2 SECTION D SCOPE OF SERVICES D.1 OVERVIEW A. The selected firm is referred to herein as either the Consultant or the Contractor. If the firm chooses to use the services of Subconsultant(s), they will be referred to either as the Subconsultant(s) or Subcontractor(s). B. The Consultant shall provide all staff, supervision, materials, supplies, and transportation to complete the Scope of Services to the satisfaction of VRE. C. Funding has been identified and is available for this corridor improvement project through a combination of Federal, State and Local grants. Therefore, the Consultant must comply with Federal, State and Local regulations as they pertain to procurement and construction contracts. The funding sources for each VRE station included in this project may differ by location and phase of development. D. The Consultant shall carry out the Scope of Services by completing all tasks in the areas of project management, basis of design, conceptual designs, National Environmental Policy Act (NEPA) documentation, preliminary designs and project delivery strategies, as well as provide all required submittals as identified in SECTION S.3 SUBMITTALS. D.2 GENERAL REQUIREMENTS A. The future configuration of CSXT s RF&P Subdivision will include three (3) tracks. Therefore, VRE requires an ultimate configuration of two (2) platforms, which will offer platform access to each of the tracks, for all stations located on the RF&P Subdivision, including specifically the five (5) VRE stations identified in the chart below. All platforms shall be designed to 700 feet in length with the capability of being extended to 850 feet at a later date, as part of a separate project. No at-grade pedestrian crossings of tracks will be permitted. B. The Consultant shall be responsible, generally, for the configuration of the following improvements at the five (5) VRE stations, which shall be carried through the NEPA process and preliminary design: 12

Brooke Platform extension; second platform 5. Leeland Road Platform extension; second platform D.3 PROJECT MANAGEMENT A. Schedule and facilitate a project kick-off meeting. B. Conduct a site visit to become familiar with each station and review the project scope with VRE. C. Develop and adhere to a Project Management Plan (PMP), which shall be submitted to and approved by VRE. The PMP shall include, but is not limited to, a detailed explanation of the Consultant s approach to managing delivery of the project including, but not limited to, schedule, risk analysis, cash flow, quality assurance/quality control, safety, document control and scope management. The PMP shall be a living document updated and resubmitted to VRE as needed in response to comments from VRE, as the project progresses and as elements of the Consultant s approach change. D. Attend all project meetings and teleconferences with the VRE design team to obtain design parameters, review the schedule and exchange design ideas. E. Schedule and participate in project management meetings. F. Prepare minutes for project meetings and teleconferences. 13
4 D.4 BASIS OF DESIGN A. Develop a unified basis of design for the five (5) VRE stations based upon the CSXT design standards, VRE Station Design Guidelines and the DC2RVA Basis of Design Report. The Consultant shall strive to preserve the module design approach VRE has applied to its passenger facility designs since its inception, while adhering to regulatory requirements and best industry practices in commuter rail station design. B. Inventory existing sources of station plans, design criteria, standards and basis of design at the VRE offices. C. Compile design criteria and incorporate guidelines, standards, specifications and requirements from VRE, CSXT, the Federal Transit Administration (FTA), Federal Railroad Administration (FRA), Commonwealth of Virginia, Fairfax County, Prince William County, Stafford County, American Railway Engineering and Maintenance-of- Way Association (AREMA), American Public Transportation Association (APTA), National Fire Protective Association (NFPA) and other applicable sources. D. Establish criterion and specifications in conjunction and in coordination with VRE for platform lengths and widths, minimum and maximum canopy coverage, railings, fencing, lighting, safety edges, end of platform treatments, surface walkways, overhead walkways (or tunnels, if applicable), stairways, elevators and other reoccurring station elements deemed necessary by VRE. The specifications for platforms, canopies and other station elements shall be based on the use of sustainable materials that are easy and inexpensive to maintain and/or replace, resilient to weather elements and shall appear fresh and new at all times. The structure of canopies and vertical circulation elements shall not interfere with clearances set forth in the Americans with Disabilities Act (ADA) requirements, CSXT design standards, as well as other applicable standards and guidelines. E. Utilize existing VRE stations as an example to provide inventories and layouts for ancillary station amenities and features, such as active and passive passenger information systems, signage, advertising placards, trash receptacles, lighting, security cameras, ticket vending machines, and communications equipment (standardized and specified). Landscaping is not required and shall not be provided by the Consultant. F. Develop standardized options for canopies on new platforms, integrating new and/or old canopy styles from existing platforms with canopies. 14
