3 What is a rdic Ecoabeed foor care product? rdic Ecoabeed foor care products are among the east environmentay pouting products of their kind as they meet a number of environmenta requirements. The greatest environmenta poution from the use of foor care products arises when the products, during ceaning or intentiona remova, end up in waste water and are discharged to treatment pants and then into the aquatic environment. By imposing requirements on the constituent substances, the poution of the externa environment can be reduced. In addition, requirements are aid down concerning specific constituents, which means that the risk of heath probems for peope coming into contact with the product is reduced. Requirements are aso imposed on the effectiveness and quaity assurance of the product. Why choose the rdic Ecoabe? Foor care product manufacturers may use the rdic Ecoabe trade mark, the Swan, for marketing. The rdic Ecoabe is a very we-known and we-reputed trade mark in the rdic region. The rdic Ecoabe is a cost-effective and simpe way of communicating environmenta work and commitment to customers and suppiers. More environmentay aware production prepares the foor care product manufacturer for future environmenta egisation. Environmenta issues are compex. It can take a ong time to gain an understanding of a specific area. rdic Ecoabeing can be seen as an aid in this work. The rdic Ecoabe not ony covers environmenta issues but aso quaity requirements, since the environment and quaity often go hand in hand. This means that a rdic Ecoabe icence can aso be seen as a mark of quaity. What can carry the rdic Ecoabe? Foor care products are in this context defined as products excusivey for indoor use that appy a fim of poymers or wax to foors to ease maintenance and protect the foor. The product group aso incudes products that remove the fim/poish from the foor. Foor care products incude base coat poish, foor poish, wash poish, foor wax, wash-and-wax care products, poish removers and wax removers (see Appendix 1 for definitions). rdic Ecoabeing of Foor care products (18)

4 Both products for professiona users and products for consumers in genera are incuded in the criteria for foor care products. A product is incuded in the group (professiona/consumer) under which it is marketed. If saes are made to both user groups, it is assessed in the effectiveness test as a professiona product. Products that ony have ceaning properties (e.g. non-wax wash care products) and products in which fim formation takes pace as a reaction between fatty acids and ime cannot be rdic Ecoabeed according to this product group. How to appy Appicants are to base their appication on the Reguations for rdic Ecoabeing and the ecoabeing requirements in this document. Each requirement is marked with the etter R (for requirement) and a number. Icons in the text The text describes how the appicant is to demonstrate fufiment of each requirement. There are aso icons in the text to make this cearer. These icons are: ( Encose Requirement checked on site ; Encose procedure for environmenta and quaity assurance Appication Appications are made to the nationa ecoabeing organisation and the appication is vaid for 12 months. Appications may be processed by another ecoabeing organisation according to agreement between the organisations. The appicant is notified of this. Companies ocated outside the rdic countries make appications to the nationa ecoabeing organisation of the primary market. The appication must consist of a competed appication form together with a of the documentation required to demonstrate compiance with the requirements specified in the criteria document (this is specified for each requirement). The appication form must specify in which rdic countries the products in question are to be sod and the estimated turnover from the products in each country. 5 Saes in the rdic region Once granted, a icence is vaid throughout the rdic region. The icence document specifies in which rdic countries the products are sod according to the information provided on the appication. The products are pubished on rdic Ecoabeing s website(s). The icensee undertakes to inform rdic Ecoabeing of any changes as to where the product is sod. If the product is to be sod in other rdic countries than those initiay specified in the appication, the icensee must provide written notification of this and submit any extra documentation required to rdic Ecoabeing in the country that issued the icense. On-site inspection During the appication process, rdic Ecoabeing performs an on-site inspection to ensure adherence to the requirements. For this inspection, data used for cacuations, origina copies of submitted certificates, test records, purchase statistics, and simiar documents that support the appication must be avaiabe for examination. Costs An appication fee is charged to companies appying for a icence. There is an additiona annua fee based on the saes of the rdic Ecoabeed foor care product. 