1 1. Faculty of Education 1.1. Activities The Faculty of Education at the University of Oulu is a scientific community that does research on growth and education and trains teachers and other experts in the field of education. The main function of the Faculty is to pursue research on the theoretical and ethical foundations of education and on learning and teaching, and based on this function, to educate educational experts, especially teachers, on a broad and flexible basis. The broadly-based nature of the training is made possible by cooperation with the other faculties and departments of the university. Cooperation partners in continuing education also include the educational institutions representing different fields, companies and other stakeholders. The branches of science represented by the Faculty are education, psychology, educational psychology, sociology and music education. The aim of the Education Programme is to educate experts in the field of education who are familiar with research and education tasks. The programme can also provide the qualification of an adult teacher. Teacher education can focus, as chosen by the department and student, on basic education, youth education, adult education or primary and preprimary education, qualifying the student as a kindergarten teacher, for instance. In addition to traditional broadly based teacher education, the Oulu department also provides a largely English-language educational expert programme focusing on international tasks which also qualifies its students as primary teachers, a technologically oriented primary teacher programme, an arts and crafts oriented primary teacher programme and an early childhood education programme. The University of Oulu is one of three universities in Finland with a music teacher education programme. In Oulu, this training is focused on music teaching on primary and secondary levels. The Faculty also has research and training programmes in educational technology, women's studies, environmental education and multiculturalism. The activities at the Kajaani Department of Teacher Education focus on primary teacher education. The students coming from subject departments, with the aim of qualifying as secondary teachers, are offered pedagogical studies in the Department of Educational Sciences and Teacher Education Teacher Training School The Teacher Training School of the University of Oulu offers a development and research field for all the faculties and departments of the university. In addition to teacher training, the Training School is involved in diverse school development and research activities. The school is an open learning environment in which the learners follow a varied individualised curriculum. Together with the Faculty of Education, the Training School helps to

2 develop teachers' in-service training. The Oulu and Kajaani units of the Teacher Training School are called, in Finnish, Oulun normaalikoulu and Kajaanin normaalikoulu Administrative Bodies Faculty Council The Faculty Council of the Faculty of Education has 11 members, one of whom is the Dean of the Faculty. The members represent the professors, other staff and students. The council is elected for a period of four years. The student members' term of office is two years. The Faculty Council is chaired by the Dean. The Faculty Council has the following tasks: 1) to approve the Faculty's action programme that is compliant with the university's strategy; 2) based on the action programme, to approve the staff policy plan, which is presented to the university rector for confirmation as regards any professorships 3) to approve the general grounds of the operating and financial plan; 4) to appoint the Faculty's research and education committees; 5) to carry the responsibility for the quality of the Faculty's operations; 6) to decide on the structure and general parts of the curricula of basic degrees, including the names and scope of courses and the financial impacts of the curriculum; and 7) to approve the degrees taken in the Faculty. According to the standing regulations, the Faculty Council can transfer a matter that is under its power of decision to be decided on by some other person or body of people. Education Committee and Research Committee The Faculty's Education Committee is led by the Education Dean. The Education Committee shall prepare the Faculty's education programme and curricula and evaluate the quality of educational activities. The Education Committee may also have other tasks as delegated to it by the Faculty Council or the Dean. The Faculty's Research Committee is led by the Research Dean. The Research Committee shall prepare the Faculty's research programme, evaluate the quality of research activities and participate in the preparation of the staff policy plan as regards any professorships. The Research Committee may also have other tasks as delegated to it by the Faculty Council or the Dean. Committees for the Development of Teaching (OKTR) There is a Committee for the Development of Teaching in each degree programme of the Faculty. The composition, tasks and term in office of the committees for the development of teaching is approved by the Faculty Council. The committee has 4-6 student members chosen upon the student organisation's proposal. A student member shall act as the committee's secretary. For their participation in the committee's activities, student members are granted 1-3 ECTS credits

