2 SkåNet s goal is to provide households, businesses and the public sector in the Skåne region with a proper broadband service. In practice, it is a question of coordinating the planning and development of an open digital infrastructure for the Skåne region that is accessible to everyone on equal terms. A modern digital infrastructure will help to make Skåne attractive to both businesses and individuals SkåNet is owned by Region Skåne and Kommunförbundet Skåne (the Swedish Association of Local Authorities Skåne). SkåNet s initial task was to realise the vision of BAS broadband for all in Skåne. Today, more than 300 locations in Skåne are connected to the BAS network and SkåNet s role has changed, from ensuring the existing agreement, to develop the new BAS agreement together with the market, Tele2 and urban networks. SkåNet also has an important role in the implementation of Skåne s broadband strategy in brief SkåNet and Region Skåne completed the work on the broadband strategy in Skåne. The strategy in Skåne is based on the national broadband strategy, but has more ambitious goals. At the end of the year, checkpoint 11 was passed, which meant that the BAS network compared with the original pro ject plan could be considered finished, fully financed and complete. SkåNet had several assignments in the Broadband Council and participated in the work on Sweden s digital agenda. The Broadband Council is a meeting place for actors in the broadband market whose purpose is to contribute to the realization of the Government s broadband strategy. Sweden s digital agenda is a unified strategy which aims to improve the utilization of the State s existing resources. SkåNet negotiated terms with Tele2 and urban networks after the original agreement expired in A new agreement was concluded in June between SkåNet, Tele2 and the urban networks in Skåne. The new collaboration provides good opportunities to create real benefits for Skåne s development. The BAS network experienced increased usage and more operators established themselves in Skåne with the help of the BAS network. The expansion of the next generation mobile network (4G) gathered pace in Skåne during the year with the BAS network as the important fundamental infrastructure. SkåNet started the cooperation Easy Fibre together with ACnet, IT Norrbotten, Triangelbolaget and Tele2. The coope ration aims to offer the market an alternative, open IT infrastructure covering all of Sweden by making existing fibre infrastructure available. The cooperation will contribute to the achievement of the national broadband strategy.

3 A word from the CEO and Chairman of the Board of Directors In many ways 2011 was a year which focused on the future. We ensured that in the future Skåne will have a powerful, competition-neutral IT infrastructure which is open to all on equal terms. This after SkåNet signed a new cooperation agreement with Tele2 and the urban networks in Skåne. A large part of 2011 was subsequently characterized by the finalizing of the old agreement, the negotiation of a new agreement and to establish collaborative arrangements for the new agreement. In 2011, SkåNet and Region Skåne completed the joint work to implement a broadband strategy for Skåne. By 2020, 95 per cent of Skåne s residents will have access to a broadband service with at least 100 Mbit/s. As we have already come so far with the expansion of broadband in Skåne, we can set higher goals in Skåne than those which apply to Sweden in general in the Government s national broadband strategy from The purpose of SkåNet and Skåne s investment in the expansion of broadband is to make Skåne more attractive to businesses and private individuals. We can now clearly see the effects of the extensive work that has been done. In 2011, the expansion of 4G gathered pace in Skåne, largely thanks to the existence of powerful IT infrastructure in the form of the BAS network. The network links many of the base stations together which are now installed around Skåne in order to increase the coverage for 4G. Without the BAS network, the expansion of 4G would have cost considerably more and taken a much longer time to implement. Since the BAS project began in 2003, SkåNet has developed to become even more of an expertise hub for the expansion of broadband both in Skåne and on a national level. During the past year Skåne has participated both in various working groups in the Broadband Council and as a signatory to Sweden s digital agenda. These Government initiatives work for the development of broadband in Sweden as well as making it easier to take advantage of the Chairman Ingemar Jeppsson and CEO Christer Lannestam opportunities that digitalization affords. SkåNet s involvement in important decisions for the future demonstrates how far we have come, and that Skåne is on the right path. Our owners and clients have every right to be proud of the forward-thinking decisions that they made ten years ago. It is important that we do not slacken the pace in order for us to continue our successful work. We have the important task of ensuring that the new agreement between SkåNet, Tele2 and the urban networks in Skåne develops in the right direction. It is also important to be able to supp ort the Skåne Municipalities work with the broadband strategy in Skåne. Finally, we will also place a great importance in the future on encouraging and supporting village communities and other actors in order to achieve the expansion of broadband in the countryside. If 95 per cent of the population of Skåne is to have access to a proper broadband service by 2020, then there is a lot to do. 4 Broadband for All in Skåne In 2003, the BAS project (Broadband for All in Skåne) was initiated with the goal of providing real broadband to all locations in Skåne with more than 200 residents. This would be achieved by laying an extensive network of cables with optic fibres and thereby interconnecting the localities and the existing urban network in Skåne. The purpose of BAS is to contribute to Skåne s development and make the region more attractive for businesses and private individuals. Currently over one million residents in Skåne can connect to the network which consists of over 2,100 km of fibre cable and which covers more than 300 localities in Skåne. In total, 14 urban networks in Skåne are encompassed by the BAS network. addition to offering the market an open IT-infrastructure another purpose of the agreement is to simplify and make more efficient the marketing and sale of dark fibre connections as well as to promote the work with parties on the national level. Access to real broadband is a precondition for the development of community and business life. The new agreement ensures that Skåne s IT infrastructure will remain open for the market s actors, to the benefit of the community, businesses and private individuals. Maintaining competitiveness on the telecommunications market is important. Urban networks in BAS The urban networks that are encompassed by BAS are Bjäre Kraft Bredband, Björnekulla IT, Lund (Kraftringen Öppet Stadsnät), Landskrona, Ystad, Höganäs, Trelleborg, Helsingborg (Öresundskraft), Svalöv, Malmö, Örkelljunga, Kävlinge, Kristianstad and Skurup. The BAS network falls under the realm of a PPP (Public Private Partnership), where Tele2 has been procured by SkåNet to own and operate the network. The basis for the collaboration and agreement was that the network would be open for the market s participants on equal terms. The agreement with Tele2 was valid until A new agreement ensures an open network. In 2011, Tele2 and SkåNet decided together with the concerned urban networks to drive a continued collaboration into the future. A new agreement was concluded. The basis of the agreement is to offer the market a competition-neutral IT infrastructure in Skåne. Predetermined prices apply to the entire BAS network including the urban networks which are encompassed by the collaboration. Every one of the parties in the agreement is responsible for their own costs and incomes in the collaboration. In Skåne s broadband strategy with ambitious goals. The vision for broadband for all in Skåne is a reality today in the respect that all locations in Skåne with more than 200 residents now have access to real broadband, which was the original goal. But the vision extends even further than this. In 2010, Region Skåne and SkåNet took the initiative to form a broadband strategy for Skåne. It is stated in this strategy that 95 per cent of Skåne s residents will have access to a connection of at least 100 Mbit/s by 2020 at the latest. In practice, this speed is achieved by the end user having a fibre connection. Currently just over 35 per cent of Skåne s population has access to broadband via fibre or fibre LAN. The work on the broadband strategy for Skåne was completed in The objective of the strategy for Skåne is more ambitious than that which applies to Sweden as a