6 1 Environmenta requirements appicabe to a foor care products The requirements beow appy to a foor care products, uness it is specificay stated that it ony appies to the named types of foor care product. The requirements appy to a constituent substances, uness otherwise stated in the requirement. Uness otherwise stated, constituent substances are taken to be any substances in the product, incuding additives in the ingredients (e.g. preservatives and stabiisers), but not impurities from raw materia production. Impurities are taken to incude residues from raw materia production incuded in the finished product in concentrations of ess than 100 ppm ( w/w%, 100 mg/kg), but not substances added to a raw materia or product deiberatey and for a purpose, regardess of the quantity. Impurities at raw materia eve in concentrations of over 1.0% in the raw materia are, however, considered to be constituent substances. Known ceaved off products from constituent substances are aso considered to be constituents. te that the product must meet a obigatory requirements at a times an exemption named in a specific requirement is therefore not a genera exemption from the obigatory requirements. R1 Description of the product Description of the product and use of the product as reated to the product descriptions in What can carry the rdic Ecoabe?. The product s compete formua is to be submitted to rdic Ecoabeing. The exception to this is NTA as an impurity in compexing agents of the type MGDA and GLDA, where NTA may be incuded at < 1.0 w/w% of the raw materia, but aways so the concentration in the finished product is < w/w%. R4 Voatie organic compounds The individua product s tota concentration of voatie organic compounds must not exceed the foowing imits: Wash-and-wax care products and wash poish: VOC < 0.5 w/w% Base coat poish, foor poish and foor wax: VOC < 5.0 w/w% Poish removers and wax removers : VOC < 20.0 w/w% In this context, voatie organic compounds are considered to be substances defined under 1999/13/EC as VOCs, i.e. substances that, at 20 C, have a vapour pressure > kpa. 9 R5 Working requirements in reation to sovents In norma use of the products, the sovents in products must not ead to air poution eves exceeding the imits found in any of the rdic countries. Poish and wax removers are exempted from this requirement, but the manufacturer shoud in the product data sheet provide information about how to ensure that working egisation/working recommendations are compied with. When the products are used normay, the administrative standards for sovents must not be breached in any rdic country. The working egisation requirement can be documented in two ways: via a 0 ventiation test or via a measurement under norma usage conditions (see Appendix 6 to this criteria document under Measurement of evaporation rate ). If the 0 ventiation test is used, a cacuation mode as shown in Appendix 6 must be used. For poish- and wax removers the product data sheet must provide information about how to ensure that working egisation/working recommendations are compied with. R6 Preservatives Preservatives in the product must not be bioaccumuabe BCF < 500 or ogkow < 4. If there is a measured BCF vaue, the highest measured vaue must be used instead of ogkow. Preservatives must ony be added to preserve the raw materia or product, not to disinfect or provide an antimicrobia function. ( Documentation for BCF or ogkow. R7 Optimisation of preservatives Added preservatives must be optimised in reation to the voume of the product and a Chaenge Test (see Appendix 2) showing this must be performed. ( Test report for the performance of the Chaenge Test showing optima use of preservatives. R8 Surfactants, aerobicay degradabe A surfactants in foor care products must be readiy degradabe in accordance with the DID ist. If the surfactant is not on the DID ist, degradabiity must be documented in accordance with test method no. 301 A-F or no. 310 in the OECD guideines for testing of chemicas or other equivaent test methods. rdic Ecoabeing of Foor care products (18)

