Please find attached information pursuant to your request above. Please note the following context with which to review the statistics 1) The total number of offences recorded with an initial classification in each category, shown month by month, covering the period September 2009 to September The Home Office makes no distinction between the recording of pick pocketing or theft snatch in its coding. There is either, robbery where force is used on a person to facilitate the theft, or a theft person, where force is not used on the person to facilitate the theft but they were present at the time of the theft. The Home office in July 2013 Theft from the person - Information pack for partners 'Theft from person' covers theft (including attempts) of item or items (e.g. handbag, wallet, cash, phone) directly from the victim, but without the use of physical force against the victim, or the threat of it. It broadly breaks down into two types: Snatch theft - where there may be an element of force involved but this is just enough to snatch the property away - for example taking a bag cleanly from a shoulder; and

2 Stealth theft (e.g. pickpocketing) - where no force is used and the victim is unaware of the incident Please note that crime allegations are recorded in compliance with the National Crime Recording Standard (NCRS). This means that some allegations are initially reported as crimes that on further investigation are found not to be. For example we receive many reports of stolen mobile phones over every weekend, a large proportion of these turn out to have been lost, and following police checks, found at the last venue the informant attended rather than stolen. 2) The total number of offences with a confirmed classification in each category, shown month by month, covering the period September 2009 to September By the same token some crimes initially classified as one type are re classified as another on further investigation or supervisor intervention. For example robbery confirmed figures are higher than those for initially reported, because theft persons or other theft on further investigation / review are changed to robbery in compliance with NCRS. Similarly from April 2012 the number of theft person confirmed offences has been higher than initial classification, for the same reason. As noted in the context for question 1 the re-classification of allegations of theft to non crime because of the items being found or other, investigated, reason, coupled with the re classifications from one crime type to another are reflected in the other theft confirmed offences figures being lower than the initial classifications. 3) The total number of suspects charged for each category of offence, shown month by month, covering the period September 2009 to September The figures recorded for the month do not wholly relate to the confirmed offences figures for the same month. This is because the initial classification and the confirmation of the offence occur within the month. The charging for an offence can occur anytime from within the month to whenever a suspect is apprehended and charged. Charging of an offender is not a police role, the CPS makes the final decision as to whether to charge and prosecute. There are also available to the police, created by government and sanctioned by the CPS, other detection sanction, which are not included in the statistics, reported here.

3 However, as a rolling average the reported statistics for people proceeded against with a charge / summons evidence the level of activity within the narrow band of criteria selected. Territorial Policing Command

5 Notes TOTAL POLICIN G Data was extracted from MetMIS on 24/12/201 3 Initial Classifications are a count of crime records by what the alleged offence is. No confirmation has taken place. Confirmed Classifiactions are a count of all classifications on a crime record that have had their classisfication confirmed by a supervisor. People Proceeded Against with a Charge is a count of all Accused Screens on the crime records where there is a proceedings code of AA (Charge), A B (Summons), AF (First time Charge), AS (Second time Charge) or AT (Third time or more Charge). AF, AS and AT were replace by AA in Oct Robbery Personal Property is defined by HO codes 034/01 and 034/02 where the property belongs to the victim and not a business or corporate body. Theft Person is defined by HO Code 039/00. The Home Office makes no distinction between theft person by means of 'snatch' and theft person by means of 'picking pockets'. Other Theft is defined by the HO Codes : 040/00 041/00 042/00 043/00 047/00 049/00 049/10 049/11 049/12 049/13 049/99 053/2 5 Initial Classifications and Offences are counted by the recorded date. People Proceeded Against with a charge are counted by the date that the charge result was entered onto the crime record - this may be a substantial amount of time after the recorded date, and so may refer to offences committed in previous months. Police forces in the United Kingdom are routinely required to provide crime statistics to government bodies and the recording criteria is set nationally. However, the sys tems used for recording these figures are not generic, nor are the procedures used locally in capturing the crime data.
