6 Who s s SINA Sina S.p.A. (Societ( Società Iniziative Nazionali Autostradali) ) was established in 1962 as an instrument for studying,designing,, building and managing new structures pertaining road conditions, road and rail transports and telecommunications. Thanks to its capacity in offering a global service which satisfies ies its customers, Sina reached a leadership position within its reference sector in few years; so it created related companies in order to react to the rising infrastructural gaps by means of innovative and global services. Inside the group, now controlled by ASTM, Sina is partnered by Sineco for control engineering, by CIV for big project turnkey management and by L.I.R.A. for the e research & development of passive safety systems.

8 INFRASTRUCTURES SINA INFRASTRUCTURES Feasibility studies - Project funding With the cooperation of the major research institutes, Sina executed several projects for important infrastructures, also by definition of own rules and methods for the supply of the required services. Feasibility studies are the first stage of the process of intervention on the territory, whose aspects are all analysed and monitored by Sina. Over more than 40 years, Sina acquired experience and know-how in environmental, technical, economical, and political/social fields, which are all very useful in order to archive excellent performances in developing studies. Project funding is a financial instrument aiming at allow the private funding of projects on the basis of their technoeconomical nature. Sina, with the cooperation of other subjects working in this field, participates in the promotion of infrastructure construction through project funding: it is convinced that, for a country like Italy with a low infrastructural level, this is a mandatory choice.

9 DESIGN SINA DESIGN Environment and territory - Road and rail infrastructures - Equipment and safety Design is a complex creative process aiming at identifying optimal solutions for infrastructure construction in compliance with safety and environmental preservation standards. In the field of civil works, Sina distinguishes itself for the specialization in important structures and underground works, integrated into several relevant structures. Sina set up some analysis criteria and methods for an optimal and smooth introduction of infrastructures into the territory, throughout environmental impact and territorial compensation studies. As far as road and rail infrastructure execution is concerned, Sina is the protagonist, thanks to its experience acquired over more than 40 years as designer of linear infrastructures and to its know-how in the fields of General Contracting and Project Funding. In equipment and safety matters, Sina shows a solid experience, which nowadays is translated into dozen of kilometers in tunnels, which allows it to face and solve any kind of need concerning safety, lighting and ventilation in tunnels, by carrying out specialized studies and articulated equipment engineering activities supported by modern calculation programs that assure the prescribed norm levels.

10 SINA WORK DIRECTION Sina offers contractors a complete Work direction service by supplying the responsibility and professional support required by rules in force; this service allows to monitor the correct work execution, in compliance with project specifications concerning civil, environmental and equipment aspects, and to follow work count thereof. Ad hoc teams ensure, through established operation standards, fast and flexible interventions and an efficient management of high surveillance roles for strategic structures such as the high speed rail line Torino-Milano-Novara and the modernization works of the Torino- Milano Motorway, by continuously supplying information as precious feedback as to project structure.

11 SINA RESEARCH AND DEVELOPMENT Safety - Barriers and tunnels Sina promotes the technical and managing innovation of transport systems in compliance with evolution of standards and execution modes of infrastructural networks. Sina deals with safety in tunnel under all of its aspects (lighting technique, parametric detection and ventilation) by specific programs, calculation methods and techno/operational design procedures, capable of creating optimal level safety system. As far as safety barriers are concerned, since the 60s Sina promotes studies and experiments, by means of real-scale tests, about internally conceived passive safety systems and installed along more than 600 km on the Motorway network; over time, it also developed projects in compliance with new European standards.

12 SINA RESEARCH AND DEVELOPMENT Integrated mobility - Projects for Europe Sina, with the Polytechnical School of Milan and with Sineco, established L.I.R.A., a Laboratory for research, development and validation of passive safety systems. In integrated mobility sector, Sina implements studies and research on transport safety, durable integration on the territory, correct management and engineering of big infrastructures. Sina is convinced that the European integration in the transport and telecommunication field is an essential condition for socio-economical development; for that reason, Sina, in cooperation with the EU countries, played a leading role in conceiving techniques of users information and mobility management, in order to enhance road conditions on concerned areas and infrastructural corridors (Serti, Trans-Alp, Iworomo Projects).

13 SINA SYSTEM SINA SYSTEM Customer care - Communication - Quality system Sina system is highly concentrated on design, organization, direction and control stages, which ensure efficient and optimal management critera of complex projects aiming at ensuring compliance with original specifications and requirements. Sina developed a deep Customer Care analysis for each activity sector, by constantly monitoring and measuring satisfaction factors and the evolution of customer expectations, by joining intervention and attention flexibility to methodological severity dictated by the compliance with procedures of Management system for quality Vision 2000 and to a continuous promotion towards innovation and improvement. Within this logic, Sina implements a communication policy aimed towards the scientific community, institutions, stakeholders and users.

18 Who s s SINECO Since 1987, Sineco S.p.A. has been operating in the field of engineering, with special reference to the control and planning of maintenance interventions for big transport infrastructures. The Company offers qualified knowhow in diagnostic research, and it has special competences in the surveillance of works of art (1000 works are under its control) and in carrying out maintenance works on roads, recording over 5000 Km of surveys per year, performed with the use of different highly performing technologies, as well as verification activities on the materials used in maintenance works and on the construction of new infrastructures. SINECO s main mission is to provide suitable support to road and railway network operators in the identification, design and planning of maintenance, upgrading and monitoring activities of the concerned works.

20 SINECO INFRASTRUCTURE MONITORING In the sector of road, railway and hydraulic structures monitoring, Sineco has often operated in cooperation with international realities. The methods and technologies set up over the years aim at assessing the consistency and safety status of each work checked, in order to prevent any further degradationwith respect to the working conditions of the infrastructure it belongs to. Furthermore, the goal pursued by SINECO is providing short, medium and long term maintenance programs with direction in terms of investment choices made by infrastructure operators.

21 SINECO NON DESTRUCTIVE TECHNOLOGIES Sineco operates in the field of non destructive technologies applied to civil engineering, where it relies on measurement systems based on laser and ultrasound systems, radar and seismic echoes recordings, visual, infrared thermographic surveys, assessments and monitoring, also remote ones, of static and dynamic quantities. The main application fields are diagnostics specialized for big works, verification of road surfaces operability, tests and inspections on structures and constructions behaviours. The Company, in order to encourage development and technological interexchange, often ties exclusive partnership with important European companies working in the same business sector.

22 SINECO MATERIAL TEST LAB The company, having its own test lab, is involved in construction material checks and big works construction processes quality checks. The test lab is active in bituminous conglomerates of road geotechnics, concrete and steel, and it is equipped with state-of-the-art machines and equipments. In addition, Sineco has a mobile lab which allows the performance of on-site tests. Sineco belongs to the Gavio Group, leader in the motorway sector, which favoured the development of the lab and placed it at very high levels of absolute excellence. Besides the traditional mobile lab, the Company has other high performance means, among which the ARAN (Automatic Road Analyzer) and the HWD (Heavy Weight Deflectometer) to detect the features of road surface paving such as: impression qualities, cross and longitudinal profiles, mapping and altimetric curve radiuses and it provides data for the road computerized register.

23 SINECO ENVIRONMENT In the field of environment protection, Sineco has acquired important experiences in determining vehicle traffic related polluting agents, both in the field of acoustics and in the measurement of air and water quality. The acoustic GIS is the tool that SINECO uses to manage and plan environmental noise, and it mainly performs a twofold function: the first one, is a management function, which allows the road infrastructure operator to have at its disposal a tool through which law requirements can be met and, at the same time it can monitor long lasting interventions during the entire life of acoustic recovery plans; the second one, is an institutional function, which allows competent authorities (such the Ministry for the Environment, Regions, etc) to have a standard operational tool to support decisions, for example for the assessment of correspondence of current interventions vis-à-vis law and strategic goals, and for the verification of the state of the environment. Furthermore, Sineco carries out other activities such as: performance tests on lighting systems, ventilation tests and tests on reflecting qualities of vertical and horizontal road signs.

24 SINECO ENGINEERING Thanks to its competence, Sineco assesses the status of consistency and thus the residual safety of operational structures. The Company has a technical team specialized in this specific field and at present it can carry out important safety coordination activities and specialistic consulting services for the organization of works maintenance plans, or for some of its parts, a document that now in Italy is mandatory since the executive designing phase.

29 Who s s CIV CIV (Collegamenti Integrati Veloci, integrated fast connections), relying on a reliable public and private shareholding, was established in 1990 on the initiative of Mr. Giuseppe Manzitti, lawyer; its goals are study and turnkey management of projects in the field of fast road and railway connections, and important works of public utility within the frame of Italian and European transport systems. The route chosen by the final project signed by SINA and CIV, fits into crossed urban center structure without any interference; it features low risk sections which do not affect the territory. At present this Company, which has maintained intact its unusual values and intervention capacity, continues to be a guide for Consorzio Cociv, the work General Contractor, for the promotion and approval of the new railway line Genoa-Milan. Traditional transport system has reached the emergency threshold; the lack of alternative services increases every day both passenger and goods traffic, with the consequence of increasing sensibly traveling times from pole to pole, with an important costs increasing. In order to meet the necessity of a leaner and safer new European circuit, the high speed railway connection between Genoa and Novi was born; it aims at strengthening passenger and goods transport between Liguria and the Po Valley and at connecting Genoa port and the Mediterranean Sea to Northern Europe and the main corridor for the transborder East- West link.

