Sup~rlntendent NOV Dear Reader: As in the past, New Jersey wili again be ranked as one of the safest states in the nation. We believe the major factors contributing to this achievement are the continuing alcohol awareness programs, the mobile D.W.I. patrols, the sobriety checkpoints, and the 55 M.P.H. speed enforcement programs. The statistics for 988 indicate a death rate of. 79 for every 00 million vehicle miles traveled. During 988, motorists in New Jersey traveled approximately 59 billion miles, which was an increase of over billion miles from the previous year. This report constitutes a detailed review of the causes and results of fatal accidents throughout the state during 988. Hopefully, the continued efforts and cooperation of the public, federal, state, and local agencies will help us maintain our traffic safety record in the years ahead. It is essential that the law enforcement community be firmly committed to the 55 M.P.H. speed enforcement programs. We are convinced that this will save lives. 4 988 QUICK FACTS Nationwide preliminary statistics indicate there were 7,093 people killed. In New Jersey there were 966 fatal accidents with,05 people killed. In 988 there was an increase of 37 fatal accidents and 8 fatalities. In 988 an average of.9 persons were killed everyday. There were motorcycles and mopeds involved in fatal accidents. Pedalcyclists accounted for 9 fatal accidents. The 988 pedestrian death to)) was 39. There was a total of 53 hit-and-run accidents involving 77 vehicles. The largest number of deaths involved pedestrians. Four were drivers, 7 were passengers, and were pedalcyclists. Of the,5 drivers listed, 8 New Jersey drivers and 9 out-of-state drivers were suspended. There were 59 drivers without valid licenses. There are 3,097 miles of open public roads in the state of New Jersey, indicating one death for every 3. miles. Straight roads were involved in 59% of all fatal accidents. Of all fatal accidents, 8% occurred during clear weather conditions. Of the drivers involved in fatal accidents, 7 % were males. Of the vehicles involved in fatal accidents, 68% involved passenger cars and 3.6% involved trucks.

ALCOHOL FACTOR Total 3 There were 05 fatalities during 988. Of this total, 83 were tested for alcohol and 9 were not tested. Of the fatalities, 530 were drivers, 63 were passengers, 39 were pedestrians, and 9 were pedalcyclists. Of the 83 tested, 333 were positive for alcohol in varying degrees and 99 were negative. This indicates 0% of the fatalities tested were positive for alcohol and 60% were negative. There were 6 drunken driving related fatal accidents (.0% and over) with 63 people killed. The attached chart is a breakdown of victims and the percentage of alcohol in each classification. An analysis of the chart by victim classification indicates the following'. Drivers: Killed: There was a total of 530 drivers killed of which 58 were tested. Of those tested, 0 were positive and 56 were negative for a. % alcohol factor. Of the 0 imbibing drivers, 56 or 77.% had an alcohol level of.0% or higher. Surviving: There was a total of 93 surviving drivers of which 3 were tested. Of those tested, 09 were positive and 3 were negative for a.8% alcohol factor. Of the 09 imbibing drivers, 8 or 77.0% had an alcohol level of.0% or higher.. Passengers: There was a total of 63 passengers killed of which 7 were tested. Of those tested, 57 were positive and were negative for a 33.3% alcohol factor. 3. Pedestrians: There was a total of 39 pedestrians killed of which 9 were tested. Of those tested, 73 were positive and 8 were negative for a 38. % alcohol factor.. Pedalcyclists: There was a total of 9 pedalcyclists killed of which were tested. Of those tested, was positive and were negative for a 8.3 % alcohol factor. 8

18 SPECIFIC AREAS OF CONCERN INTERSTATE HIGHWAY FATALITIES The Interstate Highway System of New Jersey is approximateiy 93.8% completed. Of the 8.65 miles of roadway which are projected for this system, miles have been opened to the motoring public. During 988, the death rate averaged 7. deaths per month and one death for every.6 miles of highway. 24 AGE OF MAJORITY On January, 973, the legal drinking age in New Jersey was lowered from to 8. On January, 980, the legal drinking age was raised to 9 because of the increase in drunken-driving related fatal accidents in the age group of 8, 9 and 0.
