5 The idea of regional governance Governance Two classical shapes of governing an institution/society exist: hierarchical regulation systems (top-down) market-based regulation systems Governance generally stands for management and control systems of political and social institutions (e. g. state, administration, companies etc.). The concept includes both hierarchical regulation systems and market-based regulation systems. The idea of a governance system often intends a combination of both of them so that hybrid forms like networks are very likely. 5

7 The idea of regional governance Regional Governance Regional Governance is defined as an approach of regulation and steerage of complex self-organising networks with political leadership, which are necessarily bounded to certain regions. Basic element of this approach is the cooperation of actors, which are guided by interests and own aims. 7

21 Governance structures in the region of Frankfurt/Rhine-Main Hesse Conglomeration Act The current governance structures in the region of Frankfurt/Rhine-Main base on the Hesse Conglomeration Act (Ballungsraumgesetz, BallrG) which was passed by the Hesse state parliament in Intention of the Hesse Conglomeration Act is the encouragement and assurance of a well-regulated development and strengthening of the cooperation of local authorities. Additionally there is the Frankfurt/Rhine-Main Conurbation Planning Organisation Act (Planungsverbandsgesetz, PlanvG), which defines the legal competences of the Frankfurt/Rhine-Main Conurbation Planning Organisation. 21

23 Governance structures in the region of Frankfurt/Rhine-Main Members of the Council Council of the Region every urban district (kreisfreie Stadt) and every city with more than 50,000 inhabitants delegates two representatives (Bad Homburg, Frankfurt, Hanau, Offenbach, Rüsselsheim) every county (Landkreis) delegates three representatives (Landkreise Groß-Gerau, Offenbach, Main-Kinzig-Kreis, Main-Taunus-Kreis, Wetteraukreis und Hochtaunuskreis) Alltogether there are 28 representatives Duties and responsibilities of the Council coordination of the regional development definition of basic procedures about the cooperations representation of the region 23
24 Governance structures in the region of Frankfurt/Rhine-Main Frankfurt/Rhine-Main Conurbation Planning Organisations Duties and responsibilities Working out a Regional Land Use Plan (Regionaler Flächennutzungsplan). The Regional Land Use Plan, created in close cooperation with the parliament of the administrative district South-Hesse (Regionalversammlung Südhessen), is a pioneer project: this was the very first time a land use plan was created for an entire region in Germany. Working out a Landscape Plan (Landschafts(rahmen)plan) Carrying out regional monitoring The association systematically monitors and analyses all important structural data for the conurbation and the wider Frankfurt/Rhine-Main metropolitan region. Managing projects funded by the European Union and offering an advisory function for municipalities in the management of EU-Funds Involving in several companies for regional development in a broader sense 24

28 Future prospects Challenges and Reccomendations There is no extensiv regional identity in the Rhine-Main area. One reason might be the complex processes in history: there were many principalities and states so the area was cut by various spheres of influence of changing sovereigns. To this day the Rhine-Main area is still devided in three federal states and the inhabitants perceive themselves as Darmstädter, Mainzer or Offenbacher and not as Rhine-Mainer. In this context nobody is able to set definite boundaries of the Rhine-Main area. In some circumstances people want to belong to Frankfurt and the Rhine-Main area, in other circumstances they prefer to keep off themselves from the development and problems of the center of the region. 28
29 Future prospects Challenges and Reccomendations There should be a discussion about functional vs. territorial governance. Functional governance with all it s advantages and disadvantages dominates today. This causes a high fragmentation of responsibilities and duties spread on various institutions. There is a necessarity to coordinate the varios institutions and needs of regional development. The Frankfurt/Rhine-Main Conurbation Planning Organisation should be given more responsibilities beside the sheer planning tasks. A discussion about an executive board with adequate authorities to manage the regionale development is needed. The Council of the Region is equipped inadequately right now. Because the discussed issues are without any regional importance the council is ill-reputed as Roth s (mayor of Frankfurt) coffee party in the media and by the public. 29