10 The exception is ingredient emusifiers/eveing agents (max 10 mg/g active content) in foor poish, base coat poish and foor wax (see R13), fuorinated surfactants with a fuorinated carbon chain of ess than or equa to 5 atoms in base coat poish, foor poish and foor wax (see R14) and siicone surfactants in base coat poish, foor poish and foor wax (see R15). te that foor care products with a ceaning effect are covered by the Detergents Reguation. ( Documentation that surfactants in the foor care product are readiy degradabe in accordance with the above. R9 Surfactants, anaerobicay degradabe A surfactants in foor care products must be anaerobicay degradabe in accordance with the DID ist. If the surfactant is not on the DID ist, degradabiity may be documented in accordance with an ISO 11734, ECOTOC no. 28 (June 1988) or equivaent test methods, where at east 60% degradabiity is achieved under anaerobic conditions. The exception is ingredient emusifiers/eveing agents (max 10 mg/g active content) in foor poish, base coat poish and foor wax (see R13), fuorinated surfactants with a fuorinated carbon chain of ess than or equa to 5 atoms in base coat poish, foor poish and foor wax (see R14) and siicone surfactants in base coat poish, foor poish and foor wax (see R15). ( Documentation that surfactants in the foor care product are anaerobicay degradabe in accordance with the above. R10 Environmentay harmfu substances The tota quantity of chemica substances that meet the criteria for cassification as environmentay hazardous (N or without a symbo (R52/53 or R53) /H400, H410, H411, H412 or H413)) present in the product must not exceed 100 mg/g active content. This requirement aso appies to substances that have proven to form persistent environmentay harmfu degradation products under reevant conditions. There are the foowing exceptions to the requirement: Poish removers and wax removers where the tota quantity of chemica substances that fufi the criteria for cassification as environmentay hazardous (N or without a symbo (R52/53 or R53) /H400, H410, H411, H412 or H413) present in the product must not exceed 2.0 w/w% active content. Readiy biodegradabe* and anaerobic biodegradabe** ethanoamines cassified as H412 in poish- and waxremovers are exempted from the requirement. High moecuar weight substances (moecuar weight > 700, maximum diameter > 1.17 nm and a maximum moecue ength > 4.3 nm) are exempted from the requirement, if they have an aquatic toxicity EC 50 /LC 50 > 100 mg/. Surfactants cassified with H412 are exempted from the requirement, provided that they are readiy degradabe* and anaerobicay degradabe**. ( The appicant must submit test resuts, at the very east in the form of a safety data sheet/product sheet in accordance with prevaiing European egisation for a ingredients in the product, setting out resuts for ecotoxicoogica testing, degradabiity and bioaccumuation, performed in accordance with the OECD s test methods. See test methods for ecotoxicity, degradabiity and bioaccumuation in Appendix 2 to this criteria document. ( Appicants must provide cacuations showing compiance with the imits for environmentay harmfu substances. R11 Phosphorus The tota quantity of phosphorus may be a maximum of 0.20 w/w% in washand-wax care products, wash poish, poish removers and wax removers. te that phosphonates are not permitted, see R17. ( Duy competed and signed decaration by the manufacturer of the foor care product (Appendix 3). ( Duy competed and signed decaration by the producer of the raw materia (Appendix 4). R12 Residua monomers in poymers The tota content of monomers cassified in accordance with Appendix 5 must not exceed 100 mg/kg poymers (100 ppm) measured on newy produced poymer dispersion. te that impurities at raw materia eve in concentrations of over 1.0% are considered to be constituent substances. ( Duy competed and signed decaration by the producer of the raw materia (Appendix 4) on the cassified monomers present in the raw materia and the quantities in which each is present. R13 Ingredient emusifiers and eveing agents in base coat poish, foor poish and foor wax The tota concentration of ingredient emusifiers and eveing agents that are not aerobicay and anaerobicay degradabe according to R8 and R9, must not exceed 10 mg/g active content in base coat poish, foor poish and foor wax. te that if fuorosurfactants are used as ingredient emusifiers or eveing agents R14 must aso be fufied. te that if siicone surfactants are used as ingredient emusifiers or eveing agents, R15 must aso be fufied. 12 R14 Fuorosurfactants in base coat poish, foor poish and foor wax The exceptions to R8 and R9 are fuorosurfactants in base coat poish, foor poish and foor wax. Fuorosurfactants must ony be present in quantities equivaent to w/w% in base coat poish, foor poish and foor wax. The fuorinated carbon chain of the fuorinated surfactants must be ess than or equa to 5 atoms. Condition: If the product contains siicone surfactants, fuorosurfactants must not be present in the product. ( Duy competed and signed decaration by the manufacturer of the foor care product regarding content of fuorinated surfactants (Appendix 3). ( Duy competed and signed decaration by the producer of the raw materia content of fuorinated surfactants (Appendix 4). ( In the case of base coat poish, foor poish and foor wax: Statement of the quantity of fuorosurfactants in the product, confirming that the concentration does not exceed w/w%. ( Documentation from the producer of the raw materia showing that