3 based on available documentation. The Committee for the Development of Teaching shall maintain a discussion on teaching and its development. It gathers annually feedback on teaching. The committee plans and implements annual feedback sessions together with the student organisations. The committee also implements educational quality assurance as instructed by the Faculty and monitors the functioning of the quality system. 5 2. Rights to Pursue Studies 2.1. Rights to Study The standard right to study is constituted by the right to pursue studies for a degree. The right to pursue separate studies refers to the right to take nondegree studies, the right to take certain teaching programmes and the right to take individual courses. When the right is granted simultaneously to complete both a lower and higher university degree, the following principles apply at the University of Oulu: All students shall be granted their rights to study based on confirmed admission criteria. As a rule, the right to pursue studies is obtained through the annual student admission procedure (including new study rights for current students). An exception is formed by the following special admission groups: Those changing degree programmes/majors (within a field of education or between close fields of education) Transfer students Those who have obtained eligibility for university studies based on a foreign education Those who have completed a higher university degree The following principles apply to them: Those changing degree programmes/majors If approved by the Faculty, a student admitted to study at the Faculty can change from one programme to another during the course of his or her studies, if there are student places available. Such a change can take place in the second year of studies at the earliest. When the change is made, the criteria by which the student was admitted to a programme are adapted. A student can only change to a teacher education programme through the student admission procedure. Those changing programmes shall observe the application periods for transfer students. By the decision of the Board of the University of Oulu, all primary teacher education is moved to Oulu in the autumn of The transfer of students from Kajaani to Oulu will take place step by step from 2010 to The move from Kajaani to Oulu mainly takes place when the Bachelor's studies are finished. The move to Oulu only affects those students at the Kajaani Department of Teacher Education who do not graduate as Masters in Kajaani by the summer of If a student does not graduate by then, the move to Oulu takes place when the major study modules (introductory studies, intermediate studies in education, multidisciplinary studies etc.) have already been completed. It is recommended that the move should take place at the start of an autumn term. It is also possible to move at the start of the spring

6 term, but then the minor subject studies, for instance, can only be started in the following autumn. Transfer students Transfer student applications are processed by the Faculty (application deadline March 31) outside the regular admission quotas. Any transfer students are accepted by the decision of the Dean of the Faculty. For an application to be approved the applicant shall have the right to pursue studies in a corresponding or closely related degree programme/major subject in some university (Universities Act 1 ) the applicant shall have completed the Bachelor's degree, or s/he is completing it during the term in which the application is submitted the applicant is capable of justifying his or her transfer with social or other reasons; and the resources allow the admission of a new student. A free-form transfer application is addressed to the Faculty of Education, PO Box 2000, FIN University of Oulu. The application shall include an extract from the credit records and any other certificates and documents considered necessary by the applicant. The deadline for applications is March 31. Those eligible for university studies based on a foreign education Applicants who have reached eligibility based on a foreign education are admitted through the entrance examination. The application deadline for Finnish students who have studied in foreign universities and are applying for admission to corresponding education at the University of Oulu (so-called transfer students) is March 31. Applicants and scholarship students within the sphere of foreign cultural exchange can be accepted through special decision making procedures. Those who have completed a higher university degree The right to pursue studies for a new degree is granted upon application. The applications are processed together with the transfer student applications Scope of the right to study A student who has acquired the right to pursue studies through the student admission procedure can only enrol in a single faculty and for a single degree programme or major each term. If a student also wants to get the right to study for a degree in another faculty or degree programme, he shall participate in student selection for the faculty in question after his or her first term of enrolment. Those coming to study through cultural and student exchange schemes and as scholarship students or similar can be granted a right to pursue studies for a fixed period Preservation of the right to study There are stipulations on the permanence of the right to study of students accepted to universities in the Universities Act.