5 G. Provide renderings, plans, cross-sections, elevations and other details, as needed, to facilitate evaluation of generic canopy concepts. All five (5) stations have a peaked roof canopy reflecting the original VRE station design. More recent station designs have single cantilever canopies for side platforms and gull-wing canopies for island platforms in order to provide a more open platform environment and minimize or eliminate maintenance issues associated with gutters and downspouts. Additionally, the Consultant shall take into consideration that drainage of canopy rooftops and platforms into the right-of-way is discouraged. H. Produce a standardized design for an accessible, grade-separated pedestrian connection between the two (2) platforms for all stations except Franconia-Springfield. No change to the current pedestrian crossing is anticipated at the Franconia-Springfield Station. Bridge towers shall accommodate one (1) elevator and an enclosed stair tower on each side. The design must include the specifications for the materials to be used to construct the crossings, stairways and towers, as well as to house the vertical transport elements. The Consultant shall provide renderings, plans, cross-sections, elevations and other details to scale as needed to facilitate evaluation of generic crossing designs. I. Provide samples of recommended materials to VRE upon request. J. Consolidate and summarize the basis of design findings in a draft Basis of Design Report for submission to VRE. K. Revise the Basis of Design Report as needed during the course of the project. D.5 CONCEPTUAL DESIGNS A. Produce conceptual site designs for each of the five (5) stations that illustrate the arrangement and massing of key station elements (e.g., platforms, canopies, grade-separated pedestrian crossings, pedestrian walkways, etc.) in conformance with the requirements established in SECTION D.2A. and to a level of design sufficient to support environmental screening at each station as required by NEPA. (It is anticipated to average no more than a five percent (5%) level of design). 15
6 B. Produce conceptual site designs to ensure the immediate improvements developed under this Contract do not preclude future expansion when needed. All conceptual designs shall accommodate a future third track in a location to be designated by VRE and consistent with third track locations as developed by the DC2RVA team. Because several years may elapse before the 700 foot platforms are extended, conceptual design shall take into consideration strategies to cost effectively construct future expansions with little or no effect on train operations or passenger circulation. C. Provide plans, cross-sections, elevations and other details as needed to facilitate evaluation of conceptual design at each station. D. Conduct a topographic survey. E. Initiate utility coordination and include utility locations in the initial survey. F. Develop concept plans in coordination with VRE (up to four (4) concepts) for the expansion of each existing platform to accommodate ten (10) car train sets, to add a second platform to accommodate ten (10) car train sets and for a grade separation between the two (2) platforms. G. Prepare a rough order of magnitude cost estimate for each concept. H. Coordinate permitting requirements with the local jurisdictions. I. Perform environmental screening and wetland delineation, as necessary, to document existing conditions and identify potential impacts. J. Address preliminary site drainage and present grading plans to VRE. K. Coordinate with VRE s Information Technology (IT), Facilities and Operations departments. L. Coordinate with VRE s System Safety and Security department to develop an approach to achieve Crime Prevention Through Environmental Design (CPTED) certification and station safety certifications. M. Support at least one (1) Public Information Meeting for each station in proximity to the station. N. Provide 3D color renderings (at least two (2) views per station). 16

