1 BULLETIN for hotel and restaurant facilities that are subject to 359b GewO 1994 A 17/ Bau- und Anlagenbehörde Europaplatz GRAZ Tel.: Fax: bab@stadt.graz.at With the licence/alteration request or notification subject to 81 Abs 3 GewO, the following documents subject to 353 GewO, are to be submitted Four copies of: Location plan (see reference under point 1) Plans (layout plan, machine-assembly plans, emergency exit plans etc.) of all rooms of the facility (see reference under point 2) General description of the facility (see reference under point 3) List of machines and other equipment all equipment and machines (except small devices like blenders, hand-held blenders ) should be listed with a corresponding number. On the layout plan, the corresponding number of the equipment should indicate the location of the listed equipment. Technical documents and CE-declaration of conformity for all equipment listed in the list of equipments (compare point 3), as well as for all automatic doors and gates, etc. (in official language, German) Plans and descriptions of pressure beer dispenser and drinking bar (see reference under point 4) Plans and descriptions of the ventilation and air conditioning system (see reference under point 5) Plans and descriptions of the heating system (see reference under point 6) Plans and descriptions of the gas system (see reference under point 7) Documents regarding sound protection and music performances (see reference under point 8) Waste management concept (see reference under point 9) Fire protection (see reference under point 10)
2 One copy of the following documents is needed: Names and addresses of the actual owner of the facility that are written in the cadastral register, as well as the names and addresses of the owner whose property is immediately adjacent to the same. Documents providing evidence of valuable interests in connection with other required provisions that should be considered during the facility licensing process. 1. Location plan The location plan (cadastral map) on a scale of 1:1000 or 1:1500 should contain the entire area of the facility in colour, including restaurant gardens, parking lots, etc. 2. Plans of the facility rooms Layout plans, cross sections, and views (on a scale of 1:50 or 1:100) are required with: Presentation of all rooms (e.g. guest rooms, warehouse, storage rooms, basement, plant rooms, customer toilets, employee toilets, lounge and dressing rooms for employees, etc.) along with ceiling height, wall thickness, windows, doors, stairs, etc. Presentation of the entire facility (bar, tables, chairs, room dividers, glass partitions, etc.) Presentation of the location and realisation of all glass in the working areas like windows, doors etc. Position of all appliances and other accessories (kitchen appliances, refrigerators, cooling devices, etc.) named on the list of equipment Presentation of all level differences (stairs, podiums, steps, etc) and the location of all automatic doors and gates Presentation of escape routes and emergency exits, including the width and length of the emergency exits (the internal width of the doors) Presentation of the fire zones and exterior rooms Presentation of the locations of the fire exit lights and fire-extinguishers 3. General description of the facility The general description should contain the following: Information about the type of business (bar, coffee house, café, disco, restaurant, snackbar etc.) as well as all events Information about the operating hours of the facility as well as the operating hours of the kitchen Information about individual rooms and usage (kitchen, guest room, etc.) including height and width of the rooms, floor and wall construction, exposure areas, etc.
3 List of all electrical equipment including gas appliances, cooling systems and cooling equipment, music and entertainment furnishings, etc. correlated to the position in the layout plan, with detailed descriptions such as brand or type of the equipment. Furthermore, power rating of cooling areas, refrigerators and other cooling devices, type of refrigerant and amount of refrigerant Information about positioning and construction of all glass in working areas like windows, doors, etc. Number of all serving places (sitting and standing places) Information about the number of the employees, number of the employee toilets, lounge and changing rooms for employees, etc. Description of the automatic doors and gates Information about the type of heating of the facility Information about fire protection and safety set-ups (the art of the fire-extinguishers, escape route orientation, lightening, etc. ) 4. Plans and descriptions of pressure beer dispenser and drinking bar Plans and descriptions have to contain the following: Layout plan (location) of the drinking bar, as well as the construction of the compressed gas cylinders in the plan Description of the facility with: o Information regarding the compressed gas, the number of compressed gas cylinders, and the storage capacity of the same o Information about the size and ventilation of the installation area for the gas cylinders Calculation of the gas concentration in the installation area in case of leakage of gas cylinders, including the description of necessary measurements according to ASI (Arbeits-Sicherheits-Information/ information about safety at work) 5. Plans and descriptions of the ventilation and air condition system Plan on a scale of 1:50 or 1:100: Display of the air conditioning system, including all air ducts on a layout plan/ crosssections and views Display of the exhaust duct (note: it should be above roof ridge and kitchen exhaust air should be fire-resistant) Display of the fire gates Display of the position of the ventilation motors
