1 MINUTES OF THE MEETING OF THE EUROPE & AFRICA TOURNAMENT COUNCIL HELD ON WEDNEDAY, THURSpAY and FRIDAY April 2012 AT THE PARK INN DANUBE HOTEL, BRATISLAVA, SLOVAKIA 1. The TC wished him a speedy recovery. Before commencing his first meeting as Chairman, Candido welcomed Inessa Potes as a co-opted member of the Council. As required by the E&A Confederation, her co-option had been approved by the Belarus Federation. Candido gave a short resume of the work of the TC and the way we work. We argue and discuss but a decision taken is supported by all. He reminded all members they are independent and are not here to represent federations or skiers. 2. APPROVAL OF THE MINUTES 27 TH AND 29 TH JANUARY 2011 The Minutes of the previous meeting were accepted as a true record. 3. MATTERS ARISING AND ITEMS FOR OTHER BUSINESS RANKING LIST The competition 11POL02 submitted by Michael Moz was not accepted into the 2011 RL as it was submitted too late and there were some inconsistencies. Some skier names which were spelled wrongly and notified AFTER the closing date had been changed, but the RL would not be redistributed. Jaret Llewellyn asked why an Austrian event was not homologated to RL. Candido explained there was nothing we could do as the correct officials were not present. WEBSITE The TC had approved by expenditure for improvements to the software for our website and for other form creation. The cost was relatively low being under 200 Euros. OFFICIALS STATUS Kenny Frederiksen DEN had submitted proof of working as an International Homologator in Agnes Ackerer FRA had attended the 2011 Seminar. These two changes were noted in the officials records. 4. DISTRIBUTION OF PAPERWORK The following direct circulars had been sent by Gill Hill in the name of the TC in every case to all officials and to the Federations: Officials Availability on line Seminar information Tournament Council Minutes April 2012 Page 1

2 Officials needed for competitions in Finland Officials needed for titled events in 2013 World Junior Championships and Mediterranean Games Hannu Rintanen would make sure that all circulars would also appear on the website. 5. FINANCE It was noted that the Lion scoring programme had been updated with all the relevant rule changes. Emmanuel had also included a direct upload of RL data to the IWWF site, which was much appreciated. Stian Lilleberg would issue the grants for the officials who had travelled to South Africa for the E&A Under 21 Championships. He had prepared a grant application form which must be used by all Officials when claiming grants. The exact amounts of the grants for the World 35+ Championships and the World Junior Championships were not yet known. However, officials could be told they would not be less than 200 for Mexico and 300 for Australia. 6. E&A UNDER 21 CHAMPIONSHIPS SOUTH AFRICA Ageliki Andriopoulou went to South Africa to represent the E&A Federation and the Tournament Council. She reported on a well organised competition with excellent hospitality from the organisers and a willingness to do anything necessary to make a good tournament. The lake is man made and beautiful. The entries were very low in number which was a great shame, and this caused questions concerning the issuing of medals according to the E&A byelaws. Candido had made the decision to issue medals for all 3 places regardless of the number of competing skiers. This was a genuine E&A Championship and it would not be fair to the athletes to limit the medals. The competition ran very slowly because of some technical issues, but there was a successful conclusion to all problems. 7. SKIERS BEST PERFORMANCE AND RANKING LIST This was completely finalised and the E&A and World lists were identical. This had taken an enormous amount of work on the parts of Candido, Marc and Bob. OVERALL TABLES The new overall tables would be placed in the Additional Rules. TEAM CAPTAINS CHAMPIONSHIP EVALUATION FORM Team Captains questionnaire finalised and will be sent out to all TC s after the titled events. This was a kind of customer survey on the organisation at Titled events. The comments could be very useful to the TC in trying to make our championships better. 8. OFFICIALS REVIEW OF OFFICIALS ACTIVITIES AND QUALIFICATIONS Kenny Frediricksen reinstated as International Homologator. Marcel Griffioen re-instated as International Homologator. The Chief Judge questionnaire has been finalised and will be sent out to all Chief Judges that we appoint. This is to report back on the officials at the competition. OFFICIALS SEMINAR 2013 An offer had been received from Spain to stage the Seminar in Casteldefells. The date would be the second weekend in April 12/14 April It was hoped to keep the prices as low as possible. Tournament Council Minutes April 2012 Page 2

