1 SAN JACINTO COLLEGE JOB ESCRIPTION TITLE: EPARTMENT: SECURITY SENSITIVE: FLSA STATUS 1 : Vice Chancellor, Fiscal Affairs Vice Chancellor of Fiscal Affairs Yes Exempt SALARY GRAE: 45 FUNCTION: As a member of the Strategic Leadership Team, the Vice Chancellor of Fiscal Affairs is responsible for providing leadership and administrative oversight to the business services of the College including, financial accounting and reporting, budgeting, purchasing, auxiliary services, grants management, internal audit, facilities maintenance and construction, risk management, safety, crisis management, business continuity, elections and police services. REPORTS TO: SUPERVISES: Chancellor Associate Vice Chancellor, Facilities Construction irector, Accounting and Financial Services irector, Auxiliary Services irector, Budgets irector, Contracts and Purchasing Services irector, Internal Audit irector, Office of Grants Management irector, Safety, Health, and Risk Management Chief of Police Senior Executive Assistant MAJOR REPONSIBILITIES: Essential Job Functions 2, W, M, 0 A 3 %Time 1. Responsible for the development and implementation of the business and fiscal services necessary to support the mission of the College. 1 A, B, CAFE, CHIL, IA and IB bands are Non-exempt, all other bands are Exempt 2 All job functions MUST add up to 100% 3 =daily, W=Weekly, M=monthly, Q=quarterly & A=annually

2 2. Serves as the Chief Financial Officer and Investment Officer of the College providing information and analysis for both short and long range planning. 3. Oversees and plans the capital financing program through direct involvement with the College financial advisors, bond counsel, rating agencies and investment bankers. 4. Prepares revenue and expenditure estimates, planning analyses, scenarios, develop s assumptions and recommends budget to be adopted to the Chancellor and the Board of Trustees. Monitors the College budget and is responsible for budget control. M 5 5. Ascertains that all contract documents to be entered into by the College are complete and in compliance with state law. Acts, in conjunction with the Chancellor, as an authorized signatory to contractually bind the College. 6. Supervises, evaluates and recommends employment and dismissal of all professional and support staff in the Fiscal Affairs department. 7. Responsible for maintenance of the facilities master plan, financing arrangements for renovation and construction of facilities and assures that maintenance and construction projects are delivered on time and within budget. 8. Maintains and evaluates the College system of internal controls to assure accurate recordkeeping and financial reporting. 9. Mitigates financial and operational risk to the College through provision of adequate insurance coverage and emergency response and business continuity plans. 10. Provides a safe environment for faculty, students and staff through provision of an adequate response police department.

3 Additional Job Functions: 1. Serves as a resource to the Chancellor and Strategic Leadership Team members in developing annual priorities,and recommending resource allocations for the Board of Trustees' Strategic Plan. 2. Facilitates the review, revision and updates to the College Policy Manual, guidelines and procedures. :">. Responsible for the results of the annual external financial audit required by state law and Board policy. Responsible for the Office of Grants Management site and desk audits performed by other oversignt agencies. 4. Receives recommendations from the College investment advisor and makes investment decisions for the various College investment portfolios. 5. Performs a contemporaneous review of all police reports and appropriately responds. In conjunction with other SLT members collaboratively makes decisions to issue Clery Act warnings to faculty, staff and students. 6. Maintain personal proficiency by obtaining an adequate amount of continuing education. Serves as the College representative to state and national college business officer organizations. 7. Serves as the College administrative leader of the Board Building Committee and the Board Finance Committee. WMO.A %Time 5 A 5 w 5 M 1 8. Perform other duties as assigned.

4 REQUIRE/MINIMUM QUALIFICATIONS Knowledge, Skills and Abilities: emonstrated knowledge and leadership in strategic planning and cost-effective growth management strategies Knowledge of financial and budgetary planning control Knowled ge of information systems and technologies Knowledge of material acquisition and procurement management Highly effective interpersonal skills to include demonstrated success in team building, conflict resolution, and negotiation with internal and external parties Skills in human resources management and development emonstrated management, speaking and writing skills Ability to work effectively with a diverse group of individuals Ability to lead and manage the operations of a large, complex, multi-college district Ability to problem solve Education and Experience: Required Education: Preferred Education: Bachelor's degree from a regionally accredited institution in Business, management or a related field Master's egree Required Experience: Preferred Experience: 10 years senior or executive level experience in a financial administrative position 10 years senior or executive level experience in a financial administrative position in higher education Licenses/Certifications: Required Licen ses/certifications: Active license as a Certified Public Accountant (CPA) Preferred Licenses/Certifications:
