1 Instructions for Submitting a Letter of Intent Application to the Valley of the Sun United Way s Helping the Working Poor Fund Revision 8/16/2013

3 HWP Overview The Helping the Working Poor Fund invests in collaborative projects that provide a combination of services designed to create conditions and opportunities that enhance the quality of life for hard working individuals and their families in Maricopa County. Grants are made on an annual basis with no guarantee of future funding. The intended goal of this fund is to develop comprehensive approaches to respond to the major issues associated with welfare reform and make a significant positive impact for hard working individuals and their families in Maricopa County. The following objectives must be addressed: Programs must provide a comprehensive delivery of services, including but not limited to: job training and placement, childcare, transportation, food and shelter; services that respond to the needs of hard working individuals and their families in Maricopa County; and Programs must include collaborative efforts in implementation. The Helping the Working Poor Fund is allocated on a fiscal year basis. The fiscal year begins July 2014 and ends June General Grant Eligibility Criteria To apply for funding from the Helping the Working Poor (HWP) Fund, an organization must meet the following requirements: The agency must be registered by the Internal Revenue Service as a 501(c)(3) tax-exempt, nonprofit organization. The agency must provide health and human care services in Maricopa County aligned with VSUW s Community Outcome Statements. The agency must be in compliance with all applicable Arizona State laws and regulations including the maintenance of corporate status as designated by the State of Arizona s Corporation Commission. The agency must be governed by a local board of community volunteers. The agency must not be a religious, fraternal, educational, or political institution, a governmental municipality, or an environmental group. Ineligible organizations would include churches/temples, universities, political parties, fraternal clubs and agencies run by the State, County or City. While VSUW does not fund schools or government entities directly with this fund, collaborations between nonprofit, community-based organizations and schools and/or government are allowed provided that the nonprofit organization is the fiscal agent (or funded entity) for the program. VSUW funding may not be used for any capital expenditures, including buildings, equipment, furnishings, vehicles or computer hardware. 3

4 Specific HWP Grant Eligibility Criteria Lead agencies must be recognized and certified by the Arizona Department of Revenue as a qualifying charitable organization*, meaning: A charitable organization that is exempt from federal income taxes. Must spend at least 50% of their budget on services to AZ residents whose household income is less than 150% of the federal poverty level. The organization must provide services necessary to meet basic needs, and services must be provided in Arizona. For more information visit: The primary services to be included in all program requests should be job training and placement services, as well as services that address barriers to an individual gaining and maintaining employment (at a livable wage). Childcare, transportation, food and shelter are barriers that must be addressed in HWP programs. Programs must address each of these areas to be considered for funding. HWP funds are meant to assist low-income, working individuals (and their families) in improving their economic status and addressing barriers to gainful employment. Programs will serve the working poor; defined as those living in households below 150% Federal Poverty Level, who should be working or have worked in the last 6 months. Program funds should not provide a duplication of services available to TANF eligible clients. The VSUW Helping the Working Poor Fund is meant to target Working Poor Individuals and their Families who are not receiving TANF benefits. Additional HWP Project Specifications Funds provided by this program must not supplant federal or nonfederal funds for existing services and activities that promote the purpose of this program. The lead agency is expected to link with other existing resources. Funds are to be utilized to fill gaps in services. The HWP Fund no longer has a five (5) year funding limit. Previously funded HWP programs may be considered for additional funding. Programs already receiving VSUW funding will need to justify how the HWP funds will lead to additional and/or enhanced program services/strategies. Funding Period & Amounts Helping the Working Poor grants are for one year only. This year s investment cycle will begin in July 2014 and will end June Programs funded for this grant period are not guaranteed continued funding in future years. To this end, proposals should build in plans for program sustainability. HWP grants awarded for fiscal year 13/14 ranged from $15,000 to $90,000, with a total allocation of $758,550 funding 14 programs. Please note: VSUW will only be accepting a limited number of new programs to move forward to the full application process. New programs moving forward to the full application process are not guaranteed to receive funding. 4

5 Investment Process A committee of community impact volunteers will allocate the funds raised through the annual campaign and apportioned to the Helping the Working Poor Fund. Committee composition is designed to reflect the diversity of the community across a number of characteristics. Volunteers receive instruction and guidance in the eligibility requirements, guidelines and policies as well as educational information about the health and human service issues being addressed through the fund. Volunteers will first review the Letters of Intent to determine which agencies will be asked to submit a proposal application. Next the volunteers will review and evaluate proposals and potentially hold Site Visits at agencies to determine program funding recommendations. The committee s funding recommendations will then be submitted to the Valley of the Sun United Way s Board of Directors for final approval. Outcome Measurements and Reporting All agencies submitting a HWP program application will need to develop and submit a program logic model (included in the proposal application). Additionally, HWP funded programs are required to submit quarterly reporting covering budget income and expenses and program outcome measurements. HWP funded agencies are required to report on all of the following outcome measures: Outputs: # of individuals served # of families served # adults in household (18+ yrs) # children in household (0-17 yrs) # of individuals (unduplicated) who received assistance in the following areas: o Food o Shelter o Child care o Transportation # of individuals pursuing post-secondary education Outcomes: The total # and % of Clients (unduplicated) who achieved the following benefits: o Complete a job training program o Complete certification/licensing requirements for employment o Earn a post-secondary degree o Obtain employment o Maintain employment 3 months or more o Maintain employment 6 months or more o Earn a wage of $9.00 p/hr or more o Earn a wage of $12.00 p/hr or more o Earn a wage of $15.00 p/hr or more o Earn a wage that meets or exceeds the Arizona Self-Sufficiency Standard 5