Provide two (2) full-size (24 x 36 ) and two (2) half-size (11 x 17 ) hard copies of the plans for each station, as well as a CD/DVD or other electronic storage device of the concept plans for each station. P. Consolidate and summarize the conceptual design findings in the Conceptual Design Report. D.6 NEPA DOCUMENTATION A. Following VRE s approval of the conceptual design for each station, develop and provide documentation as required by NEPA for the proposed improvements at each station and assist VRE in coordinating the review and approval of the NEPA documentation with FTA and other agencies as determined necessary. The Consultant shall not coordinate directly with FTA. B. Prepare the appropriate NEPA documentation and recommend mitigation, if required. It is likely that the class of action will be a Categorical Exclusion (CE). C. Consolidate and summarize the environmental findings in the NEPA documentation. D.7 PRELIMINARY DESIGNS A. Produce preliminary designs for the station improvements specified in SECTION D.2B., following VRE s approval of the conceptual design for each station. The preliminary design for each station shall proceed to a level of design sufficient to support cost estimates and design documents needed to enter into final design. (It is anticipated to average no less than a thirty percent (30%) level of design). B. Provide renderings, plans, cross-sections, elevations and other details to scale for each station as needed to facilitate evaluation of the preliminary designs. C. Produce required documentation for compliance with ADA requirements for level boarding for each station. The Consultant shall assist VRE with coordination with FTA and/or FRA until such documentation is approved. The Consultant shall not coordinate directly with FTA or FRA. 17
8 D. Include within the preliminary design of the station elements, platforms and canopies new or, if needed, upgrades to passenger information displays, security cameras, lighting and electrical components, and possibly ticket vending machines. E. Prepare analyses and conformance reports for each station as required under NFPA 130. F. Conduct FTA/FRA required safety and security certifications throughout the design process, coordinate with VRE s Safety and Security Department and report on compliance through conceptual and preliminary design. G. Ensure the design complies with CSXT and VRE design and quality standards and is coordinated with CSXT through VRE. When complete, engineering and environmental review of the station designs must be sufficient to advertise for final design. H. Conduct a geotechnical investigation and provide VRE with a draft report including foundation recommendations for review. I. Perform topographic surveys to address project needs including property limits, track geometry, top of rail elevations, existing structures/features, and utility location and identification. J. Coordinate with CSXT through VRE or directly with CSXT to obtain Right-of-Entry permits as necessary. The Consultant shall also coordinate with Fairfax, Prince William and Stafford Counties, as appropriate, for permitting and site plan approval requirements. K. Advance a single design concept for each existing platform extension, and second platform where appropriate, to accommodate eight (8) car train sets and a grade separated crossing with elevators and stairways between the platforms. L. Produce site plans for review with the appropriate county. M. Revise cost estimates. N. Coordinate permitting requirements with the local jurisdictions (site plan and building permit). O. Finalize the geotechnical report. P. Finalize the survey. 18
9 Q. Coordinate preliminary utility relocation. R. Support VRE s coordination with CSXT and initiation of a Force Account estimate for design reviews and flagging during preliminary design and design field work. S. Continue coordination with VRE s IT, Facilities and Operations departments. T. Continue coordination with VRE s System Safety and Security department. U. Support at least one (1) Public Information Meeting for each station in proximity to the station. V. Provide 3D color renderings (at least two (2) views per station). W. Provide two (2) full-size (22 x 34 ) and two (2) half-size (11 x 17 ) hard copies of the plans for each station, as well as a CD/DVD or other electronic storage device of the design package for each station. X. Consolidate and summarize the preliminary design findings in the Preliminary Design Report. D.8 PROJECT DELIVERY STRATEGIES A. Develop and evaluate recommendations for project implementation (final design and construction of the corridor improvement project), either collectively or on a station-by-station basis, including, but not limited to, design-bid-build, design-build and construction manager at risk or construction management/general contractor strategies. B. Document and summarize considerations and recommendations for alternative project delivery strategies in the Final Report. 19