the carbon chain of fuorosurfactants is ess than or equa to 5. R15 Siicone surfactants in base coat poish, foor poish and foor wax The exception to R8 and R9 is siicone surfactants in base coat poish, foor poish and foor wax. Siicone surfactants must ony be present in quantities equivaent to 0.25 w/w% in base coat poish, foor poish and foor wax. Condition: If the product contains fuorinated surfactants, siicone surfactants must not be present in the product. ( Duy competed and signed decaration by the manufacturer of the foor care product regarding content of siicone surfactants (Appendix 3). ( Duy competed and signed decaration by the producer of the raw materia regarding content of siicone surfactants (Appendix 4). ( In the case of base coat poish, foor poish and foor wax: Statement of the quantity of siicone surfactants in the product, confirming that the concentration does not exceed 0.25 w/w%. R16 CDV cacuation for wash poish and wash-and-wax care products CDV (critica diution voume) must be determined for a ingredients for the maximum dosage recommended. High moecuar weight substances (moecuar weight > 700, maximum diameter > 1.17 nm and a maximum moecue ength > 4.3 nm) are not incuded in the cacuation of CDV. CDV must not exceed 8,000 itres per itre of in-use soution cacuated on the basis of chronic data or CDV must not exceed 10,000 itres per itre of in-use soution cacuated on the basis of acute data. 13 R17 Other requirements appicabe to constituent chemica substances The product must not contain the foowing constituent substances: Perfume Phthaates Dyestuffs and pigments APEO (akyphenoethoxyates) and derivates thereof Haogenated and aromatic sovents Compexing agents EDTA (ethyene diamine tetraacetic acid), DTPA (diethyene triamine pentaacetate) and phosphonates. (Requirements for NTA, see R3). Substances judged to be Substances of very high concern (SVHC), and that are on the candidate ist ist_en.asp. Nanopartices (from nanomaterias*) * The definition of nanomaterias foows the European Commission s definition of nanomaterias, from 18 October 2011, with the exception of the imit for the number size distribution of partices that are reduced to 1%: Nanomateria: a natura, incidenta or manufactured materia containing partices, in an unbound state or as an aggregate or as an aggomerate and where, for at east 1% of the partices in the number size distribution, one or more externa dimensions are in the size range nm. Poymer emusions are not considered to be nanomaterias. te the nationa egisations concerning PFOA in the rdic countries. In rway PFOA is reguated in «Forskrift om begrensning i bruk av hese- og mijøfarige kjemikaier og andre produkter (produktforskriften)», ( Duy competed and signed decaration by the manufacturer of the foor care product (Appendix 3). ( Duy competed and signed decaration by the producer of the raw materia (Appendix 4). 2 Requirements concerning packaging R18 Packaging pastic Pastic packaging must be abeed in accordance with DIN6120, Part 2, ISO 11469:2000. Pastic Generic identification and abeing of pastic products, or equivaent. Caps, ids and pumps are exempted from this requirement. PVC and other haogenated pastics must not be incuded in the packaging or packaging components (incuding caps/ids/pumps and abes). ( Checked on inspection visits or using images of the product s abeing or a datasheet showing the abeing. The abeing may aso be indicated by the abe, if this is accompanied by documentation for the type of pastic from the packaging manufacturer. R19 Weight Utiity Ratio A products must meet the foowing primary packaging requirements: WUR = SUM ((W i + U i )/D i ) < X where X = 2.5 g/g active content for consumer products and X = 1.0 g/g active content for professiona products W i = The weight of the packaging component i (grams) U i = The weight of non-recyced materia in the packaging component i (grams) D i = The product s content of active components (grams) ( Cacuation of WUR. 14 3 Requirements concerning effectiveness The effectiveness of the product must be documented in accordance with R20 Effectiveness The effectiveness of the product must be documented in accordance with Appendix 7 for professiona products and Appendix 8 for consumer products. In the case of appications for a rdic Ecoabe for base coat poish, these must be tested together with another poish ( top poish ). Requirements concerning effectiveness are set out under the respective methods in Appendices 7 and 8. ( 1. In addition, a user test for base coat poish in combination with another poish/foor care product. 4. For poish removers and wax removers for professiona use: Either: Documentation of aboratory testing and fied testing (Appendix 7, Part 4). Or: Documentation of user testing (Appendix 7, Part 5 and Tabe 7-4). 