30 CIV Intervention context Within a scenario of economy globalization, the role of integrated logistics and intermodal transport, and flow and traffic interconnection to distribution centers, ports and airports, is a competitive factor which cannot be given up for the whole Country System. The main ports of the upper Med Sea, Genoa and Marseilles, intermodal hubs, the high speed ways of Europe and the related connections, have to be considered jointly, as elements of a unique main transport system, whose functionality must be optimized and its efficiency exalted. Within the frame of this system, concepts of intermodality and intermobility, which are CIV points of strength, are indissolubly linked, as indispensable conditions for success of fundamental strategic choices. Argo Group, which manages more than km of highway network by the intermediate of ASTM and SIAS, besides modern intermodal centers, became a permanent and important actor of ongoing processes. It plays the role of promoter of important initiatives concerning with general process of transport modernization and mobility and safety optimization; it does so by means of a network of subsidiaries - CIV, SINA, SINECO, LIRAwhich operate in financial, communication, territory and control engineering sectors.

31 CIV Main projects Each new logistic structure has an important impact on the territory, on mobility-environment relationship and on future development of local economies. CIV activity, resumed by the slogan The territory as a value, represents a new way of engineering ; it translates into a precise and deep planning of socio-environmental framework, which is an essential condition to create real new economic perspectives, shared by territory s populations. The construction of the new railway passage (third passage), situated in the heart of the crossroads between the main transport corridors East-West and North/South, is indispensable for economic development of the whole Genoa area and in particular its port, which would risk to asphyxiate if it is only conditioned by road transport. Presented to public opinion in 1990, the project for the third passage, at that time totally financed, has undergone several transformations in terms of its way and its connecting systems to the city, until the final version was drawn up and approved by Cipeon March 29th, Among other projects, CIV, to answer to a real need of Genoa, accomplished a study for a new East-West crossing of the city, by evaluating the engineering possibilities (under water tunnels, mountain tunnels, bridge over the port), by analyzing construction problems, construction and maintenance costs, inhabitants approval index and impact on environment and on employment.

33 Who s L.I.R.A. LIRA S.r.l. - Laboratorio italiano di ricerca sulle attrezzature per la sicurezza passiva nell ambito del traffico veicolare (Italian research laboratory on equipment for passive safety in the field of vehicle traffic) - was established in 2002 by the engineering companies SINA and SINECO and by the Polytechnical School of Milan. This company merges the professionalism and know-how of two of the most important national companies in the field of safety, with the prestigious support of university institution. LIRA task is to promote study, research and experimentation in the field of equipment suitable to ensure the highest level of passive safety for human, personal and collective protection on roads.

Goals LIRA has several business goals.the most important one is the creation of a laboratory or test field for study, research and experimentation in the field of devices necessary to ensure an adequate level of passive safety in vehicle traffic. To such purpose, assessment studies are under way to identify opportunities and possible collaborations with companies already working in this sector, in order to define the most suitable framework for the launch of the testing activities. Always in the field of passive safety, LIRA takes care of execution of calculations and numerical simulations useful to equipment efficiency assessment, by promoting the development, management and use of a specific software and the supply of advances services for technological innovation support. LIRA activities comprehend inspection and validation concerning with projects of equipment engineering and passive safety for transport infrastructures and vehicle traffic, as well as participation to research programs and studies aimed at the development of specific technical rules, together with national and international work groups

35 L.I.R.A. Activities Since its first years of activity, LIRA has given important contributions to the sector in which it operates. On behalf of its partner SINA, it accomplished calculation services, simulations and verification of system and safety device projects, as well as organization of live crush tests, in particular for a terminal system for P4 class junctions and interchanges areas, subjected to certification tests at LIER laboratory in Lyon. Moreover, for the verification of some particular engineering situations during barrier installation, LIRA has cooperation agreements with other companies in this sector, such as the Polytechnical School of Worcester (USA); together they are developing a specific study concerning with loads transmitted to bridge road floor understructure during the crash of a vehicle against a safety barrier, in order to define parameters featuring this phenomenon, by the cooperation with the Polytechnical School of Milan. Thanks to LIRA activities, now it is possible to dispose of an integrated system of safety barrier-acoustic barrier of class H4b, which has already undergone some certification tests at LIER laboratory in Lyon; this system was jointly developed with Tubosider S.p.A., and it can be used on the sides of the viaducts, especially in new constructions or upgrading works, which according to the first information, will have a good response from the market.
