1 Regulations of the 7th China International New Media Short Film Festival Created in 2010, China International New Media Short Film Festival (CSFF) is the only national short film festival of international fame in China. It is held with a goal of awarding excellent new media short films in China and abroad, scouting and supporting film and television talents, incubating premium film and television creative projects, and facilitating the development of new media video industry and international cultural exchange and cooperation. As one of the most important activities of the 7th CSFF, the International Short Film Screening is presented in two forms, namely, the online trading market platform and offline trading exhibition. All qualified entries will be displayed on the CSFF official website from April 1, 2016 to December 30, The short film festival organizing committee and the selection jury will pick out the top 20 works of three genres (drama, animation, and documentary) out of all entries to exhibit at the cinemas and short film festival venues in every district of Shenzhen from November 26 through November 30, The directors or copyright owners of the exhibited entries will be invited to attend the on-site interaction activities in Shenzhen and compete for the CSFF Short Film Creation Supporting Program which awards the winner funds for his/her next works and grants the winners priorities in signing contract in the International Short Film Trading Market. Requirements on Entries (1) Type: live action short, animated short film, or documentary short film; (2) Duration: Within 20 minutes; (3) Subtitle: English subtitle must be provided for dialogues, voiceover, and commentary; (4) Video quality: High definition 720 p (1280*720) and above, H.264 video codec is preferred. (5) Creation time: Completed after January 1, 2015 (6) Content requirements: a. The content (including texts, languages, scenarios and backgrounds) shall not violate the laws and regulations of the People's Republic of China; b. Shall not contain or involve any content on ethnic, religious or racial discrimination; c. Shall not contain pornographic, violent or other unwholesome contents;

2 d. Shall not be suspected of plagiarizing or infringing upon others' copyright; e. Works with wholesome central ideas and skillful combination of ideology, art, and technology are encouraged; f. Short films conveying innovative ideas are encouraged. 2. Time Arrangement (1) Screening Registration Time March 1, September 1, 2016 (2) Screening Time International Short Film Online Trading Platform: April 1, December 30, 2016 International Short Film Screening: November 26, November 30, Screening Registration Method (1) Online Submission 1) Chinese or international short film creators, copyright owners, and film and television organizations may log on to the official site of CSFF ( to register as a guest of the 7th CSFF and submit entries. 2) International applicants can also upload their works in the call for entry of the 7 th CSFF in shortfilmdepot.com. (2) DVD Mailing Each exhibition applicant should burn the entry and its data information to DVDs and mail them to the CSFF Organizing Committee. The Committee will arrange personal to upload the entries to the International Short Film Online Trading Platform. The DVD containing the data information of an entry should include but not limit to the following information: a. Electronic edition of the The 7th CSFF International Short Film Screening Entry Form; b. A poster of the entry in the format of a vector diagram that can be converted into any publication form or a high-resolution JPG file; c. A still image of the entry, which may be a screenshot of the entry; d. Two snapshots of the director or cast that are taken recently, which should be high-resolution JPG files that can be converted to any publication form; e. Text files of the dialogue in Chinese and English versions. All applicants should send the entries via express delivery and a note of "Entry for the 7th CSFF" must

International Short Film Screening Schedule (1) Works Viewing at International Short Film Online Trading Market Chinese and international short film creators, copyright owners, and film and television organizations may log on to CSFF official website ( and register an account for submitting entries. All qualified short film entries will be played on the trading platform for 9 months, during which all registered guests of the 7th CSFF may log in to the platform to view all the submitted entries, search entry information, or submit applications to buy or sell copyright. Duration: April 1, December 30, 2016 International Short Film Online Trading Platform: (2) International Short Film Screening The CSFF Organizing Committee will set up a selection jury constituted by 15 Chinese or international leading figures, experts, scholars, directors, actors, and movie critics in the film and television industry. The selection jury will closely review all entries and carefully select the top 20 short films of three styles, namely, feature short film, animated short film, and documentary short film. The short film screening will be held in

4 the cinema, square, and campus in every district of Shenzhen from November 26, 2016 to November 30, 2016, by which time the directors or copyright owners of the exhibited short films will join the on-site interaction activities with audience and compete for the "CSFF Short Film Creation Supporting Program". Time: November 26, 2016 (Saturday) November 30, 2016 (Wednesday) Venue: Cinema, square, or campus in Luohu, Longgang, Futian, Yantian, Nanshan, and Bao'an Districts and Guangming, Longhua, Dapeng, and Pingshan New Districts in Shenzhen 5. CSFF Short Film Creation Supporting Program To discover and support film and television talents as well as inspire short film creators worldwide, the 7th CSFF Organizing Committee initiated the "CSFF Short Film Creation Supporting Program" with a total supporting fund of RMB 300,000. The 7th CSFF Organizing Committee will set up a selection jury constituted by 15 members to pick out one outstanding director through online review at the International Short Film Online Trading Platform and selection jury review meetings. The only director will receive the awards of Best Director. The selected director will be funded for their next works and granted priorities of in signing contracts in the International Short Film Trading Market. The Selected Director for CSFF Short Film Creation Supporting Program will be announced at the 7th CSFF Opening Ceremony on November 25, Detailed election methods of the CSFF Short Film Creation Supporting Program are as follows: (1) Selection Jury Set-up The 7th CSFF selection jury will be constituted by 15 Chinese or international leading figures, experts, scholars, directors, actors, and movie critics in the film and television industry. The selection jury will select one outstanding director for the CSFF Short Film Creation Supporting Program after reviewing all the entries. (2) Online Reviewing of Short Film Jury The selection jury will review entries through the International Short Film Online Trading Platform from May 1, 2016 to September 10, (3) Review Meeting of the Selection Jury a. The first review meeting of the selection jury The 15-member selection jury will convene a shortlist review meeting on September 10, 2016 to select the final 20 short films for International Short Film Screening by vote. b. The second review meeting of the selection jury The selection jury will hold the second review meeting on November 24, 2016 to comprehensively evaluate the 20 nominated short films and select one outstanding director for the CSFF Short Film

