3 Program Purpose and Goal The purpose of the program is to improve public safety by increasing enforcement of red light laws. The goal of the program is to reduce the number of injury collisions and related injuries/fatalities citywide by 25%. National and Local Safety Concerns Insurance Institute for Highway Safety rated Texas as the 4 th highest in red light running fatalities Federal Highway Administration reported 206,000 crashes related with 934 fatalities and 176,000 injuries fatalities and 1,508 injury collisions have occurred in Arlington as a result of red light violations Identified top 60 most dangerous of 314 total intersections.

4 Results: Other Cities New York City 73% reduction in red light violations. San Francisco 40% reduction in red light violations. Garland 30% reduction in the number of collisions and a 50% drop in accidents caused by red light violators. Photo evidence reduces contested tickets and time spent in municipal court. Over 110 cities and towns in 20 states across the country currently have a Red Light Camera Program. 55 cities in Texas have programs or are in process.

5 Enabling Legislation 2003 Garland creates ordinance allowing civil enforcement of red lights Legislation silent on enforcement. June 2006 Attorney General of Texas authorized use of rights-of-way. September Legislation officially approves red light enforcement (SB 1119). $75 fine, $25 late fee State receives 50% revenue for regional trauma care; net program expenses. State may suspend vehicle registration for failure to pay.