5. For foor poish for consumers: Documentation of aboratory testing and fied testing (Appendix 8, Part 1). Foor poish products for consumers that pass the user test for professiona products need not undergo additiona effectiveness testing. Products approved for professiona use, and which are to be marketed as consumer products, need not undergo additiona effectiveness testing. 6. 15 4 Information for users R21 Information text for the product The information text on the packaging/in the product sheet for foor care products with a ceaning effect must compy with the EU Reguation s provisions on the decaration of contents ( 648/2004, Annex VII). The appication of the product or the product type must be ceary indicated in the information text and there must be user guidance for a appications for the product. The EU Reguation on the decaration of contents: Reguation (EC) 648/2004 of the European Pariament and of the Counci, Annex VII. ( Sampe of written information on the product (safety data sheet, product sheet and abe) showing the entire information text in a reevant anguages where the product is marketed. R22 Dosage instructions If the product needs to be diuted before use, dosage ranges must be indicated on the abes. Consumer products that need to be diuted before use must be accompanied by dosage instructions for the product, so that correct dosing is ensured. The product must be suppied with guidance on appication and remova. The product data sheet or the abe must state the ength of time to wait before appying a new coat in order that the administrative standards are not exceeded (see R5). ( A copy of the abe and the product data sheet, where appicabe, setting out the above information. ( In the case of consumer products, a copy of the dosing instructions, which ensure correct dosing, must aso be encosed. 5 Quaity and officia requirements To ensure that the rdic Ecoabe requirements are met, the foowing procedures must be impemented. If the manufacturer of the foor care product has a certified environmenta management system in accordance with ISO or EMAS in which the foowing procedures are impemented, it is sufficient for the accredited auditor to confirm that the requirements are impemented. R23 Person responsibe for the rdic Ecoabe One person at the enterprise must have responsibiity for ensuring that the rdic Ecoabe requirements are fufied, and one person must act as a contact with rdic Ecoabeing. 16 R24 Documentation The icence hoder must be abe to produce a copy of the appication and data and cacuation materia (incuding test reports, documents from subcontractors and the ike) for the documentation submitted in connection with the appication. R25 Quaity of the foor care product The icence hoder must guarantee that the quaity of the rdic Ecoabeed foor care product wi not deteriorate during the period of vaidity of the icence. ; Procedures for receiving and, where necessary, attending to caims/compaints concerning the quaity of the rdic Ecoabeed foor care products. R26 Panned changes Panned changes in products and markets that affect the rdic Ecoabe requirements must be reported in writing to rdic Ecoabeing. ; Procedures showing how panned changes in products and markets are handed. R27 Unforeseen non-conformities Unforeseen non-conformities that affect the rdic Ecoabe requirements must be reported in writing to rdic Ecoabeing and ogged. ; Procedures showing how unforeseen non-conformities are handed. R28 Traceabiity The icence hoder must be abe to trace the rdic Ecoabeed foor care product in the production process. ; Description/procedures for how the requirement is met. R29 Return system Reevant nationa rues, aws and/or industry agreements concerning return systems for products and packaging (such as REPA in Sweden, PYR in Finand and Grønt Punkt in rway) must be observed in the rdic countries in which the rdic Ecoabeed foor care products are marketed. ( Copy of the appicant s agreement on affiiation to existing agreements on recycing/processing and Appendix 3 or a simiar decaration for a the rdic countries in which the products are marketed. R30 Laws and reguations The icence hoder must guarantee adherence to safety reguations, working environment egisation, environmenta egisation and conditions/permits specific to the operations at a production sites for the rdic Ecoabeed product. 