7 The decrees on degrees determine the right to pursue studies in accordance with degree regulations that are no longer valid. There are specific stipulations on the expiry of credits and study attainments Minor subject studies at the Faculty of Education Students of other faculties at the University of Oulu, who have enrolled for attendance, have the right in principle to pursue studies for introductory and intermediate study modules in the subjects of the Faculty of Education. Because of limited teaching and staff resources, an application for the right to pursue studies for the study modules shall be submitted, however, to the Dean of the Faculty. When the students are selected, priority is given to those students of the Faculties of Humanities and Science whose degree programme or specialisation goals are best compatible with the studies. The application period ends on August 15. Student enrolled for attendance in the other faculties of the University of Oulu have free rights to pursue introductory and intermediate studies in the minor subjects of sociology, women's studies and environmental education. (08) or (08) ) Separate studies A separate right to pursue studies is only meant for applicants who do not currently have a right to study at any university. Such a right may be applied for by graduates from other universities or applicants who have not taken any university studies. Meanwhile graduates from the University of Oulu can apply for a supplementary right to pursue studies. The right to study is subject to a fee. The deadline for applications is August 15 annually Supplementary degree studies Having completed the Master's degree, the graduate's right to pursue studies expires on July 31 at the end of the academic year when the degree was completed. If the graduate wishes to supplement his or her degree (such as continuing minor subject studies that were never finished, or start studying a new minor subject) at the Faculty of Education, s/he shall apply for a separate right to pursue studies. The right to study is subject to a fee. The deadline for applications is August 15. The separate studies and supplementary degree studies are subject to fees confirmed by the Dean's decision: introductory studies, 250 euros intermediate studies, 350 euros advanced studies, 800 euros (including thesis in minor subject) individual course, 10 euros per ECTS credit The above fees for separate studies and supplementary degree studies are subject to revision. The right to pursue studies under the so-called 'POIA' scheme is subject to a fee.

8 The right to study is granted for two academic years. No postponements in starting the studies are allowed. In addition to the application procedure for the separate studies, supplementary studies and minor subject studies, there are pedagogical studies for teachers, multidisciplinary studies in subjects and cross-curricular themes taught in basic education, professional studies in early childhood education as well as study modules for which there is a special application procedure.

9 3. Degrees and Studies 3.1. Degrees and studies in the Faculty's degree system The structure of degrees in Finnish universities was changed on August 1, According to the Decree on University Degrees (794/2004), the degrees in the field of education are as follows: 1. Degree of Bachelor of Arts (Education) (lower university degree) 2. Degree of Master of Arts (Education) (higher university degree) 3. Degree of Licentiate of Philosophy (Education) (postgraduate degree) 4. Degree of Doctor of Philosophy (Education) (postgraduate degree) The Faculty of Education has the following programmes and major subjects leading to the Master's degree: Education Programme, majors in education or educational psychology Primary Teacher Education Programme, majors in education Technology Oriented Primary Teacher Education Programme, majors in education Arts and Crafts Oriented Primary Teacher Education Programme, majors in education Master of Education, International Programme, majors in education Music Education Programme, majors in music education Early Childhood Education Programme, majors in education, especially early childhood education Students are selected to the Faculty of Education to study for both Bachelor's and Master's degrees. Admission for pursuing studies for a Master's or postgraduate degree only is indicated separately. The Master's degree cannot be taken before completion of the Bachelor's degree. A degree certificate is awarded for both degrees. Studies included in the Bachelor's degree cannot be included in the Master's degree, and ones included in the Master's degree cannot form part of a postgraduate degree. The studies in the various subjects consist of introductory studies, intermediate studies and advanced studies as well as Bachelor's and Master's theses. The degrees also include language and communication studies that are compulsory to all students. Master's degree programmes The Master's Degree Programme in Education and Globalisation is arranged in accordance with the Ministry of Education's decrees concerning Master's degree programmes in universities in Finland. The degree consists of language and communication studies, advanced studies in educational sciences, Master's thesis and minor subject studies.

