2 Election REMINDER Elections in California There are two different types of primary elections in California. The results of the primary election determine the candidates who will run in the general election in November. The types of primary elections are: Presidential (Party-Nominated/Partisan Office) Office on the ballot: U.S. President Who can vote: Only voters who registered with the same political party as the candidate (the Democratic, American Independent, and Libertarian parties allow voters who registered with no party preference to vote in their primary). Result: The candidate who moves on to the general election is the candidate nominated by their national political party and may not be the candidate that was elected by popular vote in the California primary election. California Open Primary (Voter-Nominated Offices) Offices on the ballot: U.S. Senate, U.S. House of Representatives, statewide offices, and state legislative offices Who can vote: Any voter may vote for any one candidate in each contest, regardless of party preference. Result: The top-two candidates, regardless of party preference, who receive the most votes in each primary contest move on to the general election. After a top-two primary, a general election must be held even if one candidate receives a majority of the vote (at least 50 percent +1) and even if there is only one candidate in the primary election. California's open primary system does not apply to candidates running for U.S. President, County Central Committee, or local offices. Non-partisan offices (such as judges, county supervisors, city council members, and school board members) remain open to all eligible voters. Get out of line on Election Day! 4 B U S I N ES S NA M E Elections in California The Top Two Candidates Open Primary Act requires that all candidates for a voter-nominated office be listed on the same ballot. Previously known as partisan offices, voter-nominated offices are state legislative offices, U.S. congressional offices, and state constitutional offices. In both the open primary and general elections, you can vote for any candidate regardless of what party preference you indicated on your voter registration form. In the primary election, the two candidates receiving the most votes regardless of party preference move on to the general election. If a candidate receives a majority of the vote (50 percent + 1), a general election still must be held. Even if there are only two candidates for an office in the open primary, a general election for that office is still required. California's open primary system does not apply to candidates running for U.S. President, County Central Committee, or local offices. California law requires that the following information be printed in this pamphlet Party-Nominated/Partisan Offices Political parties may formally nominate candidates for party-nominated/partisan offices at the primary election. A nominated candidate will represent that party as its official candidate for the specific office at the general election and the ballot will reflect an official designation. The top vote-getter for each party at the primary election moves on to the general election. Parties also elect officers of county central committees at the primary election. A voter can only vote in the primary election of the political party he or she has disclosed a preference for upon registering to vote. However, a political party may allow a person who has declined to disclose a party preference to vote in that party's primary election. Voter-Nominated Offices Political parties are not entitled to formally nominate candidates for voter-nominated offices at the primary election. A candidate nominated for a voter-nominated office at the primary election is the nominee of the people and not the official nominee of any party at the general election. A candidate for nomination to a voter-nominated office shall have his or her party preference, or lack of party preference, stated on the ballot, but the party preference designation is selected solely by the candidate and is shown for the information of the voters only. It does not mean the candidate is nominated or endorsed by the party designated, or that there is an affiliation between the party and candidate, and no candidate nominated by the voters shall be deemed to be the officially nominated candidate of any political party. In this sample ballot booklet, parties may list the candidates for voter-nominated offices who have received the party's official endorsement. Any voter may vote for any candidate for a voter-nominated office, if they meet the other qualifications required to vote for that office. The top two vote-getters at the primary election move on to the general election for the voternominated office even if both candidates have specified the same party preference designation. No party is entitled to have a candidate with its party preference designation move on to the general election, unless the candidate is one of the two highest vote-getters at the primary election. Nonpartisan State Offices Political parties are not entitled to nominate candidates for nonpartisan offices at the primary election, and a candidate at the primary election is not the official nominee of any party for the specific office at the general election. A candidate for nomination to a nonpartisan office may NOT designate his or her party preference, or lack of party preference, on the ballot. The top two vote-getters at the primary election move on to the general election for the nonpartisan office. 33-SOS RV

