She recently led HUD s Office of Economic Resilience, helping regions, cities, counties and towns across the country build a strong foundation for a diverse and prosperous economy based on enhancing community quality of place, economic opportunity, fiscal stability, transportation choice, and affordability. She was previously Director of the District of Columbia Office of Planning, where she worked to make DC a walkable, bikeable, eminently livable, globally competitive and thriving city. Her priorities included re-writing the city s zoning code for the first time in 50 years, planning the revitalization of National Historic Landmark St. Elizabeth s Hospital campus as part of the consolidation of the Department of Homeland Security s Headquarters, and collaborating with her transportation colleagues to bring the nation s (then) largest bike-sharing program to DC in Prior to this she was the director of the Governors Institute on Community Design and co-founded with former Maryland Governor Glendening. She served Governor Glendening as Secretary of Planning. Prior to her tenure in Maryland state government, Tregoning was the director of Development, Community and Environment at the United States Environmental Protection Agency. Tregoning s academic training is in engineering and public policy. She was a Loeb Fellow at the Harvard University Graduate School of Design for Cliff Taffet, Delegated Authority over CPD Programs (Acting) and General Deputy Assistant Secretary Mr. Taffet joined HUD in August 1991, and now serves as the Acting Assistant Secretary for the Office of Community Planning and Development. Mr. Taffet also carries the responsibilities of General Deputy Assistant Secretary (GDAS) for CPD which includes the management and operation of the Office of Community Planning and Development and its programs, including the Community Development Block Grant program, the HOME Investment Partnerships Program, and the Department s homeless assistance programs. Previously, Mr. Taffet was the Director of the Office of Affordable Housing Programs, the Director of the Disaster Recovery Division in the Office of Block Grant Assistance, and the Director of the Shelter Plus Care and Section 8 SRO programs in the Office of Special Needs Assistance Programs, all in CPD. Before coming to HUD, Mr. Taffet served with the City of Jacksonville, Florida's Department of Housing for 10 years where he administered the City's various rehabilitation loan programs, and was project manager for a 754-unit public housing demolition / redevelopment effort. Mr. Taffet received his B.A from the
4 City College of New York and his M.P.A. from the University of North Florida. Frances Bush, Deputy Assistant Secretary for Operations, Community Planning and Development Frances Bush is the Deputy Assistant Secretary for Operations in HUD's Office of Community Planning and Development (CPD). In this role, she is responsible for overseeing CPD's program and salaries and expense budgets and key organizational areas which provide support to CPD Headquarters and field staff to promote affordable housing and community development. In addition, she manages CPD's technical assistance and information technology programs and initiatives and provides management and oversight of CPD's 43 regional and field office divisions. CPD program and activity budgets represent an average annual portfolio of more than $7B annually. Ms. Bush has worked in the fields of housing and community development most of her Federal career, having served as a manager in CPD's Office of Affordable Housing Programs and as the CPD Division Director in the District of Columbia Field Office from 2003 to Ms. Bush has extensive experience working with both CPD formula and competitive grantees and understands HUD's mission from both the headquarters and field perspective. Ms. Bush received a Bachelor of Science degree in Community Planning and Development from the University of the District of Columbia, in Washington, D.C. and studied Public Financial Management at the American University in Washington, D.C. She has also completed certificate programs at Harvard University's John F. Kennedy School of Government, and the University of Maryland's School of Public Affairs.
5 Valerie Piper, Deputy Assistant Secretary for Economic Development Valerie Piper serves as Deputy Assistant Secretary for Economic Development at the United States Department of Housing and Urban Development, where she oversees the Offices of Community Renewal, Rural Housing and Economic Development, Grants Management for Economic Development and Brownfields Economic Development Initiatives, and the Congressional Grants Division. Ms. Piper is also responsible for cross-cutting strategies between HUD and other federal agencies to support jobs and small business in HUD economic development goals. Prior to her current role, Ms. Piper has developed and implemented new programs and collaborations in a number of urban and community development situations, including: Developing services and housing for vulnerable families as a Senior Fellow in the Center for Family Economic Success at The Annie E. Casey Foundation; Channeling and developing new leadership talent into large scale neighborhood redevelopment work as Executive Director of the Center for Urban Redevelopment Excellence at the University of Pennsylvania; Working with a broad variety of stakeholders to develop the Chicago Housing Authority's (CHA's) Plan for Transformation, and to implement its redevelopment components, through several positions with CHA and the City of Chicago Department of Housing; Developing new financial products and services for the National Equity Fund; Assisting with the launch of new federal programs, including the Community Development Financial Institutions core program and the mixed finance development approach in the HOPE VI and public housing capital programs. Ms. Piper holds a Master of Government Administration from the Fels Center of Government, University of Pennsylvania, and a B.A. in Architecture from Princeton University, where she graduated magna cum laude. Marion Mollegen McFadden, Deputy Assistant Secretary for Grant Programs Marion Mollegen McFadden is the Deputy Assistant Secretary for Grant Programs in HUD s Office of Community Planning and Development (CPD). In this role, she is responsible for overseeing affordable housing and community development programs, including: Community Development Block Grant (CDBG) program, HOME Investment Partnerships program, Neighborhood Stabilization Program (NSP), and CDBG Disaster Recovery funds, including the new National Disaster Resilience Competition. Before joining CPD in August 2014, she led interagency efforts to guide the use of $50 billion in emergency appropriations for recovery from Hurricane Sandy. She served as Chief Operating Officer and Acting Executive Director for the Hurricane Sandy Rebuilding Task Force, was a founder of the Rebuild by Design competition (named by CNN.com as the first of ten great innovations in 2013), and coordinated the post-task force Sandy work at HUD as a Senior Advisor to the Secretary. She is a finalist for the Samuel J. Heyman Service to America Management Excellence Medal for her work on the Sandy Task Force. For more than a dozen years, Marion served as program counsel to many of HUD s grant and loan guarantee programs. Marion holds a JD magna cum laude from Howard University School of Law (2000) and a BA from Northwestern University (1994).
