1 August 19, 2014 Potential Bidders Request for Quotations (RFQ) Classroom-based Workshop Content Conversion to E-Learning An Open Procurement Process Workforce Solutions Greater Dallas (WFSDallas) is a non-profit organization that administers and acts as fiscal agent for programs consolidated at the local level and is responsible and accountable for the management of all workforce development funds made available to the local workforce development area. Please see the WFSDallas website ( to learn more about workforce programs, Board of Directors and other pertinent information. This Request for Quotations may also cover any updates and/or enhancements to e-learning services in the future. Services Solicited WFSDallas is seeking quotations to convert classroom-based workshop content to e-learning format that will be available to job seeker customers 24 hours/day for up to one year after the approval of services. Potential bidders should submit quotations for no more than two of the following topic areas: job search strategies resume preparation interviewing skills debt reduction/financial management coping with stress and adapting to change social media networking We anticipate that the process to convert workshop content to e-learning format will not exceed 20 hours. The selected vendor(s) will be required to work with a production company (selected by the WFSDallas) in transitioning their classroom-based workshop content to an e-learning format that will be available to job seekers 24 hours/day for up to one year after approval for services. The selected e-learning services will be reviewed periodically for relevance, appropriate and current curriculum content as well as job seeker usage and evaluations. The vendor may be asked or may request to update the content as necessary in the future. The Board will pay vendor a single payment amount upon successful upload of the e-learning service for use by job seeker customers up to one year. The compensation will be considered full and final payment for the transitioning classroom-based workshop content to e-learning. Selection will not limit the vendor s classroom-based training opportunities in workforce solution office locations or in other facilities as requested by WFSDallas. WORKSHOP CONENT TO E-LEARNIG GUIDELINES Approved vendors will be required to work with a production company vendor for the conversion of classroom-based workshop content to e-learning format. The production company will help with storyboarding, scripting, storyboarding, location scouting, project management, lighting, filming, editing, and packaging for use on our website. 1. Each selected vendor will be required to attend a conference call/webinar with the vendor and will need to provide a final draft curriculum packet in Microsoft PowerPoint (version 2010 or later) that includes: a. A cover slide with the title of presentation. b. Course content as it is to appear during the online service. c. Limited use of PowerPoint slide animations and videos of no more than 2 minutes. d. Website references that are hyperlinks that include the full URL.
2 e. Individually owned or public domain photos that are properly sourced. f. All reference materials should be appropriately sourced on each slide. 2. In addition, the following documents should be provided in a Microsoft Word format: a. A pre-test with correct answers specified. Test questions must be in a True/False or multiple choice formats. b. Interactive questions which may be inserted throughout the PowerPoint to reinforce course content as needed. A list of options will be provided to each vendor. c. A post-test with a minimum of 12 questions (correct answers specified). Test questions must be in a True/False or multiple choice formats. Post-tests will be graded automatically online and scores will be posted for persons taking the tests. The e-learning service should last no more than 1 hour and can include up to 5 individual modules. Each vendor must write a script for the training to be provided and be prepared to record the voiceover on the new e-learning version of the workshop. Additionally, each vendor should be prepared to meet with selected production company as needed during the course of the year to review feedback from participants, validate current information within e-learning course, and update training to meet Board expectations. It is important to note that a quotation for e-learning service that may result in more than the 1 hour limit will be subject to negotiation. Time Frame for Submissions and Instructions for Quotations A response to this RFQ should include one (1) complete original quotation for service(s) with signatures and four (4) exact copies. This RFQ will be an open procurement process and quotations will be considered on a monthly basis until program needs have been satisfied. For immediate consideration, bidder must submit a quotation for services to the WFSDallas by 4:00 p.m. C.D.T. on Tuesday, September 9, After the initial deadline, we will continue accepting quotations for services. A quotation for service(s) must be submitted by 5:00 p.m. on the first Wednesday of the month following the initial month for consideration of services. Bids may be hand delivered or submitted by mail. Tele-copier, fax, or transmission is not acceptable. If hand delivering or submitting proposal by mail, please address/externally label as follows: Classroom-based Workshop Content to e-learning Service Attn: Procurement Workforce Solutions Greater Dallas 1201 Main Street, Suite 2700 Dallas, Texas The RFQ with Attachments (A-H) will be available on our website: The Attachments must be completed according to instructions in the Response Checklist and Order of Submission section of this RFQ. Bidders Conference There will be no Bidders Conference; however, you may pose any questions to the link at: procurement@wfsdallas.com. Responses will be posted on the Board s website at: The deadline for questions will be Monday, August 25, 2014 at 12 Noon C.D.T. Answers to all questions will be posted on the Board s website, by 5:00 p.m. C.D.T. on Tuesday, August 26, Services Period The anticipated use privileges of converted classroom-based workshop content to e-learning service will initially be for a 12-month period. The WFSDallas retains the option to extend use privileges of e-learning service for an additional 12-month period by payment of licensing fee.