3 FOREIGN OFFICIALS FROM OUTSIDE OF E&A CONFEDERATION It was AGREED that a Senior Judge or above from any other Con/Federation is acceptable to act as a Senior Judge in E&A competitions provided they can show proof of their qualification. E&A JUDGE RENEWAL EXAMS E&A Judges who fail their renewal exam will have the chance to take the exam again the next year, without penalty. If they fail to take the exam the next year, or fail again, they go back down to Senior Judge with immediate effect. NATIONAL DEVELOPMENT AND EXAMS Maureen Wright (Cau) had been working with the E&A Development Committee to prepare training material for National Federations to use for training officials in the tournament division. There were training presentations for each of the events and movies of trick runs for practice. All of this information would be put into a zip file which would be made available through the E&A Confederation website and the TC website. This was considered a highly valuable asset for the Federations, especially those now developing. The TC thanked Maureen for her work on this project. Also she had prepared a National Exam theory paper and DVD for Trick and Slalom Judging. This exam paper was in the process of being tested, and once ready would be made available to FEDERATIONS (only and using passwords to access) to use for the National exams if wished. DRIVER EXAMS The old exam paper had been updated, however, the TC believed it would be best to ask the International Drivers present at the Seminar to add questions for the exam. These were the people best suited to setting a driver exam paper. EXAM VENUES AND DATES 2012 As previously agreed E&A Judge exams would be available ONLY at the Seminar and certain other venues where the TC was meeting. There were some vacancies for International events officials interested to go should make direct contact with the organiser. The Council had also listed the panel nominations from E&A for the World 35+ Championships in Mexico, October 2012, and the 2012 World Junior Championships in Australia, February The panel for the Mediterranean Games in Turkey, June 2013 had also been named as these names were needed early by the organisation WORLD 35+ CHAMPIONSHIPS PANEL NOMINATIONS FROM E&A. CALENDAR 2012 The Calendar for 2012 was available at Organisers wishing to add their information bulletins to this calendar should send the documents they wish attached to Hannu Rintanen The format can be WORD or PDF. The name of the file should have no spaces eg: KLITrophyBulletin.pdf 2013 /2014 For 2013 we need organisers for the Youth Championships, The Open Championships and the Championships. For 2014 we need organisers for the Under 21 Championships, The Open Championships and the Championships. An offer from the Swiss Federation to hold the European Youth Championships at Eurolac had been accepted. It was agreed to send a circular to all Federations asking for any interest. 10. ADDITONAL RULES The TC had received a lot of correspondence concerning the rules reference number of rounds, date limitations, etc The following rule is quoted from the 2012 IWWF Rules World Ranking List Description and Schedule For L & R Homologation purposes, a tournament or tournaments with an allowed maximum of 4 rounds (in each of slalom, tricks and jump) must be followed by 3 whole days before the next tournament can start at the same site code. This is also covered in the E&A Additional Rules Rule 1.19 The maximum number of rounds which can count for the rankings list or records is limited to 4 at any one competition - meaning consecutive days at the same site. For L & R Homologation purposes, a tournament or tournaments with an allowed maximum of 4 rounds (in each of slalom, tricks and jump) must be followed by 3 whole days before the next tournament can start at the same site code. 2 competitions of two round each meet the criteria of this rule. Reprimands had been sent by Candido to the Chief Judge, Homolgator and Driver of a problem competition in The driver had responded making some points concerning the requirements for submitting the tapes from competitions. 5 The TC agreed the Additional Rules should be changed to show clearly the requirements for submitting tapes, and the penalties that would apply if tapes were not received in due time. This would place the burden of sending the tapes on to the Organiser (but with the Chief Judge making sure this was done). Failure to send the tapes would result in the site not being able to organise an homologated competition the following year. The following rules were revised accordingly ADDITION TO IWWF RULE For all Record Capability and Ranking List homologated events the end course video MUST be displayed on the Officials Tower and MONITORED throughout the event VIDEO TAPES All videos become the property of Europe & Africa and shall be kept in the custody of the Chief Judge during the competition. The videos required are the originals from the boat camera in tricks and the end course camera in slalom (not copies made on the tower). For all RL & RC competitions all videos (end course and trick videos) are to be submitted within 30 days after the competition to the Europe & Africa TC. (Candido Moz, Strada dei Laghi 17/b, Revine Lago, Italy). The CJ is in charge to make sure this is done by the organiser. Failure to send the