10 Students will be awarded an MA (Education) degree, which offers an opportunity to continue on with doctoral studies. The degree does not, however, constitute a formal teaching qualification. The Master's Degree Programme in Learning and Educational Technology, EDUTOOL, educates specialists in learning for whom it is second nature to make use of technology in different learning environments. The students in this programme develop into diversely skilled persons who know how to apply technology to support learning and enrich interaction. They acquire skills to function in teaching, research, planning and administrative tasks as well as in guidance and advisory functions in organisations and companies. Their studies consist of language and communication studies, advanced studies in education, a Master s thesis and minor subject studies. The students are awarded degree certificates for a Master's degree that makes them eligible for postgraduate studies Extent and structure of Bachelor's and Master's degrees The extent of studies required for the degree of Bachelor of Arts (Education) is 180 ECTS credits. The programme is arranged in such a way that the student can complete the degree in three years of full-time study. The studies required to complete the Master's degree comprise 120 ECTS credits. The degree can be completed in two years of full-time study. In these degrees the studies in different subjects and study modules comparable to subjects are constituted by introductory studies with an extent of at least 25 credits; intermediate studies with an extent, together with the introductory studies, of at least 60 credits. The intermediate studies in the major subject or comparable module include a thesis of at least 6 and at most 10 credits; advanced studies with an extent of at least 60 credits; the advanced studies in the major subject, a module comparable to it or the degree programme include a thesis of at least 20 and at most 40 credits. The studies are dimensioned on the basis of (ECTS) credits. The courses are scored based on the amount of work required by them. The workload of 1600 hours required on the average to complete the studies of one academic year corresponds to 60 credits. A programme may also include optional, elective and extraordinary studies. Optional studies refer to the choice of one of several alternatives by the student. In the case of elective studies, the student can make the choice in his or her own chosen area, including courses in other faculties and universities. The extraordinary studies are not included in the total scope of the degree, as they are something beyond it as implied by the term. Extraordinary studies can include courses and modules offered by the Faculty of Education or other faculties.

11 3.3. Goals of the Bachelor's degree The education leading to the Bachelor's degree shall give the student: a knowledge of the basics of the studies belonging to the major and minor subjects of the degree or equivalent modules of study or to the degree programme, as well as the prerequisites for following developments in the field; a readiness for scientific thinking and scientific working methods or the theoretical and practical skills required by artistic work; the prerequisites for an education leading to a higher university degree and continuous learning; the prerequisites to apply the knowledge they have acquired in working life; and sufficient communication and language skills Completion of the Bachelor's degree For graduation as Bachelor, the student shall complete the introductory and intermediate studies in at least the major subject or comparable study module or in the degree programme, including a Bachelor's thesis and language and communication studies. The student shall show that s/he has achieved the goals set for the degree, studies and thesis and passed the stipulated language studies in the second native language and at least one foreign language. The student shall also pass a maturity test which shows his or her familiarity with the field of his or her Bachelor's thesis as well as skills in Finnish or Swedish Structure of the Bachelor's degree The Bachelor's degree may consist of the following: language, communication and orientation studies, credits introductory and intermediate studies in the major subject, 60 credits in the minor subjects, alternatively either introductory and intermediate studies in one subject, 60 credits, and 25 credits in another subject, or 25 credits of introductory studies in three minor subjects Bachelor's thesis as stipulated in the relevant curriculum written maturity test other studies, 0-20 credits In primary teacher education, one of the minor subjects in the degree is constituted by the multidisciplinary studies in the subjects and cross-curricular themes taught in basic education (60 credits), and in early childhood education, by the professional studies in early childhood education (60 credits). The Bachelor's degree shall be completed before taking the Master's degree. Studies included in the Bachelor's degree cannot be included in the Master's degree. The smallest minor subject entity to be included in the degree is that of the introductory studies (25 credits) in a subject.