6 LETTER OF INTENT INSTRUCTIONS The following instructions are provided to assist you in completing the Letter of Intent portion of the 2014/2015 VSUW Helping the Working Poor Fund application process. Letters of Intent will be submitted using the e-cimpact system. To access a letter of intent application please contact Marybeth Lawler at mblawler@vsuw.org, or , and provide the following information: name of agency, name of program, name of letter of intent process you wish to submit to, along with your contact information. If you require additional assistance or have a specific question, please contact Cherylyn Strong, Community Impact Manager, at or cstrong@vsuw.org. Application Instructions: The application process begins with a Letter of Intent being submitted using e-cimpact. Please access e-cimpact and click on the Letter of Intent Then select Helping the Working Poor Application includes: o Agency Overview Section o Program Overview Section o Letter of Intent Narratives Agency Overview Section 1. Agency Name: (Pre-populated and Hard Coded) Instructions: This cell is pre-populated and hard-coded and should display the name of the agency. 2. Chief Professional Officer (CPO): (Drop Down Menu) Instructions: List the agency s Chief Professional Officer, usually the Executive Director or CEO, along with his/her and phone. If the CPO is not listed in the drop-down menu, click on Add New to add this contact. This is a required field. 2a. List the title of the CPO 3. Agency Primary Address: (Drop Down Menu) Instructions: Identify the main business office location or P.O. Box address for the receipt of official correspondence. This is a drop-down menu populated by agency profile locations list. If no address is displayed or if the address you wish to list is not displayed in the pull-down menu you will need to add this address to the agency s locations list on e-cimpact. To do so, click on Locations on the left-hand navigation menu and add this address to the locations list. This is a required field. 4. Is the agency currently listed with the Arizona Department of Revenue as a Qualifying Charitable Organization? (Yes/No Drop Down Box) Instructions: Check Yes or No as to whether the agency is currently listed with the Arizona Department of Revenue as a Qualifying Charitable Organization. This is a requirement in order to be eligible to receive Helping the Working Poor funds. This is a required field. 8. Does the agency conduct an annual independent financial audit? (Yes/No Drop Down Box) Instructions: Check Yes or No as to whether the agency conducts an annual independent financial audit. Agencies with budgets over $250,000 will be required to submit to VSUW their latest annual financial audits. This is a requirement in order to be eligible to receive Helping the Working Poor funds. This is a required field. 9. Total Agency 2012/2013 Budget: (Text Box-25 Characters) Instructions: List the total agency budget for FY This is a required field. Program Overview Section 1. If the appropriate contact is not listed in the drop-down menu, click on Add New to add this contact. List the full dollar amount the organization is requesting from VSUW for the HWP 2014/2015 funding. This is a required field. 4. Primary Program Location: (Text Box-100 Characters) Instructions: List the primary address where the program is offered, including the city and zip code. This is a required field. 5. Additional Program Locations: (Text Box 500 Characters) Instructions: If applicable, list other locations where the program is offered, including the city and zip code. This section allows for population limited to 500 character spaces. 6. Is agency currently receiving VSUW funding for this program or program strategies? (Yes/No Drop Down Box) Instructions: Select Yes or No as to whether the agency is currently receiving VSUW funding for this program and/or its strategies. This is a required field. 7. If agency answered Yes to above question, please explain other VSUW funding. How are requested HWP funds going to differ from current funding, i.e. program enhancements, additional strategies? (Narrative Box 750 Characters) 7

Next, explain why agency is requesting additional funding from VSUW for this program. If agency answered Yes to question #6, then this is a required field. Letter of Intent Narratives 1. Provide a brief description of your organization. This description should provide context for the program being proposed. (1000 characters) 2. Describe the program being proposed. This description should include an overview of the community needs, problem or opportunity; the targeted population to be served; and how the organization s proposed activities will serve this population and address this community need. (2000 characters) 3. Explain how the proposal concept addresses the purpose of the Helping the Working Poor Fund. Share the design of the program, including how all required areas (job training and placement, child care, transportation, food and shelter) will be addressed; also including all collaborative partners for the project and the role they will play. (2000 characters) 4. Share the program expected outcome measurement results and how the organization will measure client benefits. (1000 characters) Volunteer Evaluation Criteria Volunteers will review and evaluate letters of intent using the following evaluation criteria: Agency purpose and capacity Program alignment to fund strategy Program design Program impact Outcome measurement methodology Collaborative partnerships 8

Applications are due, and need to be submitted, on e-cimpact by 4:00 p.m. on Thursday, October 10, Late applications will not be accepted.
