3 Karlstad Municipality has 82, 000 inhabitants. An increase of 18, 000 would be a total of 100,000 people. 52 Square kilometers is used by 58, 000 people to live, work, recreate. But Karlstad is growing.. With the same density, that means that 16 square kilometers more land needs to be used for building.

This is done by: Adoption of guidelines on planning and construction, and functional requirements for essential public services Take operational, technical and planning adaptation News and communication

8 How does the risk picture look? Clear River is more of a major risk factor than Lake Vänern A 100-year flood in Klarälven affecting large parts of Karlstad, eg parts of the cut, dig, Färjestad, Norrstrand, Romstad and Sommarro In the long term increased risk of flooding in Lake Vänern, which may affect Karlstad seriously. Today's 100-year level may eventually become a 20-year. However, according to the Climate and Vulnerability study of 2008 there is little risk for the worst case scenario occurring. Small risk of extreme combination effects between Klarälven, Vänern and wind

Strategy as a result of the EU project FLOWS: Measuring, sanitation and drinking water, flood coordinator, modeling, two- metereological and hydrological (SMHI) investigations, laser scanning, knowledge creation and internal information activities Risk and vulnerability assessment and an action plan for risk management Municipalities cooperate regarding water level regulation for Lake Vänern Application of the new knowledge in the physical planning Flood Mitigation Program adopted by City Council Making Resilient Cities campaign. 20 Recommended Planning for Dwellings The starting point of the guidelines is that you can continue living in their homes and that when water, sewer, electricity and heat to work and to be able to get to and from home. The function of new housing will meet 200-year level in Vänern with a safety margin of 120 cm (= 70 cm wind margin + 50 cm climate margin), which gives the level The function of new housing must pass a 200-year flow in the Clear River, according to most recent model calculations with a safety margin of 35 cm.

25 Conclusions Clear River is currently deemed a more tangible threat than Lake Vänern ( the largest lake in Western Europe) The new strategy of draining Lake Vänern is of great importance Need to investigate the potential for increased drainage Continued cooperation between various actors at all levels need Knowledge gives us and other stakeholders a basis to take responsibility - the need for further development Important to get into action now!