12 3.6. Goals of the Master's degree The extent of the degree of Master of Arts (Education) is 120 credits, in addition to which the degree may also include studies that go beyond the minimum scope. The education leading to a Master's degree shall give the student: good familiarity with the major subject or comparable entity and a knowledge of the basics of the minor subjects or good familiarity with the advanced studies in the degree programme a readiness for the application of scientific knowledge and scientific methods or the prerequisites for independent and demanding artistic work a readiness to function in working life as an expert and developer of his or her field a readiness for further scientific or artistic education; and good communication and language skills Completion of Master's degree The general rule is that the student shall complete his or her studies following the two-level degree structure. If it is important for flexible progress in the studies already to take a Master's level course in the Bachelor stage, this can be done if allowed by available resources, providing that any preceding studies required by the completion of the course have already been completed. In all the programmes offered by the Faculty, the Bachelor's degree shall be completed before attending Master's thesis seminars (Faculty Council decision: minutes B15/2006). The Faculty may grant the right to pursue studies for a Master's degree to an applicant who has completed an applicable lower university degree or some equivalent education (e.g. an applicable polytechnic degree, a degree taken abroad). The applicant needs to have completed the introductory and intermediate studies in a subject in which the Master's degree can be taken at the Faculty. The studies may have been included in the degree taken by the applicant, or they can be non-degree studies. For the Master's thesis, the student shall complete the advanced studies in the major subject or a comparable entity, or the advanced studies of the degree programme as well as supervised training that may form part of the degree. The student also needs to complete sufficient minor subject studies. The students shall demonstrate that s/he has achieved the goals set for the degree, studies and thesis and language skills refereed to in section 6 of the decree. The student shall also pass a written maturity test to show familiarity with the field of his or her thesis as well as skills in Finnish or Swedish. S/he need not show Finnish or Swedish language skills in a maturity test written for the higher university degree in the same language, if s/he has indicated his or her language skills in the maturity test for a lower university degree. The Master's degree may consist of the following: language, communication and orientation studies, usually 5 credits advanced studies in the major subject, usually 80 credits in the minor subject, either

13 introductory studies in one subject (25 credits), or intermediate studies in one subject (35 credits) Master's thesis written maturity test other studies (0-10 credits). As a rule, the smallest minor subject entity that can be included in the degree is that of the introductory studies (25 credits) Doctoral education at the Faculty There is information about the Faculty's doctoral education on the Faculty web site at and in the Weboodi system.

14 4. Studying 4.1. Personal study plan (PSP) The personal study plan is a plan designed by the student him/herself for the contents, extent and duration of his/her studies. Its construction is based on the curriculum. The construction of the personal study plan is started in the autumn of the first year of study, and it is updated and revised at regular intervals. The student is responsible for drawing up, updating and revising the personal study plan, but there are meetings scheduled with him/her for revision purposes: in the first autumn of study, towards the end of the Bachelor studies and in the Master's phase. To support study planning, the student is given counselling from the very beginning (in written form, e.g. Study Guides), in various meetings organised by the Faculty and the various degree programmes as well as in certain courses (such as 'Orientation to studies'). The personal study plan provides a structure to the planning of studies and helps the student counsellors and tutor teachers to support the students in advancing their studies. No credits are awarded for constructing a PSP. The PSP at the early stages of studies: autumn term of the first year Based on the curriculum of his or her programme, the student draws up a study plan that details the planned study modules, their scheduling and study goals. In this PSP the focus lies on studies included in the Bachelor's degree and in the first three years of study. The main lines of Master's studies may also be outlined. A basis for the planning is provided by the course entitled 'Orientation to Studies', with which the start of the PSP and tutoring discussions have been integrated. The PSP of the early stages is quite a rough scheduling plan based on the curriculum (a limited PSP). In primary teacher education in Oulu, the PSP forms part of the pedagogical portfolio. The PSP at the late Bachelor's stage The PSP is revised when the student is close to completion of the intermediate studies in the major subject, e.g. in the spring of the second academic year or in the autumn of the third year. At this point it is verified how well the PSP has materialised so far, and plans are made for the final stage of Bachelor's studies and the move to the Master's studies. Important themes include the minor subjects, the topic of the Bachelor's thesis, and practical training, among other things. Master's PSP: autumn term of the 4 th year of study The same PSP form that was used at the start of the studies can also be used as a basis for the Master's stage personal study plan. The PSP discussions focus on considerations of the contents of advanced studies and the topic of the Master's thesis as well as the student's own professional orientation. PSP forms are available on the Faculty's web site and at the information desk.