3 Eligible Bidders Current vendors (i.e., providing seminars/workshops and/or similar online services) and other interested providers of seminar/workshop services in good standing (i.e., not debarred from doing business with the state, federal or local government) and able to meet the professional qualifications and experience and other terms of this RFQ package are invited to respond. It is important to note that current vendors under contract for online services must also submit a quotation for consideration to provide similar services (that are compliant with topic areas listed in the Services Solicited section of this RFQ) in the future. Vendor selection will be via competitive negotiations based on the combination of price, qualifications, and ability to accommodate the needs of the WFSDallas workforce system operations. Governing Provisions 1. WFSDallas reserves the right to accept or reject any and all bids received, to cancel and/or reissue this Request for Quotations in part or in its entirety. 2. WFSDallas reserves the right to correct any error(s) and/or make changes to this solicitation as it deems necessary. 3. WFSDallas reserves the right to negotiate the final terms for contract/agreement or for placement on the vendors list with bidder selected and any such terms negotiated as a result of this RFQ may be renegotiated and/or amended in order to successfully meet the needs of the WFSDallas local plan. 4. All Board Directors, officers, and staff, or any agents of the Board are precluded from entertaining questions concerning the quotations or this procurement process outside the confines of the Questions and Answers process. Potential bidders, bidders and contractors are asked to respect these conditions by not making personal requests for assistance. No employee, member of a Board of Directors or other governing body, or representative of a bidder who submits a quotation under this RFQ may have any contact outside of the formal review process with any employee of Workforce Solutions Greater Dallas, or any member of the Board of Directors for purposes of discussing or lobbying on behalf of bidder s quotation. This contact includes written correspondence, telephone calls, personal meetings, messages, or other kinds of personal contact. WFSDallas will reject quotations of those bidders who violate this condition. 5. WFSDallas reserves the right to contact any individual, agency employer, or grantees listed in a quotation, to contact others who may have experience and/or knowledge of the bidder's relevant performance and/or qualifications; and to request additional information from any and all bidders. 6. WFSDallas also reserves the right to conduct a review of records, systems, procedures, etc. of any entity selected for funding. This may occur prior to, or subsequent to, contract/agreement for services or the placement on the vendors list. Misrepresentation of the bidder's ability to perform as stated in the proposal(s) may result in cancellation of contract/agreement for services or services on vendors list. 7. Bidders shall not under penalty of law, offer or provide any gratuities, favors, or anything of monetary value to any officer, member, employee, or agent of the Board, for the purpose of having an influencing effect toward their own quotation or any other quotation submitted hereunder. 8. No Board Director, officer, or employee, or any agent of the Board shall participate in the selection, award or administration of services supported by Board funds if a conflict of interest, real or apparent, would be involved. 9. Bidders shall not engage in any activity, which will restrict or eliminate competition. Violation of this provision may cause a bidder to be disqualified. This does not preclude joint ventures or subcontracts. 10. All quotations submitted must be an original work product of the bidder. The copying, paraphrasing or otherwise using of substantial portions of the work product of others and submitted hereunder as original work of the bidder is not permitted. Failure to adhere to this instruction may cause the quotations(s) to be disqualified and rejected. 11. The contents of a successful quotation may become a contractual obligation and be incorporated by reference if selected for placement on vendors list. Bidders must intend to fulfill all of the representations made in this quotation. Failure of the bidder to accept this obligation may result in cancellation of the approval for contract/agreement or placement on the vendors list. No plea of error or mistake shall be available to successful bidder(s) as a basis for release of proposed services at stated price/cost. 12. Selected vendor must comply with Texas Government Code 2264 and WD Letter and applicable changes in reference to public subsidies provided to employers.