17 Marketing The rdic Ecoabe is a widey known and we-reputed trade mark in the rdic region. rdic Ecoabeed products and services may be marketed using the rdic Ecoabe for as ong as the associated icence remains in force. The abe must be positioned in such a way that there is no doubt about what the abe denotes and so that it is cear that the foor care product is ecoabeed. More information on marketing can be found in Reguations for the rdic Ecoabeing of products 22 June 2011 or ater versions. Design of the rdic Ecoabe The design of the rdic Ecoabe is as foows: icence number Each icence has a unique icence number that must be dispayed in conjunction with the abe. More information on the design of the abe can be found in Reguations for the rdic Ecoabeing of products 22 June 2011 or ater versions. Foow-up inspections rdic Ecoabeing may aso check that the foor care product meets the rdic Ecoabe requirements after a icence has been granted. This may invove a site visit, random samping or a simiar test. The icence may be revoked if it is evident that the foor care product does not meet the requirements. Random sampes may aso be taken in-store and anaysed by an independent aboratory. If the requirements are not met, rdic Ecoabeing may charge the anaysis costs to the icensee. rdic Ecoabeing of Foor care products (18)

18 How ong is a icence vaid? rdic Ecoabeing adopted version 4 of the criteria for Foor care products on 15 June The criteria are vaid unti 30 June On 12 December 2012 the rdic Ecoabeing Board adopted changes in R2 and R10. In addition minor aterations have been made in Appendix 3 and 4. The new version is caed 4.1. On 13 May 2014 the Board of Directors adopted changes in R5 and R10. In addition minor aterations have been made in Appendix 2 and 6. The new version is caed 4.2. The Board of Directors decided on 27 vember 2014 to extend the vaidity of the criteria by 1.5 years. On 17 vember 2014 the Board of Directors decided to remove requirement R31 Marketing. The new version is caed 4.3 and is vaid unti 30 June The rdic Ecoabe icence wi continue to appy for as ong as the criteria are fufied and unti the criteria expire. The vaidity period of the criteria may be extended or adjusted, in which case the icence wi automaticay be extended and the icensee informed. Revised criteria sha be pubished at east one year prior to the expiry of the present criteria. The icensee wi then be offered the opportunity to renew the icence. New criteria At the next revision the foowing possibiities wi be reviewed: Extending the product group to incude new product types such as water gass products and outdoor products on the basis of new RPS for a products. Increasing the stringency of the requirements governing VOCs and at the same time considering aternatives to VOCs. Prohibiting preservatives in foor care products. Increasing the stringency of the phosphorus requirement governing a product types. Considering the benefits of high soids foor poish products Increasing the stringency of the requirements governing CDV and WUR, and considering setting CDV requirements for additiona product types. Changing requirements for ingredient emusifiers and eveing agents Increasing the stringency of the requirement governing the environmenta properties of siicone surfactants and fuorosurfactants. Increasing the stringency of the requirements governing environmentay harmfu substances and dividing up the requirements according to the nature of the hazard. 19 Appendix 1 Definitions Base coat poish: Foor poish: Foor wax: Ingredients: Manufacturer: Perfume and dyestuffs: A foor poish used as pore fier and to give a poish better adhesion. rmay consists of poymers and resin. Foor poish forms a hard, continuous and dirt-resistant fim. Foor poish contains fim-forming components (dispersed wax, poymers, resin) which are appied to protect a foor and to make maintenance easier. A wax that forms a soft fim (poyethyene, resin) in order to protect the foor. The chemica substances or mixtures of chemica substances which, during production, are mixed together to make the foor care product. In cases where a coupe of the ingredients react chemicay with one another in connection with the production of the foor care product, the reaction products subsequenty present in the foor care product are regarded as ingredients. The ingredients may be grouped according to their function (e.g. surfactants, preservatives and perfume). The enterprise that finishes the product, i.e. mixes the formua and packs it. Organic substances added first and foremost for aesthetic reasons to provide fragrance and coour. Perfume may, however, mask the odour of other ingredients. Poish removers and wax removers: Used to remove poish and wax from foors. Poish and wax removers consist, among other things, of organic sovents, akais, surfactants, hydrotropes and compexing agents. Preservatives: Product: Professiona product: Surfactants: Wash poish/wash-and-wax care products: Organic substances added to prevent the growth of microorganisms in the foor care product that woud reduce the quaity and stabiity of the product. The foor care product itsef in the form in which it is sod. Thus not in diuted form. A product excusivey marketed for use in a professiona context. The product is not cassed as professiona if excusivey marketed to the retai trade, or if marketed both to the retai trade and for professiona use. Aso caed detergents, they form