the courage to care and report it to your supervisor. If you believe that you need assistance in dealing with A&D issues, contact your Employee and Family Assistance Program (EFAP) service provider 11

12 Use proper PPE in accordance with the safe work plan, permit or site requirements PPE has been provided for your personal safety. When we choose not to wear PPE, we place ourselves knowingly at risk For some tasks, PPE is safety critical and not wearing PPE can result in disabling or fatal injuries Refer to your area PPE requirements to ensure you are protected 12

13 Protect yourself against falls when working at heights Falls, even from low elevations can be disabling or even fatal You cannot work at a height greater than 3 meters (9 feet) if you are not protected by guardrails or another type of fall protection system Assess the job before it begins. Will I be working at height? Could I be seriously hurt if I fell? Does the anchor point I will be attaching to have the capability to support me if I fall? When accessing ladders, 3 point contact is a must. Ensure that ladder is in good condition, on a stable surface and that work is not conducted from a ladder that involves reaching or leaning 13

14 Ensure cones and barricades are used to protect the worksite as per applicable standards We often conduct work in public areas on or near public roads or overhead power lines Separate the work area from the surroundings by using cones and barriers as applicable to your work area specific standard, practice or procedure Protect yourself and the public by demarcation of your work area It is your responsibility to protect yourself and control the hazards surrounding the work area 14

15 Follow all the applicable safe driving rules The rules of the road are in place to protect us from serious harm It is the expectation of every employee operating an EPCOR vehicle or mobile equipments or driving on an EPCOR site to: Wear a seatbelt, obey posted traffic signs and speed limits, and NEVER use a cell phone or other portable electronic device while operating equipment or a vehicle Aggressive driving behavior (e.g., road rage ) will not be tolerated For many employees, driving will be the highest-risk activity they undertake in a day. It is important that all the risks within our control are properly managed 15

16 Expectations for Compliance Any incident that involves the violation of any of these rules will be thoroughly investigated Based on the findings of the investigation, individuals found in breach of the aforementioned life saving rules will be subject to EPCOR s disciplinary processes, up to and including termination 16
