9 Power Block Configuration SOLAR RECEIVER STEAM GENERATOR (RILEY POWER) Concentrated sunlight converts water in a boiler to high-temperature steam. AIR-COOLED CONDENSER (SPX) Environmentally friendly in design, using 95% less water than competitive technologies. OPTIMIZATION / CONTROL SOFTWARE (BRIGHTSOURCE) Solar Field Integrated Control System is the proprietary optimization software to manage heliostat positioning and optimize concentrated sunlight on the boiler. TURBINE (SIEMENS) Steam powers turbine to produce electricity then is converted back to water through an air-cooled condenser. HELIOSTATS (BRIGHTSOURCE) Software-controlled field of mirrors concentrate sunlight on a boiler mounted on a central tower. Solar Partners II, I and VIII 9

Expected Completion Date: 2013 Construction Jobs: More than 2,100 construction workers and support staff at the peak of construction (3 years of construction); record for hiring local workers for construction. Permanent Operations & Maintenance Jobs; 86 Employee Wages: Approx. $650 million in wages and employee earnings State & Local Tax Benefits: Approx. $300 million in local and state taxes Reduce carbon dioxide (CO2) emissions by more than 400,000 tons per year. 11

16 Impact on Desert Tortoise Habitat LA Times Headline: Endangered tortoises delay Mojave Desert solar plant ; April 28, 2011 Project Located on BLM Land; 5.6 square miles of area BLM Estimated that more than 3,000 acres of tortoise habitat would be lost; more than 160 adult tortoises would have to be captured and moved; 600 would die Environmentalists wanted the energy complex relocated because they said it will harm tortoises. But BrightSource made design changes intended to alleviate environmental concerns. BrightSource asserted only 38 would be disturbed; Obama Administration briefly shut down two-thirds of the project as a result of impact to the Habitat Mitigation plans, including Tortoise Hatchery, Was Approved and the Project was allowed to continue; Over 150 biologists Have and Continue to Participate $22 Million to be Spent To Date on Mitigation; Another $34 Million Budgeted 16

The three key permits are: The California Energy Commission Final Decision The BLM Right-of-Way Grant The US Fish and Wildlife Biological Opinion While the regulations in these documents govern work in all areas, our main focus is protecting Air Quality, Soil and Water Resources, Cultural Resources, Paleontological Resources and Biological Resources. 32