a group of organic substances that consist of a hydrophobic (water-repeent) and a hydrophiic (water-soube) part. This structure means that surfactants have a surface-active effect. Comprise combined ceaning and poish improvers. They contain fim-forming components such as poymers, resin and/or wax. 20 Appendix 2 Anayses and test methods Requirements concerning the anaysis aboratory 1A Requirements concerning the anaysis aboratory The foowing appies to ecotoxicity tests and the Chaenge Test. The anaysis aboratory must be competent and independent with regard to the stipuations beow. The anaysis aboratory must fufi the genera requirements of standard EN ISO or have officia GLP status. For the Chaenge Test, the appicant s anaysis aboratory/test procedure may be approved for anaysis and testing if: The manufacturer has a quaity assurance system that covers samping and anayses and is certified to ISO The test method for the Chaenge Test is incuded in the quaity assurance system. rdic Ecoabeing is given access to a the raw data from the test. 1B Laboratory requirements for effectiveness test The aboratory must fufi the genera requirements of standard EN ISO or have officia GLP status. The appicant s anaysis aboratory/test procedure may be approved for anaysis and testing if: The manufacturer has a quaity assurance system that covers samping and anayses and is certified to ISO The test method for the effectiveness test is incuded in the quaity assurance system. rdic Ecoabeing is given access to a the raw data from the effectiveness test. Test methods and cacuations Aternative methods / simiar methods In the case of the use of test methods other than as indicated in this Appendix 2 and under each requirement: the test method must be confirmed as appropriate by an independent third party. In addition, there must be an assessment of simiarities/differences and how the resut wi deviate from a resut using the test indicated in the requirement or in Appendix 2. rdic Ecoabeing must approve the use of the aternative test on the basis of these assessments. Ready aerobic biodegradabiity For ready biodegradabiity, test methods no. 301 (A-F) and no. 310 in the OECD guideine for testing of chemicas or other equivaent test methods are appied. rdic Ecoabeing of Foor care products 4.3

21 Potentia aerobic biodegradabiity For potentia (utimate) biodegradabiity, test method no. 302 (A-C) in the OECD guideine for testing of chemicas or other equivaent test methods is appied. Anaerobic biodegradabiity For anaerobic degradabiity, ISO 11734, ECOTOC no. 28 (June 1988), test method no. 311 in the OECD guideine for testing of chemicas or equivaent test methods are appied. The requirement is a minimum of 60% biodegradabiity under anaerobic conditions in 56 days (ECETOC no. 28, June 1988), 60 days (ISO 11734) and 60 days (OECD 311), respectivey. For substances not incuded in the DID ist and where documentation is not avaiabe regarding anaerobic degradabiity according to the above, the foowing consideration can be appied as an exception for anaerobic degradabiity: Substances that are not toxic for aquatic organisms (IC50/EC50/LC50 > 10 mg/), and which are readiy biodegradabe under aerobic conditions and at the same time have either ow adsorption (A < 25%) or high desorption (D > 75%) according to OECD guideine no. 106 or are not bioaccumuabe according to the section on bioaccumuabiity Acute aquatic toxicity For acute aquatic toxicity, test methods no. 201 (agae), no. 202 (daphnia) and no. 203 (fish) in the OECD guideine for testing of chemicas or other equivaent test methods are appied. For surfactants/surface-active agents, toxicity data for at east two groups of organisms (fish, daphnia, agaeand agae) are required. For other substances, toxicity data for one species ony is acceptabe. Chronic aquatic toxicity For chronic aquatic toxicity, test methods no. 201 (agae), no. 211 (daphnia) and no. 211 or no 215 (fish) in the OECD guideine for testing of chemicas or other equivaent test methods are appied. Pease note that specification of an NOEC or LOEC vaue is not in itsef a chronic test. A chronic test requires the test period to extend over a ong period of time. The test method for acute aquatic toxicity for agae extends over 72 hours which corresponds to severa agae generations, and it is therefore aso used as a chronic test. For daphnia, the chronic test extends over 21 days and for fish the test period extends over 14 days to 60 days, depending on the method and the species of fish. rdic Ecoabeing of Foor care products 4.3