5 HOW TO USE THIS SAMPLE BALLOT 1. POLITICAL PARTY PREFERENCE: If you are not sure about your political party preference, look at the front of this booklet or at the address label on the back cover. You may also check your political party preference on our website at or by calling (951) If you chose a political party preference when registering to vote you will be issued an official ballot which will include that political party s U.S. Presidential and central committee candidates. Voter-Nominated and Nonpartisan contests will also be included. 2. NO PARTY PREFERENCE AND NONPARTISAN: If you did not indicate a political party preference or you registered with an unqualified political party, then you will be issued the No Party Preference / Nonpartisan ballot. Your ballot will include congressional, state legislative, and nonpartisan contests, not U.S. Presidential Candidates. However, for this election, three parties are allowing cross over voting for their Presidential Candidates. You may request one of the following ballots: Democratic Party American Independent Party Libertarian Party 3. PARTISAN OFFICES in the SAMPLE BALLOT Look at the sample ballot pages that follow. Find the sample ballot pages for the appropriate political party, in order to review your official ballot choices for partisan offices. If you are a no party preference voter and you choose to vote the nonpartisan ballot, you will not find any of the presidential candidates on your ballot. 4. VOTER-NOMINATED AND NONPARTISAN SAMPLE BALLOT PAGES All voters are eligible to vote on the voter-nominated and nonpartisan portion of the ballot. Following the party sample ballot pages are the voter-nominated and nonpartisan offices, and state and local propositions and measures. 17 CANDIDATE STATEMENT FOR UNITED STATES REPRESENTATIVE, 42ND CONGRESSIONAL DISTRICT TIM SHERIDAN, Democratic OCCUPATION: Negotiator / Litigator / Instructor EDUCATION AND QUALIFICATIONS: My name is Tim Sheridan. With your vote, we can make a positive difference in Congress! When I m elected: I will focus on protecting Social Security. If you re a Social Security recipient, you did not receive a cost-of-living increase this year because Congress has continued to use an outdated Consumer Price Index (CPI) program called CPl-W. I will support changing the index to one more appropriate for those on Social Security called CPl-E. This change will result in consistent and fairer cost-of-living increases each year. Second, I will work to reduce student loan interest rates and promote more reasonable repayment terms both for current and future borrowers. When students leave college, they should not be saddled with decades of payments because banks are allowed to charge excessively high interest rates on student loans. Third, jobs! I will actively engage with individuals, small businesses and corporations to bring good-paying jobs to our community, including jobs to complete necessary infrastructure repairs and fix traffic issues. Fourth, I will be a leading voice in Congress on climate change and clean energy. I believe that our children and grandchildren deserve a clean environment when they grow up and that it is our responsibility to ensure that they have one. Finally, I promise that when I m not in Washington, I will be at home in the District. I will attend community events and maintain regularly scheduled office hours I promise! Please visit my website to learn more Thank you! CONTINUED ON NEXT PAGE RV

18 CANDIDATE STATEMENT FOR UNITED STATES REPRESENTATIVE, 42ND CONGRESSIONAL DISTRICT KERRI CONDLEY, No Party Preference AGE: 52 OCCUPATION: Business Consultant EDUCATION AND QUALIFICATIONS: Our Founding Fathers never intended government to be dominated by political parties. As an Independent, my vote will never be bought by special interests or party politics. Together we can return the powers of government to where the Framers intended them to be: in the hands of the people. My priorities are to end veteran suicide, eliminate our $19 trillion debt, downsize the federal government and lower taxes. According to the U.S. Department of Veterans Affairs, twenty-two veterans commit suicide every day. This is our greatest shame and my utmost priority. My first act in Congress will be to call for a special congressional committee to investigate veteran suicide. We must ensure that not one more of our warriors take their own life. I come from a military family. My husband of twenty-four years fought in Vietnam. There is no issue more important than seeing that both our active duty military and veterans are cared for. The way to stimulate our economy is to reduce taxes on individuals, businesses and corporations. The United States pays the highest corporate tax rate in the world. Obamacare shifted a heavy tax burden onto the middle class and small businesses still suffer from high taxation. It is time to stand together and restore