4 MESSAGES Chairman s Message We Are Change. This year the term change emerged from the nation s vocabulary and grasped our imaginations. Now ingrained in our lexicon of everyday discourse, the concept of change is on our minds engaging us professionally and personally. Change, a concept often discussed in lofty ways, is really one of the most pure and basic pursuits of the national WestCare culture. We challenge our employees and leaders to change grow and evolve. In turn, they stand as examples that empower and equip the people we serve to grow and evolve. With each brave new step a client takes and with each new service or skill our employees master, we are transformational. As WestCare celebrated its 35th year of uplifting the human spirit in 2008, I am reminded of the organization s humble beginnings as its roots dug down into communities ravaged by substance abuse and mental health issues. In those times, WestCare was the change needed the hope for a new day for many suffering adults and families. Today, we have developed into a national symbol of excellence in the provision of behavioral health services to children, adults and families. A competitive world offers two possibilities. 5 President s Message Thirty-five years ago, WestCare was started as Fitzsimmons House with a grant from the Teamsters Union for a single residential treatment program in Las Vegas for adult males who were addicted to heroin. Since then, the one constant in the WestCare family has been growth growth in the number of programs and services that we provide and personal growth in the people that we serve. From a single male residential treatment facility in 1973, to a foundation today with over 80 programs for men, women and children in seven different states as well as the U.S. Virgin Islands, the WestCare family has been able to grow quickly and so expansively because of the individuals we have had the privilege of working with, employees and volunteers alike. For an organization that is in the business of uplifting the human spirit, it is of the utmost importance to have a fine cadre of volunteers and staff working tirelessly toward that goal. WestCare has been blessed to have just such a dedicated family. Every day, we work with people who have shown the courage and resolve to change and heal their own lives in a WestCare program in an effort to better themselves. We must never forget that the growth of the people we serve is our primary goal, and each of us should daily, do everything in our power to facilitate this. In the past 35 years, we at WestCare have worked diligently to assist many individuals achieve their desire to improve their lives and find success. However, our work is just beginning. As Ben Franklin once said, Without continual growth and progress, such words as improvement, achievement and success have no meaning. We must remind ourselves constantly that our work is never done and that there are many people out there who need our help. With this in mind, I ask that we not reflect on the past 35 years but instead focus on growth for the future one day at a time, one person at a time, wherever we can help. Thank you. 6 A B O U T W E S T C A R E WestCare: Uplifting the Human Spirit WestCare Foundation is a non-profit behavioral health care organization and parent company with a network of affiliate agencies across the United States and in the offshore territory of the U.S. Virgin Islands. The WestCare family celebrated 35 years fulfilling the mission of uplifting the human spirit on Friday, August 22, 2008 as part of a national effort helping tens of thousands of our most vulnerable youth, adults and families each year with over 80 programs across the United States. You control your future, your destiny. What you think about comes about. By recording your dreams and goals on paper, you set in motion the process of becoming the person you most want to be. During this milestone anniversary celebration, we highlight the positive work and unprecedented accomplishments of our staff, volunteers, clients and their families against all odds on behalf of those recovering from despair everywhere. WestCare works with those considered difficult to treat who are poor, addicted, mentally challenged, homeless, on probation or parole, returning veterans, runaway or sexually exploited youth, infected or at high risk for HIV/AIDS, victims of domestic violence or under the custody of the State due to deprivation and neglect. WestCare Foundation is committed to delivering high quality and cost efficient services that empower those we serve to transform their lives, says Richard Steinberg, President and CEO of WestCare Foundation. Started in 1973 in Las Vegas as the Fitzsimmons House in honor of its first $50,000 grant award by Frank E. Fitzsimmons, Chair of the National Teamsters Union, the agency has now grown into one of the largest and most successful behavioral health care non-profits with more than 1000 employees, over 80 programs and an operating budget in excess of $80 million. Each state offers a unique menu of programs and treatment services that respond to community needs, are comprehensive and caring, and are designed to meet individualized needs. 