22 Bioaccumuabiity The bioaccumuabiity of a substance can be tested on fish according to OECD guideines 305 A-E. If the bioogica concentration factor (BCF) of the substance is 500, the substance is deemed bioaccumuabe, and if BCF < 500 the substance is deemed non-bioaccumuabe. Uness otherwise estabished, substances are deemed bioaccumuabe if ogkow 4 according to OECD guideines 107 or 117 or equivaent methods. If there is a measured BCF vaue, the highest measured vaue must be used instead of ogkow. This means that a substance with a ogkow vaue 4 is not considered bioaccumuabe if the highest measured BCF vaue is < 500. OECD guideine 107 is not appicabe for surfactants with both fat and water soube properties as this is a test that measures whether the substance is fat or water soube (resuts in a ogkow vaue). For these substances is has to be demonstrated with a high degree of certainty based on present knowedge that they and their degradation products do not have ong-term harmfu effects on organisms in the aquatic environment. Measurement of evaporation rate Measurement of the evaporation rate of sovents can take pace using ASTM D 3539 Standard Test Method for Evaporation Rates of Voatie Liquids By She Thin-Fim Evaporometer or a simiar test method. DID ist (Detergent Ingredient Database) Ecotoxicoogica data can be found for most ingredients in Part A of the DID ist (Detergent Ingredients Database, deveoped jointy by the EU Ecoabe and rdic Ecoabeing). The ist is avaiabe on the rdic Ecoabeing websites (see page 2 of this criteria document for addresses). Part B contains instructions on what to do for ingredients that are not on the ist. For these criteria, the appicabe DID ist is the version of 30 June 2004 or ater versions. The ist contains information on toxicity (acute and chronic), biodegradabiity (incuding aerobic and anaerobic), safety factors and so on. Ecotoxicoogica data for use in the DID ist, Part B, may be taken from the product safety data sheets for the ingredients, on condition that the data are credibe and the test method is in accordance with the methods specified in Appendix 2 to this criteria document. In the same way reference may aso be made to anaogous considerations, provided that they are conducted by a competent third party, and reference may be made to reevant data from iterature that have been scientificay assessed. Chaenge Test In order to minimise the quantity of preservative, a Chaenge Test must be performed. The Chaenge Test is an umbrea term for tests that determine the necessary quantity of preservative in products. The test is performed on a range of sampes of the test product, a of which have had different concentrations of preservative added to them. The sampes are tested for the growth of a number of bacteria, yeasts and mouds after 7 days. They are then seeded again with a mix of bacteria, yeasts and mouds and the sampes are tested again for growth 7 days after seeding. This continues for a minimum of 28 days (some tests require a minimum of 6 weeks). The owest concentration of rdic Ecoabeing of Foor care products 4.3

23 preservative that produces no growth is the optimum amount of preservative for the product. The various manufacturers and suppiers of preservatives have different Chaenge Tests/methods that they use to determine the right preservative concentration. These incude: the Koko Test (test method SM 021), the USP Chaenge Test (US Pharmacopoeia) and the CTFA Chaenge Test (Cosmetic Toietries and Fragrance Association). Cacuation of CDV The critica diution voume (CDV) is expressed in itres and is cacuated for each individua ingredient (except for water and high moecuar weight substances) in accordance with the foowing formua: CDVi = (Quantity in mg of the ingredient per itre of usage soution) x DFi/TFi where: CDVi = critica diution voume for an ingredient (i) DFi = degradation factor for an ingredient (i) TFi = toxicity factor for an ingredient (i) The tota critica diution voume of the product is the sum of the CDVi for a ingredients. A cacuation exampe is given beow. In the exampe, CDV is cacuated with chronic data of 6,742 itres and this means that the CDV requirement of 8,000 itres is met. CDV is a measure of the amount by which a product needs to be diuted in order to be rendered harmess to waterborne organisms. It is the reationship between the recommended dosage of the product and the toxicity and degradabiity of the product. CDV is cacuated on the basis of information on ingredients found in the DID ist (Detergent Ingredients Database) dated 30 June 2004 or ater versions. Information not found on the ist is determined in accordance with Part B of the DID ist. Ecotoxicoogica data for use in the DID ist, Part B, may be taken from the product safety data sheets for the ingredients, on condition that the data are credibe and the test method is in accordance with the methods specified in Appendix 2 to this criteria document. In the same way reference may aso be made to anaogous considerations, provided that they are conducted by a competent third party, and reference may be made to reevant data from iterature that have been scientificay assessed.