5 Creation Supporting Program by vote. 6. Announcement of the Shortlisted Entries for the International Short Film Screening and the Selected Director for the CSFF Short Film Creation Supporting Program The announcement released by CSFF Organizing Committee shall be final and the CSFF official website ( is the only release platform recognized by CSFF Organizing Committee for the announcement of Shortlisted Entries for the International Short Film Screening. The announcement of the 20 selected short films for the International Short Film Screening will be released on the official website on September 10, The Selected Director for CSFF Short Film Creation Supporting Program will be revealed at the 7th CSFF Opening Ceremony on November 25, Entry Information Publishing By submitting entries, the applicants agree to authorize the CSFF Organizing Committee to publish the descriptions, stage photos, images of the major contributors, and other information regarding the entries on newspaper, television, network, mobile phone media, advertising prints, publications, and the CSFF official website ( For related information, please refer to the International Short Film Screening Registration Form signed by each applicant. Entry information cannot be modified once published. 8. Copyrights of the Entries All entries must be created by the applicants. If there is any co-author, he/she may register jointly with the applicant or authorize the applicant to use his/her part of the copyright. All applicants must guarantee that they own the copyrights completely and have acquired the copyrights or authorized use of the music and original scripts adopted in the entries. Any legal liability arising from copyright issues shall be assumed solely by the applicants. In case of any dispute or controversy related to the entries, the CSFF Organizing Committee reserves the right of disqualifying the applicants and requesting the return of the awards. 9. Publicity Permit of the Entries All applicants shall agree to authorize the CSFF Organizing Committee to edit their entries and the duration of video clips shall not exceed 15% of full length of the works and is 3 minutes at maximum. In addition, as part of the current or future publicity of CSFF, the works and their video clips may be used in the cinemas, TV channels, Internet, mobile TVs and other public activities. The authorized term of use of short film clips is one year at default. Upon the 1-year expiration, the term of use of the same shall be deemed to be automatically extended for another year if there is no special statement.

6 10. Retrieve of the Entries By submitting the entries, all applicants agree to all the terms and conditions specified in the announcement. Any entries included in the selection stage should not be retrieved for any cause whatsoever. 11. Screening of the Shortlisted Short Films The 7th CSFF Organizing Committee will arrange the shortlisted entries to be exhibited at specified TV channels, websites, mobile TV channels, China (Shenzhen) International Cultural Industries Fair (ICIF), cinemas, universities, squares and other public sites. Therefore, all applicants should actively cooperate with the CSFF Organizing Committee by providing works with high-quality visual and audio effect. Formats may be MP4 (1080i of PAL standard or 720p HD), MOV, AVI, or MPG. It is recommended to use a PAL DVD as the storage media. 12. Disclaimer of Mailing The CSFF Organizing Committee shall not bear any cost for the mailing or insurance fee of the entries or assume any liability incurred by the damage to or loss of the entries due to a force majeure event occurred during the mail transportation. Please note that all entry DVDs and related materials will not be returned to the applicants. Therefore, all applicants shall prepare a back-up of their works. 13. Invitation The CSFF Organizing Committee will invite the directors or other contributors of the shortlisted entries for the International Short Film Screening to attend the 7th CSFF Opening Ceremony on November 25, 2016 and other activities. The Organizing Committee will pay for their lodging and meals during the activities and assume part of their transportation cost. One director or major contributor will be invited for each shortlisted short film. If the shortlisted entry is jointly created by multiple directors, only one of them will be invited. The invitation is valid for the recipient only. 14. Handling of Unexpected Situations or Disputes In case of any litigation initiated during the 7th CSFF, it should be settled by the Shenzhen Municipal Court in Guangdong Province, China. 15. Others The CSFF Organizing Committee is entitled to modify the terms and conditions set out in or other rules

7 related to the announcement. By submitting the registration form, all applicants agree to accept the terms and conditions set forth in this announcement. The producers, publishers, and related organizations of the submitted entries are obliged to ensure the legality of the short films and the truthfulness of the data information. In the event that the submitted materials are not consistent with actual conditions, the Organizing Committee is entitled to disqualify the applicants. 16.