8 A R I Z O N A WestCare Arizona has been providing a full continuum of community-based, family-oriented social service and behavioral health programming to youth, adults and families in the tri-state area of Arizona, California and Nevada since WestCare Arizona outpatient programs include DUI Education and Treatment, Drug Court, urinalysis testing, Lay-legal and victim advocacy, Arizona Families F.I.R.S.T. (Families in Recovery Succeeding Together), First 5 San Bernardino County, outpatient substance abuse treatment, in-home family preservation, Misdemeanor Domestic Violence Intervention Program, transportation services, Children Developing Creatively (CDC), parenting classes, Positive Action Program and school-based counseling. WestCare Arizona also operates a thrift store where donations are accepted and proceeds help support all programs. Outpatient services are provided at Community Involvement Centers located in Bullhead City, Lake Havasu City and Kingman, Arizona, as well as Laughlin, Nevada, and Needles, California. In April 2008, CRRYS dedicated their softball field to Al DeMars of the Mohave County Probation Department after his sudden passing. In September 2008, the WestCare Arizona Thrift Store was relocated next door to the Bullhead City Community Involvement Center. In September 2008, CRRYS held their 2nd annual Poker Tournament fundraiser at the AVI Hotel and Casino. In October 2008, SafeHouse held their 10th annual Fun Run/Walk for domestic violence awareness. In December 2008, CRRYS held their annual holiday open house. 10 CALIFORNIA WestCare California currently offers a diverse continuum of comprehensive services, including substance abuse treatment and relapse prevention programs; mental health services; integrated treatment for persons with co-occurring disorders; assessment and evaluation; crisis intervention services; referrals to a network of community partners; case management; and family services at locations throughout the state. Services provided to consumers and families include parenting skills development; child development services; vocational skills training and other employment services; ancillary services; case management; 12-step and other self-help groups; health services; transitional living, sober living, and subsidized (HOPWA, RHYS) housing; life skills training; and recovery maintenance. Populations receiving services are men, women, adolescents and children. Special populations served include individuals with co-occurring substance abuse and mental health disorders; pregnant, postpartum, and parenting women; veterans; criminal justice clients (inmates, parolees and probationers); the homeless; and persons living with HIV/AIDS. Recently, WestCare California has become a leader in developing and offering specialized services for men and women veterans returning from the conflicts in Iraq and Afghanistan, as well as military families. Our background and circumstances may have influenced who we are, but we are responsible for who we become. Maryellen Pistalu The WestCare California region accounts for a large majority of WestCare s national annual operating budget, with its State of California Substance Abuse/coordination Services Agency (SASCA) program for offenders being the largest program of its kind in the United States. WestCare California has implemented and managed this 33-county continuum for the past ten years. WestCare Community Service Coordinators work onsite in 40 In-Prison Substance Abuse Programs (IPSAPs) in 23 state prisons to coordinate placement into community-based substance abuse treatment programs at the time of parole. WestCare provides services coordination, advocacy and transportation to more than 2,000 parolees a month, places parolees in residential treatment with community-based providers, and assists parolees to access self-help programs. In California, WestCare has the daily capacity to provide behavioral health services to more than 1000 plus, men, women, adolescents and children. From 2005 through 2008, a total of 5,898 adult clients received behavioral health services in WestCare California programs: (1) A total of 1,906 adult outpatient consumers in that period (1,205 men and 701 women); and (2) A total of 4,229 men and women were admitted to residential treatment. 9

11 WestCare California s main administrative office, located in Fresno, provides support for staff members, as well as an expanding array of treatment and prevention services. WestCare California has extensive experience with county and community agencies, the California Department of Corrections and Rehabilitation and the U.S. Federal Court providing programs and services to various populations. 