5 whole, which was established by the Government in This is largely thanks to the BAS network which provides Skåne with a good starting position from which to reach the lofty goals. In both the national broadband strategy and the strategy for Skåne, the market shall have the main responsibility for the expansion. Furthermore, the new infrastructure that is being built in Skåne shall, just as the existing one, be competition-neutral and open for all on equal terms. The BAS network reaches more than km and covers more than 300 localities. The yellow areas show the additional broadband coverage through the BAS network. Fibre is the foundation of the new infrastructure Extensive investment in the infrastructure is necessary in order to achieve the goals. The foundation of this investment is the fibre. The closer that the fibre can be laid to the end user, the higher the speed. Wireless technologies such as 4G can function as a complement, for example, in sparsely populated areas where it can be expensive to establish the fibre cables close to the end users. It is worth pointing out that 4G also requires a fundamental infrastructure in the form of fibre. Fast broadband, like all other infrastructure, is important for a region s development. There are large profits to be made if more people can access real broadband, not least in Skåne s countryside. There is also a clear relationship between rapid growth and fibre penetration. SkåNet as an expertise hub SkåNet s role has developed from initiating and acting as a consultant for the expansion of broadband in Skåne to ensuring that the new agreement with Tele2 and the urban networks develops and is adhered to as well as assisting municipalities and villages with the implementation of the broadband expansion. The cooperative organ BAS Skånsk Nätkraft has developed into a sort of regional broadband forum. SkåNet, as a hub for the development of broadband in Skåne, is also an important player on a national level. SkåNet is included in a national broadband forum where businesses, organizations, authorities and the Government meet in order to contribute to the realization of the national broadband strategy. SkåNet is also a signatory to Sweden s digital agenda a strategy that the Government introduced in 2011 and which aims to take advantage of the opportunities encompassed by the digitalization of the community and businesses.

6 The BAS network as the basis for the latest generation s mobile communication The purpose of SkåNet and the expansion of the BAS network is to make Skåne more attractive to private individuals and businesses. The extension of mobile broadband has become increasingly important for both private individuals and businesses, and it is therefore interesting to follow the expansion of 4G in Skåne. 4G represents the fourth generation s mobile communication. Classification under the name 4G requires a speed of around 100 Mbit/s for mobile users. 4G exists in over 20 municipalities in Skåne. The expansion of 4G has increased dramatically in Skåne and according to the Swedish Post and Telecom Authority (PTS) the percentage of Skåne s population with access to broadband via 4G has increased from barely 1 per cent in 2010 to nearly 60 per cent in It can be compared with Sweden as a whole, where approximately 48 per cent of the population had access to broadband via 4G at the end of Faster expansion thanks to the BAS network Telenor and Tele2 are now building a national 4G network together through the co-owned company Net4Mobility which has one of the licenses that PTS has issued for 4G. The expansion began in 2010, and Net4Mobility s goal is that 99 per cent of Sweden s population shall have access to 4G in the next year. In densely populated Skåne a coverage of practically 100 per cent is expected. Magnus Zetterberg, Network Manager for Telenor explains that SkåNet and the BAS network have been important factors for the success of the expansion. By connecting a large number of the base stations with fibre in the form of a BAS network the 4G network is secured for the future in an entirely different way than if only a radio relay station had been used for communication between the masts. The capacity in the fibre network is basically independent of the number of users, in contrast to wireless communication technology. The BAS network has also resulted in it being possible to get the 4G expansion underway more quickly and be implemented at a higher pace in Skåne compared with regions where there is no fibre infrastructure that all operators have access to. Magnus Zetterberg believes that SkåNet and the BAS network have made it possible for Net4Mobility to compete in Skåne with other participants in the market on equal terms, as the BAS network is open and competition-neutral. This results consequently in benefits for the market and community since competitiveness increases and there are more choices available to the customers. When the 4G network is completed, in principle all of Skåne can have access to a really fast connection, even those who live in the countryside and those who are on the go.