15 4.2. Teaching periods At the Faculty of Education, the academic year is divided into four teaching periods as follows: 1 st period: August 23 to October 22, 2010 (weeks 34-42) 2 nd period: November 1 to December 17, 2010 (weeks 44-50) 3 rd period: January 10 to March 4, 2011 (weeks 2-9) 4 th period: March 14 to May 27, 2011 (weeks 11-21) All teaching is arranged during these periods. Courses continue throughout a period or they can last several periods. A period contains course teaching, practical work, examinations and feedback. General written examinations may be taken on the Faculty's general examination days throughout the academic year Participation in teaching The compulsory and optional courses in each degree programme are listed in the presentation of the curricula in Weboodi. The methods in which credits are earned are shown in the curriculum. Students shall follow the curriculum effective at any given time irrespective of the year when they started their studies. As a main rule, the courses are taken in the order in which they are presented in the curriculum. At the start of a course, agreement is made of the principles (book examinations, book summaries etc.) by which a student can compensate for absences from practical teaching due to an illness or other compelling reasons. In teaching requiring compulsory attendance, a student can be required a maximum of 90 % participation, with the exception of practical training Language and communication studies According to Decree on University Degrees (794/2004), the student shall show that s/he has achieved such skills in Finnish and Swedish as are required for offices requiring a university degree in bilingual areas and are necessary from the viewpoint of the student's own field. In addition, upon completion of a degree, the student shall have such skills in one foreign language that makes it possible for him/her to follow developments in his/her own field and to function in an international environment. The student can show that s/he has achieved the skills required in language studies through his or her previous studies or through studies forming part of the degree. The following principles are applied in the accreditation process. 1. Studies in mother tongue (=Finnish) are not required from students who have completed at least the introductory studies in Finnish. 2. Compulsory studies in the mother tongue and in written and spoken skills in the second native language and foreign language completed for a degree in some other Finnish university or polytechnic are accredited as if they had been completed at the Faculty of Education. If the studies taken elsewhere have a narrower extent than similar studies at the

16 Faculty of Education, the Faculty may require that the studies should be supplemented. The decision on accreditation for the second native language is made by the Language Centre. 3. Except for spoken language skills, the skills in a foreign language can be shown with the matriculation examination grades laudatur or eximia cum laude approbatur for the advanced course in that language. 4. The skills in a foreign language can be shown with a degree certificate for the Intenational Baccalaureate (IB), European Baccalaureate (EB) or Reifeprüfung. 5. The skills in a foreign language can be shown with completed approbatur-level studies or a study module of at least 25 credits in the language in a university. 6. The introductory studies in Nordic philology/finnish language compensate for spoken and written skills in Swedish/Finnish as regards studies in the second native language. These studies are taken to indicate satisfactory skills. To merit good skills, the student needs to have completed the introductory and intermediate studies in Nordic philology/finnish language. No compensation is granted for unfinished studies, as the student can show the skills required by the degree in the tests of the Language Centre or pass a language course required to complete the degree. (Government Decree on Proving One's Knowledge of Finnish and Swedish in the Civil Service (481/2003), 16 (3, 4) and 17 (2, 3)). 7. Good spoken and written skills in the second native language can also be proved with an approved mother tongue grade in Swedish or Finnish in the matriculation examination, or with the grades laudatur, eximia cum laude approbatur or magna cum laude approbatur in the Finnish as a second language or Swedish as a second language tests. (Government Decree on Proving One's Knowledge of Finnish and Swedish in the Civil Service (481/2003), 16 (1)). 8. A civil service language proficiency certificate granted by an auxiliary member of the Civil Service Language Proficiency Committee or by a recipient of proficiency tests appointed by the National Board of Education, to measure spoken and written skills in Finnish or Swedish, for which at least the grade satisfactory has been given (decrees 442/ (2) and 481/2003 1), is sufficient to prove language skills required for the degree. 9. Extraordinary studies in languages and communication taken in the Language Centre and other Finnish or foreign universities are accepted as language and communication studies contributing to the degree. At the Faculty of Education, the Dean shall make the decisions on the language skills required of students who have received their basic education abroad or in a language other than Finnish or Swedish (University of Oulu Regulations on Teaching, 20 and the Government Decree on University Degrees /794 6). The student can apply for exemption from studies in the second native language. Having