14 GEORGIA The History of WestCare Georgia Children s Center of DeKalb County WestCare Georgia was initially established in DeKalb County in 2003 through a partnership with the Georgia Department of Human Resources (DHR), Division of Family and Children Services (DFCS). This partnership allowed the operation of The Children s Center of DeKalb County as a residential treatment campus that included a 24-hour Assessment Center. In addition, the DeKalb County school district provided onsite educational services. The WestCare Georgia treatment continuum has since expanded to other locations throughout the state in response to the needs and challenges unique to Georgia. Our Independent Living Programs, Adolescent Behavior Health Program and Adult Outpatient Programs received three-year CARF accreditation in September Independent Living Program Homes WestCare Georgia has two Independent Living Programs in DeKalb County. These programs provide independent living skills to six male and six female residents, ages 13 17, who are in the custody of the Georgia DFCS. The length of stay is dependent on the needs of the individual. We work very closely with their DFCS case managers to ensure that their needs are met, including monitoring educational success and social development. Behavioral Health Outpatient Adolescent Program Comprehensive outpatient behavioral health services for youth and their families are provided by qualified professionals and a licensed therapist. Everyone Can Be Great Because All of Us Can Serve. Dr. Martin Luther King Jr. Safe Place WestCare Georgia provides community outreach and education for children who have the potential to be homeless or runaways. In addition, we have four shelter beds where the adolescent can remain for up to 14 days while arrangements for reunification are undertaken by the staff. Boggs Intensive Residential Treatment Center (16 beds) The WestCare Boggs facility provides residential drug education and treatment services for sixteen adolescent males, ages 13-17, who have a history of substance abuse or dependence. The principle approach to our treatment is based on gender-responsive, modified therapeutic community. Augusta Alcohol and Drug (A&D) Intensive Residential Substance Abuse Treatment Program (30 beds) The WestCare Georgia Augusta Alcohol and Drug (A&D) Intensive Residential Substance Abuse Treatment Program provides intensive alcohol and other drug abuse treatment services for thirty adolescent males, ages 13-17, involved in the Department of Juvenile Justice (DJJ) statewide. The length of stay in treatment is six to nine months. 13

15 Methamphetamine Outpatient Treatment Programs WestCare Georgia provides outpatient drug education and treatment services to adults in three regions of the state who have a history of methamphetamine use. While we have offices in Atlanta, Rome and Keysville, we are mobile within the communities we serve by collaborating with other community providers for space and having the counselor go to the client. The goals of the program are to educate clients to increase their knowledge about numerous health, recovery and social issues. Our focus is to provide education to the communities we serve in order to empower them to prevent drug use, reduce harmful behaviors, learn more about preventable communicable diseases and other health issues. The program uses the Matrix Model, which includes following a 16-week, evidence-based curriculum followed by extensive aftercare, along with individual sessions and family therapy/education and 12-Step support. HIV Counseling and Testing: Capacity, Access, Referral and Expansion of Services (CARES) Program WestCare Georgia CARES Outreach Program provides HIV education, counseling and testing to adolescents and young adults, ages The goals of the program are to educate clients in a nonthreatening manner in order to increase awareness about HIV risk factors, provide prevention education, street and community outreach, and participate in health-related events planned by other community providers. Any person who tests positive is referred to the health department for confirmatory testing and is provided support and wraparound services as they cope with their new diagnosis. Referrals are made for medical and mental health issues, and substance abuse counseling is provided. 16 GULFCOAST FLORIDA In 2001, WestCare established a community involvement center in St. Petersburg and began building partnerships with local treatment providers and community organizations. Early in 2003, WestCare Florida became a partner with the Mustard Seed Inn and Turning Point, two programs that serve homeless, drug-dependent individuals in Pinellas County. Turning Point is a 52 bed homeless shelter for men and women with substance abuse issues. The program accepts individuals who are inebriated and those who have not yet begun recovery from alcohol and/or drug abuse. Staff members attempt to engage these individuals to the greatest extent possible by offering a supportive and welcoming environment for recovery, including: a safe place to sleep, three meals and snacks each day, laundry and shower facilities, case management, supportive counseling, skillsbuilding groups and 12-Step meetings. In 2008, Gulf Coast Florida obtained prevention dollars through the Department of Children and Families (DCF) to provide prevention services for youth ages in an underserved area of St. Petersburg. Healing takes courage, The Mustard Seed Inn provides transitional housing for up to 72 homeless men and women who have already begun their recovery from alcohol, drug abuse and/or mental illness. The Mustard Seed Inn was licensed in 2007 by DCF as a residential level V facility. The Mustard Seed Inn provides counseling, case management, job support and recovery-based services that help with the development of skills needed to transition back into the community. In 2008, Gulf Coast Florida was awarded a SAMHSA grant to provide group therapy and case management services for women through the drug court program who are prescription drug users. and we all have courage, even if we have to dig a little to find it.