tapes before 31 st October will result in the site not being permitted to hold an Homologated event the following year. The TC will publish a list of received video tapes on the results page at The format that the tape was recorded in will be clearly marked on the tape. Electronically formatted videos may also be submitted and are preferred. The digital file must be an avi type file. All videos submitted on videotape will be VHS. It is important to note that TRICK files formatted as DVD movies cannot be accepted as they do not retain exact frame integrity for timing purposes. The files must be submitted by a physical medium such as a CD or DVD or USB stick. A list of tapes received / missing will be placed on the E&A Results Page so organisers / skiers can check if the tapes have been received. Z-BOX Will Bush and the drivers would be asked to discuss this new innovation and come back to the TC with some recommendations. The system is not approved yet. 11. WORLD TOURNAMENT COUNCIL ISSUES WORLD 35+ CHAMPIONSHIPS INDIVIDUAL QUALIFIERS This item had been under discussion on the World TC Discussion Board, and was in fact very complicated. It was agreed that the whole issue of 35+ needs a rediscussion at the world TC meeting in Mexico. This to include the petitions for change of category time (less than the current 10 years), including of 65+, can 45+ ski as a 35+ and be in the 35+ rankings. For the moment the TC had to come up with a consensus of how to handle the existing RL skiers moving up into the next age category. The World TC had cited 3 different cases. CASE RL within top 8 or 2012 RL within top 10 no change of category easy CASE 2 As suggested by Bob using scores. If your scores are better than the lowest qualified skier in your new category, you are IN. The lower skiers remain on the list, as they are qualified. CASE 3 First year in 35+ (no scores at 55 kph). Trick scores above the lowest qualified should qualify as in Case 2. The same for jump, use only the distance (ignoring the speed it was set at). For Slalom our suggestion is to use only the rope length (and ignore the speed) For seeding for the event use the score only. And have a random draw within series. These suggestions would be communicated to the Discussion Issue List. Tournament Council Minutes April 2012 Page 5

6 Martin Logan has pointed out that one chart in IWWF rule book is wrong. Candido would correct this as he has the master document. A few other typos in the World Rules were uncovered and would be dealt with. WEBSITE Hannu was congratulated for his work on the TC website. He had made a lot of changes, all of which had improved the site. Our historical records needs updating and Inessa agreed to handle this. 13. SEMINAR OUTCOMES The following points arose from the final session of the Seminar. Unanimous vote for a Technical Rule book separate from Admin rules Unanimous vote for only one year colour changes to remain in the rule book. Chance for judges to sit in with drivers. Drivers will have a new system to discuss next year. A Coaching rep would be good at the Seminar we will look to do this. More break out sessions and run twice to enable people to attend more Need more training material not just the worlds and E&A champs, also more slalom as that too is complicated. Use You Tube to offer training passes. Maybe consider some ideas from Wakeboard how can we do that? Skiers are open to change they are presented well and we need to have new ideas to put forward. Jeff Smith thinks we are leading the way with training standards and wants them used worldwide. Candido said there is a broad agreement in the WTC for the E&A exam to become the world standard and there is a little progress being made. SPEED ADJUSTMENT CHART for Zero off refers to the chart and weight. The skiers and Will think for Zero off there is no weighing and distance. Should it be there, or should we take it right out. But either way there is no limit on HOW MANY letters up and down. Alain Amade reiterated what he said last year our boats are too big, petrol too expensive jumping is dying. We need to find a way to continue our sport in a greener way. Alain closed by thanking all for their work in this organisation. Elena Kunert was awarded an E&A pennant for her work in organising the Seminar. 14. ADMINCOM ITEMS The Admincom had received a proposal from Emmanuel Lion for an integrated website for the E&A Confederation, including all disciplines and also skier/rider database and competition entry system. It was a major undertaking and would not be easy to implement. The TC was in favour of the principle, but wished to make sure the contents and the working methods were fully understood and accepted by the Councils, the Federations and the athletes. A number of questions were prepared and would be handed to the Admincom. The issue of Insurance cover for officials was already under discussion in the Admincom. It was felt E&A must have a Public Liability policy the same as the IWWF to cover all our officials against liability at all events on our calendar.