17 been exempted, the student shall pursue studies for a similar amount of other language and communication studies. 11. Master of Education, International Programme and mother tongue instruction: Students who have received their school education in a language other than Finnish can pursue English language studies instead of the mother tongue and literature studies forming part of the 'Multidisciplinary studies in subjects and cross-curricular themes taught in basic education' Elective studies The various programmes include a varying degree of elective studies. The Faculty's web site has an updated list of existing courses that students can take on an elective basis. Elective studies may also be chosen from among the offerings of other faculties Examinations The course literature to be examined and method of assessment is announced in connection with the presentation of each course, if something more is involved in addition to an examination of the subject matter and literature presented in the lectures and exercises. Information on the examination related to a course is given during the course at the latest. For a lecture series connected with a course, there will be a regular exam and two resits. Each student shall make sure s/he takes part in the regular exam or a resit. Exam retakes and compensation for non-attendance in exercises shall be taken care of during the term following the course at the latest. Otherwise, the student shall retake the entire course. For exceptionally cogent reasons, the time for completing a course may be extended. Exams for literature courses as well as maturity tests can be sat on the Faculty's general examination days. Enrolment for the maturity test can be filed after the supervisor of the Bachelor's or Master's thesis has given permission to publish the thesis. The departments will inform of any changes to or closer instructions for examinations on the noticeboards at the start of each term. Registration for examinations Registrations for the Faculty's general examinations shall be filed on Thursday in the week preceding the examination at the latest at Publication of examination results The results of examinations are announced on the noticeboards as soon as possible, but within three weeks of the exam at the latest. Whenever the results of an exam cannot be published within this time limit, notice of this fact and the time of publication shall be given before the expiry of the time limit Ethical guidelines for teachers and students Accreditation of prior studies Having obtained the right to pursue studies for a degree, those who have completed the Bachelor's degree in the same programme in a Finnish university can continue with Master's studies at the Faculty of Education without any supplementary studies. If a student changes his or her major subject after the Bachelor's degree, the main rule is that s/he can continue with the advanced studies of his or her new major after completion of the intermediate studies in this former minor subject. The student may be required to supplement his/her studies in the former minor subject, if the nature of the intermediate studies in the major subject of the Bachelor's degree and those in the minor subject differ significantly from each other. In this case it may be required that the studies in the minor subject are supplemented by not more than 10 credits of studies. The credits for the supplementary studies do not contribute to the degree. The same studies can only be included in a single university degree. An exception to this is formed by the language, communication and orientation studies which can be credited based on a previous university degree, as well as the introductory and intermediate studies in the major subject and pedagogical studies included in the other degree, which may be accredited towards the degree subject to valid accreditation tables. A student may be credited for studies taken in other Finnish or foreign universities or other educational institutions, and s/he may replace courses forming part of his/her programme with other courses that do not belong to the degree programme, if the goals set for the degree are achieved. Accreditation of prior learning is based on the principle that studies completed in other university-level institutions, both foreign and Finnish, are credited as fully as possible towards the degree. It is good to secure the inclusion of foreign studies by drawing up a study plan between the sending and receiving institutions. In this way studies abroad do not prolong the period of study. An advance plan often cannot be made fully binding. Changes to the study plan shall not, however, constitute an obstacle to the accreditation of studies taken abroad. RAPL (Recognition and accreditation of prior learning) procedure According to the Faculty's instructions, a student can be credited degree studies based on learning other than proven by university studies, such as