4 Vendor Selection Process Selection of vendors shall be in accordance with the principles stated in the Board's plan and State plans, as well as other applicable laws, regulations and policy issuances from Federal, State, and Local entities. 1. A consideration in selecting vendors or organizations to deliver services shall be the demonstrated performance of the vendor or organization in delivering comparable or related services. Performance in this or similar activities shall be considered when awarding points for experience and qualifications. Other performance with this Board may be considered in evaluation for quotations received in response to this RFQ. 2. Funds provided under this RFQ shall not be used to duplicate facilities or services available in the area (with or without reimbursement) from the Federal, State or local sources, unless it is demonstrated that alternative services or facilities would be more effective or more likely to achieve the local workforce development area s performance goals. 3. The quotation review process will include: evaluation, rating, and ranking of quotations by professional staff or qualified outside evaluators using the general criteria specified in Selection Criteria of this RFQ. The quotation review process will also include review, approval to negotiate and selection for award of agreement and/or placement on vendors list by the Board of Directors. 4. The selection of all vendors or organizations shall be made on a competitive basis to the extent practicable, and shall include: Determination of the vendor s ability to provide quality workshop content to e-learning services in workforce system operations. Documentation of compliance with procurement standards established by the TWC presented in the chapter 14 of the Financial Manual for Grants and Contract, including the reasons for selection. 5. Approval for contract/agreement or placement on the vendors list for provider organizations shall be made only to "Responsible Providers" who have demonstrated competence and qualifications. 6. Providers not complying with Section 504 of the Rehabilitation Act of 1973 and the Federal Drug-Free Workplace Act of 1988, and those not prepared to comply with the Americans with Disabilities Act shall not be approved for services. 7. Vendors are recommended to post any job openings with Work In Texas. Selection Criteria Responsive quotations submitted by the deadline for immediate consideration and subsequently according to instructions in the RFQ will be evaluated using the criteria below. Responsiveness of Bid - The extent to which the bidder complies with the requirements of the RFQ. (10 points) Bidder s Experience/Qualifications The demonstrated history of bidder providing services and experience of staff will be involved in the conversion of classroom-based workshop content to e-learning service. (30 points) Classroom-based workshop content conversion to e-learning format - The quality of the service proposed for the WFSDallas job seekers. The video on CD or by link to website demonstrates quality and innovation. (30 points) Competitive Pricing The WFSDallas is seeking cost that is reasonable, necessary, allowable, allocable and competitive with similar services proposed. (30 points) Response Checklist and Order of Submission The quotation must be submitted in order as Attachments: A. Quotation Cover Sheet - All items on the Quotation Cover Sheet must be completed. Identify a liaison or primary contact person, as well as the Signatory Authority - a person with the legal authority to negotiate and sign a contract on behalf of the proposing entity. (This is also the person who must sign the required certification forms described below.) B. Quotation Narrative Include demonstrated history of the bidder providing services and experience of staff who will be involved in the conversion of classroom-based workshop content to e-learning format
5 and will be working with the production company that will produce the webinar. In addition, include content outline sufficiently detailed to convey vendor s content expertise as well as knowledge of e- Learning strategies and should include all related sourcing/references of material. Respondents should clearly indicate if materials are proprietary or copy written. In addition, respondent should submit a two minute video on CD or a website link demonstrative of the aforementioned knowledge and presentation skills. C. Pricing Sheet for Conversion of Classroom-based Workshop Content to e-learning Services (Attachment C) Respondent should provide pricing for services requested. The Board is seeking services in the most cost-efficient manner possible. Respondent s bid will be for an hourly cost for conversion of classroom-based workshop content to e-learning (online service) as requested/listed on the pricing sheet. In addition, the respondent should provide cost for licensing fee for use privileges of e-learning services for the period noted on the Pricing Sheet. D. Certification of Bidder - Please note that this form must be completed and have original signature by authorized personnel, and notarized. E. Certification Regarding Debarment - Please note that this form must be completed and have original signature by authorized personnel. F. Certification Regarding Drug-Free Workplace - Please note that this form must be completed and have G. Certification Regarding Lobbying - Please note that this form must be completed and have H.