4 Description: Information about the amount of the supply and exhaust air in m³/h for every room (kitchen, guest rooms, sanitary facilities, storage, vestibules ) Information about flow-rate in m/s (opening for the exhaust air, supply and exhaust air velocity at the permanent working places, etc. ) Information about the air change rate in every room of the facility Data sheet and conformity declarations of the ventilation motors and air conditioning, with information about the sound level Information about the pre-heating of the supply air for the work rooms Information about measures for sound and vibration insulation Information about type of refrigerant and amount of refrigerant (in kilograms) 6. Plans and descriptions of the heating system (oil heating, pellet heating, etc.) While heating the facility, it is important to differentiate between in-house and external heating systems. If the facility is heated by an external heating system that does not belong to the facility, it should be noted that the heat is produced by an external heating system. If the facility has its own heating system, the following documents are required (for gas heating systems, see point 7): Presentation of the entire heating system on a layout plan, along with cross-sections on a scale of 1:50 or 1:100 including rooms and their ventilation, fuel storage and storage tank, combustion plant, ducts, all installation, such as cut-offs, magnet valve, etc. fire protection and safety set-ups Description of the entire plant including: - Information about the location and construction of the rooms, all installations and safety set-ups, - Information about combustion plant (description of the device, year of manufacture, effective power, etc.) including data sheets - Information about the fuel, storage of the fuel, and fuel containers, including data sheets with effective permission - Certificate regarding proper commissioning process of the combustion plant that has more than 8 kw effective power (test report, declaration of conformity, technical documentation)
5 Important information: according to the Styrian building law, approval procedure is needed for oil combustion systems and solid fuel heating systems that have effective power more than 8 kw. 7. Plans and descriptions of the heating system These should contain the following: - Plans of the entire gas and liquid gas facility (layouts, cross-sections and views on a scale of 1:50 or 1:100) including rooms and their ventilation, gas containers, ducts and all installation (like cut-offs, gas meter, etc.) and safety set-ups - Description of the whole site including: Information about the location and construction of the rooms, gas pipes with all installation, fire protection and safety set-ups Information about gas containers, type of gas, and quantity of gas storage Data sheets and authorisation for the gas containers (except gas bottles) Information about gas appliances (description of the devices, effective power, gas consumption in kg/h, year of manufacture, etc.) including data sheets and CE- declaration of conformity Certificate regarding proper commissioning process of the gas heating system that has more than 8 kw effective power (test report, declaration of conformity, technical documentation) 8. Documents regarding sound protection and music performances Description of the planned music performance: LIVE music (information about the type and frequency of the performance), background music (A-evaluated interior sound level L A, eq < 70 db), popular music (A-evaluated interior sound level L A, eq >70 db to < 80 db), dance music (A-evaluated interior sound level L A, eq >80 db to < 90 db), disco music (A-evaluated interior sound level L A, eq > 90 db), music in the garden, TV/video device/karaoke device (information about the type and frequency) Information about the music site It is necessary to show the location of the music site on a plan, including all devices used: booster, loud speakers, DJ s desk etc., as well as the description of all used music sites and parts including data sheets (quantity, brand, model )
6 Sonic data depending on volume and neighbours During operating hours not longer than 22.00, it is necessary to give the following information to the buildings directly connected to the mentioned facility or the nearest neighbours while having musical performances: Information if, and in which rooms of the facility the rooms are furnished with floating screed Information about sound emissions: sound power level of all music devices Information about the interior sound level for the sound power level of the machines and other devices. The sound power level in a service room can also be declared in octave bands or A-evaluated with the reference spectrum Information about acoustic settings: description of the construction of service rooms; absorption features of the room boundaries and installations; reverberation period Information about the noise protection: information about the equipment construction and noise protection variables of the structural partitioning elements Information about noise reduction measures: type and description of the intended noise reduction measures and information about their effectiveness Additional information about the inner and outer sound transmission that is based on the calculation, including description of all noise-reduction measures, is necessary during operating hours longer than as well as for buildings directly connected to the mentioned facility or for the nearest neighbours. 9. Waste management concept See data sheet on waste management concept ( 10. Fire protection Layouts of: Fire compartmentalisation or fire protection segregation of the facility and exterior rooms All exit routes (exit doors, width and length of exit routes, fire exit lights or safety lighting) Means of first fire extinguishing aid (fire extinguisher) Information regarding floor, wall, and ceiling coverage, along with decoration that may be useful for fire protection.
7 Information regarding other fire protection appliances in the facility (e.g.: automatic fire alarm, wall-mounted extinguisher system, sprinkler system, smoke and heat venting system, etc.) If a valid fire protection concept of the facility already exists, it is to be included in the application. NOTES Regulations given by the workplace s ordinance must be observed while employing workers (e.g. toilets for employees, changing and lounge rooms for employees, etc).