our economy. My name is Kerri Condley and I humbly ask for your vote. Together we can make history by sending an Independent, a true citizen representative, to the United States Congress. Thank you and God Bless America. kerricondleyforcongress.com CANDIDATE STATEMENT FOR UNITED STATES REPRESENTATIVE, 42ND CONGRESSIONAL DISTRICT KEN CALVERT, Republican AGE: 62 OCCUPATION: U.S. Representative EDUCATION AND QUALIFICATIONS: It s an honor to represent Riverside County in Congress and I stand ready to continue serving as your voice for a more effective, accountable government in Washington. After seven years in office, President Obama continues to lead our country down a misguided and dangerous path. As a former small business owner, I know what it s like to sign the front of a paycheck and how much those paychecks mean to hard working families. Economic opportunity and wage growth continue to be stagnant, that s why I m leading the effort in Congress to eliminate the number of jobkilling Obama bureaucrats that create more red-tape than jobs. The terror attack in San Bernardino brought the war against radical Islamic extremists to our doorstep. I want to give our military the assets and ability to eliminate these threats overseas before they come to our shores. I voted to stop Obama s Syrian and Iraqi refugee program. I have and will continue to support our local military bases and the critical role they play in our national security. Obama s unconstitutional executive orders and support for pro-amnesty policies only makes our broken immigration system even worse. I wrote the bill that created E-Verify and I m leading the effort in Congress to make its use mandatory nationwide. My priorities include: protecting Americans from radical Islamic extremists, improving our economy; addressing our immigration crisis; and tackling California s water challenges. I humbly ask for your vote and thank you for the opportunity to represent you. Ken Calvert CalvertForCongress.com Facebook.com/CalvertForCongress XX XX RV

19 CANDIDATE STATEMENT FOR MEMBER OF THE STATE ASSEMBLY, 67TH ASSEMBLY DISTRICT MELISSA MELENDEZ, Republican AGE: 48 OCCUPATION: California State Assemblywoman EDUCATION AND QUALIFICATIONS: I am honored that you, the citizens of the 67 th Assembly District, have trusted me to represent you in the California State Assembly. When I served our country in the Navy, I made a commitment to defend the Constitution. As your State Assemblywoman, I have taken that commitment to Sacramento where I defend the Constitution every single day. I have worked diligently to strengthen and protect our 2 nd Amendment rights while opposing tax increases and job-killing regulations. As I committed to you when I first asked for your vote, I have authored legislation to establish tax relief for small businesses, expanded protections for our military personnel, and increased election transparency by making election data available online. This year, I introduced legislation to redirect billions of dollars from the High Speed Rail to fix our crumbling roads and bridges. I believe road maintenance and infrastructure improvements are a basic responsibility of government. I oppose leveraging the state s finances to fund pet projects of politicians like High Speed Rail. As Vice Chair of the Public Safety Committee, I have fought against the onslaught of soft-on-crime policies that have only resulted in rising crime rates. I ll continue the fight to make public safety a top priority and ensure law enforcement has the resources necessary to keep our neighborhoods safe. I would be honored to earn your vote and continue representing your voice in the Legislature. Together we ll make our golden state a safe and prosperous place once again. 22 CANDIDATE STATEMENT FOR RIVERSIDE COUNTY SUPERVISOR, 1ST SUPERVISORIAL DISTRICT KEVIN D. JEFFRIES AGE: 55 OCCUPATION: County Supervisor / Small Business Owner EDUCATION AND QUALIFICATIONS: Since being elected nearly 4 years ago, I have been a strong, independent voice on behalf of taxpayers, residents, and small businesses. Protecting and respecting your hard earned tax dollars often leads me to challenge the status quo and oppose wasteful spending. I have personally refused to accept pay increases. I have declined a taxpayer funded pension. I have rejected stipends to attend other meetings. I opposed proposals to raise vehicle and homeowner taxes. I believe our government must be more accountable, efficient, and transparent, while improving essential community services. We have successfully increased public safety services across the county, improved community centers, parks, animal control services, and started paving neighborhood streets again. We must, however, remain focused on helping the private sector create good local jobs, making significant improvements to our local roads and freeways, improving 911 response times, and finding permanent solutions for our homeless camps. I served 29 years as a volunteer firefighter, raised a family, and built our family business here. I m honored to be endorsed by: Howard Jarvis Taxpayers Association Riverside County Farm Bureau Riverside County Medical Association I d be honored to continue fighting to make our government work for you.