19 working experience. To be credited, such learning acquired in other ways shall be connected with the learning goals of study modules or courses as described in the curriculum. The student shall be able to produce a certificate of such learning and/or s/he shall be able to demonstrate it in some other way. Instructions for this procedure, including the relevant form, are available on the Faculty's web site Persons responsible for the degree programmes Responsible persons have been appointed for degree programmes, study modules and courses. They make the decisions on accreditation of previous studies and are responsible for coordinating the studies, but they do not necessarily teach themselves. See table Expiry of studies It may be required that knowledge in a study module older than ten years is updated before a student continues his or her studies hierarchically to the next study module. The credits for such supplementary studies are placed in either the regular study modules or among 'other studies' in the degree. An update of courses older than five years in unfinished study modules may be required at the discretion of the person responsible for the study module. Courses older than five years such that are not accepted as part of the study module are accepted as 'other studies' contributing to the degree Certificates When all the studies required for a degree have been completed, the student shall apply for confirmation of the degree using the degree confirmation form available on the Faculty's web site. The form shall be returned to the office at least two (2) weeks prior to the date on which the certificate is to be awarded. The degree cannot be confirmed until two weeks have passed since the thesis was approved. The degree confirmation application shall specify all the credits to be included in the degree. The person taking a degree shall have enrolled for attendance at the university. In Oulu, the degree certificate can be fetched at the Student Affairs Office (KTK253) on Fridays. In Kajaani, the certificate may be collected on the confirmation date after noon or as agreed. The certificate may also be sent by mail. On special grounds the degree certificate can also be signed away to a proxy authorised by the student. A separate certificate is given after the degree is completed for any study modules not included in the degree.

The decree is available at University of Oulu Teaching Regulations The teaching regulations of the University of Oulu contain important stipulations as regards students' legal protection. 1 These regulations apply to both degree studies and non-degree studies. Student admission 2 Based on the proposals made by the Faculty Councils, the University Board decides on the number students to be taken to the university annually to study for a lower and higher university degree, a higher university degree only, or a Master's programme pursuant to section 2 of the Ministry of Education Decree regarding University Master's Programmes and Postgraduate Degrees. The Faculty Council shall decide on faculty-specific student admission criteria. The Dean of the Faculty accepts the new students. The Faculty Council can appoint admission committees for the preparation of admission criteria and practical admission arrangements. For the preparation of admission criteria, the committees shall also include student members. The Faculty Dean and the Director of the Language Centre accept students to pursue supplementary or separate studies. The University's Research and Learning Services accepts students to its continuing education courses and Open University teaching. The decision on

23 the approval of admission criteria is made by the Research and Learning Services. Rectification of student admission 3 An applicant who is not satisfied with student selection can appeal to the Faculty within 14 days of the publication of admission results. An applicant who is not satisfied with student admission for continuing education or Open University teaching arranged by the Research and Learning Services can appeal to the Research and Learning Services within 14 days of the publication of the results. When results are published, it shall be notified how the applicant can get information on the application of admission criteria in his or her particular case and how s/he can file an appeal. An admission decision cannot be changed to the detriment of a person who has been admitted. Any appeals against rectification decisions shall be addressed to the Oulu Administrative Court. Academic year 4 The academic year starts on August 1 and ends on July 31. Teaching is given in the periods determined in the curricula. There must be a period of at least one month between June 1 and August 31 during which no teaching is given. The education programmes are divided into four teaching periods. A course can extend over a single or several periods. Enrolment 5 The Administrative Services determine annually the enrolment period for students and give the instructions for enrolment for attendance or nonattendance. Any student who has not enrolled as stipulated by the Administrative Services shall lose his or her right to pursue studies. If a student wishes to continue his or her studies later, s/he needs to apply for the right to become a student again. A student may interrupt his or her studies for a fixed period in the way determined by the Administrative Services. Teaching 6 The university offers a freedom of teaching and research. The teacher shall, however, abide by the approved curricula and stipulations related his or her tasks and university teaching. If a language other than Finnish is used as the language of instruction, it shall be indicated in the curriculum. Teachers' tasks 7 A person functioning as a teacher shall: 1) promote teaching in his or her field; 2) teach and guide students' studies; 3) attend to relevant examinations; 4) give the university the necessary details of his or her teaching,
